They combine broad damage options with healing and support; swap in Haru, Yusuke, Morgana, Akechi, or Kasumi when their skills better fit the Palace or encounter. This is an editorial ranking, not an official or mathematically objective tier list: the best party depends on enemy affinities and who has joined by that point.
Spoiler note: The ranking includes later story characters and party advice that may reveal third-semester gameplay.
Who are the best party members in Persona 5 Royal?
This ranking weighs five things: range and strength of damage roles, healing and support, coverage of common weaknesses, when and how consistently a character is available, and usefulness when enemies resist a preferred damage type. It covers active combat party members, not Joker or Futaba. Joker is the player-controlled protagonist with unusually broad Persona options; Futaba serves as navigation and support rather than a regular active combat slot. PlayStation’s Royal roster page includes the cast, while Palace guides discuss active battle lineups separately.
- Makoto — Best general-purpose pick for role flexibility.
- Ryuji — A strong physical-damage specialist with useful electric coverage.
- Ann — A magic-damage and support option with fire coverage.
- Haru — Valuable when psychic or gun attacks suit the encounter.
- Yusuke — Ice and physical options give him useful matchup coverage.
- Morgana — A healer with wind coverage.
- Akechi — A later-story option with light and dark attacks.
- Kasumi Yoshizawa — A Royal-specific party member whose place in this broad ranking is less certain than her inclusion in the game.
The role descriptions and relative order are gameplay judgments drawn from guides, not official character rankings. In particular, the available comparative evidence does not establish that Kasumi is objectively weaker than the other members; her lower placement here reflects a general-purpose coverage judgment, not a definitive verdict on her skills.

Why the best party changes by Palace
Persona 5 Royal rewards exploiting enemy weaknesses: ATLUS explains that striking a weakness earns a One More action, and the game also features Showtime attacks and direct party control. Joker’s Persona fusions provide another way to build coverage for difficult fights. Those systems make enemy affinity and action economy more useful guides to party choice than a fixed, all-purpose trio. ATLUS’s official Persona 5 Royal site describes these combat systems.
Palace-by-Palace recommendations illustrate the point. One guide suggests Ann, Ryuji, and Yusuke in Madarame’s Palace after Yusuke joins; Makoto, Morgana, and Ryuji in Kaneshiro’s; and Haru, Makoto, and Morgana in Okumura’s. These are encounter-specific suggestions, not a universal consensus: other guides favor different compositions. Use them as examples of adapting to enemies and availability rather than as mandatory teams. Game Center’s Palace lineup guide includes major story and third-semester spoilers.
What each ranked member brings
1. Makoto: the most flexible general-purpose slot
Makoto pairs nuclear offense with healing backup and support, making her a reliable choice when you want one slot to do more than one job. That breadth earns her the top spot for a general-purpose lineup; it does not mean she is always the best matchup for a particular Palace. The Palace guide and a general team-composition guide both describe her as flexible across offense and healing.

2. Ryuji: physical damage with electric coverage
Ryuji is the ranking’s clearest physical-damage specialist, with electric attacks and attack support adding options beyond raw physical offense. Keep him in mind when that damage profile fits the enemies ahead. The Palace guide and the team guide emphasize his physical role.

3. Ann: magic damage and support
Ann offers fire coverage alongside magic damage and debuffing. She is a useful alternative when enemies make those tools more valuable than another physical attacker. The Palace guide and the team guide describe her as an offensive and support option.
4. Haru: psychic and gun options
Haru’s psychic and gun attacks make her a matchup-driven choice. The Palace guide recommends her in Okumura’s and Shido’s Palaces, which is a reminder to weigh specific enemy affinities rather than keep the same party throughout the game. See its Palace-by-Palace recommendations.
Rank #3
5. Yusuke: ice and physical coverage
Yusuke gives the party ice and physical options, allowing him to cover different kinds of encounters. The Palace guide recommends him at multiple stages, including after he joins for Madarame’s Palace. The guide’s lineup examples show why his value depends on timing and the enemies you face.
6. Morgana: healing and wind
Morgana brings healing and wind coverage. He can suit a party that needs healing capacity or a way to exploit a relevant weakness; compare that need with the other roles you already have filled. The Palace guide and the team guide both recognize his healing role.

7. Akechi: a later-story option
Akechi becomes relevant later in the story and brings light and dark attack options. The Palace guide recommends him for Sae’s Palace. His placement reflects timing and broad lineup usefulness, not a claim that his attacks are poor. The Palace guide covers his story-specific use.
Rank #4
- Prepare for the award-winning RPG experience in this definitive edition of Persona 5 Royal

8. Kasumi Yoshizawa: included for Royal, with a qualified ranking
Kasumi belongs in a Royal-specific discussion: PlayStation’s official roster identifies her as part of Persona 5 Royal. The available comparative guide evidence is not detailed enough to support a strong claim about how her skills stack up against every other member, so treat her last-place position here as a cautious general-purpose judgment rather than an objective tier placement. See PlayStation’s Royal overview and Game8’s recommended party-member skill guide.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose your active party
- Check the current Palace’s enemy affinities. Favor party members whose attacks can exploit weaknesses; a weakness hit can create a One More action.
- Cover the jobs your lineup lacks. Balance damage options with healing or support instead of choosing four members for the same role.
- Account for story timing. A character cannot fill a slot before joining, and a skill-focused choice may change as the story advances.
- Change your lineup when the matchup changes. Palace-specific guides suggest different combinations across locations because enemies and available skills differ.
- Use Joker to fill remaining gaps. Persona fusion lets him prepare Personas for difficult battles, so the party does not have to cover every attack type by itself.
There is no need to chase a supposedly perfect lineup to finish the story. ATLUS says story content is not affected by difficulty and recommends Safe or Easy for players who mainly want to enjoy the story. ATLUS’s official difficulty guidance explains that option.
How this ranking differs from Persona 5
This article is about Persona 5 Royal, not the original Persona 5 alone. PlayStation describes Royal as an extended edition with additional characters, gameplay and dungeon refinements, and an extra end-game chapter. For platform editions and current availability, check the PlayStation game page.
