North Korea uses cyber operations as a way to generate revenue and evade sanctions, with cryptocurrency theft among the most visible methods. The model also includes ransomware, fraudulent remote IT employment, data theft and the laundering of proceeds through wallets and financial intermediaries. In one example, the FBI attributed the May 2024 theft of 4,502.9 bitcoin—worth $308 million at the time—from Japan’s DMM Bitcoin exchange to activity known as TraderTraitor. That case shows how social engineering can open the door to a major theft. U.S. and multilateral assessments link these revenue streams to North Korea’s weapons programs, but they do not provide a ledger showing how each stolen dollar is spent.

How does North Korea use cybercrime to raise money?

Official U.S. and multilateral assessments describe cyber operations as part of a broader system for generating revenue and evading sanctions—not merely as unrelated crimes by individuals. The reported activity includes stealing digital assets, extorting victims with ransomware, placing fraudulent remote IT workers, and stealing data or access that can support further operations. Treasury’s 2026 National Proliferation Financing Risk Assessment says the DPRK continues to use cyber schemes, including digital-asset theft and identity fraud, to fund unlawful weapons programs.

The basic sequence is to gain access, take or earn value, and then try to turn the proceeds into usable funds while concealing their origin. The operation may also yield information or access that is useful beyond immediate revenue. These methods overlap, but they are not interchangeable: a cryptocurrency heist transfers assets directly, ransomware demands payment from a victim, and fraudulent employment generates salary or contract income while potentially providing access to an employer’s systems.

Attribution should be stated at the level used by the source. For example, say that the FBI attributed a theft to a named activity or that Treasury assessed a scheme as DPRK-linked. Such attribution is not the same as a court finding against every person involved. Government assessments connect the proceeds to regime revenue and weapons programs, but the public evidence cited here does not trace every payment to a particular program or establish what fraction of North Korea’s budget comes from cybercrime.

How do North Korean-linked actors gain access?

Social engineering—using trust, deception or a convincing identity to manipulate a person—can be an entry point alongside technical attacks. Official warnings describe fake recruiting approaches, malicious coding tests, impersonation, credential theft and misuse of session-cookie information. These methods target people who have access to valuable systems, rather than relying only on a direct attack against the system itself.

The DMM Bitcoin example

In its December 23, 2024 public notice, the FBI, Japan’s National Police Agency and other partners described a sequence beginning with a fake LinkedIn recruiter. A malicious Python script was disguised as a pre-employment test. The targeted employee had access to a wallet-management system; the agencies also described the later exploitation of session-cookie information. The FBI attributed the resulting May 2024 theft of 4,502.9 BTC from DMM Bitcoin to TraderTraitor activity.

The case illustrates why an apparently routine hiring exchange can carry security risk when it asks a technical worker to run code or disclose access information. It does not mean every recruiter or coding assessment is malicious. The FBI’s warning advises crypto-industry organizations to treat unexpected job offers—especially those promising unusually high compensation—as a risk signal. A joint U.S.-South Korea-Japan statement also describes well-disguised social-engineering attacks that ultimately deploy malware.

What employees and organizations can do

For employers, the practical response is to make identity and access checks part of normal hiring and security processes, not an improvised reaction to a suspected attack. The measures below address the kinds of risks described in official advisories; they cannot guarantee that an organization will prevent an intrusion.

What is the difference between crypto theft, ransomware and IT-worker fraud?

They can all generate money or access, but the immediate target and monetization route differ. The table summarizes the patterns described in official U.S. and partner-government materials; it is not a claim that every operation follows every step.

Mechanism Primary target Typical entry method Immediate monetization Potential strategic use
Cryptocurrency theft Exchanges, wallets, crypto firms and other digital-asset services Social engineering, malware, credential theft or session compromise Transfer of digital assets to actor-controlled wallets Revenue, sanctions evasion and potential support for weapons programs
Ransomware Hospitals, businesses and other organizations Network intrusion followed by encryption or disruption Extortion payments, often in cryptocurrency, followed by laundering Revenue; access or stolen information may support later intrusions
Fraudulent IT employment Employers hiring remote technical workers False identities, intermediaries and insider access Salary or contract payments; potentially data and access Foreign-currency earnings, persistence, espionage or follow-on intrusion

The table’s last column describes possible uses identified in government reporting, not a demonstrated path for every dollar or every operation. A single campaign may combine deception, access and theft, while another may focus on extortion or employment income.

Does North Korea use ransomware?

Yes. U.S. Department of Justice cases describe ransomware used against American health-care organizations, with proceeds laundered and then used to support additional intrusions. The Maui ransomware case is a concrete example of how extortion can be part of a wider cycle rather than an isolated demand for payment.

The Maui ransomware case

On July 25, 2024, the Department of Justice said Rim Jong Hyok and co-conspirators deployed Maui ransomware to extort U.S. hospitals and health-care companies. The victims’ care delivery was disrupted. DOJ said the ransom proceeds were laundered and used to fund further computer intrusions against defense, technology and government entities worldwide.

This account links three stages: disruption and extortion of health-care victims, laundering of the proceeds, and reinvestment in additional intrusions. It shows why ransomware’s consequences can extend beyond the organization forced to respond to an encrypted or disrupted network. It does not establish that every ransomware payment made by a victim is used in the same way.

How do North Korean-linked actors launder cryptocurrency?

