A scandlgs.dll error usually points to a damaged or incomplete Norton AntiVirus installation, although legacy Symantec Endpoint Protection installations can also be involved.
Do not begin by downloading the DLL. The safer solution is to identify the program requesting it, then repair or reinstall that complete Norton or Symantec product.

Which fix applies to you
Use the first matching situation:
- Norton is still installed and you want to keep it: Use Norton’s official Remove and Reinstall tool.
- Norton was recently removed, upgraded, or quarantined the file: Complete the removal or inspect Norton Security History before restoring anything.
- Symantec Endpoint Protection belongs to a work or school computer: Contact the administrator and use the organization’s approved installer.
- Another application or game displays the error: Repair that application first and identify why it is loading a legacy Symantec component.
- The error appears during Windows startup after Norton was removed: Look for a stale startup reference, scheduled task, or service after confirming the product is no longer needed.
- Windows has broader corruption symptoms: Run DISM and SFC, but do not expect them to restore a third-party Norton DLL.
- The file is in an unexpected folder or has an invalid signature: Scan the computer and do not restore or replace it until its origin is clear.
What scandlgs.dll is
scandlgs.dll is a legacy Windows DLL associated with Norton AntiVirus, whose reported publisher is Symantec Corporation. Public records also associate the filename with Symantec Endpoint Protection. It is described as a Win32 module, which generally means that a 32-bit application may depend on it even when Windows itself is 64-bit.
The file is not a normal Windows component. There is no reliable reason for it to be present as a standard file in C:WindowsSystem32 or C:WindowsSysWOW64. Do not assume that a copy found in either folder is genuine merely because the filename matches.

The exact version, size, and product-generation mapping should not be guessed. Legacy Symantec products had different releases, and public file records do not establish a current vendor-supported manifest.
A missing-file message can mean more than the named DLL has disappeared. The loader may be unable to find a dependent DLL, may reject an incompatible or damaged file, or may be following a leftover reference from software that was only partly removed.
1. Identify the program that is launching the error
Before changing files, find the executable that requests scandlgs.dll.
Check the error dialog
Read the title bar and the first line carefully. It may identify Norton, Symantec Endpoint Protection, an old updater, or an unrelated program. If the dialog appears while launching a game or utility, that application—not necessarily Norton—is the immediate caller.
Write down:
- The application name
- The executable name, if shown
- When the message appears
- Whether the message appears during startup or only after opening a program
- Whether Norton or Symantec was recently updated or removed
“Error loading scandlgs.dll” and “the specified module could not be found” can indicate a missing dependency rather than a missing copy of scandlgs.dll itself.
Check installed applications
On Windows 11:
- Open Start > Settings.
- Select Apps.
- Select Installed apps.
- Search for Norton, Symantec, or Endpoint Protection.
On Windows 10:
- Open Start > Settings.
- Select Apps.
- Select Apps & features.
- Search for the same product names.
Also check Control Panel > Programs > Programs and Features. Note whether the product is still installed, partially listed, or absent.
Check the file location
If a copy of the file exists, right-click it and select Properties. Review the Details and Digital Signatures tabs. A legitimate file should have a plausible location under the product’s installation directory and a signature that can be verified.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Do not trust a file solely because its description says “Norton AntiVirus.” An unsigned copy in a temporary, download, user-profile, or random system folder requires further investigation.
2. Repair Norton with the official Remove and Reinstall tool
This is the main fix when consumer Norton is installed or was damaged during an update.
Use Norton’s official support site to download the Norton Remove and Reinstall tool. Do not obtain NRnR.exe from a software-download site or from a third-party file page.
- Save the downloaded
NRnR.exefile. - Right-click it and select Run as administrator.
- Accept the license agreement.
- Choose Remove & Reinstall.
- Select Continue or Remove, depending on the screen shown.
- Select Restart Now.
- After Windows restarts, follow the on-screen instructions to reinstall Norton.
- Restart again if Norton requests it.
- Test the application or restart Windows to confirm that the message is gone.
The tool removes applicable Norton products installed on the computer before reinstalling them. Norton Family is handled separately, so do not assume that this tool removes every Norton-branded product.

