There is no canon, numbered list of the strongest One Piece characters. The best-supported answer changes by era: Rocks D. Xebec defines the Rocks era; Gol D. Roger and prime Edward Newgate (Whitebeard) have the strongest all-time case; Kaido is the Wano benchmark; and Monkey D. Luffy has the clearest completed result among current-era pirates after defeating Kaido. Shanks and Marshall D. Teach (Blackbeard) remain unresolved rivals rather than proven number-one fighters.
That distinction matters because peak versions, current condition, solo victories, team-assisted wins, titles and bounties measure different things. The manga is still ongoing, and Imu and other endgame figures do not yet have complete fight records. Any universal ranking that treats speculation as settled canon goes beyond the evidence.

Is there an official strongest-character ranking in One Piece?
No. Eiichiro Oda and the One Piece editorial staff have not published a numbered power leaderboard. As iTechGuides Team wrote on October 14, 2026, “There is no official numbered list from Eiichiro Oda or the One Piece editorial staff.” A useful comparison therefore separates a character’s prime from their current condition, a solo win from a team result, and a demonstrated feat from an in-story reputation.

Who was strongest in the Void Century and final saga?
The evidence does not support naming a definitive winner for either period. Imu and other endgame figures have incomplete full-fight records, while the manga remains unfinished. Their eventual placement could change dramatically after a complete battle or a clearer explanation of their powers, so an absolute ranking now is speculation rather than an established result.
Who dominated the Rocks era?
Rocks D. Xebec is the defining dominant figure of the Rocks era. He commanded the Rocks Pirates, a crew that included later legends, and rivaled Roger before Roger reached his peak. The God Valley conflict brought Roger and Garp together against him, establishing the scale of the threat he represented.
His strongest established profile is a combination of extreme combat power and leadership over extraordinarily dangerous pirates. The available record does not justify a precise one-on-one order placing him above every other legend, because his complete solo fight record has not been shown.
Were Roger and prime Whitebeard the strongest of all time?

How should Whitebeard, Shanks and the Marineford era be judged?
Old and ill Whitebeard remained a historic benchmark at Marineford. His Gura Gura no Mi, exceptional endurance and performance under severe physical decline explain why he was called the strongest man. Marineford Whitebeard should not, however, be treated as an interchangeable substitute for his prime version.
Shanks carries that era’s highest current-tier aura through overwhelming Conqueror’s Haki and the Divine Departure attack. His short fight record makes his exact placement uncertain: the quality of his displayed power is extraordinary, but there is not yet a broad set of complete battles against prime legends to settle every comparison.
Who was strongest during the Wano era?
Kaido is the clearest Wano benchmark. His Uo Uo no Mi, Model: Seiryu grants dragon and hybrid forms, while Conqueror’s Haki coating, immense durability and stamina let him fight repeated high-level opponents before Luffy’s Gear 5 victory.

Big Mom belongs in the same historic top tier. Her near-unbreakable durability works with the Soru Soru no Mi, which creates soul-based homies including Zeus, Prometheus and Napoleon. Who is the strongest pirate in One Piece right now?
Luffy has the clearest completed current-era case because he defeated Kaido at the end of Wano. His awakened Hito Hito no Mi, Model: Nika enables Gear 5, giving him highly elastic, reality-bending, cartoon-like combat properties. That is the strongest fully demonstrated current-era result, not an official declaration that he has defeated every living rival.

- Peak or current condition? Compare prime Roger with prime Whitebeard, for example, rather than mixing an active fighter with an injured or elderly version.
- Solo or team-assisted result? Law and Kid defeating Big Mom demonstrates their combined victory, not an automatic solo superiority over her.
- Who were the opponents? A win over a top-tier enemy carries different weight from a brief clash with an unknown or weakened opponent.
- How versatile are the tools? Consider Haki types, Devil Fruit applications, transformations, range and counters together.
- Can the fighter sustain the output? Durability, stamina and the ability to continue after repeated exchanges often decide battles that a single attack cannot.
- How much is actually shown? Separate confirmed techniques and outcomes from reputation, titles, flashback narration and fan inference.
Frequently Asked Questions
Does the highest bounty prove a pirate would win a duel?
No. A bounty reflects perceived threat, influence and the danger posed to the World Government, not a standardized combat rating. Crew power, territory, political disruption and history can all affect it, so bounty totals should be context rather than a tiebreaker.

What does a character’s “strongest ability” include besides a signature attack?
It includes the complete combat package: Haki mastery, Devil Fruit or weapon use, forms, mobility, defenses, stamina and the conditions needed to use each technique. A spectacular named move can be less decisive than the fighter’s ability to maintain pressure and survive counters.
Why can’t Marineford Whitebeard settle the prime Whitebeard debate?
Marineford Whitebeard was old and seriously ill, so his speed, stamina and ability to use his powers safely were not the same as in his prime. His performance still shows historic greatness, but it cannot provide a direct measurement of the healthier version who rivaled Roger.
