If Windows or PHP reports that php_oci8_19.dll is missing, the file itself may not be the problem. This DLL is PHP’s OCI8 extension for Oracle Database, and startup can also fail when the Oracle client DLLs, Visual C++ runtime, PATH, PHP version, architecture, or thread-safety mode do not match. Fix it by identifying the PHP installation that is actually running, installing a matching OCI8 build, installing Oracle Instant Client Basic or Basic Light when needed, placing the extension in the active ext directory, setting PATH before PHP starts, and testing both CLI and web PHP.
The procedure below applies to Windows 10 and Windows 11. It also explains why PHP 8.0 guides that mention php_oci8_12c.dll can be outdated and why PHP 8.4 requires a PECL installation.

What is php_oci8_19.dll, and why does PHP say it is missing?
php_oci8_19.dll is the Windows build of PHP’s OCI8 extension. It lets a PHP application connect to Oracle Database; it is not a Windows system component. PHP 8.0 stopped shipping the older php_oci8_12c.dll name in favor of php_oci8_19.dll, which the PHP project says is intended to work with OCI8 12 and newer.
A startup warning can therefore have several meanings:

- The OCI8 DLL is absent from the active PHP extension directory.
- The DLL belongs to a different PHP minor version, such as 8.1 versus 8.2.
- The package is for x86 while PHP is x64, or for Thread Safe (TS) while PHP is Non Thread Safe (NTS), or the reverse.
- Windows cannot find an Oracle client library, Visual C++ runtime, or another dependency.
- PATH points to a different Oracle client version, or the web server inherited an old PATH.
- The command line and the web server are using different PHP executables or different
php.inifiles.
That is why the message “module could not be found” does not prove that php_oci8_19.dll itself is missing.
Which failure does my error message indicate?
Use the wording of the startup warning as a first triage step, then confirm the diagnosis with the version checks below.

How do I identify the PHP build that is actually running?
Do this before downloading or copying any DLL. The OCI8 package must match the PHP process that loads it, not merely a PHP folder you happen to recognize.
- Open a new Command Prompt and run
where php. If more than one path appears, the first one is the executable that the shell resolves. Record it. - Run
php --ini. Note the line labeled Loaded Configuration File and the scanned configuration directory. - Run
php -i | findstr /I PHP, then inspect the output for the PHP version, Architecture, Thread Safety, and extension_dir. You need the exact minor version, such as 8.1 or 8.2, not only the major version. - Open the reported
php.iniand verify thatextension_dirpoints to the directory that contains the extensions for this same PHP installation. An absolute path makes an accidental cross-installation less likely. - If only a website fails, identify the PHP executable configured by IIS FastCGI, Apache, XAMPP, or the application launcher. The web SAPI can load a different PHP folder and
php.inifrom the one used by the command line.
Do not proceed on the assumption that the CLI result represents the website. Keep both sets of details so you can test them separately.
Which OCI8 package matches PHP 8 on Windows?
Choose the package by all three binary dimensions: exact PHP minor version, x86 or x64 architecture, and TS or NTS mode. PECL’s Windows downloads are separated by these dimensions; a package that matches only the major version is not sufficient.

PHP’s requirements documentation states that OCI8 3 is bundled with PHP 8.0 through 8.3 and is no longer bundled beginning with PHP 8.4.0. The PHP project’s PHP 8.0 transition also explains the filename change. These details matter because an old tutorial can send you toward the wrong filename even when the rest of its configuration looks familiar.

- Architecture: x86 packages are 32-bit; x64 packages are 64-bit. Match the architecture reported by the active PHP executable, not the bitness of Windows alone.
- Thread safety: TS means Thread Safe and NTS means Non Thread Safe. Match the exact Thread Safety value shown by
php -i. - Minor version: PHP 8.1, 8.2, and 8.3 are separate binary targets. A DLL built for one is not interchangeable merely because all are PHP 8.
Do I need Oracle Instant Client?
OCI8 needs Oracle client libraries at runtime. If a full Oracle Client or Oracle Database installation is not already providing them, PHP recommends Oracle Instant Client Basic or Basic Light. Installing only the PHP extension is not enough.
Choose Basic or Basic Light
Both are Instant Client package choices for supplying the client libraries OCI8 loads. Use the package appropriate for your application and Oracle environment, then keep its directory available to the process that starts PHP.
Match the client-library generation
OCI8 must run with the same or a newer major Oracle client-library version than the version against which the extension was built. Oracle’s compatibility guidance says Oracle Client 19, 18, and 12.2 can connect to Oracle Database 11.2 or newer, but database compatibility does not remove the requirement for a compatible client library and OCI8 build.
Avoid competing Oracle directories
Do not casually leave several Oracle client versions on PATH. PHP’s Windows guidance warns that multiple Oracle versions can cause library clashes. If the machine has a full client and Instant Client, identify which directory should be used and remove or reorder stale entries before testing.

