Verify the game files, update Windows and drivers, and test keyboard and mouse separately. All three PC releases support keyboard and mouse, although some controller navigation is only partial.
What works on the PC versions
This guide covers the Windows/Steam editions of Resident Evil 2 (2019), Resident Evil 3 (2020), and Resident Evil 4 (2023). Steam lists keyboard and mouse support and recommends a genuine Xbox 360-compatible PC controller or another XInput-based gamepad. Square Enix’s controller guidance describes partial support for Xbox, DualShock, DualSense, and Steam Input controllers, and warns that a keyboard and mouse may be needed for some menu navigation.

| Game | Keyboard and mouse | Controller situation | Most useful first test |
|---|---|---|---|
| Resident Evil 2 (2019) | Supported | Xbox/XInput is the clearest baseline; other pads may depend on Steam Input | Disconnect other devices and test one XInput pad |
| Resident Evil 3 (2020) | Supported | Xbox/XInput is the clearest baseline; PlayStation pads may need Steam Input | Test native XInput before adding translation |
| Resident Evil 4 (2023) | Supported | Steam Input settings affect DualShock 4 and DualSense features | Choose native XInput or configure Steam Input deliberately |
These are PC input-compatibility choices, not different game editions. A controller that works in Windows can still fail to be detected by the game if two input layers are competing or if its configuration is damaged.

- No response anywhere: unplug every additional gamepad, HOTAS device, virtual controller, and remapping utility. Leave one physical input path connected.
- The controller works in menus but not in gameplay: check whether Steam Input is translating the pad and whether the game is displaying a different control scheme.
- Wrong button prompts: the game may be receiving translated input while showing its native Xbox-style labels, or a PlayStation-specific feature may be unavailable in the selected mode.
- Keyboard does nothing: click the game window, disconnect the controller, and test the keyboard and mouse alone.
- The game will not launch or is unstable: treat this as a requirements, file, driver, permissions, or security-software problem rather than a button-mapping problem.
Choose one input path
Do not troubleshoot native input and Steam Input simultaneously. Start with the simplest path for your hardware, record the result, and only then try the alternative.
| Input mode | Detection reliability | On-screen prompts | Controller-specific behavior |
|---|---|---|---|
| Native XInput | The clearest documented baseline for an Xbox 360-compatible or comparable XInput pad | Usually follows the game’s Xbox-oriented labels | Avoids an extra translation layer; available features still depend on the game and device |
| Steam Input translation | Can make DualShock 4 and DualSense controllers usable when native detection is unsuitable | May show prompts that do not match the symbols on the controller | Can change feature behavior; in Resident Evil 4, touch-pad and motion-sensor functions require a specific setting |
| Keyboard and mouse | Direct input with no controller translation | Uses keyboard and mouse prompts | Useful when controller support is partial, including some navigation tasks |
Eight-step recovery sequence
- Check the PC requirements. Compare the computer with the minimum requirements for the specific remake. Capcom notes that running below minimum requirements can produce very poor frame rates or prevent the game from running at all. A game that cannot initialize correctly may appear to have an input fault.
- Reduce the setup to one device. Close the game. Disconnect spare USB gamepads, HOTAS hardware, virtual controllers, and controller-remapping software. Temporarily disable overlays that inject input. Keep one controller, or only the keyboard and mouse, connected for the next test.
- Test native XInput first when possible. With an Xbox-compatible XInput controller, launch the game without adding a translation layer. This establishes whether the title can read the standard PC gamepad path directly.
- Select the deliberate Steam Input mode for a PlayStation pad. If you use a DualShock 4 or DualSense, open the game’s controller settings in Steam and choose the mode intended for that controller. Do not leave several remappers active at the same time.
- Verify the installed files. In Steam, open the game’s Properties, go to the installed-files section, and run the command to verify the integrity of the game files. Capcom’s Resident Evil 2 and Resident Evil 3 guidance says damaged or missing files can be repaired through Steam. Wait for the process to finish before launching again.
- Update the operating environment. Install current Windows updates, graphics drivers, and DirectX updates. Capcom includes all three in its troubleshooting sequence for Resident Evil 2 and Resident Evil 3. Restart Windows after installing them.
- Remove launch conflicts. If detection or stability is still broken, add the Steam and game folders to your security software’s exclusions for a controlled test, try launching with administrator privileges, close competing applications, and check that Windows power and graphics settings are not forcing an unsuitable mode.
- Retest after each change. Reconnect only the intended controller, launch the game, and test a menu and gameplay input. If the result changes, the last setting identifies the conflict; restore other devices one at a time rather than reconnecting everything together.
Steam Input settings for DualShock 4 and DualSense
Steam Input is useful when a PlayStation controller is not accepted through the native path, but it is also the most common reason for mismatched prompts or unavailable controller features. Treat it as a choice, not a universal fix.

