It did not confirm the authenticity or completeness of the Pokémon game files and budget figures circulating online. The reported costs for Pokémon Winds and Pokémon Waves therefore remain unverified claims—not official budgets.
What did Game Freak confirm?
Game Freak’s notice, reproduced by Nintendo Life, says a third party accessed its server without authorization in August 2024. The incident exposed personal information belonging to employees and contract workers, including former staff. The notice lists 2,606 affected personal-data items, described as names and company email addresses. Game Freak said it rebuilt and inspected the server and would strengthen security measures.
That confirmation establishes that a breach occurred. It does not, on its own, authenticate every game-related file or figure later attributed to the incident. Le Monde reported that Game Freak had not confirmed the veracity of the game-related material being shared.
Are the Pokémon budget figures real?
There is no confirmed development-budget total in the company notice or the official Nintendo material reviewed here. Figures described in coverage as leaked budgets should be treated as unverified: the available sources do not establish that the figures are authentic, complete, or current.

A 2025 GamesRadar report discussed purported Winds and Waves budget amounts and quoted former Nintendo marketing leads Kit Ellis and Krysta Yang cautioning that significant marketing costs might not be included. That warning concerns what a reported figure may cover; it does not independently verify the figure or supply a complete project cost.
Do the reported amounts include marketing?
The reviewed reporting does not establish a confirmed, like-for-like cost breakdown for either game. A development figure and a broader project cost that includes marketing are not necessarily measuring the same thing. The marketing caveat raised by Ellis and Yang is a reason not to treat a purported figure as an all-in total, but it does not show how much was spent on marketing or whether any particular reported number excludes it.

When assessing a budget claim, check what it says the number covers, which game and document version it refers to, and when the claim appeared. If those details are not established, comparing two amounts as though they were equivalent can be misleading.

- The August 2024 server intrusion and exposure of personal information were acknowledged by Game Freak.