They move assets through controlled wallets and financial intermediaries in an effort to obscure origin, evade sanctions and convert digital assets into usable funds. Treasury materials describe networks involving bankers, financial institutions, shell companies and intermediaries operating across jurisdictions. The 2026 National Proliferation Financing Risk Assessment identifies digital assets as a tool both for direct theft and for laundering proceeds from other revenue sources, and describes Huione Group as a critical node in laundering cyber-heist proceeds.

A blockchain transfer does not by itself mean that a government has received spendable income. The operators still need to move and convert the assets while trying to avoid tracing, sanctions enforcement and financial-sector compliance controls. That distinction matters when interpreting theft headlines: the value attributed to an incident is a reported loss at the time, not proof that the full amount was successfully converted or reached a state program.

For businesses that handle digital assets, the defensive implication is to treat transaction monitoring and incident response as connected tasks. A suspected compromise may require attention both to access—such as credentials, sessions and wallet controls—and to unusual transfers. Official advisories also emphasize coordination and information-sharing among public and private partners. These measures can support detection and response, but no single control eliminates the risk of social engineering or laundering.

How much money has North Korea stolen or earned through cyber activity?

Published figures describe different incidents, time periods and kinds of income, so they should not be added into a single total. Some are attributed losses from named thefts; others are government or multilateral estimates covering a period. The value attached to a cryptocurrency theft is also time-specific.

Reported figure What it covers Source and qualification
4,502.9 BTC; $308 million at the time May 2024 theft from DMM Bitcoin FBI, Japan National Police Agency and U.S. partners attributed the activity to TraderTraitor; the dollar value is the agencies’ value at the time of the theft.
$60 million June 22, 2023 theft from Alphapo FBI attribution announced in 2023.
$37 million June 22, 2023 theft from CoinsPaid FBI attribution announced in 2023.
$100 million June 2, 2023 theft from Atomic Wallet FBI attribution announced in 2023.
More than $3 billion Cyber theft, primarily cryptocurrency, over the prior three years U.S. Treasury assessment published in 2025; a multi-year aggregate, not a single incident.
At least $1.65 billion DPRK cyber theft from January through September 2025 Multilateral Sanctions Monitoring Team report published in 2025; included approximately $1.4 billion from one major crypto theft.
Nearly $800 million Revenue generated by DPRK IT-worker schemes in 2024 U.S. Treasury statement published in 2026; this is an income estimate, not a cryptocurrency-heist total.

These amounts answer different questions. The FBI’s DMM figure is one incident’s reported loss valued at the time; Treasury’s more-than-$3-billion figure covers an earlier three-year period; the MSMT figure covers the first nine months of 2025; and Treasury’s IT-worker estimate concerns earnings in 2024. Because periods and methods differ, combining them would risk double counting or treating unlike measures as equivalent.

Are fraudulent IT jobs part of the same system?

They are a complementary source of revenue and access, rather than simply another name for cryptocurrency theft. Treasury said in 2026 that DPRK IT-worker schemes generated nearly $800 million in 2024 and described intermediaries converting illicit earnings into cryptocurrency.

In these schemes, DPRK-linked personnel or intermediaries obtain remote technical jobs using false identities or other forms of deception. Salary and contract payments can generate income; employment may also provide access to systems or sensitive data. U.S. and partner-government reporting describes data theft and support for further intrusion as possible parts of this activity. The existence of those risks does not establish that every remote worker, or every suspicious application, is connected to North Korea.

Employers can reduce exposure by independently verifying identity and employment history, confirming that payment and work arrangements match the person and entity hired, limiting access according to role, and reviewing unusual requests for data or privileges. These checks should be applied consistently and lawfully; remote work itself is not evidence of fraud.

What does the evidence establish—and what remains uncertain?

Government assessments establish a documented pattern of DPRK-linked cyber theft, ransomware and fraudulent IT work, and they connect these activities to revenue generation, sanctions evasion and weapons programs. Named cases provide examples of how social engineering, malware, extortion and laundering can fit together. The assessments also describe financial networks that help obscure the origin of proceeds.

They do not establish a precise percentage of North Korea’s state budget or weapons spending funded by cybercrime. Nor do they provide a transparent itemized account tracing each stolen asset or IT-worker payment to a particular state use. For that reason, a careful account distinguishes reported theft, estimated earnings, laundered proceeds and funds ultimately available to the regime instead of treating them as one proven amount.

Frequently Asked Questions

Why can official estimates of North Korean cyber revenue differ so much?

They may cover different periods and categories: a particular exchange theft, several years of cryptocurrency theft, or earnings from fraudulent IT employment. The figures also come from different government or multilateral assessments, so they are not automatically comparable.

Does every crypto theft attributed to North Korea mean the full amount reached the government?

No. An attributed theft reports a loss or transfer, not necessarily the amount ultimately converted or received as usable state revenue. Laundering and sanctions evasion are part of the process, and public assessments do not trace every dollar to a final use.

What should a company do if an employee may have run a malicious hiring test?

Treat it as a potential security incident: alert the organization’s security or incident-response team promptly, preserve relevant account and device information, and review potentially exposed credentials and sessions. Follow the organization’s incident plan and involve appropriate law-enforcement or government partners when warranted.

Why are hospitals among the ransomware victims discussed in these cases?

The DOJ’s Maui case specifically involved U.S. hospitals and health-care companies, where ransomware disrupted care delivery. The case is evidence of an attack against those victims, not proof that hospitals are the only or usual target of DPRK-linked ransomware.
