| File size around a few hundred kilobytes | Not a reliable way to identify a legitimate current file |
The v4.0.30319 directory is normal on systems running .NET Framework 4.7, 4.8, or 4.8.1. .NET Framework 4.x versions are in-place updates, so installing a newer 4.x version normally updates the existing 4.x installation instead of creating a separate folder for every release. Microsoft explains the file’s role and normal directory structure in its .NET Framework shim explanation and installation documentation.

What mscoreei.dll does
mscoreei.dll is the internal shim implementation used by the Microsoft .NET Framework. The public system-facing shim, mscoree.dll, loads or forwards to the internal implementation when a Windows application starts a .NET Framework program. Microsoft documents this relationship in its .NET runtime COM activation documentation.

That makes mscoreei.dll different from a normal application library. It is not usually installed separately by Discord, Visual Studio, a game, or a driver utility. The application may be the first program that exposes the problem, but the damaged component usually belongs to the shared .NET Framework installation.
A legitimate copy is normally found under one of these locations:
C:\Windows\Microsoft.NET\Framework\v4.0.30319\mscoreei.dll
C:\Windows\Microsoft.NET\Framework64\v4.0.30319\mscoreei.dll
The first path contains 32-bit framework files. The second contains 64-bit framework files on 64-bit Windows. The system-facing mscoree.dll is associated with locations such as System32 and SysWOW64; that does not mean mscoreei.dll should be copied there.
The file may not exist on every Windows installation because its presence depends on the installed .NET Framework components and the Windows edition. Do not treat the absence of one path as proof of malware or as permission to copy a file from another computer.
Are the reported versions and file sizes reliable
Windows servicing replaces framework files. As a result, there is no single file version, size, checksum, or date that every valid mscoreei.dll must have.
You may encounter file properties such as:
- 32-bit version
4.7.2046.0, approximately 0.49 MB - 64-bit version
4.7.2046.0, approximately 0.61 MB - 32-bit version
4.0.30319.1, approximately 0.39 MB
These are possible examples, not a current identification standard. Microsoft’s servicing documentation also records other .NET Framework builds with different version numbers and sizes. The architecture, file location, Microsoft signature, and condition of the surrounding .NET Framework installation are more useful than file size alone.
To inspect the file that Windows is actually using:
- Press
Win+Eto open File Explorer. - Paste the full path from the error into the address bar.
- Right-click
mscoreei.dlland select Properties. - Check the General tab for the location and file size.
- Check the Details tab for version information.
- Check the Digital Signatures tab if it is present.
If the file is in a temporary folder, an unrelated application directory, or a location with no Microsoft signature, do not assume it is the legitimate framework file. Leave it in place while you gather information, then repair .NET Framework through Microsoft’s installer and tools.
What the common errors mean
“mscoreei.dll was not found” or “is missing”
This usually means the application requested the .NET Framework shim and Windows could not find a usable copy in the framework installation. Possible causes include:
- An incomplete .NET Framework installation
- A failed Windows or .NET Framework update
- File-system corruption
- Antivirus quarantine
- A damaged Windows component store
- An application that expects a framework version or Windows feature that is not enabled
It does not mean that downloading a file with the same name is the correct repair.
“mscoreei.dll could not be loaded”
The file may exist, but Windows could not map it into the application. The file may be corrupted, incomplete, the wrong architecture, or dependent on damaged framework components.
Free tools Windows power users keep installed
One-click scans. No signup required.
This error often appears for several unrelated programs because those programs share the same .NET Framework installation. Repairing or reinstalling one application will not repair a system-wide framework failure.
“mscoreei.dll could not be loaded or initialized”
This points to a failure during framework startup rather than simply a missing filename. A damaged file, incompatible manually copied replacement, incorrect architecture, or broken servicing metadata can all produce this type of message.
“The file is either not designed to run on Windows or it contains an error”
This is commonly called a “Bad Image” error. It usually means the executable loader rejected the file format or found that the file contents do not match what Windows expects.
A Bad Image message does not prove that the file is malware. It can result from an interrupted update, disk damage, a wrong-architecture replacement, or corruption in the Windows component store.
Why several programs can fail at startup
Startup programs often launch at the same time. If several of them depend on .NET Framework, each may display its own error while attempting to load the same damaged component.
