nlsdata0021.dll is a Microsoft Windows Neutral Natural Language Server Data and Code component. It is associated with Windows natural-language resources, rather than Visual C++, DirectX, .NET, or a particular game. Microsoft lists the file among Windows component files for both 32-bit and 64-bit systems. Microsoft’s file table

The same filename has also appeared in Microsoft Office and SharePoint packages. That means the correct repair depends on where the error appears: during Windows startup, when launching Office, or inside one specific application or game.

Do not download a replacement DLL from a random website. It may contain malware, target the wrong architecture, have an incompatible version, or leave the damaged Windows or application installation unrepaired.

Architecture Version Reported size
32-bit 6.2.9200.16384 1.73 MB
32-bit 6.1.7600.16385 1.73 MB
32-bit 6.0.6001.18000 1.72 MB
64-bit 6.0.6001.18000 1.82 MB

A copy in C:WindowsSystem32 is not automatically 64-bit in every situation, and an application directory may contain its own copy. On 64-bit Windows, C:WindowsSysWOW64 normally contains 32-bit system files. Do not replace files based only on their folder name or version number.

Error messages you may see

The wording varies according to Windows, the loader, and the program making the request:

  • “The program can’t start because nlsdata0021.dll is missing from your computer.”
  • “The code execution cannot proceed because nlsdata0021.dll was not found.”
  • “There was a problem starting nlsdata0021.dll.”
  • “The specified module could not be found.”
  • “nlsdata0021.dll is either not designed to run on Windows or it contains an error.”
  • “NlsData0021.dll could not be loaded.”
  • “NlsData0021.dll is corrupted.”

“Specified module could not be found” does not always mean the named DLL is absent. Windows may have found nlsdata0021.dll but failed to load one of its dependencies.

Before repairing anything, note the exact message and the program shown in its title bar. Also remember when the problem began. A failed update, cleanup utility, antivirus quarantine, interrupted installation, crash, or disk problem points to different fixes.

Fix 1: Identify whether Windows or an application owns the error

Use the timing of the failure as your first diagnostic clue.

  • Windows startup or several unrelated programs: repair Windows components first.
  • Microsoft Office, SharePoint, or a Microsoft development tool: repair that product.
  • One game or application: repair or reinstall that application.
  • The file appears in antivirus history: verify the quarantine event before restoring anything.
  • The program loads only after a recent update or driver change: System Restore may be appropriate.

You can search for the file without downloading anything:

  1. Press Win + E.
  2. Select This PC.
  3. Search for nlsdata0021.dll.
  4. Record each path, but do not delete or overwrite the files.

A copy under a Windows component directory suggests Windows servicing. A copy under an Office, SharePoint, game, or application directory suggests that product may own the damaged copy.

Fix 2: Install Windows updates and restart

Servicing updates can restore missing protected components and correct mismatched system files.

Windows 11

  1. Open Start > Settings.
  2. Select Windows Update.
  3. Click Check for updates.
  4. Install all available updates.
  5. Restart the computer.
  6. Return to Windows Update and check again.

Windows 10

  1. Open Start > Settings.
  2. Select Update & Security.
  3. Open Windows Update.
  4. Click Check for updates.
  5. Install the updates and restart.
  6. Check again after restarting.

Try the affected program after Windows finishes updating. If the error remains, continue with DISM and SFC rather than copying a DLL manually.

Fix 3: Repair Windows with DISM and System File Checker

DISM repairs the Windows component store, which supplies repair files to System File Checker. Run DISM first, then SFC.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for it to finish. The process may pause at a percentage for a while. When it completes, run:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sfc /scannow

Wait until verification reaches 100 percent, then restart Windows.

A successful result may say that Windows Resource Protection found corrupt files and repaired them, or that it found no integrity violations. Test the program that produced the error.

If SFC says it could not repair some files, restart and run the commands again. If DISM says that source files could not be found, use matching Windows installation media or another trusted Windows repair source. Microsoft documents this form:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace C:RepairSourceWindows with the real path to a matching repair source. The source must closely match the installed Windows edition and build. Using an unrelated image can create further servicing problems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Running DISM and SFC manually is the safest first approach, but repeated scans can be difficult to interpret when several component problems exist. Outbyte PC Repair can show what its free scan finds, while repair is performed by the full version; it is optional, and it does not replace repairing the specific application that owns the DLL.

If DISM and SFC complete without errors but one application still fails, Windows may be healthy and the application installation may be damaged.

Fix 4: Repair Office, SharePoint, or the affected application

Microsoft documentation confirms that Nlsdata0021.dll has appeared in Office and SharePoint-era packages. If the error occurs only in one of those products, repair that installation instead of replacing a Windows file. Microsoft’s SharePoint package documentation

For Microsoft 365 or Office:

  1. Close all Office programs.
  2. Open Settings.
  3. Select Apps > Installed apps on Windows 11, or Apps > Apps & features on Windows 10.
  4. Find Microsoft 365 or the relevant Office installation.
  5. Select the three-dot menu, or click the entry.
  6. Choose Modify.
  7. Try Quick Repair first.
  8. If the error remains, repeat the process and choose Online Repair.
  9. Restart Windows and test Office again.

