Windows Plug and Play (PnP) is the system that detects hardware during startup, notices devices added or removed while Windows is running, selects matching driver packages, and starts each device’s driver stack. A message that it is “missing” or “failed to start” does not identify one single fault: startup settings, a device problem code, a driver that cannot initialize, or damaged Windows components can all produce similar symptoms.
Start by recording the exact error, Windows build, affected device and recent changes. Then undo any diagnostic-startup settings, read the device’s precise Device Manager code, repair the corresponding driver, and run DISM followed by SFC only when Windows-file corruption is plausible. Collect event and hardware evidence before registry, firmware or other invasive changes.

What does the Plug and Play manager do?
The PnP manager maintains Windows’ device tree. During boot it enumerates hardware, and during normal operation it processes additions and removals such as connecting a USB controller, headset or storage device. It locates a suitable driver package, builds the device stack and asks the relevant drivers to start. Microsoft describes it as the component that provides PnP functionality and handles these related tasks.
Because several layers are involved, “Plug and Play failed to start” is a symptom rather than a diagnosis. A startup profile may have disabled system services; one device may have a driver problem code; or protected Windows files may be damaged. Treat the wording as a prompt to identify the failing layer, not as proof that a particular service entry was deleted.

What should I record before changing anything?
Capture the original state first. This makes it possible to match a later change with the result and gives a hardware manufacturer usable evidence if the problem persists.
- Write down the complete error text, not just “Plug and Play missing.”
- Press
Win+R, enterwinver, and record the Windows edition, version and build. - Note when the issue began and whether a Windows update, driver installation, game-peripheral change or hardware move preceded it.
- Identify what disappeared: a specific controller, graphics adapter, audio device, network adapter or several classes of hardware.
- Take note of Device Manager warning icons, the Device status text and any event time that matches the failure.
Do not begin by importing a service registry key from another computer or by changing several startup types at once. Those actions destroy the clues needed to distinguish configuration, driver and hardware causes.
Could msconfig have disabled Plug and Play?
Yes. Microsoft’s diagnostic-startup and selective-startup procedures can turn off Microsoft services, including Plug and Play. Restoring normal startup is the safest first repair when the problem appeared after troubleshooting or a clean-boot experiment.
- Press
Win+R, typemsconfig, and press Enter. - On the General tab, select Normal startup. If you must keep a selective configuration, ensure Load system services is enabled.
- Select Apply, then OK, and restart Windows.
- After reboot, check whether the missing device returns and whether the same event or warning code appears.
Diagnostic startup and clearing Load system services are not equivalent to proving that PnP itself is broken; they can simply prevent required components from loading. Avoid random changes in the Services console until an event identifies a particular service and your Windows build supports changing it.
How do I find the device and its exact problem code?
Device Manager ties the generic PnP symptom to a specific piece of hardware. Open it with devmgmt.msc or by searching for Device Manager, look for a yellow warning icon, and open the device’s Properties. The Device status box contains the code and Microsoft’s explanation.

| Code | What Windows is reporting | Typical next action |
|---|---|---|
| 31 | Windows cannot load the drivers required for the device. | Update or reinstall the correct manufacturer driver; follow any restart instruction. |
| 32 | The driver service has been disabled. | Undo the disabling configuration and reinstall or enable the vendor driver as instructed. |
| 37 | The driver failed during initialization. | Restart when directed, then reinstall the exact hardware driver. |
| 43 | The device reported a problem to Windows. | Use the device maker’s troubleshooting, driver and hardware diagnostics after recording the code. |
These codes are materially different. Code 31, for example, means “This device is not working properly because Windows cannot load the drivers required for this device,” while Code 43 indicates that the device itself reported a problem. Do not apply a Code 31 remedy blindly to every yellow icon.
How can I verify PnP status from the command line?
PnPUtil can enumerate a device by its instance path and expose problem information without relying on a screenshot. First copy the instance path from the device’s Properties window, usually under the Details tab and the Device instance path property.
- Open Windows Terminal (Admin) or an elevated Command Prompt.
- Run
pnputil /enum-devices /instanceid <device instance path>, replacing the bracketed text with the exact path. Keep its capitalization and punctuation. - Save the output with the Device Manager code and Windows build. It can reveal the device identity and problem state for support.
PnPUtil is evidence-gathering here; it does not automatically repair a faulty device. Use the result to select the driver and escalation path rather than deleting driver packages indiscriminately.
What is the correct driver repair for Codes 31, 32, 37 and 43?
Use the code and the hardware maker’s instructions to choose a reversible repair. Windows’ generic match is not necessarily the validated package for a particular controller, graphics card, motherboard or laptop model.
Code 31: Windows cannot load the driver
In Device Manager, choose Update driver and follow the available search options. If that does not restore the device, uninstall the affected device, restart if prompted, then use Action > Scan for hardware changes so Windows can detect it again. Download a replacement package only from the hardware or computer manufacturer’s official support site, matching the exact model, Windows version and system architecture.

