Short answer: An original score and licensed music solve different problems. A commissioned score can be shaped around your game and, with a buyout agreement, assigned to the developer. A composer-retained score may cost less initially but require another license for a sequel or other reuse. A commercial song can deliver instant recognition and cultural context, yet usually requires clearance for both the underlying composition and the specific recording. Production-music libraries sit between those choices, provided their licenses expressly cover games and every intended use.
There is no reliable universal price for any option. The figures often quoted online come from a 2007 trade article and are historical examples, not current market rates. Your actual cost and risk depend on the track, rights holders, territory, platforms, term, promotional uses, soundtrack plans and negotiated contract.

What you are actually choosing
The phrase “game music” can describe three different transactions:
Free tools Windows power users keep installed
One-click scans. No signup required.
- An original score: music written for your game, either owned by the developer through a buyout/work-for-hire-style assignment or licensed from a composer who keeps copyright.
- Existing commercial music: a song and recording that already have an artist, label and publishing interests attached.
- Production music: pre-existing tracks from a library licensed under stated terms, often with faster clearance than a famous song.
These choices affect more than the sound of the game. They determine who owns the files, where and how long the music may be used, whether it can appear in a trailer or soundtrack album, what happens in a port or sequel, and how much legal and administrative work your team must complete.

Original score versus licensed music at a glance
| Decision factor | Commissioned original score | Commercial song license | Production-music library |
|---|---|---|---|
| Creative fit | Can be written to story beats, pacing, themes and adaptive systems. | Strong identity or cultural association, but the track was not designed for your game. | Useful mood and genre choices; cohesion depends on the catalog and curation. |
| Ownership | Contract may assign composition and recording to the developer, or the composer may retain them. | Usually remains with the writers, publishers, label and recording artist; you obtain defined permissions. | Usually remains with the library or contributing composer; you receive a license. |
| Clearance workload | Negotiated mainly with the composer and any performers or contractors. | Often requires separate composition and master clearances and confirmation of every rights holder. | Can be simpler, but only if the library’s license covers games, platforms, territories, term and promotion. |
| Adaptive implementation | Best option for stems, layered cues, transitions and interactive systems when specified at commissioning. | May require edits or loop arrangements that the rights holder must approve. | Depends on the delivered files and license; interactive edits should be confirmed. |
| Future reuse | Buyout terms can include ports, sequels and marketing; a retained composer may require a new license. | Future uses are not automatic and can trigger new fees or negotiations. | Reuse is governed by the library’s term, territory and product restrictions. |
How much does it cost to license a song for a game?
Do not use a single online number as a current budget. Jesse Harlin’s December 2007 Game Developer article reported these historical examples for established pop and rock songs:
| Historical figure | What it described | Qualification |
|---|---|---|
| Around $4,000 per song | Master-use rights | Average cited in the 2007 article; not a current quote. |
| Around $6,000 per song | Publishing (composition) rights | Average cited in the 2007 article; not a current quote. |
| $1,500 | A low-end rights set | Example from the 2007 article, not a present-day floor. |
| $10,000 | A publishing-rights request | Example from the 2007 article, not a present-day average. |
| $250,000 or more | A clearance request | High-end example from the 2007 article. |
The article said fees varied with an artist’s and song’s recognition and with how the music would be used. A song playing in the background of a game could be priced differently from a use in a trailer or commercial. Negotiated bulk arrangements were also discussed. A 2004 GDC presentation emphasized that territory and scope affect the request. None of those sources establishes a current market-wide average.
Budget the transaction by listing each requested right and use rather than multiplying a supposed per-song rate. Ask whether the quote includes the composition, the master, edits, platforms, territories, term, promotional clips, downloadable content, ports, sequels and a soundtrack release. A low initial quote can become expensive if every additional use requires another negotiation.

