omfcsat.dll is an old Microsoft Visual Studio .NET component, not a normal Windows 10 or Windows 11 system file. Its description is MFC Language Specific Resources, which indicates a resource-only MFC satellite DLL used by an older desktop application.
The safest fix is to identify the program requesting omfcsat.dll, then repair or reinstall that complete program from its original installer. Do not begin by downloading a replacement DLL and copying it into System32 or SysWOW64.
What omfcsat.dll does
MFC satellite DLLs contain localized resources used by Microsoft Foundation Class applications. They can hold translated menus, dialog text, messages, and other language-specific resources rather than the program’s main executable code.
omfcsat.dll is publicly associated with Microsoft Visual Studio .NET and Microsoft Corporation. However, Microsoft does not document this filename as a current Windows component, and the exact application that installed it cannot be determined from the filename alone.

Some third-party file indexes identify it with an older MFC 7.x localization file and associate it with a name such as MFC71ENU.DLL. Treat that as an identification clue only, not as a confirmed Microsoft alias or a specification for the file you should download.
The file may belong in the affected program’s own installation folder. Its correct location depends on the application, language resources, architecture, and the installer that supplied it.
First, identify the program that needs the file
Before repairing anything, find out which application displays the error. This prevents you from reinstalling the wrong runtime or placing an incompatible DLL in a system folder.
Check the error dialog
Look at the title bar and surrounding text in the error window. The program name may appear in the title, or Windows may show the executable name in a message such as:

Write down:
- The application name
- The executable name, if shown
- The complete error text
- Whether the error appears during startup, when opening a document, or after selecting a particular feature
If the message appears immediately after launching a shortcut, right-click that shortcut, select Properties, and check the Target field. The executable path often reveals the parent program.
Check installed applications
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Review Programs and Features for the application that fails.
- Select likely entries and check their publisher and installation date.
Also check Settings → Apps → Installed apps. Old Visual Studio .NET-era programs may appear only in Control Panel, while newer applications may provide their repair options in Settings.
Check Event Viewer
If the dialog does not identify the program:
- Press Windows key + X.
- Select Event Viewer.
- Expand Windows Logs.
- Select Application.
- Choose Filter Current Log in the right-hand pane.
- Filter for Error and review entries created at the time of the failure.
- Open an entry and look for Faulting application name, application path, or a related module.
The event may not mention omfcsat.dll directly, but the application path can identify which installation needs repair.
Monitor the failed launch
For a program that starts and then fails, Microsoft Sysinternals Process Monitor can show which process queries for the file. Configure a filter for:
- Operation is
CreateFile - Path ends with
omfcsat.dll
Launch the affected application while the capture is running, then stop the capture and inspect the matching event. This can reveal the folder where the program expected the file.
Do not use a monitoring result as permission to copy a DLL into that folder. Use it to identify the parent application and its intended installation path.
Fix 1: Repair the affected desktop application
Time needed: 5 to 15 minutes
This is the most likely solution when omfcsat.dll is missing, was deleted, or was never installed correctly.
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Select the application that produces the error.
- Look for Repair, Change, or Modify.
- Choose the repair option.
- Follow the installer prompts.
- Restart Windows if the installer requests it.
- Launch the application again.
A successful repair normally restores the application’s complete set of files, including the matching MFC localization resources. It should not require manually registering the DLL.
If there is no repair option, choose Change and look for a component selection screen. An optional language pack or localization component may have been removed. Select the components documented for the application, then complete the installation.
If repair reports that the original installation source is unavailable, locate the original installation media or installer package. Do not provide a random DLL download as the source. The installer is needed because omfcsat.dll may depend on other files from the same MFC generation.
Fix 2: Reinstall the complete program
Time needed: 10 to 30 minutes
Reinstall instead of repairing when:
- The repair option is missing
- The application was partially uninstalled
- The program was moved to another drive
- A cleanup utility removed application files
- The installer reports that repair cannot continue
- The error says the file exists but cannot be loaded
Before uninstalling, back up the application’s documents, templates, license information, and configuration files if the program stores them outside your user profile.
- Open Control Panel → Programs → Programs and Features.
- Select the affected program.
- Choose Uninstall.
- Restart Windows if prompted.
- Run the original vendor installer as an administrator.
- Install the program into its intended location.
- Allow the installer to install all required MFC, language, and runtime components.
- Restart Windows.
- Test the application before restoring custom plugins or third-party add-ons.
If you no longer have the installer, obtain it from the software publisher or use trusted installation media supplied with the product. An old program may require its original installation package rather than a current Visual C++ Redistributable.
The current Visual C++ 2015–2022 Redistributable should not be presented as a guaranteed source for omfcsat.dll. Newer redistributables do not automatically supply every old Visual Studio .NET-era MFC resource file.
Fix 3: Check antivirus quarantine
Time needed: 5 to 15 minutes
Security software may quarantine a legitimate application file, particularly after a program has been modified, repackaged, or installed from old media. It can also remove a tampered or malicious file. Do not restore the file blindly.
Windows Security
- Open Start.
- Search for Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review detections created when the application stopped working.
- Open a matching entry and inspect the detected file path.
- Confirm that the path belongs to the known application installation.
- If the program came from a trusted original installer and the detection is clearly a false positive, use the available restore or allow option.
- Run a full scan after the file is restored.
If you cannot verify the file’s origin, leave it quarantined and reinstall the application from trusted media instead. Do not create a broad antivirus exclusion for an entire drive or Windows folder.
After reinstalling, check the file’s location and digital signature where available. A legitimate application file should be located with the application or its installed components, not in an unrelated temporary folder.

