Refuse the demand, preserve the original evidence, and report in parallel. If a player or anonymous account threatens a Steam developer with doxxing, source-code leaks, intimate-image publication, review bombing, account reports, or physical harm, do not pay or negotiate. Call 911 (or your local emergency number) for immediate danger, report the account through its Steam profile, make a local police report, and file at IC3.gov for online extortion or blackmail. IC3 is not an emergency service and normally will not contact you. Save every message and the IC3 confirmation page before closing it.

This guide covers the United States federal and Steam workflow, with reporting routes for the United Kingdom, Canada, Australia, and other countries. It is practical information, not legal advice; criminal definitions, protective-order procedures, and platform interfaces vary by location and can change.

What should a Steam developer do first?

Use three actions in this order: refuse, preserve, report. Do not send money, cryptocurrency, gift cards, source files, passwords, additional images, or a statement intended to “prove good faith.” Payment rarely ends blackmail and can create a new demand. Crypto and wire transfers are often difficult to reverse.

  1. Refuse further leverage. Stop bargaining. Do not threaten the sender back, agree to meet, or click links supplied in the message.
  2. Preserve unaltered evidence. Keep messages open when possible, capture the complete conversation, and retain originals rather than only edited screenshots.
  3. Report in parallel. Use Steam’s profile report, local police, IC3, and every other service used to deliver the threat. These channels do different jobs and should not be treated as a queue.

If the sender has identified a home address, threatened swatting or violence, knows your current location, or gives a time-bound physical threat, move to a safe place and call 911 in the United States or the local emergency number elsewhere. The FBI’s threat guidance says a statement or indication of intended illegal pain, injury, damage, or other hostile action is a threat, including blackmail or negative consequences used to force compliance. IC3 itself says immediate danger belongs with 911 or local police.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

How do I preserve evidence without damaging it?

Preserve evidence before blocking the account or deleting anything. A report is stronger when investigators can connect the threat to an account, device, date, demand, and payment destination.

  • Take screenshots showing the entire message, username, profile, date, time, and surrounding context. Capture separate images if a long conversation cannot fit on one screen.
  • Export complete chat logs where the service allows it. Download email in its original format with full headers, not just a forwarded copy.
  • Record profile URLs, Steam IDs, Discord user and message IDs, server IDs, channel names, and links to review or forum posts.
  • Save every demand: cryptocurrency wallet address, transaction hash, bank account, gift-card number, requested amount, deadline, and payment instructions.
  • Write a dated timeline listing each contact, platform, account, threat, demand, and action taken. Note time zones when they are shown.
  • Make two copies: one in a secure cloud location and one on an external drive. Keep the original files unchanged and maintain a separate note describing copies or exports.

Do not crop, annotate, rename in a way that removes metadata, or alter the original. If you must redact a copy for a public post, keep a complete private version. Do not open a suspicious attachment merely to inspect it; preserve the email and headers and let investigators handle it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What evidence does IC3 accept?

The official IC3 FAQ says IC3 does not collect evidence and does not accept attachments. Paste key text, such as email headers and the most important threats, into the complaint form, then keep all original documents securely in case a receiving agency requests them. Useful records include chat transcripts, emails with headers, web pages, cryptocurrency receipts, wire receipts, hard-drive images, logs, and malware copies.

Some third-party instructions describe uploading files, but the official IC3 FAQ controls. Do not send originals to an unsolicited “investigator” who contacts you after a filing.

How do I report the account on Steam?

For abuse occurring through a Steam profile, chat, comments, reviews, discussions, or user-generated content, report the offender from the offender’s profile. Steam says a profile report is better than putting the same information in a Steam Support ticket.

  1. Open the offending user’s Steam profile.
  2. Click the … menu at the top right.
  3. Choose Report Player.
  4. Select the category that best describes the conduct and then the specific violation.
  5. Write a short, factual statement: identify the threat, date, demand, affected account or game, and where the evidence is located.
  6. Submit the report. Block the account after evidence is preserved and reports are filed.