The composition
The composition is the underlying musical work: melody, lyrics and arrangement interests controlled by writers and publishers. In licensing discussions it is often called publishing or synchronization permission. A song may have several writers or publishers, and the 2007 article described how incomplete ownership information can delay clearance. Every required publishing interest in the deal must be identified and approved.
The master recording
The master is a particular recorded performance, commonly controlled by a record label or another owner. Permission to use the master does not automatically grant permission to use the composition.
What happens with a cover version?
If you commission a new recording of the song, you may avoid permission for the original recording’s master. You still need permission for the composition, and the new performance creates its own production and performer agreements. A cover is therefore not a way to bypass all clearance; it changes which recording right is involved. The exact permissions depend on the facts, jurisdictions and contract.

| Structure | What the developer receives | Potential later obligation |
|---|---|---|
| Buyout or assignment | A flat-fee arrangement in which the contract assigns specified copyright interests in the composition and recording to the developer. | Port, sequel or sales-bonus provisions may still be negotiated; confirm that the assignment covers the actual deliverables and uses. |
| Composer-retained custom score | A license for the game and uses listed in the agreement while the composer keeps ownership. | A sequel, new platform, expanded territory or soundtrack may require a new license or fee. |
| Production-library license | Permission to use catalog tracks within the library’s stated scope. | Renewal, territory, platform, promotional or soundtrack restrictions may apply even when the track is advertised as royalty-free. |
Put these points in writing:
- Ownership and grant: identify who owns the composition, recording, stems and session files; state whether the developer receives an assignment, exclusive license or limited license.
- Game and platforms: name the title, editions, platforms, cloud versions and known ports. Include an expansion mechanism for platforms that do not yet exist.
- Territory and term: state where the game may be sold, how long the permission lasts and whether a sell-off or post-term period applies.
- Promotional use: list trailers, launch videos, television or streaming advertising, social clips, demos and press materials separately. In-game permission does not automatically cover out-of-context promotion.
- Soundtrack release: address digital, physical and streaming soundtrack products as their own use. The GDC presentation specifically treated a soundtrack release as outside the in-game synchronization license it described.
- Sequels, ports and downloadable content: state whether the original grant includes them, sets a formula, or requires a new negotiation. Buyout discussions may include port fees, sequel fees and sales bonuses.
- Deliverables and approvals: specify cue length, loop points, stems, alternate mixes, file format, implementation assets, revisions and who approves the final music.
- Credit and warranties: identify required credits and require the licensor to confirm that it has authority over the rights it grants, subject to advice from counsel.
- Schedule and termination: allow time for ownership research, negotiations, signatures and replacement music if clearance fails.
Creative and production trade-offs
Why a tailored score can be worth the effort
A composer can write a leitmotif for a character, shorten a cue for a failed attempt, build intensity as a player approaches a boss, or supply layers that the audio engine can add and remove. Those capabilities should be written into the brief and delivery schedule; they are not guaranteed merely because a project is called an “original score.” A single composer can also maintain thematic and sonic cohesion across menus, exploration and cinematics.
Where commercial songs help
A recognizable recording can establish a period, location or subculture immediately. Songs may be especially effective in an in-game radio, club, restaurant or driving sequence. They can connect a game with an artist’s audience, as Harlin’s article observed. The trade-off is that the song’s fixed structure may be less adaptable, and its identity can dominate a scene that would otherwise be carried by the game’s own themes.
Why production music is a middle option
A library can provide ready-to-use tracks when a team needs music quickly or cannot justify negotiating with several rights holders. It may also allow a designer to prototype before commissioning a bespoke score. However, tracks from different composers may feel less cohesive or immersive than a unified original score. Curate by instrumentation, loudness, tempo and thematic palette, and verify that the license permits the planned edits and interactive implementation.

“Royalty-free” does not answer the legal question
Kent Carter’s April 30, 2021 Game Developer article quotes entertainment attorney Ben Laski: “the words ‘royalty-free music’ – despite appearing practically everywhere in music licensing – are a marketing term rather than a legal term.” In practical terms, the phrase may describe how payments are calculated, not whether the music is free or unrestricted.

