Start with this diagnostic checklist
Before replacing anything, record:
- Which program fails: note the application name and the full path shown in its shortcut or error message.
- When it fails: during startup, after an update, after extracting a ZIP file, or after antivirus activity.
- The exact filename: confirm whether the message names
mozutils.dll,mozglue.dll,xul.dll,mozcrt19.dll, or another dependency. - The application architecture: determine whether the program is 32-bit or 64-bit. Older Mozilla-based applications commonly require a matching 32-bit runtime.
- How it was installed: determine whether it came from an installer, a manually copied folder, a backup, or an incomplete archive extraction.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsmozutils.dll is a historical Mozilla runtime library, not a Windows component. If mozutils.dll is missing, the safest repair is usually to restore the complete application or matching XULRunner runtime that requested it.
What mozutils.dll is
mozutils.dll was used by Mozilla’s XULRunner runtime and older Gecko-based Windows applications. XULRunner allowed developers to deploy applications built with Mozilla’s browser engine and related technologies.

Mozilla documentation and bug records show that XULRunner 9-era applications could depend on mozutils.dll. Mozilla’s JavaScript shell packages also had a documented packaging problem in which the DLL was omitted, preventing js.exe from starting.

That history explains why the file may appear in an old developer tool, XULRunner application, obsolete Firefox-derived product, or another program built on an older Mozilla platform. It does not belong in the normal Windows system runtime.
Why the error appears
The usual messages include:
- “The program can’t start because mozutils.dll is missing from your computer.”
- “mozutils.dll was not found.”
- “The code execution cannot proceed because mozutils.dll was not found.”
- “mozutils.dll is either not designed to run on Windows or it contains an error.”
These messages generally mean that the application loader cannot find a compatible copy beside the executable or in the application’s private runtime layout.
Common causes include:
- The application folder was copied without all its files.
- A ZIP archive was only partially extracted.
- Cleanup software or antivirus removed the DLL.
- A backup restored the executable but not its runtime files.
- The application expects an old XULRunner release.
- A 32-bit application was paired with an incompatible runtime.
- Files from different Mozilla releases were mixed.
- The application is obsolete or damaged.
The error does not normally mean that Windows itself is missing a protected system file.
Fix 1: Identify and reinstall the parent application
This is the most reliable fix.
Find the executable
If the error appears from a shortcut:
- Right-click the shortcut.
- Select Properties.
- On the Shortcut tab, read the Target field.
- Record the executable name and folder.
- Select Open File Location if available.
If the error appears when opening a document, inspect the program associated with that file. If it appears from a scheduled task or script, identify the command that launches it.
Do not assume that the program is Firefox. Current Firefox installations generally use the later mozglue.dll library rather than mozutils.dll.
Reinstall from the original source
- Close the failing application.
- Uninstall it from Settings → Apps → Installed apps on Windows 11, or Settings → Apps → Apps & features on Windows 10.
- Restart Windows.
- Download the application from its original developer or obtain the original installation media.
- Install it into a new folder rather than reusing a damaged directory.
- Right-click the installer and select Run as administrator if the installation requires elevated access.
- Start the program from its newly created shortcut.
If the program was distributed as a ZIP file:
- Delete or rename the incomplete extracted folder.
- Right-click the original ZIP file.
- Select Extract All.
- Extract the entire archive to a new folder.
- Do not launch the executable from inside the ZIP.
- Do not copy only the executable to the desktop.
A successful repair allows the original application to start without a missing-DLL message. If the same error returns immediately, continue with the application-specific checks below.
Fix 2: Restore the matching XULRunner runtime
Some older applications were distributed separately from XULRunner and expected a particular runtime version. A current Firefox installer is not a replacement for that runtime.

First determine:
- The exact application that requested the file.
- Whether its documentation names XULRunner.
- Which runtime generation it requires.
- Whether the application is 32-bit or 64-bit.
A 32-bit program needs its compatible 32-bit runtime files, even on 64-bit Windows. Installing a different Mozilla release can cause further missing files, entry-point errors, or “not designed to run on Windows” messages.

Obtain the runtime from the application developer or the original vendor package. Historical Mozilla archives may contain old XULRunner releases, but those releases are unsupported and should be handled cautiously. Do not mix mozutils.dll, xul.dll, mozcrt19.dll, or other files from separate releases.
If the application vendor supplied a deployment folder, preserve its original layout. Manual copying is appropriate only when restoring a verified file from that same package and placing it exactly where the application expects it. Copying the file into C:WindowsSystem32 or C:WindowsSysWOW64 is not an appropriate repair.
Fix 3: Repair a JavaScript shell or developer tool
If the failing executable is js.exe or another old Mozilla developer tool, the problem may be an incomplete or defective package.
- Find the folder containing
js.exe. - Check whether the folder came from a ZIP archive.
- Re-download the complete package from the tool’s original provider.
- Extract every file into a new folder.
- Do not combine files with another JavaScript shell or Firefox installation.
- Run
js.exefrom the newly extracted folder.
If a corrected package is unavailable, contact the tool’s publisher or replace the obsolete tool with a maintained alternative. Manually downloading mozutils.dll from an unrelated DLL repository does not correct a defective package and can introduce an architecture mismatch.
Fix 4: Check Windows Security quarantine
Antivirus software can remove a file from an otherwise valid legacy application. Do not restore an unknown DLL simply because its filename matches the error.
- Open Start.
- Search for Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review entries from the time the application stopped working.
- Expand any detection associated with the application folder.
- Verify the application’s publisher, installer source, and file location.
- Scan the original installer before reinstalling it.
Only restore a quarantined file when the application and its source are trusted and the detection has been properly reviewed. Reinstalling from a verified original package is safer than restoring an unexplained file.
If the file is located in a random temporary folder, a user profile directory, or an unrelated program folder, do not make it load. Scan the system and investigate the associated software instead.

