If oiui400.dll is missing or cannot be loaded, the safest fix is usually to identify the older imaging or document application that installed it and repair that application.
Do not begin by downloading the DLL into System32. A loose copy can be the wrong version, the wrong architecture, or missing the other files that the application needs.

Start with this diagnostic checklist
Before changing anything, record:
- Which program fails: Note the exact application, shortcut, service, or startup item that displays the error.
- When it fails: Does the message appear when Windows starts, when opening a scan, when viewing a document, or only after selecting a print or image function?
- Where the program is installed: Right-click its shortcut, select Properties, and check Target and Start in.
- Whether the program is legacy 32-bit software:
oiui400.dllbelongs to an old 32-bit Windows software stack. A 32-bit application can still run on 64-bit Windows, but it needs its own 32-bit supporting files. - Whether antivirus recently acted: Check protection history or quarantine before assuming the file was never installed.
Common messages include:
- “This application has failed to start because OIUI400.DLL was not found.”
- “The program can’t start because oiui400.dll is missing from your computer.”
- “Cannot find oiui400.dll.”
- “oiui400.dll is either not designed to run on Windows or it contains an error.”
These messages identify a loader problem, not necessarily a damaged oiui400.dll. A missing dependency, incompatible file, or incorrect application directory can produce the same result.
What oiui400.dll belongs to
The embedded description for oiui400.dll is UI LIBRARY. It is associated with Imaging for Windows, historically connected with Eastman Software, Kodak, Wang Laboratories, eiStream, and later Global 360.
#1 Best Overall
- Scanner type: Document
- Connectivity technology: USB
- With Auto Scan Mode, the scanner automatically detects what you're scanning
- Digitize documents and images
Older Windows releases and installation media included Imaging components, and third-party document-imaging, scanning, medical-imaging, and line-of-business applications also bundled them. The file is therefore a genuine legacy component, but it is not a normal current Windows 10 or Windows 11 system file.
That distinction matters:
- It is not a general-purpose Windows runtime.
- It is not normally supplied by Visual C++ Redistributable, DirectX, or .NET.
- It is not repaired by copying any random DLL with the same name.
- It may require companion files from the same Imaging for Windows installation.
- A modern computer may have no reason to contain it unless an old application still depends on it.
The most reliable repair is to restore the complete parent application, not just this one file.
Fix 1: Repair the application that reports the error
This is the fastest and most likely solution.
Find the application
If the error appears from a shortcut:
- Right-click the shortcut.
- Select Properties.
- On the Shortcut tab, read the Target field.
- Note the executable name and installation folder.
- Select Cancel.
If the message appears during Windows startup:
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Note suspicious or legacy entries that relate to scanning, imaging, document management, or medical records.
- Do not disable an entry permanently until you know which application owns it.
You can also search the disk:
- Open File Explorer.
- Select This PC.
- Search for
oiui400.dll. - For every result, right-click the file and select Properties.
- Check Details and Digital Signatures, if present.
- Pay close attention to the folder. A copy beside the failing program is more useful than a copy in an unrelated directory.
An old Imaging installation may contain related files with names such as oieng400.dll, oiprt400.dll, oislb400.dll, oissq400.dll, or oitwa400.dll. Their presence can help identify the parent application. Do not copy these files individually between computers.

For a traditional desktop application:
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Select the imaging, scanning, document, or line-of-business application.
- Look for Change, Modify, Repair, or Maintenance.
- Choose Repair if available.
- Restart Windows.
- Open the same program or workflow that originally failed.
On Windows 11, you can also check:
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected program.
- Select the three-dot menu.
- Choose Advanced options if available.
- Select Repair or Reset only when the application provides those controls.
Windows Store-style repair controls are uncommon for this type of legacy program. If no repair option exists, use the application’s original installer or maintenance media.
How to tell whether repair worked
Repair succeeded if:
- The program starts without the
oiui400.dllmessage. - Its image or document functions open normally.
- No new missing-DLL message appears.
- The application still points to its original installation directory.
- Related controls or scanning functions work instead of failing later.
If the error changes to a different missing file, that usually confirms the installation is incomplete rather than proving that oiui400.dll was the only problem. Continue with a complete reinstall.
Fix 2: Reinstall Imaging for Windows or its parent application
If repair is unavailable or fails, reinstall the exact program that originally supplied the file.
Before uninstalling
Make sure you have:
- The original installer or trusted vendor installation media.
- Any license information required by the application.
- A backup of application settings and document indexes.
- Scanner or imaging-device configuration details.
- A way to reinstall any required database or network components.
Do not uninstall an old business application until you know how it stores documents and configuration data.
Perform a clean reinstall
- Open Settings.
- Select Apps, then Installed apps.
- Locate the affected application.
- Select the three-dot menu and choose Uninstall.
If it is not listed:
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Select the program.
- Choose Uninstall or Change.
Restart Windows after removal. Then run the original installer as follows:

