Records can be paper or digital; the format alone does not determine whether something is a record. The exact definition and rules depend on the jurisdiction and organization.
What is a record?
There is no single definition that applies everywhere. In the U.S. federal context, the National Archives and Records Administration (NARA) defines a federal record as information, regardless of format, created or received by the federal government in the course of business and preserved—or appropriate for preservation—for its evidential or informational value. That definition is specific to U.S. federal records, not a universal rule for businesses, individuals, or other governments. NARA’s Records Basics also distinguishes federal records from library and museum materials acquired solely for reference or exhibition.
Other authorities describe records in organizational terms. Archives New Zealand defines a record as information created or received and maintained in any format as evidence and as an asset for legal or business purposes, adapting terminology from ISO 15489-1:2016. HM Revenue & Customs (HMRC) likewise treats records as evidence and information used in conducting business or meeting legal obligations, and its policy covers paper, digital, hybrid, and other formats. These are definitions grounded in their respective contexts, not interchangeable legal advice.
What does records management cover?
NARA describes records management as the systematic control of records’ creation, maintenance, use, and disposition. In practice, that means managing information across its lifecycle: identify what documents an activity or transaction, capture and organize it, maintain appropriate access and security, and follow the applicable authority when deciding whether to retain, transfer, preserve, or dispose of it. The details depend on the organization, jurisdiction, record type, and governing schedule. NARA’s general records-management FAQ provides the federal agency context for the lifecycle definition.

How are records grouped and organized?
A record series is a group of files or documents kept together because they relate to a common subject, function, activity, transaction, physical form, or another relationship arising from their creation, receipt, maintenance, or use. The series concept helps organizations connect records to the work they document and apply appropriate controls. NARA’s federal records-management FAQ explains the term in the U.S. federal context.
Organization methods can include file plans, indexes, controlled vocabularies, taxonomies, data dictionaries, and access and security procedures. These are examples of tools, not a mandatory checklist or a recommendation for a particular software product. Which methods make sense depends on how records are created, used, retrieved, and protected.

Who sets retention and disposition rules?
Retention periods are not universal. The applicable law, official schedule, organizational policy, jurisdiction, and type of record determine how long records must be kept and what can happen to them afterward. Depending on the authority, disposition may mean authorized destruction or transfer for archival preservation. Do not apply U.S. federal requirements to another country or organization without checking the rules that actually govern those records.