Use the official Steam Support reporting instructions for current labels. For harassment in reviews, discussions, and other shared spaces, Steam’s Rules and Guidelines cover insults, harassment, threats or encouragement of harm, trolling, discrimination, filter bypassing, and public accusations. Moderators may remove content, issue warnings, ban accounts, or apply feature cooldowns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Steam enforcement is a platform remedy, not a substitute for a criminal report. A demand for money, a threat to publish private information, a swatting threat, or an intimate-image threat should be reported to police and IC3 even when the message arrived through Steam.

What if someone says mass reports will get my Steam account banned?

Steam identifies “I have been reported and will be banned unless you act” messages as a scam pattern. Its FAQ says automated or malicious reports are disregarded and that accounts weaponizing reports can be locked. A threat to pay an alleged moderator, transfer items, or give login details to “save” the account is not a legitimate Steam recovery process.

Do not click a supplied login link, install a “verification” program, or move the conversation to a new account. Navigate to Steam yourself, check account security, and report the threatening profile. If credentials may have been exposed, change the password from the official Steam site, secure the email account, revoke suspicious sessions, and preserve evidence of the phishing attempt.

Should I call police, the FBI, Steam, or all three?

Use all applicable channels at the same time. Each has a different purpose:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Channel What it can do Use it when What to expect
Steam or another platform Remove content, suspend accounts, and document terms-of-service violations The offender uses Steam, Discord, email, reviews, forums, or social accounts A platform action may occur without a detailed response
Local police or sheriff Create a formal case record and refer the matter to cybercrime or economic-crime staff Any crime, especially doxxing, swatting, physical threats, stalking, or time-sensitive danger Ask for the report or case number; follow-up varies by agency
FBI Internet Crime Complaint Center (IC3) Collect cybercrime reports for federal, state, and international intelligence and possible referral Online extortion, blackmail, interstate threats, cryptocurrency demands, or internet harassment IC3 normally does not investigate directly or provide status updates
FTC and identity-theft services Add consumer-fraud intelligence and recovery guidance Fraud, identity misuse, or stolen personal information accompanies the threats The FTC generally does not resolve an individual complaint

A police report can be important for a protective-order petition, a bank or insurer, and later legal proceedings. Bring organized copies and a one-page timeline. Tell the desk officer clearly that the conduct is an online extortion or threat and ask whether a cybercrime or economic-crime unit handles it.

How do I file an IC3 complaint for online extortion?

Start at https://www.ic3.gov by typing the address yourself. Do not use an advertisement, a social-media message, or a look-alike domain such as complaint-ic3.com. IC3 accepts complaints from people outside the United States and from people reporting on behalf of someone else.

  1. Read the terms and select File a Complaint. No account is required, and submissions are encrypted with SSL.
  2. Enter your identity and contact information, or identify the person for whom you are filing. Include the subject’s names, usernames, email addresses, websites, phone numbers, and IP addresses if known.
  3. Describe the conduct chronologically. State exactly what was demanded, what threat was made, which game or account was targeted, and whether money or data changed hands.
  4. Enter financial loss and transaction details, including wallet addresses, transaction hashes, bank references, gift-card numbers, dates, and amounts.
  5. Paste critical message text and email headers into the narrative. Keep original files; the form does not replace your evidence archive.
  6. Submit and wait for the on-screen confirmation: “Your complaint has been successfully submitted.” Save or print it before leaving. IC3 says this is the only time you can retain a copy because it will not email an electronic version.

IC3 says, “You will not hear from the IC3.” It does not conduct investigations or provide the status of a complaint; investigation and prosecution are at the discretion of the receiving agencies. If you discover important new facts, file a new complaint and explain that it supplements the earlier one. Filed complaints cannot be canceled.

IC3’s homepage asks people to file even when they are unsure a complaint qualifies. Crimes against children go to NCMEC, while terrorism tips go to tips.fbi.gov. For a federal threat involving a foreign-government agent, organized crime, or a government official, the FBI threat guide points to a local FBI field office, 1-800-CALL-FBI (1-800-225-5324), or the tips site. Local police remain appropriate when the incident does not meet a federal investigative threshold.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I tell local police?