- Paper size: 8.27 x 11.69, 8.50 x 11.69
- Right-click the installer.
- Select Properties.
- Open the Compatibility tab.
- Leave compatibility settings unchanged initially. Use them only if the vendor documentation requires them.
- Select Run this program as an administrator if the installation needs elevated access.
- Select Apply, then OK.
- Right-click the installer again and select Run as administrator.
- Install the complete feature set, including imaging libraries, viewers, controls, and scanner integration.
- Restart Windows.
- Test the application before restoring optional plug-ins or custom integrations.
If the original software is no longer available, contact the current owner or support route for the product. A compatible legacy installer may not be generally available, and a standalone oiui400.dll download is not a substitute for the complete installation.
Fix 3: Check antivirus quarantine
Security software may remove or quarantine a legacy DLL because of its age, behavior, location, or a detection affecting the parent application.
Review protection history
In Windows Security:
- Open Start and search for Windows Security.
- Open it.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
oiui400.dllor the parent application. - Expand the event and record the file path, detection name, and action taken.
Do not restore the file automatically. First verify:
- The file was inside the known application directory.
- The application came from trusted original media.
- The file’s publisher and metadata match the expected Imaging for Windows component.
- A full security scan does not report a broader infection.
If the file is clearly part of a trusted installation, restore it only according to your security product’s controls, then repair or reinstall the complete application. If the location is unexpected or the detection remains suspicious, leave it quarantined and reinstall from clean original media instead.
A file named oiui400.dll is not automatically legitimate merely because the name is historically real. Malware can reuse familiar filenames.
Fix 4: Check for a 32-bit and 64-bit mismatch
oiui400.dll belongs to a 32-bit legacy application environment. On 64-bit Windows, that application should normally use its 32-bit DLLs from the application’s own folder or the correct 32-bit Windows layout.
Do not try to solve this by placing a 64-bit DLL beside a 32-bit executable. It will not work. Do not replace a file in C:WindowsSystem32 or C:WindowsSysWOW64 with an arbitrary download.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsTo check the application:
- Right-click the application’s executable.
- Select Properties.
- Open the Details tab.
- Record the product and file information.
- Check the vendor’s documentation for supported Windows versions and architecture.
- Reinstall the application using its complete installer.
If the program was copied from another computer instead of installed, that is a strong suspect. Legacy imaging software often depends on multiple DLLs, ActiveX controls, registry entries, configuration files, and shared components. Copying the executable and one missing DLL does not reproduce that installation.

Fix 5: Check related ActiveX controls, but do not register oiui400.dll
Some imaging applications use separate .ocx controls for viewing, scanning, printing, or document interaction. A missing or unregistered control can appear alongside an oiui400.dll error.
oiui400.dll itself is normally a support library, not a COM or ActiveX control. Running this command is therefore usually inappropriate:
regsvr32 oiui400.dll
If you run it and receive an error saying that DllRegisterServer was not found, that means the DLL does not expose the registration entry point. It does not prove that the file is corrupt.
Use regsvr32 only when the application’s documentation specifically identifies a related .ocx or COM DLL that must be registered. On 64-bit Windows, a 32-bit control must be registered with the 32-bit copy of regsvr32, commonly located at:
C:WindowsSysWOW64regsvr32.exe
For a 64-bit control, the usual executable is:
C:WindowsSystem32regsvr32.exe
The folder names are confusing: SysWOW64 contains 32-bit system tools on 64-bit Windows. Register only the component named by the application’s installer or documentation. Random registration commands can create additional errors.
Fix 6: Run DISM and SFC for wider Windows corruption
Windows repair commands are useful when several Windows components are failing, the problem began after system corruption, or Windows Update has reported repair issues. They generally will not recreate a third-party Imaging for Windows file.
Microsoft recommends running DISM before System File Checker.
Recommended Free Tools
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected application.
If SFC reports that it found no integrity violations, that does not disprove the oiui400.dll diagnosis. The file may simply not be a protected Windows component. Reinstall the parent application instead.

