If Windows reports that msrating.dll is missing, msrating.dll was not found, or that the code execution cannot proceed because it was not found, the affected program will usually refuse to start. An error stating that msrating.dll could not be loaded or is not designed for Windows points to a damaged, mismatched or unavailable Windows component.
The 60-second answer
msrating.dll is a genuine Microsoft file called Internet Ratings and Local User Management DLL. It belongs to the Internet Explorer and Windows Internet Ratings subsystem, not to Visual C++, DirectX, .NET or a graphics driver.

What causes an msrating.dll error
The correct fix depends on where the failure occurs.
| What you observe | Most likely cause | Best first repair |
|---|---|---|
| Several programs or Windows components fail | Damaged Windows component | Windows Update, DISM and SFC |
| Only one older program fails | Damaged application installation | Repair or reinstall that application |
| The file disappeared suddenly | Antivirus quarantine or accidental deletion | Review Protection History |
| The file exists but will not load | Corruption, wrong architecture or dependent-module failure | Check location, signature and application logs |
| The error began after an update | Incomplete servicing or incompatible update | Install remaining updates, then use recovery options |
Older software may request msrating.dll even if you never open Internet Explorer. Applications can load Windows and Internet Explorer libraries indirectly, particularly when they use legacy web, content-rating or user-management components.
The file may be present on Windows 7, Windows 8.1 and Windows 10 installations because it was historically delivered with Internet Explorer and Windows servicing. Its presence on a current Windows installation depends on the edition, servicing state and installed legacy components. Internet Explorer 11 has reached the end of support, so reinstalling Internet Explorer is not the normal solution. (Microsoft Internet Explorer Downloads)
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFix 1: Install Windows updates first
Because msrating.dll is serviced as part of Windows and Internet Explorer components, Windows Update is the safest first repair.
Windows 11
- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install every applicable update.
- Restart when Windows requests it.
- Open the affected program again.
Windows 10
- Open Start > Settings.
- Select Update & Security.
- Select Windows Update.
- Choose Check for updates.
- Install the available updates and restart.
If an update repeatedly fails, note its error code and continue with the DISM and SFC procedure below. Do not search for an individual msrating.dll version that matches a number shown on a third-party site. Exact file versions vary with Windows release, architecture, servicing branch and installed updates.
Fix 2: Repair Windows with DISM and SFC
Use an elevated Command Prompt. Microsoft recommends running DISM before SFC because DISM repairs the Windows component store that SFC uses as a source.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Do not close the window if progress appears to pause.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallWhen DISM completes, run:
sfc /scannow
Wait until verification reaches 100 percent. Then restart Windows and test the affected program.
Possible SFC results include:
- Windows Resource Protection did not find any integrity violations: protected system files were not damaged. Continue with application repair and dependency checks.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test the program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and repeat SFC. If corruption remains, use a matching repair source or Windows recovery.
For a repair source, Microsoft documents this form:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
C:RepairSourceWindows is only an example. Replace it with a genuine Windows installation source matching your installed edition and build. (Microsoft repair instructions)
Repeatedly hunting through Windows folders and rerunning SFC or DISM can make it difficult to tell what actually changed. Outbyte PC Repair can scan for reported system problems and show what needs attention; repair actions are handled by the full version. It is optional, and repairing the affected application remains the definitive fix when that application is the damaged part.

If only one program reports the error and Windows continues to operate normally, the application installation may be damaged. Do not place a downloaded copy of msrating.dll beside the program’s executable.
Windows 11 Store and desktop applications
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair if available.
- Start the program again.
The Repair option is not available for every application. For traditional desktop software:
- Open Control Panel.
- Select Programs > Programs and Features.
- Right-click the affected program.
- Choose Repair or Change.
- Follow the installer’s instructions.
- Restart Windows if requested.
If repair fails, uninstall the application and reinstall it from the publisher’s official installer. Back up application data or saved games first. Microsoft also documents these repair paths and notes that available options vary by program. (Microsoft repair apps and programs)
For a game, open its official launcher and use Verify, Verify integrity, Scan and repair or the equivalent command. The exact menu depends on the launcher. Verification is preferable to copying a DLL into the game directory because it checks the application’s own files without masking a Windows component problem.

