If Windows says it is missing, cannot load it, or is not designed to run on Windows, repair Windows itself rather than downloading a replacement DLL.
The file is named Setting Synchronization Core and belongs to Windows’ settings and app synchronization infrastructure. Microsoft lists it in Windows 8.1 update documentation alongside other Windows shell components. Its presence and version vary by Windows release, build, architecture, and servicing state.

Where settingsynccore.dll should be
On 64-bit Windows, the normal location for the 64-bit copy is:

Windows uses the WOW64 file-system redirector for 32-bit components. A 32-bit copy normally belongs in:

%WINDIR%SysWOW64
Despite the directory names, System32 is normally used for 64-bit system files on 64-bit Windows, while SysWOW64 contains redirected 32-bit system files. Do not swap files between these folders or choose a DLL because its version number looks newer. See Microsoft’s file-system redirector documentation.
A message naming another folder can mean that an application has a private copy or that the application is reporting a missing dependency. If the path is an application directory rather than %WINDIR%, repair that application instead of copying the Windows component into it.
Errors caused by this problem
You may see one of these messages:
- “The code execution cannot proceed because
C:WINDOWSSYSTEM32settingsynccore.dllwas not found.” - “The program can’t start because
settingsynccore.dllis missing from your computer.” - “There was a problem starting
settingsynccore.dll.” - “Error loading
settingsynccore.dll. The specified module could not be found.” - “
settingsynccore.dllis either not designed to run on Windows or it contains an error.”
The last message does not prove that the DLL itself is bad. It can also indicate a wrong architecture, mismatched Windows build, damaged component metadata, or a missing dependency.
Symptoms range from a repeated pop-up to Windows Explorer crashes, SettingSync events, or a black screen after startup while Task Manager remains available. The error can also appear when only one user profile or synchronization operation is affected.
Fix 1: Run DISM, then System File Checker
Time needed: 15–45 minutes, plus a restart
This is the safest first repair because Windows restores protected files from its component store instead of accepting an unverified copy.
- Install any pending Windows updates and restart.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
cmd
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- Run System File Checker:
cmd
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
Microsoft recommends this DISM-then-SFC order for missing or corrupted system files. DISM repairs the Windows component store; SFC then checks protected files and replaces incorrect versions where possible. The relevant instructions are in Microsoft’s System File Checker guidance.
Success usually means the error no longer appears after restarting and the affected Windows component opens normally. If SFC reports that it found and repaired corrupt files, restart even if the original message has disappeared.
If DISM fails because Windows Update cannot provide repair files, use a matching installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path with a valid Windows installation source matching the installed edition, build, and architecture. Do not use a source from an unrelated Windows release.
Repeatedly running SFC and DISM without knowing what changed can make troubleshooting tedious. Outbyte PC Repair can scan for the condition and show what needs attention; its full version performs the repair, but it is optional and Windows’ built-in commands remain the supported first step.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchFix 2: Check whether security software quarantined the file
Time needed: 10–20 minutes
Antivirus software or a cleanup utility may remove a damaged or suspicious file. A quarantine event does not automatically mean the file was malware, and restoring an arbitrary copy is unsafe.
- Open Start and select Windows Security.
- Choose Virus & threat protection.
- Select Protection history.
- Review recent actions involving
SettingSyncCore.dll. - If a security product quarantined it, check the recorded path and reason.
- Restore it only when the path belongs to your Windows installation and the Windows installation itself is trustworthy.
- Run a Full scan after restoration.
- If malware is suspected, use Microsoft Defender’s offline scanning option rather than disabling protection.
Do not turn off antivirus protection merely to copy a DLL into System32. If the file was restored but the error returns, run DISM and SFC and investigate why the file was removed.
Fix 3: Install pending Windows updates
Time needed: 15–60 minutes
A failed or incomplete update can leave Windows components out of sync.
- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart when prompted.
- Check for updates again after the restart.
- Test the action that produced the error.
Do not assume that a standalone DLL update exists. Microsoft does not provide a “SettingSyncCore.dll Redistributable.” Windows servicing, the component store, installation media, or a repair installation are the correct sources.
On supported Windows 11 systems, you may also see Settings > System > Recovery > Fix problems using Windows Update > Reinstall now. This reinstalls the current Windows version while preserving apps, files, and settings. Use it when ordinary updates and DISM/SFC do not resolve a damaged installation. Microsoft describes the process in its repair-reinstall instructions.
Fix 4: Use System Restore after a recent system change
Time needed: 20–45 minutes
System Restore is useful when the error began immediately after an update, driver installation, cleanup utility, or other software change and a restore point exists.
- Open Start and search for Create a restore point.
- Open the result.
- Select System Restore.
- Choose a restore point from before the problem began.
- Review the affected programs and updates.
- Confirm the restore and allow Windows to restart.
System Restore normally rolls back system files and settings without removing personal files. It does not replace a full backup and does not repair every type of disk or malware problem. Microsoft lists it among the Windows recovery options.
Fix 5: Repair the application if its path is not Windows
Time needed: 10–30 minutes
If the error points to a program’s own folder, the program may have a damaged installation or may be reporting a dependency failure.