What success looks like
The Norton application opens normally, its protection status is available, and the scandlgs.dll message no longer appears when Windows or the affected program starts.
If the tool reports that removal or installation failed:
- Restart Windows.
- Run the tool again as administrator.
- Choose the removal option if reinstalling is not offered.
- Restart after removal.
- Download the current installer only from your Norton account or official Norton support.
- Install Norton again.
- Check whether the error returns before restoring any old DLL.
Do not copy scandlgs.dll into the new installation manually. A complete installer must place compatible companion files and dependencies together.
3. Handle quarantine safely
Norton may have quarantined the file because it was damaged, changed, or detected as suspicious. Do not immediately restore it.
- Open Norton.
- Select Security.
- Select Security History.
- Set the history filter to Quarantine.
- Select the entry involving
scandlgs.dll. - Inspect the original path, detection details, and affected product.
- Check whether the original path belongs to an installed Norton or Symantec product.
- Review the file’s digital signature if the quarantine interface provides the option.
- Restore it only when the location, signature, and product provenance are trustworthy.
- If Norton offers Create exception & restore, use that only after the file has been verified.
Restoring a quarantined file does not repair a corrupted installation and can reduce protection if the detection was valid. If the file’s origin is unclear, leave it quarantined and reinstall the parent product instead. Submit a questionable file to Norton for analysis rather than creating an automatic exception.
If Norton is no longer wanted, do not restore the DLL merely to silence the startup error. Remove the obsolete product and its remaining startup reference.
4. Remove an obsolete Norton installation cleanly
If you no longer use the legacy product, removal is usually safer than trying to preserve one missing DLL.
- Open Settings > Apps > Installed apps on Windows 11, or Settings > Apps > Apps & features on Windows 10.
- Locate the Norton or Symantec entry.
- Select the three-dot menu or the product entry.
- Select Uninstall.
- Follow the product’s removal wizard.
- Restart Windows.
- Check whether the error still appears.
If the normal uninstall fails, use Norton’s official Remove and Reinstall tool and select the removal option rather than reinstalling. For an enterprise Symantec product, follow the organization’s removal procedure instead.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesAfter removal, do not delete random registry entries or system files. First confirm that the product is gone, then investigate the exact startup item that remains.
Remove a confirmed stale startup entry
Use Task Manager before changing anything:
- Press Ctrl + Shift + Esc.
- Select Startup apps on Windows 11, or the Startup tab on Windows 10.
- Look for a clearly identified Norton or Symantec entry.
- Right-click it and select Disable.
- Restart Windows.
If the error persists, check Task Scheduler:
- Open Start and search for Task Scheduler.
- Open Task Scheduler Library.
- Look for tasks clearly belonging to the removed Norton or Symantec product.
- Open the task’s Actions tab and verify its executable path.
- Disable the task only when you have confirmed that the parent product is no longer installed.
Do not disable an unidentified Microsoft, security, driver, or system task just because its name is unfamiliar. If the startup entry is managed by work or school policies, contact the administrator.
5. Repair the application that displays the message
If a game, launcher, backup utility, or other program displays the error, use that product’s official repair process before changing Norton files.

Typical options include:
- Settings > Apps > Installed apps > [program] > Advanced options > Repair
- The application’s own Repair, Verify files, or Reinstall command
- The vendor’s official installer run again over the existing installation
If the program was installed after Norton, it may have retained a reference to an old Symantec component. If repairing the program does not help, uninstall the program, restart Windows, remove the obsolete Norton installation if appropriate, and reinstall the program from its official source.

No reliable evidence establishes that scandlgs.dll belongs to a particular game. Do not add the DLL to a game folder based only on a search result.
6. Check compatibility and architecture
Public records describe scandlgs.dll as a legacy 32-bit Win32 module. A 32-bit application normally needs its 32-bit dependencies, even on 64-bit Windows.
This does not mean you should copy the file into System32 or SysWOW64. Those folders are not interchangeable drop locations, and placing a random DLL there can cause search-order conflicts or expose every application to the wrong build.
If the application’s installer identifies a missing Microsoft runtime, install the matching package from Microsoft. Microsoft provides separate Visual C++ Redistributable packages for x86, x64, and ARM64 systems. A 32-bit application on 64-bit Windows may require the x86 package. Installing a runtime without evidence that it is missing is not a proven fix for scandlgs.dll.

Reinstall the complete parent application and inspect the file’s architecture and signature rather than downloading another copy.
7. Update Windows and consider System Restore
Pending Windows updates can affect older applications, although updating Windows does not replace this third-party DLL.
- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
- Test the affected application again.
If the problem began immediately after a Norton installation, Windows update, driver change, or other system change, System Restore may help:
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select a restore point from before the failure.
- Review the affected programs.
- Start the restore and allow Windows to restart.
System Restore can revert system files, registry settings, and installed programs without changing personal files. It cannot substitute for reinstalling a damaged Norton installation, so use it when the timing strongly points to a recent system change.
8. Use DISM and SFC only for broader Windows corruption
scandlgs.dll is not established as a Windows system file. DISM and SFC are therefore fallback checks, not the primary repair.
Use them when Windows itself has problems, such as damaged built-in components, repeated system errors, or several protected Windows files failing.