The affected applications might include:
- Discord
- Visual Studio
- Startup utilities
- Hardware configuration tools
- Driver management software
- Older games or game launchers
- Other unrelated .NET Framework applications
The program named in the dialog may simply be the first one that tried to start. It is not necessarily the program that caused the corruption.
Before repairing anything, record the evidence
Write down the following information:
- The complete path shown in the error.
- Whether the path contains
FrameworkorFramework64. - The executable or application name shown in the dialog.
- Whether one program or several programs fail.
- Your Windows version and whether Windows is 32-bit or 64-bit.
- Whether the problem began after a Windows update, application update, power interruption, or antivirus event.
- Whether Windows Security shows a quarantine event for the file.
This information helps separate a damaged shared framework from a single damaged application.
Do not delete mscoreei.dll before recording its location. Deleting it can make diagnosis harder and can prevent additional applications from starting.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchFix 1: Run Microsoft’s .NET Framework Repair Tool
For a missing, damaged, or unloadable mscoreei.dll, this is the best first repair.
Microsoft provides the Microsoft .NET Framework Repair Tool. The support page and Download Center can display different release metadata, so use Microsoft’s official page rather than relying on a version number copied from another site.
Steps
- Open Microsoft’s Repair Tool page.
- Download
NetFxRepairTool.exe. - Open your Downloads folder.
- Right-click the downloaded file and select Run as administrator.
- Accept the license terms.
- Follow the prompts until the tool begins its checks.
- Allow it to apply the recommended repairs.
- Restart Windows when prompted, even if the tool does not require an immediate restart.
- Launch the application that displayed the error.
How to tell whether it worked
The repair worked if:
- The application starts without the
mscoreei.dllmessage. - Other affected .NET Framework applications also start.
- The same startup error does not return after a restart.
- Windows Security no longer reports the file as missing or quarantined.
If the tool reports that it could not repair the installation, continue with the official runtime repair and the DISM/SFC sequence below. Do not replace the file manually.
Fix 2: Repair or install the correct .NET Framework Runtime
User applications need the .NET Framework Runtime, not the Developer Pack. The Developer Pack is intended for development environments and does not serve as the normal repair choice for an end user whose application cannot start.
Use Microsoft’s .NET Framework 4.8.1 download page. The correct release still depends on the Windows version and edition, so check Microsoft’s Windows and Server installation matrix.
Steps
- Open the official .NET Framework download page.
- Select the Runtime download, not the Developer Pack.
- Save the installer.
- Right-click the installer and select Run as administrator.
- Accept the license terms.
- Allow setup to repair or update the existing .NET Framework installation.
- Restart Windows.
- Test the affected application again.
The offline installer is useful when Windows Update is unreliable or the computer must be repaired without downloading framework files during setup. Use only the installer linked from Microsoft’s official download pages.
If setup says a newer version is already installed
That message is expected when you try to install an older .NET Framework 4.x release over a newer one. .NET Framework 4.x versions are in-place updates, so installing .NET Framework 4.0 over 4.8 or 4.8.1 is not the right approach.
If the installer says a newer version is already installed:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Cancel the older installer.
- Run the .NET Framework Repair Tool.
- Install pending Windows updates.
- Restart Windows.
- Run DISM and SFC in the order shown later.
- Repair the affected application only if the framework checks complete successfully.
Do not uninstall a working newer .NET Framework 4.x release simply to install an older one unless Microsoft’s documentation for a specific legacy application explicitly requires that action.

Fix 3: Check Windows Features for .NET Framework
Some applications require .NET Framework 3.5, which includes .NET Framework 2.0 and 3.0 components. .NET Framework 3.5 is separate from the .NET Framework 4.x family. Enabling 3.5 does not replace a damaged 4.x mscoreei.dll.
Enable 3.5 only when the application requires it, the application documentation names it, or Windows reports that the feature is missing.
Windows 11 steps
- Open Settings.
- Select Apps.
- Select Optional features.
- Scroll to Related settings.
- Select More Windows features.
- In the Windows Features window, locate .NET Framework 3.5 (includes .NET 2.0 and 3.0).
- Select the checkbox.
- Select OK.
- Allow Windows to download the required files.
- Restart Windows.
- Test the application again.
You can also press Win+R, enter optionalfeatures, and press Enter.

