For a new VPS, choose OpenVPN unless native operating-system client support is your overriding requirement. OpenVPN normally exposes one TCP or UDP service, uses TLS certificates or keys for authentication, and works across major platforms. L2TP is only a tunnel: RFC 3931 states that its data channel has no cryptographic security, so a secure deployment must combine L2TP with IPsec. That combination can fit environments with built-in L2TP/IPsec clients, but it introduces IKE, ESP or NAT-encapsulated ESP, and L2TP layers to configure and troubleshoot.
The practical decision is therefore less about a theoretical speed winner and more about client availability, firewall reachability, NAT behavior, and how much protocol complexity you want to operate.

OpenVPN and L2TP/IPsec at a glance
| Decision point | OpenVPN | L2TP/IPsec |
|---|---|---|
| What it is | An open-source VPN daemon that creates TUN or TAP tunnels and carries traffic over TCP or UDP. | L2TP supplies tunneling; IPsec supplies encryption, authentication, and key management. |
| Best default for a fresh VPS | Yes, when users can install an OpenVPN client and import a profile. | Usually no, unless native client support or an existing standard dictates it. |
| Client setup | Install a compatible client, then import a server-generated profile and credentials. | Often available in operating-system network settings, but the exact IKE/IPsec profile must match the server. |
| Firewall exposure | One configured TCP or UDP listener. | UDP 500 for IKE, UDP 4500 when NAT-Traversal is used, plus correct handling of ESP; L2TP is carried inside the protected design. |
| Restrictive networks | UDP is preferred; TCP 443 can improve reachability where non-web traffic is blocked. | More difficult when ESP is filtered or NAT is present; NAT-Traversal moves ESP into UDP 4500. |
| Security administration | TLS certificates or a static key, with separately configurable control- and data-channel protection. | Security depends on correctly matching IPsec/IKE proposals, authentication, lifetimes, and L2TP settings. |
| Performance evidence | Data Channel Offload can move encryption and decryption into the kernel when supported. | No authoritative, generally applicable throughput advantage is established; path, CPU, MTU, cipher, and NAT conditions dominate. |
| Operational complexity | One VPN service and one client profile are usually easier to reason about. | Multiple layers must work together: IKE negotiation, ESP or UDP-encapsulated ESP, and L2TP. |
These distinctions follow the OpenVPN 2.6 manual, RFC 3931, and the IPsec and NAT-Traversal behavior documented by strongSwan. They describe protocol behavior, not a promise that one implementation will outperform every other implementation.
What OpenVPN actually provides
A complete VPN daemon
OpenVPN is the VPN service itself rather than merely a tunnel format. The OpenVPN manual documents SSL/TLS operation, certificate authentication, TCP or UDP tunnel transport through proxies or Network Address Translation (NAT), dynamic addressing, support for many operating systems, and TUN/TAP interfaces. A server can authenticate clients with a static pre-shared key or with an SSL/TLS certificate infrastructure.

That packaging is useful on a VPS. You normally expose one listener, generate a client profile containing the server address and cryptographic material, and distribute a profile to each authorized device. Routing, address pools, and access policy still need to be designed, but the control and data paths are handled by the same daemon.
UDP and TCP are transport choices, not security levels
OpenVPN can carry its tunnel over UDP or TCP. UDP is the preferred choice for ordinary deployments because it avoids putting a reliable VPN stream inside another reliable stream. TCP 443 is a reachability fallback when a network permits web-like traffic but blocks unfamiliar UDP or TCP ports. It is not automatically faster or safer; TCP-over-TCP can produce the TCP meltdown phenomenon when both layers retransmit and adjust congestion windows independently.
TUN versus TAP
TUN provides routed IP traffic, while TAP presents an Ethernet-like layer-2 interface. Choose the mode required by the applications and network design rather than assuming that one is universally better. A routed VPS access VPN commonly uses TUN; a design that genuinely needs Ethernet-frame behavior may require TAP and additional broadcast or bridging decisions.
What L2TP/IPsec actually provides
L2TP is not encryption
RFC 3931 is explicit: “The L2TP data channel does not provide cryptographic security of any kind.” L2TP can carry a tunnel over UDP or IP, but confidentiality and integrity must come from another protocol. Calling an L2TP-only endpoint a secure VPN is therefore incorrect.
IPsec supplies the protected layer
In the common L2TP/IPsec design, IKE negotiates security associations and keys, IPsec protects the traffic, and L2TP carries the tunnel inside that protected session. strongSwan documents transport-mode IPsec as a common way to secure L2TP. The result is a stack with more moving parts than a single OpenVPN service:
- IKE: negotiates peers, authentication, algorithms, and keys.
- ESP: carries protected IPsec traffic. ESP is IP protocol 50 and has no TCP or UDP port.
- NAT-Traversal: when NAT is detected, ESP is encapsulated in UDP 4500.
- L2TP: supplies the tunnel function inside the protected IPsec arrangement.
Native client support can be convenient, but it does not remove the need to match the server’s IKE version, proposals, authentication method, address assignment, and L2TP settings. Verify that the operating system you intend to support offers the exact IKEv1/IPsec profile your implementation requires.