For SharePoint tools or another Microsoft application, use its official installer or its entry in Installed apps. If repair is unavailable, uninstall the damaged product, restart, and reinstall it from the official installation source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a game or third-party application:

  1. Open the program’s launcher.
  2. Find the game or application library.
  3. Open its management or properties menu.
  4. Choose Repair, Verify, or Verify integrity of installed files.
  5. Allow the launcher to replace damaged files.
  6. Restart the launcher and test the program.

If verification does not help, uninstall and reinstall the application from its official source. This is the definitive repair when the missing copy belongs to that application.

Fix 5: Check antivirus quarantine

Security software may remove or quarantine a file after an update or false detection.

In Microsoft Defender:

  1. Open Start > Settings.
  2. Select Privacy & security > Windows Security on Windows 11, or Update & Security > Windows Security on Windows 10.
  3. Open Virus & threat protection.
  4. Select Protection history.
  5. Look for an event involving nlsdata0021.dll.
  6. Check the file path and detection details.

Restore the file only when its path, Microsoft signature, and installation origin are trusted. If the event identifies a real threat or the file came from an unknown source, leave it quarantined. Update Defender, run a full scan, and repair Windows or the owning application instead. Restoring a malicious replacement can expose the entire system.

Fix 6: Use System Restore when the timing is clear

System Restore is useful when the error began immediately after an update, driver installation, cleanup operation, or software installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Win + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Choose a restore point created before the error began.
  5. Select Scan for affected programs if available.
  6. Confirm the restore point.
  7. Allow Windows to restart and complete the operation.

System Restore normally rolls back system files, settings, and installed programs without removing personal documents. If no suitable restore point exists, continue with component repair or an in-place Windows repair.

Fix 7: Check architecture and dependencies

A 32-bit application may require a 32-bit copy, while a 64-bit application may require a 64-bit copy. This is especially important when the error appears only in one older game or utility on 64-bit Windows.

Do not install Visual C++ Redistributable, DirectX, or .NET solely because a search result recommends them. There is no verified evidence that nlsdata0021.dll belongs to those runtimes. Install or repair them only when the error also names a file from that runtime or the application’s official requirements specifically call for it.

If the message says “specified module could not be found,” inspect the application’s logs and Windows Event Viewer for a missing dependency. The named DLL may be present while another required module is not.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 8: Update drivers only when the symptoms point there

A driver is not the normal owner of this natural-language component. Consider driver troubleshooting only if the DLL error appeared alongside device failures, graphics crashes, repeated system crashes, or a recent driver change.

To check drivers:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters or Storage controllers.
  4. Right-click the affected device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

For a recent regression, open the device’s Properties > Driver tab and use Roll Back Driver when available. Do not remove random devices in Device Manager to fix this DLL.

Manually checking every device and matching driver versions can take time, especially after a Windows reinstall. Outbyte Driver Updater can show what its free scan identifies, while driver installation is handled by the full version; use it only as an optional aid and prefer the hardware maker’s official driver when the affected device is known.

What not to do

Do not copy a random DLL into System32

A download may have the wrong version, architecture, signature, or dependencies. It can also hide the actual cause, such as a damaged component store or failed application installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not run regsvr32 as a general fix

regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. A natural-language data and resource component should not normally be registered manually. Running it against this file is unlikely to repair the loader problem.

Do not delete every copy you find

Windows, Office, SharePoint, and an application can legitimately contain separate copies. Delete or replace files only through Windows servicing or the owning product’s official repair process.

FAQ

Is nlsdata0021.dll a Windows file?

It is a Microsoft Windows natural-language component, and Microsoft documentation lists it in Windows component files. Related copies have also shipped with Office and SharePoint packages.

Should I install Visual C++ or DirectX?

Not for this filename alone. Those runtimes are not established as its owner. Repair the Windows component or the application that reports the error.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does SFC always restore the file?

No. SFC can repair protected Windows files when a valid component source is available, but it cannot repair a separately damaged application installation.

What if DISM cannot find source files?

Use matching Windows installation media or another trusted repair source with the /Source command. If servicing still fails, back up important data and perform an in-place Windows repair.

Where should the file be located?

The expected location depends on Windows architecture and the product requesting it. Windows component copies may be under system component directories, while Office, SharePoint, and applications may keep their own copies. The error alone does not justify copying one file between folders.

When should I reinstall Windows?

Only after Windows Update, DISM, SFC, application repair, and System Restore fail, or when broader corruption is present. An in-place repair using matching installation media is preferable to an immediate clean installation because it can preserve applications and personal files.
