If you want the Paragon outcome and to preserve a later way to rally support for Tali at her hearing, let Veetor go with her. Taking him to Cerberus is the Renegade alternative. Neither choice alone determines the hearing’s verdict or guarantees Tali’s loyalty.
What does the choice affect?
At the end of Freedom’s Progress in Mass Effect 2, Shepard finds Veetor’Nara after the colony attack. You can let Tali take him back to the quarians or take him to Cerberus. A walkthrough reports that the decision affects Tali’s and Miranda’s reactions; the guide labels letting Veetor go with Tali as Paragon and insisting he come with Shepard as Renegade. What carries forward to Tali’s hearing?
If Veetor returns with Tali, he can be available at her later hearing. A walkthrough says the “Rally the Crowd” option is available when both Veetor and Kal’Reegar are available. Sending Veetor with Tali therefore preserves that option, but it does not decide the hearing by itself: the guide describes other ways to defend or condemn Tali. Tali’s hearing walkthrough