Which is better for a VPS?
Choose OpenVPN when deployment simplicity matters
- You control the client software or can ask users to install one.
- You want one clearly defined TCP or UDP listener in the VPS security group and host firewall.
- Clients may connect from changing networks, hotel Wi-Fi, cellular NAT, or proxy-heavy environments.
- You need portable profiles for several operating systems.
- You prefer certificate-based per-client identity and straightforward revocation.
Choose L2TP/IPsec when native clients are decisive
- The target operating systems already expose a compatible L2TP/IPsec configuration screen.
- An existing organization has standardized on IPsec proposals, authentication, and monitoring.
- Installing or distributing an OpenVPN client is impractical or prohibited.
- Your operations team is prepared to diagnose IKE, ESP/NAT-T, and L2TP separately.
Native support is not the same as universal support. A built-in client may accept only particular IKE versions, cipher suites, certificate formats, or pre-shared-key arrangements. Confirm those details before committing the VPS design.
Firewall and port planning
OpenVPN checklist
- Choose the OpenVPN transport and listener during server configuration.
- Allow that exact TCP or UDP port in the VPS provider’s security group or network firewall.
- Allow the same port and protocol in the operating-system firewall.
- Keep administrative services separate; do not open a broad port range merely because clients might use different networks.
- If using TCP 443 as a fallback, document that choice and its TCP-over-TCP trade-off.
OpenVPN Access Server documentation prefers UDP and identifies TCP 443 as an option for restrictive networks. The listener port itself is deployment-specific; do not assume that every installation uses the same number.
L2TP/IPsec checklist
- Allow UDP 500 for IKE negotiation.
- Allow UDP 4500 for NAT-Traversal. strongSwan documents that this port is shared with IKE when a NAT situation is detected.
- Handle ESP protocol 50 according to the implementation and network path. ESP has no ports, which makes it awkward through NAT.
- Keep L2TP’s UDP 1701 inside the intended IPsec design. Do not expose UDP 1701 directly to the internet unless the implementation’s documented architecture specifically requires it.
- Apply the same rules at every layer: cloud security group, VPS firewall, and any upstream router.
A common failure is opening UDP 1701 while forgetting UDP 500 or 4500. The client may then appear to reach the server, but IKE cannot establish the protected channel.
OpenVPN deployment workflow on a VPS
1. Define the client and routing model
List the operating systems, number of users, private networks they must reach, and whether the VPN should route all internet traffic or only selected subnets. This determines address-pool size, routes, DNS behavior, and whether TUN or TAP is appropriate.
2. Install a maintained OpenVPN server
Use the OpenVPN package supplied for your VPS operating system or a maintained vendor distribution. Keep the daemon and cryptographic libraries updated. Record the installed version so client compatibility can be checked; the current OpenVPN 2.6 manual is the relevant protocol reference for the capabilities described here.
3. Build certificate-based identity
For multiple clients, use TLS certificates rather than one shared static key. Issue a distinct client identity to each device or user, protect the private keys, and maintain a revocation process. Static pre-shared keys are documented as an option, but they make individual removal and accountability harder when many clients share one secret.