Fix 4: Check antivirus quarantine
If the file disappeared recently, security software may have quarantined it. Do not restore it automatically merely because a program says it is missing.
In Windows Security:
- Open Start > Settings.
- Select Privacy & security > Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review detections involving
msrating.dll. - Check the reported file path, detection name and action taken.
Restore a quarantined file only after confirming that it was in a normal Windows component directory and has a valid Microsoft digital signature. If the file was in a random download folder, a user-writable directory or an unexpected application folder, leave it quarantined and run a full security scan.
Protection History entries are retained for a limited period, so an old quarantine event may no longer be visible. (Microsoft Protection History)
Fix 5: Check the file location and architecture
On a 64-bit Windows installation, the normal locations are:
Rank #2
- Dual USB-A & USB-C Bootable Drive – compatible with nearly all Windows PCs, laptops, and tablets (UEFI & Legacy BIOS). Works with Surface devices and all major brands.
- Fully Customizable USB – easily Add, Replace, or Upgrade any compatible bootable ISO app, installer, or utility (clear step-by-step instructions included).
- Complete Windows Repair Toolkit – includes tools to remove viruses, reset passwords, recover lost files, and fix boot errors like BOOTMGR or NTLDR missing.
- Reinstall or Upgrade Windows – perform a clean reinstall of Windows 7 (32bit and 64bit), 10, or 11 (amd64 + arm64) to restore performance and stability. (Windows license not included.). Includes Full Driver Pack – ensures hardware compatibility after installation. Automatically detects and installs drivers for most PCs.
- Premium Hardware & Reliable Support – built with high-quality flash chips for speed and longevity. TECH STORE ON provides responsive customer support within 24 hours.
- Native 64-bit copy:
%WINDIR%System32msrating.dll - 32-bit copy:
%WINDIR%SysWOW64msrating.dll
The names are counterintuitive. In 64-bit Windows, System32 contains native 64-bit system files, while SysWOW64 contains 32-bit files used by 32-bit applications. This behavior is part of Microsoft’s WOW64 file-system redirection. (Microsoft File System Redirector)
To inspect a file:
- Press Windows key + R.
- Enter
%WINDIR%System32. - Press Enter.
- Search for
msrating.dll. - Right-click it and select Properties.
- Check the Digital Signatures tab and the Details tab.
A file in the expected Windows directory with Microsoft listed as its signer is more trustworthy than one in a random application folder. Do not swap files between System32, SysWOW64 and an application directory.
A 32-bit application may need the 32-bit Windows copy, while a 64-bit application needs the native copy. A message saying the file is “not designed to run on Windows” can indicate architecture mismatch, corruption or a damaged dependency. It does not prove that the file itself is malicious.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 6: Do not use regsvr32 for this error
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. It is not a general-purpose repair command.
Running this command:
regsvr32 msrating.dll
will commonly produce a load or entry-point error and will not restore a missing Windows payload. There is no evidence that ordinary msrating.dll missing-file errors require registration. (Microsoft regsvr32 documentation)
Do not use regsvr32 unless the official documentation for the specific application explicitly requires that registration step.
Fix 7: Treat driver updates as unrelated unless evidence points there
msrating.dll is not a graphics, audio, printer or chipset driver component. Updating drivers is therefore not a justified first response to this particular error. Device Manager is useful only if the same application also reports a separate hardware or device problem.
To check for a related device issue:
- Right-click Start.
- Select Device Manager.
- Look for a yellow warning icon.
- Expand the relevant device category.
- Right-click the affected device.
- Select Properties and review the General and Driver tabs.
- Use Update driver only when the device itself is reporting a problem.
Manually identifying stale drivers across many device categories is separate from repairing msrating.dll. Outbyte Driver Updater can scan and identify driver updates, with installation handled by the full version; it is optional and does not replace Windows component repair or application reinstallation.

If DISM and SFC cannot repair Windows, use a matching repair source, System Restore or another Windows recovery option.
System Restore can roll system files and settings back to an earlier restore point without removing personal files. It is useful when the error began immediately after an update or software installation. Open Start, search for Create a restore point, select System Restore, and choose a restore point from before the failure. (Microsoft recovery options)
On supported Windows 11 installations, another option is:
- Open Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now if available.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files and settings when the option is offered. (Microsoft Windows repair reinstall)
Why downloading msrating.dll is unsafe
Random DLL download sites can provide:
- The wrong Windows build
- The wrong 32-bit or 64-bit architecture
- A modified or malicious file
- A file with incompatible dependencies
- A copy that hides rather than repairs the component-store problem
Copying that file into an application directory can also change DLL search behavior and create another security or compatibility problem. Use Windows Update, DISM, SFC and the official installer for the affected application instead.
FAQ
Is msrating.dll a Microsoft file?
Yes. Its description is Internet Ratings and Local User Management DLL, and it is associated with Microsoft’s Internet Explorer and Windows components. Microsoft-serviced Internet Explorer updates include the file.
Does Windows 11 always contain msrating.dll?
Not necessarily. Component presence depends on the Windows edition, servicing state and installed legacy compatibility components. Do not treat an absent file as proof that you should download one manually.
Should I install Visual C++, DirectX or .NET?
Not as a first response. There is no evidence that those runtimes specifically provide msrating.dll. Repair Windows or the single affected application based on where the error occurs.
Should I reinstall Internet Explorer?
No. Internet Explorer has reached the end of support. Use Windows servicing, applicable updates and recovery options instead of trying to reinstall the browser.
What if SFC says it repaired the file but the program still fails?
The displayed DLL may be the first dependency that failed, not the only problem. Repair the application, inspect its logs and verify its files. Also check whether the program is 32-bit and whether it is trying to load a private copy from its own folder.
Is it safe to restore msrating.dll from antivirus quarantine?
Only after checking its original path, Microsoft digital signature and detection details. If the file was unsigned or located outside the expected Windows component directories, leave it quarantined and investigate further.