Check the requesting executable:
- Right-click the program’s
.exefile. - Select Properties.
- Open the Details tab and record the available product information.
- Check the application’s documentation or vendor support information for its architecture.
- Reinstall the application and runtime as a matched package.
There is no universal location for mozutils.dll. The correct copy belongs to the application that installed it, normally within that application’s own directory structure.
Do not copy a 64-bit DLL into a 32-bit program folder, or reverse the arrangement. Do not combine a modern mozglue.dll with an old application that expects mozutils.dll.
Fix 6: Repair Windows components only when broader corruption is present
DISM and SFC are secondary checks here. They repair Windows-protected components and will not normally recreate a missing third-party Mozilla runtime DLL.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Use them when several unrelated Windows programs are failing, Windows itself reports damaged components, or the problem began alongside wider system corruption.
- Open Start.
- Search for Command Prompt.
- Right-click it and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the original application again.
A successful DISM or SFC result does not prove that mozutils.dll was repaired. If the application still reports the missing file, return to the parent application’s installer and runtime package.
Repeating SFC and DISM without knowing what changed can make troubleshooting difficult. Outbyte PC Repair can perform a free scan to show what is wrong; repairs require the full version, and reinstalling the Mozilla-based application remains the definitive fix for this file.
Fix 7: Update drivers only when the symptoms are broader
A graphics or chipset driver is not the normal cause of a missing mozutils.dll. Driver work is relevant only when the legacy application also crashes during graphics initialization, Windows displays device errors, or other programs show graphics-related failures.
To check manually:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters, Sound, video and game controllers, or another relevant category.
- Right-click the affected device.
- Select Properties → Driver.
- Review the driver status and date.
- Use the device manufacturer’s official support page for a matching Windows driver.
- Restart Windows and test the application.
Outbyte Driver Updater can scan for outdated drivers and identify the specific driver needing attention; installation of drivers requires the full version. This is optional and does not replace reinstalling the program that owns mozutils.dll.
Do not register or move the DLL
Do not run:
regsvr32 mozutils.dll
regsvr32 is intended for DLLs that expose COM registration entry points such as DllRegisterServer. mozutils.dll is a runtime library, not a known self-registering COM component, so registration is not a normal repair.
Also avoid:
- Copying the file into
System32orSysWOW64. - Renaming
mozglue.dlltomozutils.dll. - Mixing files from Firefox, XULRunner, and third-party Gecko applications.
- Disabling antivirus protection to force an unknown DLL to load.
- Downloading a DLL from a random download site.
Standalone DLL downloads can contain malware, the wrong version, or the wrong architecture. They also leave the parent application’s incomplete runtime unresolved.

If the error remains after reinstalling
Work through this escalation list:
- Confirm the exact executable path shown in the error or shortcut.
- Confirm that the new installation is complete.
- Check Windows Security Protection history again.
- Verify 32-bit versus 64-bit compatibility.
- Look for a different missing dependency named in the new error.
- Ask the application vendor for its exact runtime bundle.
- Check whether the application supports the current Windows version.
- Scan an unexpected DLL location before opening the associated program.
- Remove obsolete software that has no legitimate parent application after completing malware checks.
System Restore is reasonable only when the failure began immediately after a known system change and no clean installer is available. It is not a substitute for obtaining the correct application package.

FAQ
Is mozutils.dll part of Windows?
No. It was a Mozilla runtime DLL used by older XULRunner and Gecko-based applications.
Does current Firefox need mozutils.dll?
Usually no. Modern Mozilla builds generally use the renamed mozglue.dll. If your error names mozglue.dll, follow repair or reinstall guidance for the current Firefox or the specific Mozilla application instead.
Can I download mozutils.dll by itself?
You should not. Restore it through the original application or matching runtime package so that all related files and versions remain compatible.
Should I copy it to System32?
No. The correct location is application-specific, and system-wide copying can cause conflicts or security problems.
Will SFC restore it?
Normally no. SFC repairs protected Windows files, not an ordinary missing XULRunner DLL.
What if the file is found in an unrelated folder?
Treat that as suspicious until the associated application and file source are verified. Do not register or copy the file merely because its name matches the error.
