- Only one old program fails: Repair or reinstall that program first. This is the most likely cause.
- The problem began after Office or Access maintenance: Repair the installed Office or Access product.
- The application uses
.mdb,.mde, Access Runtime, Briefcase reconciliation, or Jet replication: Restore the matching 32-bit Jet or Access component supplied by the application vendor. - The error appeared after antivirus activity: Check Windows Security Protection history for quarantine actions.
- The message says “Error 1309. Error reading from file”: This is an installer or source-media problem, not an ordinary runtime missing-file error.
- The message says the loaded version is too old: The application needs a compatible Jet version, not merely any file with the same filename.
- Several Windows components or unrelated programs are failing: Run DISM and SFC after checking the application repair path.
- A 64-bit Windows computer runs a 32-bit legacy application: Use the application’s x86 or 32-bit runtime. Do not replace it with an unrelated 64-bit database package.
What msrecr40.dll belongs to
msrecr40.dll is part of Microsoft Jet, an older database technology used by Microsoft Access and other Windows applications. Its name refers to the Jet Briefcase Reconciler Resource Library. Older Microsoft documentation also describes it as a replication reconciler resource library.
A reconciler helps resolve or process changes in replicated Jet databases. Most current Windows applications never need this file. A program that does need it is usually an older Access-based application, an Access Runtime program, or a business utility built around Jet replication.
This is not normally:
- A Visual C++ Redistributable file
- A DirectX component
- A .NET runtime file
- A modern Windows 11 core file
- A generic driver
- A file that should be downloaded from a DLL catalog
Historical Jet and MDAC installations placed related files in Windows system directories and in Access or Runtime installation folders. That does not mean every modern Windows installation should contain msrecr40.dll.
Microsoft’s documentation about Briefcase reconcilers explains the DLL-based reconciler design behind this type of component.
First identify the program requesting the file
Before repairing Windows, find the parent application. The missing file may belong to a private application folder rather than the Windows system directory.
Check the shortcut
- Right-click the shortcut that produces the error.
- Select Properties.
- Open the Shortcut tab.
- Read the Target field.
- Note the application name and the folder containing its executable.
- Select Open File Location if that button is available.
Write down whether the program is an Access database, an .mdb or .mde file, an Access Runtime application, a reporting utility, or an older business program.
Check installed applications
- Press Windows key + I.
- Select Apps.
- Select Installed apps.
- Search for the program named in the shortcut.
- Also look for Microsoft Access, Microsoft Office, or an application-specific runtime.
If the error appears when opening an email attachment, scheduled task, database file, or shortcut with an unfamiliar target, identify that target before changing system files.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Check the failing executable
If the error disappears too quickly to identify the program:
- Open Task Manager with Ctrl + Shift + Esc.
- Select Details.
- Start the application again.
- Watch for a new process.
- Right-click the process and select Open file location.
Do not assume that every msrecr40.dll error comes directly from Microsoft Access. The requesting application may be a separate vendor program that bundled Access or Jet components.
Fix 1: Repair the application that reports the error
When one legacy application fails and other programs work, repairing that application is the best first step.
Use the application’s own repair option
Look in the application’s Start menu folder, installer, or maintenance program for:
Recommended Free Tools
- Repair
- Modify
- Change
- Verify files
- Repair installation
If available:
- Close the failing application.
- Right-click its installer or maintenance shortcut.
- Select Run as administrator if the vendor’s installer requires it.
- Choose Repair.
- Allow the process to finish.
- Restart Windows.
- Open the same application again.
A successful repair should allow the application to start without the missing-file message. It may also restore companion Jet files that msrecr40.dll needs.

Reinstall from the original source
If no repair option exists:
- Back up the application’s databases and configuration files.
- Record any license or activation information.
- Open Settings → Apps → Installed apps.
- Select the affected program.
- Select the three-dot menu.
- Choose Uninstall.
- Restart Windows.
- Reinstall from the original vendor media, trusted company share, or official installer.
- Restart again and test the application.
Do not delete the application’s database folder unless the vendor specifically instructs you to do so. Uninstallers and reinstallers may not preserve user data consistently.
If the program originally included an Access Runtime, reinstall that exact runtime from the application vendor. The current Microsoft 365 Access Runtime is available in x86 and x64 forms, but it is not guaranteed to contain the older msrecr40.dll component required by a particular legacy application.
