To unlock Chihaya Mifune’s Fortune Confidant in Persona 5 Royal, find her fortune-telling stand in Shinjuku at night, buy her Holy Stone for ¥100,000, complete the Mementos request “Ending the Boyfriend’s Abuse,” and return to speak with her. The most useful early target is Rank 5, which unlocks Affinity Reading; Rank 8 adds Celestial Reading and requires a second Mementos request.
Where to find Chihaya
Chihaya works at a fortune-telling booth in Shinjuku at night. Guides list her as available on Tuesday, Thursday, and Saturday evenings, but say the stand is unavailable in rain or cold. These schedule details come from secondary guides and may not match every playthrough; check the in-game map when she is not there.

How to unlock the Fortune Confidant
- Visit Chihaya at her Shinjuku stand and begin her introduction.
- When she offers the Holy Stone, buy it for ¥100,000. This is an in-game progression cost reported by the guides.
- Return to Chihaya and accept the Mementos request “Ending the Boyfriend’s Abuse.”
- Complete the request in Mementos, then speak with Chihaya again to begin the Confidant at Rank 1.
Guides differ in how they count the preliminary visits before the request. The important gates are the Holy Stone purchase and completing “Ending the Boyfriend’s Abuse,” rather than a particular visit count.
Fortune Confidant abilities by rank
The following progression is for Persona 5 Royal; do not substitute the ability order from the original Persona 5. The effects below are reported by gameplay references, not official Atlus documentation.

Readings are daily effects, so plan around the one you need rather than assuming you can use every reading repeatedly on the same day.
Which ranks should you prioritize?
Rank 5 for easier Confidant progress
Affinity Reading is the key early milestone if you want help advancing another Confidant without using a hangout. Select the person whose relationship you want to support when using the reading.

Rank 8 for fusion-alarm opportunities
Celestial Reading starts a fusion alarm immediately and increases the chance of more alarms through the rest of that day. Reaching Rank 8 requires the Mementos request “Debunking the Psychic!”

Rank 10 for dialogue guidance
The final ability points out higher-value responses during Confidant events. Guides vary on its English name, but describe the same practical effect.

Dialogue choices affect how quickly the relationship advances. A Persona of the same Arcana as the Confidant you are spending time with generally boosts relationship points; for Chihaya, carry a Fortune Persona when you meet her. This is general Confidant guidance rather than a Chihaya-specific tested result.