Many programs that depend on old MFC components are 32-bit. A 32-bit application can run on 64-bit Windows, but it still needs the correct 32-bit files and dependencies.

A 32-bit DLL copied from another MFC generation may be rejected even if the filename looks similar. Likewise, placing a 32-bit file in System32 is not a universal fix. On 64-bit Windows, Windows uses separate architecture-specific loading rules, and System32 is not a general-purpose destination for application DLLs.
Use this process:
- Identify the failing executable from its shortcut or Event Viewer.
- Right-click the executable and choose Properties.
- Open the Details tab if available.
- Check the application’s documentation or installer requirements.
- Reinstall the program using its original installer rather than copying a DLL manually.
- If the vendor provides separate 32-bit and 64-bit installers, use the one matching the application.
If the error changes to “This application could not start”, “not designed to run on Windows”, or a similar compatibility message after replacing a file, remove the manually copied file and reinstall the application completely.
Fix 5: Interpret “specified module could not be found” correctly
Time needed: 10 to 20 minutes
The message “The specified module could not be found” does not always mean that omfcsat.dll itself is absent. Windows may have found the named DLL but failed to load another dependency required by it.

This can happen when:
- The MFC runtime files are incomplete
- The application was moved without its supporting files
- The file belongs to another MFC version
- A required dependency was quarantined
- The DLL is damaged
- The application is loading files from the wrong directory
Repair or reinstall the parent program first. If the program’s installer lists a specific prerequisite, install that prerequisite from the software publisher or Microsoft. Do not substitute a similarly named runtime based only on the filename.
A dependency inspection tool can help an experienced administrator determine what the loader cannot find, but the repair should still come from the original application package. Installing unrelated DLLs until the message changes can leave the program with an inconsistent set of components.
Fix 6: Use Windows repair commands only for broader corruption
Time needed: 15 to 30 minutes, plus restart time
omfcsat.dll is generally an application-local legacy file, so DISM and SFC are not the primary repair method. Use them when several unrelated programs fail, Windows itself reports missing system files, or other protected Windows components are behaving incorrectly.
Microsoft recommends running Deployment Image Servicing and Management before System File Checker.

- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the command to finish.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected application.
Possible SFC results include:
- Windows Resource Protection did not find any integrity violations: protected Windows files appear intact.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
- Windows Resource Protection found corrupt files but was unable to fix some of them: review the CBS log and continue with application repair rather than repeatedly copying DLLs.
These commands repair protected Windows components. They are not a reliable source for a private Visual Studio .NET DLL belonging to an old desktop program.