- Select .NET Framework 3.5 (includes .NET 2.0 and 3.0) if the application requires it.
- Select OK.
- Allow Windows Update to download the feature files.
- Restart Windows.
- Test the affected application.
The .NET Framework 4.8 Advanced Services entry may also appear in Windows Features. If it is disabled on a system that requires the 4.x framework, enable the available top-level feature and restart. Do not repeatedly disable and re-enable framework components without first recording the current state.
Microsoft documents the separate 3.5 installation process in its .NET Framework 3.5 guide.
If Windows cannot download the feature
Run Windows Update first. If Windows Features returns an error or the files cannot be found, continue with DISM. A missing source error can mean that Windows needs a repair source matching the same Windows version and build.
Fix 4: Repair Windows with DISM, then SFC
Use DISM before SFC when Windows components may be damaged. DISM repairs the Windows component store that SFC uses as a source for protected-file repairs. Running SFC first can leave it unable to repair a file when the component store is already corrupt.
Run Windows Update first
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available Windows updates.
- Restart Windows.
- Return to Windows Update and check again.
- Continue when Windows reports that no additional updates are ready, or when the update problem itself needs repair.
Run DISM
- Right-click the Start button.
- Select Terminal (Admin) or Windows PowerShell (Admin).
- Select Yes at the User Account Control prompt.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait for the operation to finish.
- Restart Windows if DISM requests it.
Do not close the administrator window while DISM is working. Progress can pause for a while.
A successful result reports that the restore operation completed successfully. If DISM reports that source files could not be found, use Windows Update or a repair source that matches the same Windows version and build. Microsoft explains the matching-source requirement in its DISM repair documentation.
If DISM returns 0x800f081f, the required repair source is unavailable. Do not use a random DLL or files copied from an unrelated Windows installation. Use Windows Update or follow Microsoft’s instructions for a matching Windows installation source.
Run SFC after DISM
In the same elevated Terminal window, enter:
sfc /scannow
Press Enter and wait for the scan to reach 100 percent. Restart Windows when it completes, then test the affected program.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsSFC may report that it found no integrity violations, repaired corrupted files, or found files that it could not repair. Microsoft documents these scans in its System File Checker reference.
If the error path identifies a specific framework copy, you can also use a targeted check. Replace the path with the exact one shown in your error:
sfc /verifyfile=C:\Windows\Microsoft.NET\Framework\v4.0.30319\mscoreei.dll
To scan and attempt repair of that file:
sfc /scanfile=C:\Windows\Microsoft.NET\Framework\v4.0.30319\mscoreei.dll
For a 64-bit path, use Framework64:
sfc /scanfile=C:\Windows\Microsoft.NET\Framework64\v4.0.30319\mscoreei.dll
Optional repair assistance
If you are tired of repeating SFC and DISM without knowing which component changed, Outbyte PC Repair can scan for problems and show what it finds; the repair action is performed by the full version, so it is optional and not required for the Microsoft repair sequence.
Fix 5: Complete or undo a failed Windows servicing operation
A power interruption, failed update, disk error, or interrupted .NET Framework installer can leave the file and its servicing metadata inconsistent.
Try this sequence:
- Restart Windows normally.
- Open Settings.
- Select Windows Update.
- Install pending updates.
- Restart again.
- Run the .NET Framework Repair Tool.
- Run DISM.
- Run SFC.
- Test more than one .NET Framework application.
If Windows Update repeatedly fails, repair Windows servicing before attempting another framework installation. The Microsoft Windows Update corruption guidance explains additional repair paths.
Do not assume that the application named in the dialog caused the failed update. It may only be the first application that attempted to use the damaged framework.
Fix 6: Repair the application when only one program fails
If every other .NET Framework application works, the application itself may be damaged. In that situation, repairing Windows can be unnecessary.
Visual Studio
- Close Visual Studio.
- Open the Visual Studio Installer.
- Find the installed Visual Studio edition.
- Select More.
- Select Repair.
- Follow the installer prompts.
- Restart Windows if requested.
- Open Visual Studio again.
Microsoft documents this process in its Visual Studio repair instructions.
Free tools Windows power users keep installed

