For an ice boat highway, choose blue ice when maximum speed matters; choose packed ice when its lower speed is sufficient or you want to use the material directly. Both are described as resistant to melting near light sources. The specific speed figures available apply to Java Edition, not every edition.
How do packed ice and blue ice compare for boat travel?
Both blocks can be used to build ice boat highways. Blue ice is described as more slippery than packed ice, and a Minecraft Fandom Wiki reference gives the following Java Edition speed figures:

| Block | Java Edition boat speed | Practical choice |
|---|---|---|
| Blue ice | 72.73 m/s (Minecraft Fandom Wiki, Blue Ice page; reference figure, not an independent test) | Choose it when faster travel is the priority. |
| Packed ice | 40 m/s (Minecraft Fandom Wiki, Blue Ice page; reference figure, not an independent test) | Choose it when that speed is adequate or you want to avoid crafting the block into blue ice. |
These figures are stated for Java Edition and should not be treated as universal across Minecraft editions or versions. The available references do not establish matching speed values for other editions.
What do you spend to get blue ice?
Packed ice is an ingredient for blue ice, so choosing blue ice means using packed ice as crafting material rather than laying it directly on the route. If the highway does not need the higher Java Edition speed cited above, packed ice is a straightforward option that avoids that extra processing step. An ice farm can provide material for both blocks, according to the retrieved ice-farming tutorial.

Will either block melt near lights?
The packed ice and blue ice references describe both blocks as not melting near light sources, unlike regular ice. Either is suitable for an ice highway where nearby lighting is part of the build.
Which block should I use for item transportation?
An ice-farming tutorial lists both packed ice and blue ice as useful for faster item transportation as well as highways. It does not provide a measured comparison between the two for item transport, so there is no supported basis here for choosing one over the other on that criterion alone.
