If Single click to open an item (point to select) is greyed out in File Explorer, Windows is usually enforcing the Turn on Classic Shell user policy. It is a software restriction, not a failing mouse. On a computer where you have policy-editing rights, set that policy to Not Configured, restart or sign out if necessary, and then choose the single-click or double-click behavior in File Explorer Options. If the computer belongs to a workplace or school, an administrator may have deliberately applied the restriction and may need to remove it.
Why is “Single click to open an item” greyed out?
File Explorer normally offers two mutually exclusive choices under Click items as follows:

- Double click to open an item (single-click to select)
The greyed-out state usually means the Windows Shell is being forced into a classic configuration by the Turn on Classic Shell policy. Microsoft’s policy description says that enabling it prevents users from configuring the system to open items with a single click, including the equivalent setting in Mouse in Control Panel.
The policy also disables the preview pane, forces classic folder views and prevents users from changing those related options. Its user-policy registry location is HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer, with the value name ClassicShell.

Which Windows editions and releases include this policy?
Microsoft lists the policy for Pro, Enterprise, Education and IoT Enterprise editions. The policy documentation covers Windows 10 version 2004 and later supported releases and Windows 11 version 21H2 and later. A managed computer can receive the setting again after you remove it locally, because policy management may refresh it from the organization’s configuration.
How can I verify that a policy, rather than the mouse, is responsible?
Check the setting from File Explorer first, then inspect Local Group Policy when that editor is available. This separates a disabled Windows control from an ordinary pointer or double-click problem.
- Open File Explorer.
- Open the three-dot command-bar menu and choose Options.
- Stay on the General tab and locate Click items as follows.
- Confirm that one or both choices are unavailable. A grey control here indicates that Windows is blocking the configuration, not that the mouse has stopped detecting clicks.
- If your edition provides Local Group Policy Editor, press Windows key + R, enter
gpedit.msc, and press Enter. - Browse to User Configuration > Administrative Templates > Windows Components > File Explorer.
- Look for Turn on Classic Shell. Its state identifies the policy that controls the click preference.
Do not change unrelated Explorer policies while checking this location. A policy may be set at the user level even when other people who sign in to the same PC have different Explorer behavior.
How do I re-enable the option with Group Policy?
Setting Turn on Classic Shell to Not Configured is the preferred supported fix when Local Group Policy Editor is available and you are authorized to change the computer.
- Press Windows key + R, type
gpedit.msc, and select OK. - In the left pane, open User Configuration.
- Open Administrative Templates, then Windows Components, then File Explorer.
- In the right pane, double-click Turn on Classic Shell.
- Select Not Configured, select Apply, and then select OK.
- Close the policy editor and close every File Explorer window.
- Open File Explorer again and return to Options > General.
- Under Click items as follows, select Single click to open an item (point to select) or Double click to open an item (single-click to select), then select Apply and OK.
If the choices are still disabled after reopening Explorer, sign out and sign back in. A restart may be necessary when the local policy has not yet been re-read. On a managed device, the setting can return after the next policy refresh; that is an administrative decision rather than a failed repair.

What if Group Policy Editor is unavailable?
You can remove the corresponding registry value, but make a backup first and change only the value named ClassicShell. Registry editing is more error-prone than changing the policy in its editor, and machine-level changes require administrator authority.
Back up the relevant key
- Press Windows key + R, enter
regedit, and select OK. - Approve the User Account Control prompt if Windows displays one.
- In Registry Editor, select the key you are about to change.
- Choose File > Export, save the backup somewhere you can find, and leave the exported file unchanged.
Remove the user-level policy value
- Navigate to
HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer. - In the right pane, find the value named
ClassicShell. - Right-click
ClassicShell, choose Delete, and confirm only that value’s deletion. - Close Registry Editor.
- Close and reopen File Explorer. If the control remains greyed out, sign out and back in or restart Windows.
Check the machine-level policy only when appropriate
The same procedure may also be relevant at HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionPoliciesExplorer. Changing a value under HKEY_LOCAL_MACHINE affects the computer rather than just the current user and requires administrator rights. Do not remove unrelated policy values, and do not override an organization’s configuration without approval.
If the value is absent in the user key but the option remains locked, inspect the machine key only if you are the authorized administrator. A domain, mobile-device-management system or other central policy can also recreate the value after you delete it.
How do I select single-click or double-click after unlocking it?
Once the policy restriction is gone, the setting is available in File Explorer’s General options.
- Open File Explorer.
- Select the three-dot command-bar menu.
- Select Options.
- On the General tab, find Click items as follows.
- Choose Single click to open an item (point to select) for one-click opening, or choose Double click to open an item (single-click to select) for the conventional behavior.
- Select Apply, then OK.
With single-click mode enabled, moving the pointer over an item selects it and one click opens it. With double-click mode enabled, one click selects an item and a second click opens it.