Discord
If Discord is the only affected program:
- Close Discord completely from the notification area.
- Restart Windows.
- Download the installer from Discord’s official support instructions.
- Run the installer again.
- Test Discord after installation.
Discord’s Desktop Installation Guide covers its supported installation process. If other .NET applications also fail, repair .NET Framework first instead of treating Discord as the root cause.
Games
Use the launcher’s file-verification feature for game files. Steam’s official file-verification guidance explains how to verify corrupted or deleted files.
Game verification repairs files belonging to the game. It does not normally repair a Windows-owned .NET Framework file. If the error path points to C:\Windows\Microsoft.NET, use the framework repair steps in this guide.
Fix 7: Check antivirus quarantine
Antivirus software can quarantine a framework file after a detection or a false positive. Do not restore a file solely because an application says it is missing.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWindows Security steps
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent events.
- Look for an event involving
mscoreei.dll. - Check the original file path shown in the event.
- Restore the file only if it is the Microsoft-signed file in the expected
Microsoft.NET\FrameworkorFramework64directory and you understand why it was quarantined. - Run the .NET Framework Repair Tool afterward.
- Restart Windows and test the application.
If the file was in a temporary directory, an application directory, or another unexpected location, leave it quarantined and reinstall or repair .NET Framework from Microsoft. Microsoft explains quarantine and restore behavior in its Defender Protection History documentation.
A corrupted file is not automatically malware, and a quarantine event does not automatically prove that the file was malicious. Use the path, Microsoft signature, antivirus event, and official repair process together.
Fix 8: Check drivers only when driver software is the sole problem
A driver reinstall is not the normal repair for a framework-owned mscoreei.dll. Consider a driver issue only when one hardware utility or driver package fails while other .NET applications work.
Device Manager steps
- Right-click the Start button.
- Select Device Manager.
- Expand the category for the affected hardware.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Note the driver provider and version.
- Select Update Driver.
- Select Search automatically for drivers.
- Restart Windows and test the hardware utility.
If the problem began immediately after a driver update, open the same Driver tab and select Roll Back Driver when available. For a complete reinstall, download the driver from the hardware manufacturer or computer manufacturer, uninstall the affected device only when the vendor’s instructions call for it, restart Windows, and install the matching package.

Do not download mscoreei.dll from a random DLL website
Individual DLL download sites can provide:
- Malware or tampered files
- The wrong .NET Framework servicing level
- The wrong 32-bit or 64-bit architecture
- A file from another Windows release
- A file with missing dependencies
- An unsigned replacement that does not match Windows servicing
Even a genuine file copied into the wrong directory may not fix the underlying installation. It can also leave Windows with mismatched framework files.
Use Microsoft’s .NET Framework installer, Repair Tool, DISM, SFC, Windows Update, System Restore, or a Windows repair installation instead.

Do not copy the file into System32, SysWOW64, or an application folder
mscoreei.dll normally belongs under the .NET Framework directories. Copying it into a system directory or next to an executable does not correctly repair the framework loader relationship.