Present the facts as a crime report, not as a dispute about a review score. Lead with the demand and threat: for example, “The account demanded $X in cryptocurrency and threatened to publish my home address and send people to it if I did not pay.” Give the officer the timeline, account identifiers, unedited evidence, payment information, and your IC3 confirmation if already filed.

Ask for the case number and the name or contact method for the assigned unit. If the threat involves your address, family, workplace, swatting, stalking, or a deadline measured in hours, say so explicitly. Do not wait for Steam or IC3 to respond before calling police.

Protective orders are handled under state law and procedures differ. In some jurisdictions, a petition supported by the messages can restrict electronic contact, comments, tags, or approaches to a residence. Ask the court or a local victim advocate about the correct form rather than relying on a generic “online protective order” template.

What if I already paid?

Contact the bank, card issuer, exchange, wire service, or gift-card company immediately and ask about a fraud hold, recall, or freeze. Provide transaction identifiers and explain that the payment was made under extortion. Then add the payment details to an IC3 complaint and the local police report.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rapid reporting can matter. The FBI’s 2025 IC3 data, as cited in the available data, describe about $679 million of $1.16 billion in attempted theft frozen through 3,900 Recovery Asset Team incidents—58 percent of incidents in which that process was initiated. That figure is not a promise that an individual transfer will be recovered, and crypto transactions may be irreversible. Never pay a person who claims to be able to recover the money for a fee.

How should I handle intimate-image threats or a minor’s involvement?

Preserve the threat and account details, but do not forward illegal images, download them repeatedly, or ask a minor to resend them. Block the blackmailer after evidence and reports are secured.

  • If anyone depicted is under 18: Report to NCMEC’s CyberTipline. The Take It Down service creates a hash on the device so participating platforms can detect and remove the image without uploading the image itself. In the United States, IC3 routes crimes against children to NCMEC.
  • If the person depicted was 18 or older: StopNCII.org can create a hash for participating platforms. It does not replace police, IC3, or the platform’s own report process.

If the blackmailer threatens to release a source archive, private build, customer list, or personal data, describe exactly what category of information is at risk. Do not send a sample file to prove ownership. Secure repositories, rotate exposed credentials, enable multifactor authentication, and preserve access logs without destroying them.

What if the harassment happens on Discord, Xbox, PlayStation, or social media too?

Report each account on the service where it acted. For Discord, the Trust & Safety submission should include the User ID, Message ID, Server ID, timestamps, screenshots, and payment-demand details. Keep the Steam report as a separate platform report; one service will not automatically forward your evidence to another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For doxxing of a home address, contact local police. For financial demands or interstate or international extortion, add IC3. Capture evidence before deleting messages or blocking accounts, then limit contact and lock down privacy settings. Do not create a public thread naming the suspect if doing so could expose more personal information or interfere with an investigation.

Which reporting route applies outside the United States?

File with IC3 even when you live abroad or the sender is abroad, then report through your home-country cybercrime or police service. Emergency numbers and local definitions differ:

What laws might apply to online blackmail in the United States?

The exact charge depends on the words used, the target, the money or property sought, the states involved, and the evidence. A lawyer or investigator must apply the statute to the facts. At a high level, a secondary legal analysis citing the U.S. Code identifies these possible federal provisions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • 18 U.S.C. § 873: a narrow blackmail offense involving a demand not to report a federal offense, punishable by up to one year.
  • 18 U.S.C. § 875: interstate communications used for extortionate threats. Threats to reputation or accusations of a crime can carry up to two years; threats of physical harm can carry up to 20 years.
  • 18 U.S.C. § 1951: Hobbs Act extortion affecting interstate commerce, with a maximum of 20 years.
  • 18 U.S.C. § 1030(a)(7): extortion involving threats to damage computers or data; the cited maximum is five years for a first offense and ten years for a repeat offense under that provision.

States also criminalize extortion, stalking, harassment, threats, identity misuse, and computer crimes, with different classifications. Restitution can be available for qualifying offenses. A threat does not need to result in a successful payment to deserve a report.