4. Configure transport and tunnel interface
Start with UDP and a single listener. Configure the TUN or TAP interface required by the routing plan, an address pool that does not overlap with users’ local networks, and only the routes clients need. If a restrictive network later blocks the UDP service, add a separately documented TCP 443 profile rather than silently replacing the normal profile.
5. Apply firewall, forwarding, and access policy
Permit the listener, enable forwarding where the VPS is acting as a gateway, and define which private networks or internet destinations VPN clients may use. Restrict management interfaces to administrative sources. The VPN being encrypted does not automatically make every service behind the VPS reachable or authorized.

6. Export and protect client profiles
Give each client the server address, transport, port, CA certificate, client certificate, and private key in the profile format supported by the chosen client. Transfer profiles through a protected channel, store them with file permissions that prevent other local users from reading private keys, and revoke a profile when a device is lost.
7. Validate from more than one network
Test a direct broadband connection, a mobile or carrier-grade NAT path, and a restrictive network if those are part of the expected use case. Confirm that the tunnel comes up, the assigned address is correct, intended routes work, unwanted routes do not leak, and DNS behavior matches the policy.
8. Consider Data Channel Offload
OpenVPN Access Server documents Data Channel Offload, which moves encryption and decryption into kernel space and can improve performance when the operating system, OpenVPN version, and client support it. Treat DCO as an implementation option to verify, not a guaranteed speed multiplier.
L2TP/IPsec deployment workflow on a VPS
1. Confirm client compatibility first
Before installing services, document the client operating systems and the exact IKE/IPsec profile they support. Pay particular attention to IKE version, authentication method, encryption and integrity proposals, certificate requirements, and whether the client expects a pre-shared key.

2. Install both required services
An L2TP/IPsec deployment needs an IPsec/IKE implementation and an L2TP service. Installing L2TP alone creates a tunnel without cryptographic protection and does not satisfy the security requirement stated by RFC 3931.
3. Configure IKE authentication and proposals
Set peer authentication, proposal suites, lifetimes, and identity matching on both sides. Use the strongest mutually supported settings rather than copying a proposal list without checking the client. Keep credentials and private keys out of world-readable configuration files.
4. Configure transport and NAT-Traversal
Permit UDP 500 and UDP 4500. Ensure the IPsec implementation can detect NAT and encapsulate ESP in UDP 4500 when required. If a path genuinely supports native ESP, verify that protocol 50 is permitted; do not assume a port rule can substitute for it.
5. Bind L2TP to the protected arrangement
Configure address assignment, user authentication, and routing for L2TP, then ensure the service is reachable only through the intended IPsec protection. Follow the implementation’s firewall guidance for UDP 1701 rather than exposing it as an independent internet-facing VPN service.
6. Test each layer in order
- Check that IKE negotiation completes on UDP 500 or 4500.
- Check that an IPsec security association exists and traffic is protected.
- Check that L2TP establishes inside that association.
- Check address assignment, routes, DNS, and access to the intended networks.
NAT, restrictive networks, and MTU behavior
OpenVPN behind NAT
OpenVPN’s documented TCP or UDP transport can operate through NAT and, depending on the network, proxies. UDP is the normal choice. If only web-like TCP traffic is permitted, TCP 443 may connect where UDP does not, but nested TCP congestion behavior can reduce responsiveness under loss.
L2TP/IPsec behind NAT
ESP has no ports, so ordinary port forwarding and NAT handling do not apply cleanly. When NAT is detected, NAT-Traversal encapsulates ESP in UDP 4500. A firewall that allows UDP 500 but blocks UDP 4500 can permit initial negotiation yet prevent data from flowing. Multiple NAT devices, symmetric NAT, and stateful firewalls can make this diagnosis harder.

When packets connect but applications stall
Successful authentication does not prove that packet sizes are safe. Encapsulation reduces the effective path MTU; oversized packets may be fragmented or dropped. Check the tunnel interface MTU, TCP maximum-segment behavior, and any cloud or router filtering. Make the smallest change that restores reliable traffic, then document it for every client profile.