- Launch Steam’s Big Picture Mode.
- Open Controller settings.
- Set Enable Steam Input for PlayStation controllers to Off.
- Close Big Picture Mode and launch the game again.
This setting enables the controller’s touch-pad and motion-sensor functions through the game’s supported path. Turning Steam Input off can also change the button prompts, so judge the result by both input response and the labels shown on screen.
When Steam Input is the better test
If a DualShock 4 or DualSense is invisible to the game with translation disabled, test the Steam Input mode for that title while all other remappers remain closed. If the pad responds but the prompts show Xbox letters, the translation is working; the labels are simply describing the game’s expected XInput-style layout. If a feature such as touch or motion disappears, return to the documented Resident Evil 4 setting above and retest without the translation layer.
Keyboard and mouse troubleshooting
Keyboard and mouse are supported on all three PC versions, so they are also a useful isolation tool. They can be the practical solution for menu actions where controller support is partial.

- Exit the game and disconnect the controller.
- Close controller remappers and overlays temporarily.
- Start the game and click inside its window so it has keyboard focus.
- Test movement, a menu key, and mouse input before reconnecting any gamepad.
- If keyboard input works in this state, reconnect the controller and add other software one item at a time to find the conflict.
If neither keyboard nor controller responds, focus on launch, file, driver, and permissions checks rather than changing individual bindings. A missing keyboard response while the game window is unfocused is not evidence that the game lacks keyboard support.
Game-specific recovery
Resident Evil 2 (2019) and Resident Evil 3 (2020)
Capcom’s troubleshooting guidance for both games follows the same broad order: confirm requirements, update Windows, graphics drivers, and DirectX, check security-software exclusions and administrator permissions, close competing applications, review power and graphics settings, and verify the Steam files. Follow that order when the game will not launch, loses input after an update, or behaves erratically across more than one device.
File verification is especially important after an interrupted update or a damaged installation. It does not change your controller mode; it replaces missing or corrupted game data so that the input system can load normally. After verification, perform a clean test with one XInput controller or with keyboard and mouse alone.

Resident Evil 4 (2023): reset a damaged local configuration
If Resident Evil 4 continues to ignore input or repeatedly starts with broken settings, Capcom provides a local-configuration reset:
- In Steam, open the game’s Properties and choose Browse local files from the local-files section.
- Find
local_config.iniand rename it tolocal_config_backup.ini. - Make a copy of
local_config_default.ini. - Rename the copy to
local_config.ini. - Relaunch the game and configure the input mode again.
Keep the backup until the new configuration works. This procedure replaces local settings; it is separate from Steam file verification and should be used when the problem appears tied to a corrupted configuration rather than missing installation files.
Why prompts and features can disagree
Three different things are often mistaken for one failure:
Best Value
- Spacious Design: Measuring 21.1" wide and 12" deep, our lap desk comfortably fits most laptops up to 15.6". Extra room for accessories ensures convenience.
- Enhanced Functionality: Packed with handy features, including a 5x9" precision tracking mouse pad and a built-in phone slot for seamless work or video calls. Plus, enjoy laptop support with the integrated device ledge.
- Cool Comfort: Enjoy a stable surface with our lap desk's dual bolster cushion, designed for comfort and airflow, keeping your lap cool during extended use.
- Durable Surface: Work with confidence on our lap desk's solid surface, featuring a blush pink color, ensuring optimal air circulation to prevent your laptop from overheating.
- On-the-Go Convenience: With an integrated handle and lightweight design (2.14 lbs), our lap desk is portable for travel or moving around the house, offering flexibility in any space.
- Detection: whether the game receives any button or axis data.
- Prompt language: whether the game displays Xbox letters, PlayStation symbols, or keyboard keys.
- Feature access: whether touch-pad, motion, or other controller-specific functions are exposed.
Native XInput is the cleanest reference point for detection on PC. Steam Input can solve detection for PlayStation hardware while changing prompt language or feature behavior. Keyboard and mouse remove controller translation entirely, but they may be required for parts of navigation when controller support is partial. Test these three outcomes separately instead of assuming a prompt mismatch means the controller is unusable.
When the problem is not the controller
A controller issue that appears only during stutter, a crash, or a failed launch can be a system problem. Recheck the minimum requirements, update Windows, graphics drivers, and DirectX, verify the Steam installation, and test with security software and competing applications removed from the equation. Administrator privileges and power or graphics settings are additional launch checks in Capcom’s procedures for Resident Evil 2 and Resident Evil 3.
For Resident Evil 4, reset local_config.ini only after the one-device and Steam Input tests have identified a persistent configuration problem. Keep the renamed backup so you can restore the previous settings if the reset does not help.
Quick decision checklist
- Using an Xbox-compatible pad? Start with native XInput.
- Using a DualShock 4 or DualSense? Decide whether the title should use Steam Input, then test with every other remapper closed.
- Seeing incorrect prompts? Separate detection from prompt language and check which input layer is active.
- Need a fallback? Disconnect the controller and test the supported keyboard-and-mouse path.
- Still failing? Verify files, update Windows, graphics drivers, and DirectX, then check security exclusions, permissions, competing applications, and system power or graphics settings.
- Have a persistent Resident Evil 4 configuration fault? Rebuild
local_config.inifrom the default file.
Capcom’s Resident Evil 2 and Resident Evil 3 troubleshooting pages were updated July 15, 2026, and its Resident Evil 4 page was updated July 20, 2026. The procedures above reflect those current guidance points rather than a claim about a particular controller’s failure rate; no official failure or repair-success statistics are published.
