When Windows will not eject a USB flash drive or external hard drive, do not pull the cable while files are copying or the drive light is active. The usual causes are an open file, a background write such as antivirus or indexing, write caching, a driver/recognition problem, or a faulty port or cable. Finish or cancel all transfers, close software that may be using the drive, wait for activity to stop, and try Eject again from the taskbar notification area. If Windows still reports that the volume is in use, restart Windows before disconnecting. For repeated failures, check the device and USB drivers in Device Manager and test another port, cable, and computer.
Why won’t Safely Remove Hardware eject my USB drive?
Windows blocks removal when it cannot confirm that every read and write to the removable volume has finished. A visible File Explorer window is only one possible user: terminals, editors, media players, backup tools, synchronization software, antivirus scanners, and indexing can retain a file handle or continue disk activity after you stop using the drive.

- An application still has a file open. A document, game save, media file, command-line working directory, or Explorer preview can keep the volume busy.
- A transfer or background write is active. Copy, backup, sync, antivirus, and indexing operations may continue after the foreground window appears finished.
- Write caching is enabled. The Better performance policy allows Windows to cache writes, so the eject command is required to flush pending data safely.
- The device or driver is not recognized correctly. A damaged, outdated, or failed USB storage or controller driver can make the device unstable or prevent a clean removal.
- The physical connection is unreliable. A bad cable, loose connector, or problematic USB port can cause repeated disconnects or incomplete device detection.
The warning is a protection mechanism, not proof that the drive is permanently damaged. Treat it as a signal to stop and identify what is still using the volume.
How do I safely remove a USB when Windows says it is in use?
Use this order on Windows 11 (the labels can differ slightly by build or device driver). It addresses the least risky causes first and avoids interrupting an active write.

- Finish or cancel every transfer. Let file copies, backups, and synchronization jobs reach completion, or cancel them and wait until Windows has stopped processing the cancellation. Do not disconnect while a progress indicator is moving or the drive is visibly active.
- Close programs that could have files open. Close File Explorer windows showing the drive, terminals whose current folder is on it, editors, media players, archive tools, and any application that opened a file from the volume. Save work before closing.
- Wait for background activity. Give antivirus scanning, search indexing, thumbnail generation, and other disk activity time to finish. A drive light that is still blinking is a reason to wait, not to pull the plug.
- Try the taskbar command again. Select the removable-device icon in the notification area, choose the drive, and select Eject. Wait for Windows to report that it is safe to remove before unplugging.
- Retry after closing the last suspect. If the first attempt fails, recheck that no terminal, backup client, or media application is still pointed at the drive, then use the notification-area command once more.
- Restart Windows if the warning persists. A restart closes lingering file handles and completes queued operations without forcing you to guess which process is responsible. After Windows starts again, wait for the desktop to finish loading and then eject the drive before disconnecting.
- Only disconnect after a safe state. If Windows has not confirmed removal and the drive uses the Better performance policy, keep it connected. Never unplug during an active write.
Do not repeatedly click eject while a transfer is still running. Repeated attempts do not flush data faster and can make it harder to tell whether the underlying operation has finished.
What should I do when the eject warning remains after a restart?
If a fresh Windows session still cannot eject the device, move to driver and hardware checks rather than forcing removal. Keep the drive connected while you inspect it.
Inspect the drive and USB devices in Device Manager
- Right-click Start (or press Windows key + X) and open Device Manager.
- Expand Disk drives and identify the external drive. Also inspect Universal Serial Bus controllers for the USB mass-storage device and its host controller. An unrecognized entry or warning symbol is significant.
- Open the device’s context menu and use Update driver, following Windows’ normal driver-selection process.
- If the device remains unrecognized or unstable, use the standard Uninstall device option for the affected USB/storage entry, then restart Windows so it can detect and reinstall the device. Do not remove unrelated controllers simply to experiment.
- After Windows redetects the hardware, allow any pending activity to finish and test Eject again from the notification area.
Device Manager can reveal whether the problem is software recognition rather than an application holding a file. Driver repair is not a guarantee: a drive with failing electronics, a damaged connector, or an incompatible enclosure can still disconnect after Windows reinstalls the driver.

Could a USB port or cable be causing the failure?
Yes. If the device disappears, reconnects, or is missing from Device Manager, test the physical path before assuming the storage itself has failed.
- Disconnect the drive only after Windows is idle or has been restarted safely, then connect it to a different USB port.
- Use a known-good cable of the correct type if the drive has a detachable cable. A cable that supplies power intermittently can look like a driver failure.
- Test the drive on another computer. If it behaves normally there, the original computer’s port, controller, or driver is the stronger suspect; if it fails in both places, the drive, enclosure, or cable is more likely involved.
- For a desktop, a direct computer port is a useful diagnostic comparison with a hub. This test identifies a connection problem; it does not prove that buying a replacement accessory will solve every eject error.
Hardware replacement is therefore a diagnostic possibility, not a guaranteed fix. Preserve the data first if the drive is intermittently detected, and avoid using it for new writes until its connection is stable.
What is the difference between Quick removal and Better performance?
Windows offers two removal policies for external storage. Quick removal favors convenience by keeping write caching off. Better performance permits write caching and can improve write behavior, but it makes the Safely Remove Hardware command important because cached operations must finish before the device is unplugged.

