partmgr.sys is the Windows Partition Manager boot driver. It helps Windows discover and manage disk partitions, so a “missing” or “not found” message can prevent startup or indicate corruption in the Windows component store, boot configuration, or storage path. The message does not prove that the file was deleted. If Windows still starts, run DISM first and SFC second. If it does not start, use Windows Recovery Environment (WinRE) Startup Repair, then installation media and logs if necessary.

What is partmgr.sys, and why does Windows report it as missing?

Windows Partition Manager is responsible for discovering, creating, deleting and managing partitions. It acts as a filter driver for disk device objects created by disk-class drivers and helps online disks have unique signatures or GUIDs. That makes it part of the storage and boot path rather than an ordinary application file.

Microsoft driver listings place the conventional file at %SystemRoot%System32driverspartmgr.sys and identify it as a boot-start Partition Manager kernel driver. The path is useful for troubleshooting, but a listing is not a complete Windows 10 or Windows 11 version manifest; the exact file must match the installed build.

A “partmgr.sys missing” or “partmgr.sys not found” message can have several meanings:

  • The file is missing or damaged.
  • Windows servicing files are corrupted and cannot restore the driver.
  • Boot configuration data or another startup component is damaged.
  • An incompatible driver or registry problem is blocking startup.
  • A storage-device or file-system problem is interrupting access to the Windows installation.

Therefore, do not begin by downloading a random copy of the filename. Repair the Windows image, run the built-in file checker, and use recovery logs to determine whether a same-build replacement is actually necessary.

What should I check before repairing partmgr.sys?

Choose the recovery path according to whether Windows starts and which repair resources are available. The safest sequence is different for a working desktop and a machine that stops during boot.

Situation First action Next resource if it fails
Windows reaches the desktop Elevated Command Prompt: DISM, then SFC Microsoft-documented alternate repair source and servicing logs
Windows does not start but WinRE is available Troubleshoot > Advanced options > Startup Repair Review Srttrail.txt, then use installation media
WinRE is unavailable Boot from Windows installation media Run recovery tools and, when required, DISM with a matching source
Logs identify one unrepaired file Use a verified same-build copy only as an advanced step Repair-install or reinstall Windows if supported repair cannot restore the system

If the computer cannot boot, a USB flash drive can be used to create or carry Windows installation media. It is recovery media, not a replacement for partmgr.sys, and its Windows edition and build must be appropriate for the installation being repaired.

How do I fix partmgr.sys when Windows still boots?

Run Deployment Image Servicing and Management (DISM) first, then System File Checker (SFC). DISM can repair the component store that SFC uses as its source, which is why reversing the order can leave SFC without usable repair files.

1. Open an elevated Command Prompt

  1. Open the Start menu and type Command Prompt.
  2. Choose Run as administrator.
  3. Approve the User Account Control prompt.

2. Repair the Windows image with DISM

Enter this command exactly:

DISM.exe /Online /Cleanup-image /Restorehealth

Wait for DISM to finish. It may appear to pause while it checks or restores component files. Do not close the window or restart while the operation is running. The /Online switch targets the Windows installation currently running; /Restorehealth checks the component store and attempts repair.

3. Verify protected files with SFC

After DISM completes, run:

sfc /scannow

Leave the window open until verification reaches 100 percent. SFC reports whether it found no integrity violations, repaired corrupted files, or found files that it could not repair. A successful result means the protected-file check completed; it does not prove that a failing disk or every boot-configuration problem has been corrected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Restart and test the storage path

Restart Windows normally. Check whether the original message has disappeared and whether disks and partitions appear as expected in the applications that use them. If the error returns, save the SFC and DISM results instead of repeating the same commands indefinitely.

What if DISM cannot get repair files from Windows Update?

DISM normally obtains repair content through Windows servicing. Microsoft also documents an alternate source when Windows Update cannot provide the required files. The source can be a running Windows installation, a network share, a USB drive or a DVD, but it must correspond to the installed Windows image.

Use installation media for the same Windows edition and an appropriate build. In an elevated Command Prompt, use the Microsoft-documented DISM /Source method and identify the correct image inside the media before starting the repair. Do not select an arbitrary index or mix Windows 10 and Windows 11 files; a mismatched source can fail to repair the component store or create a new incompatibility.

If DISM still fails, record its error text and log location. The error code and servicing log are more useful than repeatedly rerunning the command, because they show whether the failure is a source mismatch, servicing problem or another storage issue.

How do I repair partmgr.sys when Windows will not boot?

Use Windows Recovery Environment (WinRE) before attempting manual file copying. Startup Repair is designed to diagnose and attempt repairs for missing or damaged system files, corrupted boot configuration data, damaged master boot records, incompatible drivers and registry errors.

1. Open WinRE

If Windows enters automatic recovery, select the recovery options. If it does not, start the computer from Windows installation media and choose the repair option rather than installing immediately.

2. Run Startup Repair

  1. Select Troubleshoot.
  2. Select Advanced options.
  3. Select Startup Repair.
  4. Choose the Windows installation and provide account credentials if WinRE requests them.

Allow the process to finish without powering off. Startup Repair creates a report at %windir%System32LogFilesSrtSrttrail.txt. The report can show what the tool detected and which actions it attempted.