OpenVPN
- Prefer certificate-based TLS identities for multi-client deployments.
- Protect the certificate authority and client private keys separately from ordinary configuration backups.
- Use modern, mutually supported data-channel ciphers and control-channel protection.
- Revoke lost or retired client certificates and remove their profiles from distribution systems.
- Patch the daemon and its cryptographic dependencies.
L2TP/IPsec
- Remember that L2TP contributes tunneling, not confidentiality.
- Review IKE and IPsec proposals as clients and server packages evolve.
- Protect pre-shared keys or certificates, and avoid reusing one secret across unrelated environments.
- Monitor both IKE security associations and L2TP sessions; either layer can fail independently.
- Keep UDP 500/4500 exposure limited to the VPN service and apply rate limiting or provider controls where available.
Performance: what you can and cannot conclude
There is no authoritative, directly comparable throughput or latency figure that makes one protocol universally faster. Real performance depends on CPU availability, cipher choice, packet size, tunnel mode, client implementation, VPS virtualization, route length, loss, and NAT encapsulation. A lightly loaded VPS with a nearby client may make either option appear fast; a congested or lossy path can reverse the result.
Use UDP for OpenVPN unless reachability requires TCP. If supported throughout your stack, OpenVPN Data Channel Offload may reduce CPU overhead by moving data-channel processing into the kernel. For L2TP/IPsec, measure the complete IKE/IPsec/L2TP path, including NAT-Traversal, rather than comparing only daemon CPU percentages.
A practical measurement plan
- Use the same VPS, client device, route, and test time for both protocols.
- Measure latency, sustained transfer, short bursts, packet loss, and reconnect time.
- Repeat from a direct connection and a NAT-heavy connection.
- Record CPU usage, MTU adjustments, and whether UDP 4500 or TCP 443 was involved.
- Report results with those conditions attached; do not generalize one path’s result to every VPS.
Troubleshooting by symptom
No connection attempt reaches the service
For OpenVPN, verify the configured listener is allowed in both cloud and host firewalls and that the client profile uses the same protocol and port. For L2TP/IPsec, check UDP 500 first, then UDP 4500, and finally whether ESP is permitted when NAT-T is not being used.
IKE succeeds but L2TP does not
This is an L2TP or policy-layer problem, not proof that the network is blocking IPsec. Check user credentials, address assignment, L2TP binding, and whether the service is restricted to the protected interface.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe tunnel connects but private resources are unreachable
Check routes on the client, forwarding on the VPS, return routes on private networks, and access-control rules on the destination. Encryption does not create a return route automatically.
Only some websites or applications fail
Investigate MTU and fragmentation, especially after adding IPsec NAT encapsulation or changing from UDP to TCP. Compare small and large packets and check whether the failure occurs only on one client network.
Connections work on broadband but fail on hotel or cellular networks
For OpenVPN, test a UDP profile and a separately configured TCP 443 profile, understanding the TCP-over-TCP trade-off. For L2TP/IPsec, determine whether the network blocks ESP or UDP 4500; native ESP may fail while NAT-Traversal would work, or both may be filtered.
A decision checklist
- Pick OpenVPN if you can install a client, want one service port, need portable profiles, or expect varied NAT and proxy conditions.
- Pick L2TP/IPsec if built-in client support is essential or an existing IPsec standard outweighs the extra configuration layers.
- Do not pick L2TP alone: it has no cryptographic security without IPsec.
- Plan firewall rules before deployment: OpenVPN needs its configured listener; L2TP/IPsec needs UDP 500, UDP 4500 when NAT-T is used, and correct ESP handling.
- Do not promise a speed advantage: benchmark the actual VPS, clients, route, MTU, and NAT conditions.
Final recommendation
For most fresh VPS deployments, OpenVPN is the better starting point because its transport, authentication, and tunnel behavior are concentrated in one portable service and one client profile. Use UDP as the normal transport and reserve TCP 443 for networks that require it. Select L2TP/IPsec when native operating-system support or an established IPsec operating model is more valuable than simpler deployment, and budget time to configure and monitor IKE, NAT-Traversal or ESP, and L2TP as separate layers.