Before downloading or buying a library track, check the actual license for:
- commercial video-game use rather than only video, podcast or personal use;
- all intended platforms and storefronts;
- worldwide or specified territory rights;
- the full term, renewal rules and what happens if the subscription ends;
- trailers, demos, social clips and other promotional materials;
- ports, expansions, sequels and live-service updates;
- streaming, physical or digital soundtrack distribution;
- sub-licensing to publishers, distributors, streamers or platform holders; and
- attribution, content-identification claims, takedown procedures and restrictions on isolated or standalone distribution.
A clearance workflow that reduces surprises
- Inventory every use. List in-game playback, menus, cinematics, trailers, launch advertising, demos, livestream assets, ports, downloadable content, sequels and soundtrack products. Mark which uses are essential and which can be dropped.
- Choose the recording strategy. Decide whether you need the original master, a newly recorded cover, a commissioned score or a library track. A cover changes the master question but does not remove composition clearance.
- Map the rights holders. For a commercial song, identify every publishing interest and the master owner. Do not assume that one publisher or label controls the entire work.
- Send a precise request. State the game, platforms, territory, term, release method, context, edit, promotional uses and whether the music will appear on a soundtrack. Vague requests produce vague quotes.
- Compare offers on equal terms. Put composition and master fees, renewal or contingent payments, approvals, credits, delivery obligations and replacement rights in one matrix.
- Negotiate future uses now. Ask for sequel, port, expansion, trailer and soundtrack options where they matter. The right to negotiate later is not the same as having permission today.
- Obtain signed documents before implementation. Keep executed agreements, invoices, ownership confirmations and cue lists in a rights-management system. Do not rely on an email promise or a library search result.
- Build a replacement plan. Clearance can fail because an owner cannot be found, a co-writer refuses, a term expires or the quote exceeds the budget. Keep an approved alternative cue or design the scene so replacement is technically possible.
How to compare proposals without hiding the real cost
Use a side-by-side worksheet with these columns:
| Axis | Questions to answer |
|---|---|
| Upfront and contingent payments | What is paid at signing, delivery, release, renewal, port, sequel or sales milestone? Are there minimums or bonuses? |
| Ownership | Who owns the composition, master, stems, edits and session files after delivery? |
| Scope | Which game, editions, platforms, territories and term are covered? |
| Promotion | Are trailers, commercials, social clips, demos and press uses included or separately priced? |
| Future products | Can the music be used in ports, downloadable content, sequels, remasters and a soundtrack album? |
| Creative flexibility | Can you loop, cut, remix, layer, localize or adapt the music without another approval? |
| Schedule risk | How long will ownership checks, approvals and signatures take, and what happens if clearance fails? |
Compare offers only after normalizing scope. A cheaper quote that covers one platform for one territory is not cheaper than a broader quote simply because its headline fee is lower. Conversely, paying for rights you will never use may be wasteful.
Practical choices for common game situations
Small team with an adaptive score
Prioritize a composer agreement that specifies stems, loops, transitions and implementation files. If cash is limited, a composer-retained license may reduce the initial payment, but price the possibility of a sequel or port license later and record those rights in the production plan.
Licensed songs are central to the concept
Clear songs before locking levels, trailers or marketing dates. Obtain both composition and master permissions where the original recording is required, and keep an approved replacement for each critical scene. If the budget cannot absorb a famous recording, consider a newly recorded cover only after clearing the composition and confirming that the new performance meets the creative brief.

Period setting with many short cues
A library or a commissioned score may provide more predictable scope than clearing many recognizable songs. If authenticity depends on a few signature tracks, use a hybrid: a cohesive original score for most play and selected songs where recognition materially serves the setting.
Global release and long tail
Ask for worldwide rights, storefront and platform coverage, and a term that matches the game’s expected availability. Confirm what happens if a license expires while the game remains for sale. Territory rules and collecting practices differ, so obtain advice for each relevant jurisdiction.
Legal and geographic limits
The commonly cited game-industry guidance is largely U.S.-oriented, including discussion of Title 17 by the U.S. Copyright Office. The statutory-license material in that source concerns specified digital music activities; it does not give a general permission to synchronize a song with an in-game scene. Copyright, collecting systems, contract interpretation and rights administration can differ by country. Have qualified counsel review the actual project, counterparties, territories and distribution plans.
Harlin summarized the business reality in one sentence: “Any amount of music licensing will inevitably lead to your company’s business affairs department and legal contracts of some kind.” Treat that as a warning to start rights work early, not as a substitute for a contract.
When a hybrid plan is the best fit
Many games do not need to choose one source for every minute of audio. A practical hybrid can commission a core score for exploration, combat, menus and adaptive transitions, then license a small number of songs for radio, clubs, credits or a trailer. This concentrates clearance spending on moments where a recognizable recording has a measurable creative purpose while preserving thematic control elsewhere. It is an editorial strategy, not a guaranteed cost-saving formula; each selected song still requires its own scope and approvals.
Bottom line for a production decision
Choose an original score when adaptive control, thematic continuity and long-term ownership matter most. Choose licensed songs when a specific artist, recording or cultural association is central enough to justify uncertain clearance and possible future fees. Choose production music when speed and predictable access matter, but read the license instead of trusting the label “royalty-free.” In every case, define composition and master rights, platforms, territory, term, promotion, ports, sequels and soundtrack use before the music becomes an irreversible part of the game.
