Get the Fusioncutter by progressing the main story to Legacy on Akiva. During that quest, Gedeek gives Kay the tool in the catacombs beneath Myrra. You do not need to buy or craft it.
When and where do you get the Fusioncutter?
Legacy becomes available after you complete the three branching planet questlines on Kijimi, Tatooine, and Akiva, according to Game8’s Fusioncutter guide. The tool is awarded during Legacy itself: PlayStationTrophies’ guide places the handoff partway through the mission, in the catacombs beneath Myrra, when Gedeek gives it to Kay.

This is a main-story unlock, not a separate item to find on a planet or purchase. If you have not reached Legacy yet, continue the branching quests; there is no alternate acquisition method established by these guides.
What does the Fusioncutter open?
The Fusioncutter cuts through certain metal grids and barred barriers, opening routes to otherwise inaccessible passages or optional locations. It does not mean every metal barrier is removable, and the cited guides do not establish that every barred route is required to finish the story.

Game8 identifies optional treasure access on Toshara, Kijimi, Akiva, and Tatooine. If a barrier blocks an optional area before you have the tool, mark the location and return after Legacy rather than searching for a different unlock.

If you prefer to explore first, you can leave blocked optional areas for later; the guides describe them as optional access, not prerequisites for completing the story.

The unlock occurs during a later main-story quest, so reaching it requires story progress. The available guides do not give room-by-room directions or a precise interaction prompt; follow Legacy until Gedeek hands the tool to Kay.