| Policy | Write-caching behavior | What you should do before unplugging | Convenience and risk | Best fit |
|---|---|---|---|---|
| Quick removal | Write caching is kept off for the removable device. | Wait until activity stops; Windows can generally be removed without the notification-area eject command, although using Eject remains a cautious habit. | More convenient for frequent plug-and-play use and reduces the chance of cached writes remaining, but it does not protect against unplugging during an active write. | Devices moved between computers often, where simple removal is more important than maximum write behavior. |
| Better performance | Write caching is enabled. | Always use Eject and wait for the safe-removal confirmation before disconnecting. | Can favor write performance, but an unexpected unplug during cached activity carries a higher risk of incomplete or corrupted data. | Storage that normally stays connected and is removed deliberately. |
To review the setting, open the removable drive’s properties and look for the device’s Policies tab. Depending on the Windows build and driver, the path may be reached through Disk Management or through the device’s Hardware properties; tab names and placement vary. Change the policy only after the current problem is understood, and let Windows finish any pending operation before testing removal again.
Can I unplug a USB drive if the eject button does nothing?
Do not unplug it merely because the button appears unresponsive. First check that transfers are complete, applications are closed, and disk activity has stopped. If the device uses Better performance, cached writes make a confirmed eject especially important. With Quick removal, Windows is designed for removal after activity stops, but an unresolved warning, blinking activity light, or uncertain transfer is a reason to restart and wait rather than take the risk.
A restart is the safest recovery when you cannot identify the process holding the volume. Save work on the internal drive, restart Windows normally, and disconnect only after the system has completed startup and the device can be ejected. Pulling the cable during an active write can leave a file incomplete or a file system needing repair.

How can I prevent Safely Remove Hardware errors from recurring?
Once the drive is usable again, use the following routine to reduce repeat failures and make the next diagnosis clearer.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Choose one removal policy deliberately. Use Quick removal when convenience is the priority; use Better performance only when you will consistently eject the device.
- Finish backup and synchronization jobs before closing the drive’s window. Schedule large jobs for a time when you can leave the drive connected.
- Close terminals and applications that opened files on the removable volume, not just the visible Explorer window.
- Wait for antivirus and indexing activity to settle before attempting removal.
- Keep a known-good cable available and note which USB ports have stable connections.
- Install normal Windows and device-driver updates when offered, and revisit Device Manager if the same drive repeatedly disappears or returns as unrecognized.
- Maintain a separate backup. Safe removal lowers the chance of interrupted writes; it cannot recover data from a drive that is already failing.
Are the steps different on Windows 10 and Windows 11?
The troubleshooting logic is the same, but interface labels and the location of policy tabs can vary by Windows build and storage driver. Microsoft’s current support coverage prioritizes Windows 11; Windows 10 support ended on October 14, 2025. If you maintain a Windows 10 system, expect the same notification-area eject, Device Manager, and removal-policy concepts while allowing for older menus.
Do not infer that a different icon or a missing tab means the drive is safe to unplug. Verify the device’s policy and wait for activity to stop. When a menu path differs, use Start search for Device Manager or Disk Management, then identify the external drive by its model and capacity before changing any setting.

Which troubleshooting approach should I try first?
The safest order is the one that separates software-held files from driver and connection faults while minimizing data-loss risk.
| Approach | Primary problem addressed | Data-loss risk if performed correctly | Diagnostic value |
|---|---|---|---|
| Close programs, finish transfers, wait, then use Eject | Open file handles and active writes | Lowest; it preserves pending operations. | Shows whether normal use was keeping the volume busy. |
| Restart Windows before disconnecting | Lingering processes and handles that do not release cleanly | Low when Windows restarts normally; never interrupt the restart. | Separates a one-session software problem from a persistent device problem. |
| Device Manager driver update or reinstall | Unrecognized storage devices and USB-controller problems | Low when limited to the affected device and followed by a restart. | Reveals warning states and whether redetection restores stability. |
| Another port, cable, or computer | Physical connection and compatibility faults | Low after a safe disconnect; avoid moving a drive during writes. | Helps isolate the computer, cable, enclosure, or drive. |
| Changing Quick removal/Better performance | How Windows handles write caching | Policy-dependent; Better performance requires disciplined ejecting. | Explains why one device demands Eject while another can usually be removed after idle. |
This sequence prevents a policy change or replacement cable from masking the original cause. If the drive remains unstable after the software and connection checks, prioritize copying important data while it is detected and plan for hardware service or replacement.
Frequently Asked Questions
Why does my USB drive say it is in use after I closed every window?
A background scanner, indexer, backup task, terminal, or media program may still hold a file handle. Wait for activity to stop and retry Eject; if the message survives a restart, inspect the device and USB entries in Device Manager.
Do I need to use Safely Remove Hardware every time with a flash drive?
It depends on the device’s removal policy. Quick removal keeps write caching off and generally permits removal after activity stops, while Better performance enables caching and calls for an explicit Eject confirmation.
Why does my external drive keep disconnecting before I can eject it?
An unreliable port, cable, enclosure, or USB/storage driver can interrupt recognition. After a safe shutdown of activity, test another port and known-good cable, then test the drive on another computer to isolate the fault.
Will changing the removal policy repair a drive that Windows does not recognize?
No. The policy controls caching and removal behavior after Windows recognizes the device; it does not repair a failed connection or missing driver. Use Device Manager and cross-computer connection tests for an unrecognized or unstable drive.