Fix 7: Check Windows optional features only when the application requires them
Time needed: 5 to 15 minutes
Do not enable every legacy Windows feature as a guess. Windows Features does not normally provide an arbitrary Visual Studio .NET application DLL.
Check the affected program’s documentation or installer for a specific prerequisite. If it explicitly requires a Windows feature:

- Let Windows install the component.
- Restart if requested.
- Test the application.
An old program may mention a particular .NET Framework feature, but that does not prove that the feature contains omfcsat.dll. Install only the prerequisite identified by the application’s documentation or original setup program.
If setup fails because Windows cannot obtain optional components, repair Windows Update first and then rerun the application installer. Do not download a standalone DLL from an unofficial source as a substitute.
Fix 8: Update or reinstall a related driver only when evidence points there
Time needed: 10 to 30 minutes
A graphics, printer, audio, or other driver usually does not install omfcsat.dll. Driver work is relevant only if the failing application is tightly tied to a device and the error began immediately after a driver update or device software cleanup.
To check a driver:
- Press Windows key + X.
- Select Device Manager.
- Expand the category for the relevant device.
- Right-click the device and select Properties.
- Open the Driver tab.
- Record the provider and driver date.
- Use Update Driver only when Windows or the device manufacturer identifies an applicable update.
- If the problem began after an update, use Roll Back Driver when available.
- Restart Windows and test the application.
Do not expect a driver update to restore an application-local MFC resource file. If Device Manager shows no warning and the application repair fixes the problem, leave the driver alone.

Why regsvr32 usually does not apply
Time needed: not applicable
Do not run regsvr32 omfcsat.dll as a routine fix. regsvr32 registers DLLs that expose registration entry points such as DllRegisterServer.
An MFC satellite DLL is documented as a resource-only DLL. It may not contain DllRegisterServer, so registration can fail with an error such as:
- The module was loaded but the entry point was not found
DllRegisterServer was not found- The module failed to load
That result does not prove that the file is bad. It usually means registration is irrelevant to this type of file. The application should load its language resources through its normal MFC and application directories.

Copying an old application folder to another drive can leave paths and dependencies behind. Reinstall it to the intended location. -
Antivirus quarantine
Verify the detection and file path. Restore only a verified installation, then scan the system, or reinstall the program. -
Wrong MFC generation or architecture
A similarly named DLL is not a valid replacement. Use the exact files from the original installer. -
Missing dependency

No. Random DLL download sites can provide:
- The wrong MFC generation
- The wrong architecture
- A damaged or modified file
- An unsigned file
- Malware
- A file that does not include the dependencies the application also needs
Even a clean-looking replacement may hide the original installation problem. The safe sources are the affected software publisher’s original installer, trusted installation media, or Microsoft components explicitly required by that program.
Is System Restore appropriate
Time needed: 20 to 45 minutes
System Restore is a later option, not the first repair. Consider it when the error began immediately after a known installation, cleanup, or system change and application repair is unavailable.
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select a restore point created before the problem began.
- Review the affected programs and drivers.
- Start the restore.
- Allow Windows to restart.
- Test the application.
System Restore does not replace a proper application reinstall and may not restore application data. Do not use it merely because a DLL filename looks unfamiliar.
When the old application should be replaced
Visual Studio .NET 2002 and 2003 are legacy products and are no longer supported by Microsoft. If the affected program depends on that generation of MFC and cannot be repaired reliably, look for a supported version from the software publisher.

For essential software that has no modern replacement, use an appropriately isolated legacy environment with controlled access to files and networks. Avoid making unsupported components part of a general-purpose workstation when the vendor provides a supported alternative.

Is MFC71ENU.DLL definitely the same file as omfcsat.dll
No. Third-party metadata associates the names, but that does not establish a confirmed Microsoft alias. Use the application installer and file metadata from the affected installation to determine what the program expects.
Does installing the latest Visual C++ Redistributable fix this error
Not necessarily. Current redistributables do not guarantee that they contain this old Visual Studio .NET-era MFC resource file. Repair or reinstall the application first.
Can I copy the file into System32
Do not do that as a general fix. The application may expect the file beside its executable, and a 32-bit program on 64-bit Windows has architecture-specific loading behavior. Copying a DLL into a system folder can also create version conflicts.