Code 32: the driver service is disabled
Check whether a startup or cleanup change disabled the driver service. Restore normal system-service loading first, then use the manufacturer’s package or Device Manager’s update and reinstall functions. Do not enable an unrelated service simply because its name looks similar.
Code 37: initialization failed
Follow Device Manager’s restart instruction, then reinstall the vendor driver if the code remains. Initialization can fail when the package is wrong for the hardware or Windows build, so verify the model identifier rather than selecting the first similarly named download.
Code 43: the device reported a problem
Record the code and event details before removing software. Reinstall the manufacturer’s current driver and run the maker’s hardware diagnostics. If the same device reports Code 43 after that process, provide the complete evidence bundle to the manufacturer; firmware, BIOS or physical-hardware checks may be required.
When should I run DISM and System File Checker?
Use Windows component repair when several built-in functions fail, an event points to damaged system files, or driver repairs do not explain the behavior. Run the commands in the order below from an elevated Command Prompt; the second scan depends on the image being serviced correctly.
Recommended Free Tools
- Open Command Prompt (Admin) or an elevated Windows Terminal.
- Run
DISM /Online /Cleanup-Image /RestoreHealthand wait for its completion message. - Then run
sfc /scannowand allow the verification to finish. - Read both result messages, restart Windows, and recheck Device Manager, the affected device and the event that originally failed.
DISM repairs the online Windows image. SFC scans protected system resources and can replace incorrect protected files. Neither command substitutes for a device-specific driver package, and an unchanged hardware problem after successful scans points back to configuration, driver or hardware evidence.

Which logs help prove what failed?
Collect logs before advanced repair so you can correlate the first failure with the change that followed.
- Event Viewer: open Windows Logs > System and inspect events at the exact failure time. Record the event ID, provider, service or driver name and message.
- System Information: run
msinfo32, then review Components > Problem Devices and Hardware Resources > Conflicts/Sharing. - Startup evidence: when the failure occurs during boot, use the startup troubleshooting guidance and boot log to identify drivers and services that did not load.
- PnPUtil output: preserve the command output alongside the instance path and Device Manager code.
An event naming a driver or service is more actionable than a photograph of the generic “Plug and Play” message. Keep the timestamps consistent with winver details and the moment the device disappeared.
Which repair path should I choose first?
Choose the least invasive path that matches the evidence. The following comparison helps prevent a registry or firmware change when a startup checkbox or driver reinstall is sufficient.
| Path | Best evidence | Reversible? | Administrator access | Scope |
|---|---|---|---|---|
| Restore Normal startup or load system services | Issue followed diagnostic or selective startup. | Yes; change can be reversed in msconfig. |
Usually required. | System-wide configuration. |
| Device Manager update, uninstall and rescan | A single device has Code 31, 32, 37 or 43. | Usually; Windows can redetect the device. | Required for many actions. | Device-specific. |
| Vendor driver package | Generic driver fails or the code persists. | Depends on the vendor installer. | Usually required. | Exact model and Windows build. |
| DISM then SFC | Windows-file or component-store corruption is suspected. | Repairs system files; review results before further changes. | Required. | Windows image and protected files. |
| Firmware, BIOS or hardware diagnostics | Device still fails after driver and integrity repairs. | Firmware changes require manufacturer guidance. | Often required. | Hardware-specific and potentially high impact. |
What if the Plug and Play service entry is not visible?
Do not assume that an absent, non-manually-startable entry proves a missing component. The available official documentation does not establish one universal rule for how every Windows release exposes a manually startable Plug and Play service entry; behavior can depend on the build and installation.
Verify the build with winver, inspect the event that names the failure, and check whether devices actually enumerate. If only one device is affected, its Device Manager code and driver are more relevant than the appearance of a service list. If many devices fail at boot after a startup change, restore normal startup and collect boot evidence before considering deeper repair.

When should I contact the computer or device manufacturer?
Escalate when the same device fails after the correct vendor driver has been reinstalled and DISM/SFC have completed, or when Code 43 continues to report a device problem. The manufacturer controls the validated driver, firmware, BIOS and hardware diagnostics for its model.
Send a concise evidence bundle: exact model, Windows edition and build, Device Manager code and status text, device instance path, PnPUtil output, the relevant Event Viewer event, System Information findings and every repair already attempted. This prevents support from repeating generic steps and lets it distinguish a package mismatch from a firmware or physical-device fault.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFrequently Asked Questions
Is a missing Plug and Play entry proof that Windows deleted a service?
No. Official documentation does not define one identical, manually startable service entry for every Windows build and installation. Confirm the build and the event or device code before treating the service list itself as the fault.
Can a PnP failure make a USB game controller disappear only after reboot?
Yes. PnP enumerates hardware during boot as well as processing hot-plug events, so a startup or driver failure can affect a controller that worked in an earlier session. If only that controller is affected, its Device Manager code and instance path provide the decisive evidence.
Should I reset BIOS settings before reinstalling a driver?
Usually not. Firmware and BIOS changes are higher-impact and model-specific; first preserve logs, restore any disabled system services, and apply the exact manufacturer driver. Ask the manufacturer for firmware instructions when the device still fails after those checks.
Do I need to reinstall Windows when Plug and Play will not start?
Not as a first step. Startup configuration repair, code-specific driver work and Windows integrity checks can address the common layers while preserving installed games and settings. Consider a system-recovery decision only after logs and manufacturer diagnostics show that those paths do not resolve the fault.