- Run:

- Wait for it to complete.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test Norton and the affected application.
Run DISM before SFC. If SFC reports that it found and repaired corrupted files, restart and test again. If it reports that no integrity violations were found, the missing DLL is probably still an application-repair issue. SFC is not expected to restore an arbitrary Norton file.
Repeating these commands without identifying a changed result is unlikely to repair a damaged third-party installation. If manually checking Windows components is becoming guesswork, Outbyte PC Repair can show what its free scan identifies; repairs are performed by the full version, but reinstalling Norton remains the definitive fix for a Norton-owned file.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →9. Update drivers only when the failing application points to one
A driver is not a likely cause solely because scandlgs.dll is missing. Use Device Manager when the error began with a graphics, storage, network, or security-device problem, or when Device Manager shows a warning icon.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if prompted.
- Test the application.
For a recently updated driver:
- Return to the device in Device Manager.
- Select Properties.
- Open the Driver tab.
- Select Roll Back Driver if the button is available.
- Restart Windows.
Use the device manufacturer’s official support page when Windows cannot locate a compatible driver. Outbyte Driver Updater can reduce the manual work of identifying stale drivers: its free scan shows what it finds, while driver installation is handled by the full version. It is optional and is not a substitute for repairing the application that owns scandlgs.dll.
10. Treat unexpected copies as a security issue
Do not assume that an old DLL is malware, but do not restore an unknown copy either.
Check:
- Its full path
- The digital signature
- The product installation that claims ownership
- The time it appeared
- Norton’s detection name and action
- Whether the file exists in multiple unrelated folders
Run a full scan with your current security software if the file is unsigned, appears in a temporary directory, returns after deletion, or is associated with unexplained pop-ups or startup entries. A genuine legacy file in an unexpected location also deserves investigation.

Enterprise users: Symantec Endpoint Protection
If the computer is managed by an employer, school, or other organization, it may use Symantec Endpoint Protection rather than consumer Norton AntiVirus.
Do not run Norton’s consumer Remove and Reinstall tool blindly. It may remove products that are controlled by an administrator or interfere with the organization’s security policy.
Instead:
- Record the exact error and executable named in the dialog.
- Note the product name and installed version shown in Windows.
- Contact the organization’s help desk or security administrator.
- Ask for the approved SEP repair, reinstall, or deployment package.
- Restart only when instructed.
- Let the administrator verify the installation path and signature.
An administrator may need to repair the endpoint from the management console or redeploy the approved package. Do not download an isolated DLL to a managed computer.
Why common DLL fixes fail
Downloading scandlgs.dll
Random DLL download pages may provide the wrong build, wrong architecture, an unsigned file, or a malicious replacement. Even a genuine-looking copy may lack companion files and may not match the Norton or Symantec release installed on the computer.
Manual replacement also leaves the original cause unresolved: failed updates, quarantine, incomplete uninstall, damaged dependencies, or stale startup references.
Copying it into System32 or SysWOW64
The correct folder depends on the calling application and its installation layout. System32 is not simply “the 64-bit folder,” and SysWOW64 is not a universal repair folder. Copying by filename alone can create a new loader conflict.

FAQ
Is scandlgs.dll a Windows file?
No reliable evidence identifies it as a standard Microsoft Windows component. It is associated with legacy Norton AntiVirus and Symantec Endpoint Protection software.
Should I download the file?
No. Repair or reinstall the complete Norton or Symantec product from its official source. An isolated download can be unsafe or incompatible.
Is every scandlgs.dll error caused by Norton AntiVirus?
No. Legacy Symantec Endpoint Protection records also exist, and another application may be launching a leftover reference.
Can SFC restore it?
No. SFC repairs protected Windows system files. It is not a supported way to restore a third-party Norton DLL.
Should I put it in System32?
No. Do not choose a Windows folder based only on the filename. The correct location belongs to the application that installed the file.
Do I need Visual C++ Redistributable?
Only if the failing application or its installer identifies a missing Microsoft runtime. Installing it without that evidence is not a confirmed fix for scandlgs.dll.
What if Norton quarantined the file?
Inspect Security History first. Restore only a verified file from a trusted Norton installation path. Otherwise reinstall Norton and leave the questionable file quarantined.
What if I do not want Norton anymore?
Uninstall it cleanly, restart Windows, and remove only confirmed leftover startup references. Do not restore the DLL just to keep obsolete software launching.