Fix 2: Repair Office or an installed Access product
Use this path when the error began after repairing, updating, uninstalling, or changing Microsoft Office or Access.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Close all Office programs.
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find Microsoft 365, Microsoft Office, or the installed Access product.
- Select the three-dot menu.
- Choose Modify.
- Approve the administrator prompt.
- Start with Quick Repair.
- Restart Windows and test the application.
- If the error remains, repeat the process and choose Online Repair when available.
Microsoft describes these steps in its guide to repairing an Office application.
Repairing Office may not restore a private copy of a file bundled with an older vendor program. If only that program fails, return to its own repair or reinstall process.
Fix 3: Restore Jet replication components when the application uses them
This is a specialized fix. Use it only when the application documentation, vendor, administrator, or error log identifies Jet replication, Briefcase reconciliation, or a related Jet 4.0 feature.
Microsoft historically distributed a Jet replication update named Jet40Repl.exe. Its documented contents included msrecr40.dll and other replication files. A matching original vendor installer may include the same components.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Before installing an old package:
- Confirm that the application actually uses Jet replication.
- Confirm whether the application is 32-bit.
- Check the vendor’s installation instructions.
- Create a backup of the application and its databases.
- Confirm that the package is intended for the version of Windows being used.
- Use the original Microsoft or vendor-distributed package rather than an isolated DLL.
Do not assume that an old Jet 4.0 service pack will install successfully or be supported on current Windows versions. Do not replace a legacy Jet component with a current Access Database Engine package without confirmation from the application vendor.
A correct replication repair should restore the application’s reconciliation or database startup function. If the same error remains, the application may be loading a private copy from its own directory, or another required dependency may be missing.
Fix 4: Check 32-bit and 64-bit compatibility
The documented Jet 4.0 component is an x86, or 32-bit, legacy component. A 64-bit Windows computer can run many 32-bit applications through WoW64, but the application still needs the correct 32-bit supporting files.
To check Windows architecture:
- Press Windows key + I.
- Select System.
- Select About.
- Read System type.
To check an application process:
- Start the program if possible.
- Open Task Manager.
- Select Details.
- Right-click the column headings.
- Choose Select columns.
- Enable Platform if available.
A 32-bit application needs its compatible x86 runtime and Jet components. Installing a 64-bit database engine does not automatically repair a 32-bit application. Conversely, installing multiple Office or Access Database Engine architectures can create conflicts in shared components.

Fix 5: Check whether Microsoft Defender quarantined the file
A missing file can result from quarantine, but the absence of msrecr40.dll alone does not prove malware.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent entries.
- Expand any detection related to the application folder or
msrecr40.dll. - Read the detected path and action.
Only restore or allow the file after confirming all of the following:
- It came from the original application or Microsoft installer.
- The path matches the expected installation folder.
- The application vendor confirms the file is required.
- The file’s digital signature and source are trustworthy.
Microsoft explains Protection History and its restore behavior in its Windows Security guidance. A restored file may be detected again if Defender still considers it unsafe.
If the file was in an unexpected temporary folder, user profile folder, or downloaded archive, do not whitelist it simply because its filename is correct. Run a full or offline security scan and reinstall the application from a trusted source.
Fix 6: Repair Windows components with DISM and SFC
Use Windows repair tools when several Windows components are damaged or when the file was historically installed as part of a protected Windows component. These tools are less likely to restore a DLL privately bundled inside an old application.
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected program again.
Microsoft recommends running DISM before SFC in its System File Checker instructions.
If SFC reports that it repaired files, restart and test again. If it reports that it could not repair everything, repeat the application repair path rather than copying msrecr40.dll manually.
Running SFC repeatedly without identifying what changed rarely solves a private application installation problem. Outbyte PC Repair can scan for system problems and show what needs attention, while its repair functions require the full version; it is optional, and reinstalling the affected application remains the definitive fix when that program owns the missing file.
Fix 7: Do not treat this as a driver problem
msrecr40.dll is a Jet database component, not a graphics, audio, chipset, or printer driver. Device Manager is therefore not a normal repair location for this error.
If the application vendor separately reports a driver dependency, update that driver through the hardware manufacturer or Windows Update:
- Right-click Start.
- Select Device Manager.
- Expand the relevant hardware category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if prompted.
Do not uninstall a device merely because msrecr40.dll is missing. Outbyte Driver Updater can scan for outdated drivers and identify what needs attention, while driver installation through the full version is optional; updating a driver will not replace the Jet DLL itself.