- Select Repair.
- If Repair does not help, select Reset only if you understand that it may remove the app’s local settings.
- Otherwise uninstall the application.
- Restart Windows.
- Download the application again only from its developer’s official installer or store listing.
- Install its current version and test it.
Reinstalling Visual C++, DirectX, or .NET usually does not fix a missing SettingSyncCore.dll, because this file is a Windows component rather than one of those redistributable runtimes. Install a runtime only when the application’s own documentation specifically identifies it as a missing dependency.
Fix 6: Check the user profile and synchronization state
Time needed: 10–30 minutes
If the file exists and the error affects only one account, the problem may be tied to that profile’s synchronization state.
- Create or use another Windows user account.
- Sign in to that account.
- Repeat the action that triggers the error.
- If the second account works, review the original account’s settings synchronization and recent profile changes.
- Temporarily disable settings synchronization under Settings > Accounts > Windows backup or the equivalent synchronization settings shown by your Windows build.
- Restart and test again.
- Review Event Viewer for recent
SettingSyncevents.
A SettingSync event, including one reporting that a file was not found, does not by itself prove that SettingSyncCore.dll is defective. Microsoft documents the related synchronization policies in the SettingSync policy documentation.
Fix 7: Update a related driver only when evidence points there
Time needed: 15–45 minutes
A driver is not the normal cause of a missing Windows DLL, but a failed upgrade or storage-driver problem can damage servicing or file access.
Recommended Free Tools
- Right-click Start and open Device Manager.
- Expand the device category named in any related error or Event Viewer entry.
- Right-click the device and choose Update driver.
- Select Search automatically for drivers.
- Restart Windows.
- If the issue began immediately after a driver update, open the device’s Properties, select the Driver tab, and use Roll Back Driver when available.
Outbyte Driver Updater can scan for outdated drivers instead of making you guess which of many devices is involved; its full version installs drivers, while Device Manager and the hardware manufacturer remain valid manual routes.
Do not use Device Manager to replace SettingSyncCore.dll, and do not enable or disable Windows Features for this file. It is not a Windows Feature that can be added through Turn Windows features on or off.
If Windows will not reach the desktop
Time needed: 30–90 minutes
If startup produces a black screen or repeated errors:
- Press Ctrl+Shift+Esc to open Task Manager if it is available.
- Select Run new task from the menu.
- Enter
cmd. - Enable Create this task with administrative privileges.
- Run DISM and SFC as described above.
If Task Manager is unavailable:
- Interrupt startup twice by holding the power button during boot.
- On the next start, Windows should enter the Recovery Environment.
- Select Troubleshoot > Advanced options > Command Prompt.
- Use offline repair commands or installation media.
Recovery assigns drive letters differently from normal Windows. Confirm the Windows volume before using an offline command. If built-in repair fails, use a matching Windows installation medium for an in-place repair or another recovery option. Back up important files before major recovery work.

Why random DLL downloads are the wrong fix
Do not download settingsynccore.dll from a DLL repository, forum attachment, or file-sharing page. The file may contain malware, use the wrong architecture, match a different Windows build, lack a trustworthy signature, or simply fail because the real problem is a missing dependency or damaged component store.
Manual copying is also inappropriate for a protected Windows file. Windows Resource Protection and servicing expect matching files and metadata. Copying a 32-bit file into a 64-bit location, or copying a file from another Windows release, can create “not designed to run” errors.
regsvr32 is not a general DLL repair command. It applies to DLLs that expose registration entry points such as DllRegisterServer; it does not restore a missing Windows system component. Microsoft explains its scope in the regsvr32 documentation.
Likely causes
| Cause | Appropriate response |
|---|---|
| Missing or corrupted Windows component | Run DISM, then SFC |
| Failed Windows update or upgrade | Install updates or use repair reinstall |
| Antivirus quarantine | Check protection history, verify the installation, scan |
| Disk or file-system corruption | Run storage diagnostics and investigate recurring damage |
| Malware or altered Windows files | Run a full or offline scan and repair Windows |
| Profile or synchronization corruption | Test another account and review SettingSync events |
| Application-specific broken installation | Repair or reinstall that application |
If SFC repairs the file but the error returns, suspect disk corruption, recurring servicing failure, malware, or security software interference rather than repeatedly copying the DLL.

Is settingsynccore.dll safe?
The genuine Windows component is associated with Microsoft Windows and Setting Synchronization Core. Verify the file’s path and Microsoft digital signature before considering a quarantine restoration. A file with the same name in an unrelated download or application folder is not automatically genuine.
Can I replace it with a 32-bit or 64-bit copy?
No. Architecture and Windows build must match. On 64-bit Windows, do not treat files in System32 and SysWOW64 as interchangeable.
Which Windows versions contain it?
Microsoft update records document the component in Windows 8.1. A particular Windows 10 or Windows 11 installation may not have the same file, version, or path on every build. Use Windows servicing rather than relying on a historical version list.
What does “the specified module could not be found” mean?
It can mean the named DLL is missing, but it can also mean a dependency required by that DLL is missing. Repairing Windows is safer than downloading the named file blindly.

What information should I provide if the repair fails?
Record your Windows edition and build, the exact error text, the full path shown, whether the file exists, any recent update or security event, and whether the problem affects Explorer, Settings, startup, synchronization, or one application. That information distinguishes a damaged Windows component from an application or profile problem.