3. Restart only after the repair completes

Test a normal boot. If Startup Repair reports that it could not repair the computer, do not infer that partmgr.sys itself is the only failure. The report may point to boot data, another driver or a registry issue that must be corrected first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if Startup Repair does not fix the problem?

Use the recovery logs to narrow the fault before replacing any file. A manual replacement without build verification can make boot recovery harder.

Read the Startup Repair report

From WinRE, inspect %windir%System32LogFilesSrtSrttrail.txt. In recovery, the Windows directory may have a different drive letter than it does during a normal boot, so confirm which volume contains the real Windows folder before opening the path.

Review SFC details

SFC records detailed results in %windir%LogsCBSCBS.log. The summary shown in Command Prompt may say that files remain unrepaired; the CBS log identifies the components involved and helps distinguish a protected-file problem from a broader servicing failure.

Check DISM servicing information

DISM also records servicing details in its logs. Compare the error text, the DISM result and the SFC or Startup Repair findings. If the logs identify a different damaged component, repair that component rather than copying partmgr.sys blindly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Try installation media when the installed environment is unusable

Boot from Windows installation media and enter the recovery tools. The same media can provide a DISM repair source when Windows Update is unavailable. Match the edition and build as closely as possible to the installed system, and keep the media connected while the recovery operation runs.

Can I manually replace partmgr.sys?

Manual replacement is an advanced recovery step, not the default fix. Microsoft’s supported SFC guidance uses takeown, icacls and copy only after the unrepaired file has been identified and a known-good copy has been obtained.

Verify the source before touching the destination

  • Identify the exact Windows edition, version and build.
  • Obtain the file from a verified Windows installation or matching installation media, not a random download site.
  • Confirm that the source file belongs to the same build and architecture as the target system.
  • Use the logs to establish that partmgr.sys is the file that remains damaged or missing.

Understand the command sequence

The documented sequence takes ownership of the destination, grants administrators access and copies the verified file into the Windows driver directory. A typical example for a normally running installation is:

takeown /f C:WindowsSystem32driverspartmgr.sys
icacls C:WindowsSystem32driverspartmgr.sys /grant administrators:F
copy X:WindowsSystem32driverspartmgr.sys C:WindowsSystem32driverspartmgr.sys

Replace the source and destination paths with the verified locations for your installation. In WinRE, drive letters are often reassigned, so C: may not contain the installed Windows directory and X: commonly refers to the temporary recovery environment. Confirm the letters first by locating the volume that contains WindowsSystem32drivers. If the file is absent, ownership commands that target the missing destination can fail; that is another reason to rely on the logs and the documented recovery procedure rather than improvising.

Restart after the copy and run DISM and SFC again from the repaired environment where possible. If the file still cannot be restored or the machine remains unbootable, Microsoft’s guidance allows that reinstalling Windows may be necessary.

  1. Does Windows reach the desktop? Run DISM, then SFC, restart and check the result.
  2. Can you reach WinRE? Run Startup Repair and read Srttrail.txt if it fails.
  3. Is Windows Update unavailable for DISM? Use matching Windows installation media, a running installation, a network share, USB or DVD as the documented alternate source.
  4. Do logs name an unrepaired file? Consider manual replacement only with a verified same-build copy and the documented permission sequence.
  5. Do repairs still fail? Preserve the logs and prepare for a Windows repair installation or reinstall rather than downloading unrelated system files.

These branches matter because the same message can be produced by different failures. A successful file check cannot repair a physically failing disk, and Startup Repair cannot guarantee that every storage or boot problem will be resolved.

What should I avoid when troubleshooting?

  • Do not download a standalone partmgr.sys from an unverified website.
  • Do not assume the message proves that the file was deleted.
  • Do not use a Windows 10 source for Windows 11, or the reverse, without confirming that the image is appropriate.
  • Do not interrupt DISM, SFC or Startup Repair while verification or repair is in progress.
  • Do not repeatedly rerun a failed command without recording its error code and checking the relevant log.
  • Do not promise that system-file repair will fix hardware failure, disk damage or every boot-configuration problem.

The practical goal is to restore the Windows image and boot path with Microsoft’s supported tools, then use evidence from the logs for any remaining file-level operation.

As an optional shortcut after the manual checks, Outbyte PC Repair can attempt fixes for more than 100 common Windows issues, including broken system elements, while also offering settings adjustments, temporary-file cleanup, privacy checks, vulnerability checks and an app-crash log. It runs on Windows 11, 10, 8 and 7; its free trial is category-based for at least two days before a subscription, and it complements an antivirus rather than replacing one. Results vary, and no tool repairs every crash.

Frequently asked questions

Does a partmgr.sys message mean my hard drive has failed?

No. The filename is part of the storage path, but the message alone cannot distinguish a missing file from component-store corruption, boot-data damage, an incompatible driver or a storage problem. Use DISM, SFC, Startup Repair and their logs to separate those possibilities.

Why can the path look different in Windows Recovery Environment?

WinRE assigns drive letters independently of a normal Windows session. The installed system might appear under a letter other than C:, while the recovery environment commonly uses X:; locate the volume containing the actual Windows directory before running path-sensitive commands.

Can I use a file from another Windows computer?

Only if the source is verified and matches the target’s exact Windows build, edition and architecture. A similarly named file from another release may have different servicing requirements, so logs and image repair should come before manual copying.