Which fix should I use?
The best remedy depends on whether the computer is personally administered, whether the policy editor is available, and whether the setting is centrally managed.
| Remedy | Edition or access requirement | Authority required | Persistence | Risk and trade-off |
|---|---|---|---|---|
| Set Turn on Classic Shell to Not Configured in Group Policy | Local Group Policy Editor on a supported Pro, Enterprise, Education or IoT Enterprise installation | User with permission to change local policy | Usually durable on a personal PC; a central policy may reapply it | Reversible and the preferred supported method |
Delete the ClassicShell value under the current-user Explorer policies key |
Registry Editor | Current-user rights, subject to local restrictions | Persists until a policy or administrator recreates the value | Requires a backup and careful selection of one value |
| Delete a corresponding machine-level value | Registry Editor with access to the local-machine hive | Administrator rights | Applies at computer scope; central management can restore it | Highest impact; do not use on an organization-managed PC without authorization |
| Ask IT or the device administrator | Work, school or otherwise managed computer | Organization’s administrator | Aligned with the device’s management policy | Safest way to avoid a policy refresh undoing the change |
What should I do if the option is still greyed out?
Use the symptom that remains after you change the policy to choose the next check.
The policy is still enabled
Return to User Configuration > Administrative Templates > Windows Components > File Explorer and confirm that Turn on Classic Shell reads Not Configured, not Enabled. Close the editor after applying the change, then sign out and back in if Explorer does not update.
The value returns after a restart
A returning value usually means another policy source is enforcing it. This is common on work or school devices. Stop changing the registry and ask the administrator to remove or revise the policy; a local deletion cannot permanently defeat a centrally reapplied setting.

The option is available, but clicks behave incorrectly
If the control is no longer greyed out but a click does not open or select as expected, the policy problem has been resolved. Recheck which of the two choices is selected, then test with a normal folder and file. Do not edit the registry again unless the policy control becomes disabled once more.
You cannot open the policy editor or Registry Editor
That restriction itself may be imposed by the device administrator. On a managed system, request the change through the organization rather than attempting to bypass the restriction.
Does “Turn on Classic Shell” affect anything besides click behavior?
Yes. Microsoft describes it as a broader shell-behavior policy, not a setting limited to mouse clicks. When enabled, it can:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Prevent users from selecting single-click opening in File Explorer or Mouse in Control Panel.
- Turn off the preview pane.
- Force classic folder views.
- Disable user changes to those related shell options.
These additional symptoms help distinguish a policy restriction from a damaged mouse, a touchpad driver issue or a simple double-click-speed preference.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is a greyed-out single-click setting a mouse hardware problem?
Almost never. Hardware problems can cause missed clicks, accidental double-clicks or inconsistent pointer movement, but they do not normally disable the radio buttons in File Explorer Options. A greyed-out control is a permissions or policy state; investigate Turn on Classic Shell first.

If the choices work after you set the policy to Not Configured, no mouse replacement or driver change is needed for this particular issue. Hardware troubleshooting is appropriate only if clicking remains unreliable after the option is selectable.
When should a work or school administrator make the change?
Ask the administrator whenever the computer is joined to an organization, receives centrally managed settings, or restores ClassicShell after you remove it. The policy may be intentional: classic shell behavior can be part of a standardized desktop configuration, accessibility arrangement or support procedure.

Provide the administrator with the exact policy name, Turn on Classic Shell, and the path User Configuration > Administrative Templates > Windows Components > File Explorer. That gives them a precise setting to review without asking them to make broad Explorer or registry changes.
What is the lasting fix?
For a self-managed supported edition, leave Turn on Classic Shell at Not Configured, reload the shell if needed, and choose the desired click mode from File Explorer Options. Use the registry only as a carefully backed-up fallback. If policy returns the greyed-out state, the durable solution must come from whoever manages the device.
Frequently Asked Questions
Can I change this setting without restarting Windows?
Often, yes. Closing every File Explorer window and reopening File Explorer is enough after the policy change, but signing out and back in or restarting may be required when the shell has not reloaded the updated user policy.
What if I cannot find the ClassicShell value in either registry location?
Do not create random replacement values. Confirm the Group Policy entry, check whether an organization manages the device, and use the policy editor or administrator support to identify the setting that is enforcing the lock.
Will deleting ClassicShell change every user account on the computer?
Deleting the value under HKEY_CURRENT_USER changes only the currently signed-in user. A value under HKEY_LOCAL_MACHINE has computer-wide scope and therefore requires administrator authority and a higher level of caution.
Can an administrator intentionally prevent single-click opening?
Yes. Microsoft documents Turn on Classic Shell as an administrative policy that removes the user’s ability to configure single-click opening. On a managed computer, the restriction may be intentional and can be restored automatically after policy refresh.
