In the Skingrad side quest “Paranoia” in The Elder Scrolls IV: Oblivion Remastered, Glarthir believes three townspeople are watching him and wants you to find out who they are. Your reports decide whether the quest ends with a list of names, a 1,000-gold offer for murder, a guard chasing Glarthir, or a fight with him. Spoilers follow.
How the quest starts
Glarthir approaches you shortly after you first enter Skingrad and asks for a midnight meeting behind the Great Chapel of Julianos. He asks you to investigate people he believes are watching him. The walkthrough details below follow PC Gamer’s 2025 guide, which is the most complete account of the branches; other guides disagree on some of the smaller payments, so those figures are flagged where they appear.
Walkthrough
Step 1: Decide whether to help
This is the first real choice, and refusing is not a quiet exit. If you decline, Glarthir takes a battleaxe and attempts to kill Bernadette Peneles. The guards may become involved after that.
If you agree, Glarthir asks you to wait outside his house at 6 a.m. and watch Bernadette.

Step 2: Investigate Bernadette Peneles
You can follow Bernadette through the day or skip the observation and report to Glarthir at the next meeting. According to the guide, she goes to the chapel and otherwise carries on ordinary activities, and she is not spying on Glarthir. Glarthir pays 150 gold for this first report, whichever option you pick.
Step 3: Investigate Toutious Sexius
Glarthir next asks you to follow Toutious Sexius. The guide says he is not spying on Glarthir either. During this stretch, Dion, the guard captain, may approach you, describe Glarthir as potentially dangerous, and ask what strange or dangerous plans you have heard about.

Step 4: Investigate Davide Surilie
Glarthir names Davide Surilie as the suspected ringleader. The guide says Davide is not spying on Glarthir. Reporting the truth again and again does not keep Glarthir calm: the guide specifically warns that telling the truth on the third report leads to a fight.
Step 5: Choose how the quest ends
If you have accused people, Glarthir gives you a “list of death” and offers 1,000 gold for killing the named targets. You have two main options from here:

- Take the list to a guard. The guide says the guard will pursue Glarthir instead of you carrying out his plan.
- Kill the listed targets. You collect the 1,000 gold, but the accused count as innocent NPCs for Dark Brotherhood murder purposes.
If you tell Glarthir that all three are innocent, he attacks you instead.
Step 6: Optional loot after Glarthir dies
Once Glarthir is dead, take his house key from his body, enter his nearby house, and check the basket by the entrance. The guide reports 800 gold there. This figure comes from a single guide, so treat it as reported rather than confirmed.

What the sources settle and what they do not
- The 150-gold first-report payment, the 1,000-gold offer, and the 800-gold basket are reported in PC Gamer’s 2025 guide. They are in-game figures, not measured results, and they apply to the version of the game the guide was written for.
- Other guides list different smaller payments for the investigation steps. Those figures are not confirmed here, so check them in your own playthrough before relying on them.
- No primary game transcript or official statement covers this quest, so the outcomes above describe what guides report, not a complete branch map. Some guides make broad claims about combinations of reports that PC Gamer does not confirm.
If you want the cleanest result, take the list to a guard and avoid killing the accused. That route keeps the murder consequence off your record.
