If Rockstar Games Launcher will not open, first check Rockstar’s live service status. An outage or maintenance window cannot be repaired by deleting folders, changing DNS, or reinstalling software on your PC. If services are operating, identify the exact symptom—no window, a blank loader, a Library Service error, an authentication loop, Offline Mode, a Steam or Epic handoff failure, or a game that reaches the launcher but will not start—then apply the least-destructive fix for that symptom.
Start with service status and symptom triage
Open Rockstar’s Service Status page before changing Windows settings. If Rockstar reports an incident, wait for the service to recover and avoid repeated reinstalls. When the status page is operational, use Rockstar’s launcher support hub and its account, purchase, activation, installation, performance, connectivity and error-code categories to match the problem to the right support path.

Apply the fixes in the safest order
1. Close the launcher cleanly and restart Windows
- Exit the game and Rockstar Games Launcher using their normal Close or Exit commands.
- Press Ctrl + Shift + Esc to open Task Manager. End only a Rockstar process that is clearly stuck; do not terminate unrelated Windows processes.
- Start the launcher again. If it still does not create a window, restart Windows and try once more.
This clears a hung process without deleting local settings, game files or saves. If the same process repeatedly becomes unresponsive, continue with the service and installation checks below instead of repeatedly force-closing it.

- Open Task Manager with Ctrl + Shift + Esc, select the Services tab, and use the link to open the full Services console.
- Find Rockstar Games Library Service.
- Open its properties, set Startup type to Automatic, select Apply, and restart Windows.
- Launch Rockstar Games Launcher and test the game.
If the service is not listed, refuses to start, or stops immediately, do not keep toggling the same setting. Install available Windows updates, then use Rockstar’s documented clean-reinstall procedure. A missing or self-stopping service usually indicates that the launcher installation needs repair rather than another change to its startup mode.
3. Resolve sign-in loops and Offline Mode
Authentication depends on Rockstar’s servers, your account entitlement and the network path between your PC and those servers. Work through these checks in order:
- Confirm the Service Status page shows the authentication and launcher services as operational.
- Visit several unrelated websites. If they also fail, fix the internet connection before troubleshooting Rockstar.
- Close and reopen the launcher, then restart Windows if the sign-in screen keeps returning.
- Sign in with the Rockstar account that owns or is linked to the game. A Steam or Epic account can be connected to a different Rockstar account than the one currently displayed.
- Open Windows date and time settings and enable the correct time, date and time zone. An incorrect clock can invalidate authentication sessions.
- Test the connection on another network, such as a phone hotspot. A successful hotspot test points to the normal router, DNS or firewall path rather than the launcher itself.
- Restart the router. If the problem continues, check DNS settings, firewall rules, internet speed and the ports required by Rockstar’s connection guidance. Change one network variable at a time so you can identify what helped.
Do not delete launcher folders to solve a confirmed Rockstar outage. Local DNS changes and reinstalls cannot restore a service that is unavailable upstream.

4. Fix Steam and Epic storefront handoffs
When a Steam or Epic shortcut opens something briefly and then fails, launch Rockstar Games Launcher by itself first. Sign in, check which Rockstar account is shown, and confirm that account owns the game entitlement or is correctly linked to the purchasing storefront. Then start the game from the storefront where you bought it; the store and Rockstar launcher must pass the same entitlement.
If the handoff still fails, use the storefront’s file-verification feature before reinstalling the entire game. A launcher that opens independently but cannot recognize a valid purchase is an account or entitlement issue, not evidence that every game file is damaged.
5. Verify game files before a large download
In Rockstar Games Launcher, open Settings, select the affected game, and choose Verify Integrity. Allow the check to finish and replace only the files it identifies as missing or damaged. Start the game again before taking more destructive action.

Verification is the appropriate next step when the launcher works but the game crashes at startup, returns to the launcher, or reports a file error. It does not correct a server outage, a missing account entitlement, or an unsupported PC configuration.

6. Clean-reinstall the launcher, not the whole game
Use a launcher reinstall when the Library Service is absent or broken, the launcher remains blank after restarts, or verification and network checks have ruled out simpler causes. Before removing anything:
- Back up saves and custom settings. This is especially important for modded installations, where custom files may not be recreated by an installer.
- In the uninstaller, leave “Uninstall the game data” unchecked. The goal is to replace the launcher while preserving the installed game.
- Remove only the Rockstar folders named in Rockstar’s documented clean-reinstall instructions; do not delete arbitrary folders or the game’s installation directory.
- Restart Windows, download the current launcher from Rockstar, install it, sign in to the account that owns the game, and test the existing installation.
If the clean reinstall does not restore the Library Service, repeating it is unlikely to help. Record the exact error and move to Support with the system information described below.

Check Windows dependencies and the correct GTAV requirements
A launcher can be installed correctly and still fail to start a game when required Windows components or hardware are missing. Do not mix the requirements for GTAV Enhanced and GTAV Legacy.

Use the smallest action that matches the symptom. Reinstalling a 100 GB-plus game cannot fix an account that is linked to the wrong Rockstar profile, and changing DNS cannot fix a Rockstar maintenance window.
When to contact Rockstar Support
Contact Rockstar Support when the status page is operational but authentication fails on multiple networks, the Library Service is missing or still cannot start after a clean reinstall, a numbered error persists, or a valid purchase is not recognized. Include enough detail for Support to reproduce the problem:
- The exact error text and number, including capitalization.
- Your Windows version and build, and whether the PC uses a preview or Insider build.
- The game edition, such as GTAV Enhanced or Legacy, and the purchasing storefront: Rockstar, Steam or Epic.
- Whether Rockstar Games Launcher opens when started independently of the store.
- Results from a phone hotspot or another network, plus any router, DNS or firewall changes.
- Every troubleshooting step already attempted and the point at which the behavior changed.
- Launcher or game logs if Rockstar’s request form asks you to attach them.
This information separates a service-side incident, an account entitlement problem, a Windows service failure and a damaged game installation, reducing the chance that Support sends you through the same destructive steps again.