How common are extortion and sextortion complaints?

The Internet Crime Complaint Center reported more than 86,000 extortion complaints and over $143 million in losses in 2024, according to the 2024 IC3 Annual Report (PDF). The same report recorded nearly 55,000 sextortion complaints, a 59 percent increase from the prior year. These are complaints, not a count of every incident or a prediction that a particular case will be investigated.

For 2025, IC3 reported 1,008,597 complaints and $20.9 billion in reported losses, up 26 percent from 2024, according to the 2025 IC3 Annual Report as cited in the available data. The available material does not isolate a 2025 extortion or sextortion total, so no such figure should be inferred.

Why are some Steam developers targeted after AI disclosures or controversies?

Harassment can begin with a review dispute, a political argument, a browser extension flagging a game’s AI-use disclosure, or a coordinated effort to identify the developer. Reporting about Valve’s mandatory Steam store-page AI disclosure in 2026 described opponents using the disclosure to locate and harass developers, including review brigades and pile-ons. That context may explain why a campaign started; it does not make threats, doxxing, or extortion legitimate criticism.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep ordinary negative reviews separate from criminal conduct. A bad-faith review is a platform moderation issue. A demand for money to stop reviews, a threat to publish private data, or a threat of physical harm should be described precisely in Steam, police, and IC3 reports. Do not retaliate with mass reporting or publish private information about the suspected harasser.

How can I avoid a second recovery scam?

After a complaint, scammers may impersonate the FBI, IC3, police, a lawyer, or a “recovery agent.” The FBI’s July 2026 public-service announcement states that IC3 has no social-media presence and does not investigate crimes or recover funds through Facebook, Telegram, or similar platforms. IC3 will not ask for a recovery fee, cryptocurrency, gift cards, remote access, or your password.

Report the impersonator through IC3.gov and include the account names, URLs, phone numbers, payment instructions, and messages. Type the address yourself. A genuine agency may ask for information through an official channel, but an unsolicited promise of guaranteed recovery is a new fraud signal.

What should I do while waiting for a response?

  • Keep the evidence archive read-only and add new events to the timeline.
  • Change passwords for Steam, email, source-control, payment, and hosting accounts from known-good devices; enable multifactor authentication.
  • Review active sessions, API keys, recovery email addresses, and repository collaborators. Revoke only what is necessary, while preserving relevant logs.
  • Tell trusted household members or staff not to engage with callers, open packages, or provide your location.
  • Ask police or a victim advocate about practical safety planning and protective-order options.
  • Do not assume silence means the report was ignored. Steam may take action without explaining it, and IC3 explicitly does not provide case status.

The safest workflow remains consistent: preserve the original record, stop giving the offender leverage, and place the same factual account with the platform and the appropriate law-enforcement channels. Immediate danger requires emergency services, not an online form.

Frequently Asked Questions

Can I file an IC3 complaint anonymously?

IC3 allows people to submit information about someone else and accepts reports from outside the United States, but providing accurate contact details can help a receiving agency clarify facts. Review the form’s privacy terms and do not assume anonymity guarantees that your identity cannot be discovered through the underlying evidence.

Will Steam tell me what happened to the reported account?

Steam may remove content, restrict features, or suspend an account without disclosing the action or its reasoning. Keep your own report confirmation and evidence; platform silence is not proof that the report failed.

Should I publicly warn other developers about the blackmailer?

Public warnings can expose more personal information, trigger retaliation, or compromise an investigation. Give identifying details to police, IC3, and the relevant platform first, and ask an investigator or lawyer before publishing names or screenshots.

What if the threat is only a promise to leave bad reviews?

A genuine negative opinion is generally a platform-moderation matter, but demanding money or other value to stop or remove reviews can be extortion. Preserve the demand and report the account even if no review has been posted yet.

Can a protective order stop messages from a Steam account?

Some state courts can issue orders restricting electronic contact, comments, tags, or approaches to a residence, but availability and filing rules vary. Bring the evidence and police case number to a local court clerk, victim advocate, or attorney for the correct procedure.