It is optional, and reinstalling the Imaging application remains the definitive fix for this file.
Fix 7: Check Windows Update and device software
A Windows upgrade can expose compatibility problems in an old imaging application. Update Windows first:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
- Test the application.
If the failure occurs only when using a scanner or imaging device, check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand Imaging devices, Cameras, Printers, or Universal Serial Bus controllers, depending on the hardware.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Check the provider, date, and version.
- Use Update Driver only with a driver supplied by the hardware manufacturer or Windows Update.
- If the problem began immediately after a driver update, check whether Roll Back Driver is available.
- Restart and test again.
A hardware driver does not normally install oiui400.dll, so driver work is relevant only when the application fails during scanner or device access. If the program fails immediately at launch, repair the application first.
If manually identifying the correct driver among several similarly named packages is the difficult part, Outbyte Driver Updater can scan and show outdated driver findings; the free scan reports what it finds, while installation is handled by the full version. It is not required for oiui400.dll, and the original application’s reinstall remains the correct repair when the DLL itself is missing.
Fix 8: Use System Restore after a known removal
System Restore can help when the error began immediately after uninstalling software, cleaning the disk, or applying a system change.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the failure began.
- Select Scan for affected programs if available.
- Review the result.
- Select Next, then Finish.
System Restore may remove recently installed programs or drivers, but it is not a replacement for reinstalling the parent application. If no suitable restore point exists, cancel the wizard and use the original installer.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do not download oiui400.dll from random sites
Avoid DLL download sites websites and file copies posted in forums or software bundles. A downloaded DLL can be:
- The wrong historical build.
- The wrong 32-bit or 64-bit architecture.
- Modified or malicious.
- Missing required companion files.
- Intended for a different application installation.
- Placed in a directory that causes DLL search-order conflicts.
The safe sources are the original installer, trusted vendor installation media, an existing verified backup of the complete application, or a supported replacement product from the current product owner. Restore the application as a set rather than treating oiui400.dll as an independent Windows component.

If the program still will not start
Check the exact failing executable in Event Viewer:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Right-click Start.
- Select Event Viewer.
- Expand Windows Logs.
- Select Application.
- Look for an Error event at the time of the failure.
- Read Faulting application name, Faulting module name, and the event details.
A different faulting module may reveal a missing companion DLL, an incompatible ActiveX control, or a general application crash.
If the application is essential but no installer remains, preserve the old computer or disk image before making further changes. A legacy program may need its original operating environment, not only its files. Test it in a supported older Windows environment or contact the current product owner for a supported migration path.
Frequently asked questions
Is oiui400.dll a Windows 11 system file?
No. It is a legacy Imaging for Windows component. Older Windows releases and installation media included related Imaging components, but modern Windows does not normally require this DLL.
Is oiui400.dll safe?
A genuine copy from a trusted Imaging for Windows installation can be legitimate. The filename alone is not proof of safety. Check its location, file details, publisher information, and the source of the parent application.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Can I copy it into System32?
Do not do that. The application may need a matching group of 32-bit files in its own directory, and a system-folder copy can create conflicts.
Will Visual C++ Redistributable, DirectX, or .NET install it?
There is no verified basis to expect those packages to install oiui400.dll. Repair the Imaging for Windows application instead.
Should I run regsvr32 oiui400.dll?
Usually no. A normal support DLL does not need registration. Use regsvr32 only for a related COM or ActiveX component when the application’s documentation specifically requires it.
Will SFC repair it?
Usually not. SFC repairs protected Windows system files, while oiui400.dll is generally part of a legacy application. Run DISM and SFC when broader Windows corruption is suspected, but reinstall the parent application for this file.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Why does the error mention a DLL that exists?
The file may be incompatible, damaged, in the wrong directory, or missing a dependency. A 32-bit application may also be searching a different path than the one you inspected. Repairing the complete installation is safer than changing the search path manually.
Is this related to a modern game or hardware driver?
No verified general association exists. If a game or driver reports this filename, identify the exact executable and installation source before taking action. The more likely explanation is that an old bundled imaging component is being launched indirectly or that the error is being misattributed.