Do not run regsvr32 on mscoreei.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, including certain ActiveX and COM components. Microsoft documents regsvr32 as a registration utility, not as a general-purpose DLL repair command.
There is no Microsoft troubleshooting procedure that registers mscoreei.dll. Running regsvr32 on it is not a normal fix and may produce another error about a missing entry point.
Do not install Visual C++ or DirectX just because a DLL error appeared
Visual C++ Redistributable repairs C and C++ runtime dependencies. DirectX repairs graphics and multimedia components. Neither is the normal repair for a .NET Framework shim file.
Install those packages only when the affected application’s own documentation identifies them as requirements. For an error naming mscoreei.dll, repair .NET Framework first.
Do not assume .NET Framework 3.5 replaces 4.x
.NET Framework 3.5 and .NET Framework 4.x are separate framework families. An application that requires 3.5 may need that Windows feature enabled even when 4.8.1 is installed. Enabling 3.5 does not repair a corrupted 4.x mscoreei.dll.
Do not keep replacing the individual file
If the file becomes corrupted again, the cause may be Windows servicing damage, disk problems, antivirus activity, or broader system corruption. Replacing the file repeatedly hides the symptom and can create an architecture or servicing mismatch.
If every repair attempt fails
Escalate in this order:
- Check whether the file is repeatedly being quarantined.
- Check Windows Update history for failed updates.
- Run DISM again and note the complete error code.
- Use a matching Windows repair source if DISM reports missing source files.
- Check disk health and Windows event logs.
- Test whether the problem affects another Windows user account.
- Use System Restore if a suitable restore point exists.
- Perform an in-place Windows repair when the component store remains damaged.
To open System Restore:
- Open Control Panel.
- Select Recovery.
- Select Open System Restore.
Alternatively, press Win+R, enter:
rstrui.exe
Press Enter and choose an appropriate restore point. Microsoft documents the process in its System Restore guidance.

FAQ
Is mscoreei.dll a virus
Not by name alone. mscoreei.dll is a genuine Microsoft .NET Framework component when it is located in the expected Microsoft.NET\Framework or Framework64 directory and has a valid Microsoft signature.
A copy in a temporary folder, an unrelated application directory, or an unexpected location deserves investigation. Use Windows Security and repair .NET Framework from Microsoft rather than trusting a replacement file.
Recommended Free Tools
Why does the folder say v4.0.30319 when I have .NET Framework 4.8.1
.NET Framework 4.x versions use the CLR 4.0.30319 family and are installed as in-place updates. The folder name does not mean that your computer is running only .NET Framework 4.0.
Which copy should I repair, Framework or Framework64
Use the complete path shown in the error. Framework contains the 32-bit copy, while Framework64 contains the 64-bit copy on 64-bit Windows.
A 32-bit application can use the 32-bit framework directory even on 64-bit Windows. Do not copy one architecture over the other.
Should I install modern .NET 6, .NET 8, or another .NET runtime
Not to repair mscoreei.dll. This file belongs to the .NET Framework family. Modern .NET runtimes are separate products.
Install a modern .NET runtime only when the affected application specifically requires it. For mscoreei.dll, use the compatible .NET Framework Runtime and Repair Tool.
Should I enable .NET Framework 3.5
Only when the application requires it. .NET Framework 3.5 is separate from .NET Framework 4.x and does not automatically repair a damaged 4.x mscoreei.dll.
Why does the error appear for Discord, Visual Studio, and unrelated startup tools at the same time
Those programs may share the same Windows .NET Framework installation. Several applications can fail independently when they all try to load the same damaged framework component.
Treat simultaneous failures as a system-wide .NET Framework or Windows servicing problem.
Can I use regsvr32 mscoreei.dll
No. mscoreei.dll is not a normal ActiveX control or COM DLL that should be registered manually. Repair the .NET Framework installation instead.
The file exists, so why does Windows still say it cannot be loaded
A file can exist and still be unreadable, corrupted, the wrong architecture, unsigned, or inconsistent with its dependencies and servicing metadata. “Could not be loaded” is not limited to a missing filename.
What if only one application fails
Repair or reinstall that application first. Visual Studio has a More → Repair option in Visual Studio Installer. For Discord or a game, use the official installer or launcher repair process.
If other .NET applications work, an application-specific repair is more likely than a Windows-wide framework failure.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What if the installer says a newer .NET Framework version is already installed
Do not force an older 4.x version over it. Run the Repair Tool, install Windows updates, restart, and then run DISM followed by SFC.
What information should I provide when asking for help
Include the exact error text, complete path, executable name, Windows version, system architecture, whether one or many programs fail, recent updates or power interruptions, and any antivirus quarantine event.
That information distinguishes a damaged .NET Framework installation from a single broken application, a driver-specific problem, or broader Windows corruption.