How do I install the matching DLL and enable it?
Once the PHP build and Oracle client choice are known, install the extension into the configuration that the active PHP process actually reads.
- Stop the web server or application service that loads PHP. Leave the command prompt closed if it was opened before you changed PATH.
- Obtain the OCI8 package for the exact PHP minor version, x86/x64 architecture, and TS/NTS mode. For PHP 8.4 and newer, use the PECL installation route required by that release.
- Copy the matching
php_oci8_19.dllinto the active PHPextension_dir, normally theextdirectory shown byphp -i. Do not copy it into a different PHP installation’sextfolder. - Open the active
php.iniand make sureextension_dirpoints to that directory. Enable exactly one OCI8 extension line, such asextension=php_oci8_19.dll, using the filename supplied by your package. - Remove or comment out stale OCI8 lines that refer to another variant. PHP’s Windows instructions specifically warn that only one OCI8 DLL variant should be enabled at a time.
- Save the file and keep a copy of the previous
php.iniso you can roll back a typo or an unrelated setting change.
If the extension line is correct but startup still fails, treat the warning as a dependency or compatibility problem rather than repeatedly copying the same DLL.
How do I put Oracle Instant Client on PATH correctly?
Add the directory containing the Oracle client DLLs to the Windows system PATH, or to the service account’s environment when your server is managed separately. The directory must be available before PHP starts; setting PATH from inside a PHP script is too late for libraries initialized during process startup.
- Open Windows search and enter environment variables, then open the system environment-variable editor.
- Edit the system Path and add the Oracle Instant Client directory. Keep the entry that you intend OCI8 to use ahead of conflicting Oracle client directories, or remove obsolete entries.
- Confirm the change and close every existing Command Prompt or PowerShell window. Existing shells retain their old environment.
- Restart Apache, IIS, XAMPP, or the application service that loads PHP. A service that was already running will not automatically inherit the new PATH.
After the restart, repeat the CLI and web checks. If they disagree, the two processes are still inheriting different environments or loading different PHP installations.

Check command-line PHP
- Run
php -m | findstr /I oci8. - Confirm that
oci8appears and that the command finishes without a PHP startup warning. - Run
php --iniagain and confirm it reports thephp.iniand extension directory you repaired.
Check the web SAPI
- Create a temporary file in the site’s document root containing
<?php phpinfo(); ?>. - Open it through the same URL and host process that serves the failing application.
- In the output, check Loaded Configuration File, extension_dir, Server API, architecture, thread safety, and the OCI8 section.
- Run an OCI8 connection test using the credentials and connection settings supplied by your application. A loaded extension proves that PHP can initialize OCI8; the connection test checks the next layer, including Oracle network configuration and credentials.
- Delete the temporary
phpinfo()file after testing because it exposes detailed server configuration.
Oracle’s PHP guidance recommends checking phpinfo() and running an OCI8 connection test. Testing only php -m can give a false sense of success when the web server uses another SAPI.
What should I do for each common mismatch?
The DLL is missing from the active extension directory
Use the extension_dir value reported by the active PHP process, not a guessed path. Copy the matching package there, enable one extension line, and test again. If the warning changes from “module could not be found” to a procedure error, you have progressed from a missing-file problem to a binary mismatch.
The file is present, but Windows reports that the module could not be found
Windows may be unable to locate an Oracle client DLL, Visual C++ runtime, or another dependency. Confirm that the Oracle Instant Client directory is on PATH before PHP starts, that the PATH entry belongs to the intended client generation, and that PHP and the client use compatible architectures. Restart the shell and service after every PATH change.

This wording usually points to an entry-point mismatch: the PHP minor version, OCI8 build, Oracle client, or another dependency is incompatible. Reinstall the complete matching PHP, OCI8, and Oracle client set instead of replacing one isolated DLL.
CLI succeeds but the site fails
Compare where php and php --ini with the web page’s phpinfo() output. Correct the PHP executable, php.ini, extension directory, and PATH used by the web host, then restart that host service. The command line cannot validate a separately configured IIS, Apache, XAMPP, or application SAPI.

Several Oracle clients are installed
Choose one client directory for the PHP process and remove ambiguity from PATH. A full Oracle Client and Instant Client can expose similarly named libraries; loading the wrong one can produce a procedure-not-found error even when the OCI8 DLL is correct.
When is a clean reinstall safer than another edit?
Use a clean, matched reinstall when you have changed versions repeatedly, cannot determine which PHP installation is active, or see a procedure-not-found error after correcting PATH.
- Record the PHP executable path, PHP version, architecture, thread-safety mode, loaded
php.ini, and extension directory. - Stop the web server or application service.
- Back up
php.iniand note any non-default extensions your application needs. - Remove duplicate OCI8 lines and old references to incompatible DLL names. Do not delete unrelated extensions without checking their role.
- Install or select one Oracle client generation and make its directory the intended PATH entry.
- Install the OCI8 build that exactly matches the active PHP minor version, architecture, and TS/NTS mode. For PHP 8.4 and newer, install OCI8 from PECL.
- Start a new command prompt, restart the service, and repeat the CLI and web verification steps.
If the clean set still fails, capture the complete startup warning and the values from both CLI and web phpinfo(). Those comparisons usually reveal which process is loading a different binary or configuration.

Can one Windows PATH safely serve several PHP applications?