Some installations report:
Error 1309. Error reading from file: …MSRECR40.dll
This usually means setup cannot read the installation source. It is not the same as an application starting after installation and reporting a missing DLL.
Try these checks:
- If using a disc, clean it and try another drive.
- If using a network share, copy the installer to a trusted local folder.
- Check that the account has read access to the source.
- Check whether security software blocked or removed the installer file.
- If using an old cached installer, obtain fresh original media from the vendor.
- Run the vendor installer again as administrator.
Do not solve Error 1309 by downloading a replacement DLL into System32. Repair the source media or installer cache instead.

Why regsvr32 usually does not help
regsvr32 is intended for DLLs that expose the COM registration entry point DllRegisterServer. A Jet resource library is not documented as a self-registering COM server.
Running this command:
regsvr32 msrecr40.dll
will commonly produce a registration or entry-point error. It does not recreate a missing Jet installation, fix version mismatches, restore companion files, or resolve a missing dependency.
Use regsvr32 only when the software vendor specifically identifies a self-registering component and provides the correct command and architecture. It is not a general-purpose DLL repair command.
Avoid random DLL download sites
Downloading msrecr40.dll from an unverified DLL website is risky because the file may:
- Contain malware
- Have the wrong Jet version
- Have the wrong architecture
- Lack companion files
- Have altered resources or dependencies
- Be incompatible with the application
- Hide the damaged installation that needs repair
A file with the correct name is not enough. Use the original application installer, the application vendor’s official runtime, an applicable Microsoft repair package, or Office repair. Do not manually copy an isolated DLL into System32 or the application folder unless the original vendor’s documented procedure explicitly requires it.
If the error still remains
Collect these details before contacting the application vendor:
- The exact error text.
- The name of the executable that fails.
- The full path to that executable.
- Whether the program is 32-bit.
- Whether it uses Access,
.mdb,.mde, Jet replication, or an Access Runtime. - Whether the issue began after Office maintenance, an update, cleanup, restore, or antivirus quarantine.
- Whether repair and reinstall produced an installer error.
- The path Windows reports for
msrecr40.dll. - Any application log or Event Viewer entry.
To inspect related events:
- Right-click Start.
- Select Event Viewer.
- Open Windows Logs.
- Check Application.
- Look for an event at the time of the failure.
- Record the application name, faulting module, and reported path.
If the application requires an obsolete Access Runtime that Microsoft no longer distributes directly, the vendor may need to provide the supported installation media or an updated version.
Prevention
- Keep the original application installer and runtime package.
- Back up Access databases before repairing Office or legacy software.
- Record whether the application uses 32-bit or 64-bit components.
- Avoid removing old Access or Jet components until dependent programs are identified.
- Review Defender quarantine entries before allowing a file.
- Do not use registry cleaners or isolated DLL downloads as routine maintenance.
- Keep a copy of the vendor’s installation instructions for old database software.
- Test the application after Office architecture changes.
Frequently asked questions
Is msrecr40.dll a Windows system file?
It is a genuine Microsoft Jet file, but it should not be treated as a current Windows 10 or Windows 11 core file. It may be installed by an old Access, Jet, MDAC, or vendor application.
Is msrecr40.dll part of Microsoft Office?
It can be associated with older Access or Access Runtime installations, but the failing application must be identified. A separate business application may have bundled or installed its own Jet components.
Will Microsoft 365 Access Runtime replace it?
Not necessarily. The current Access Runtime includes the Access Database Engine and has x86 and x64 versions, but it is not proven to provide every legacy Jet replication file. Use the runtime specified by the application vendor.
Can I copy the file from another computer?
Manual copying is unsafe unless the original vendor specifically documents it. The other computer may have a different version, architecture, language resource, or dependency set.
Should I run regsvr32 msrecr40.dll?
Usually no. This file is not documented as a self-registering COM server, so registration will not normally repair a Jet application.
Does a missing file mean my computer has malware?
No. A missing file can result from an incomplete installation, Office maintenance, application damage, quarantine, or disk problems. Investigate the source and path before deciding whether it is malicious.
Recommended Free Tools
Why does the message say “specified module could not be found” when the file exists?
Windows may be unable to load a dependency required by msrecr40.dll, or the application may be loading an incompatible copy. Check the application’s repair path, architecture, and vendor documentation rather than replacing the visible filename alone.
