Steam AI disclosure rules explained: what developers must report and players should check

Steam’s AI disclosure rules are about generative content that players receive, not a blanket declaration of every AI tool used by a studio. In the current Steamworks Content Survey, developers must describe AI-assisted artwork, sound, writing, localization and other player-consumed material, distinguishing content prepared during development from content generated while the game is running. Runtime generation also requires an explanation of safeguards against illegal output. Valve says much of that declaration appears on the game’s Steam store page, but disclosure is not a certification, quality score or legal waiver. The guidance below reflects Valve’s public documentation checked October 30, 2026, including the clarification reported in January 2026.

What do Steam’s AI disclosure rules require?

Before a game’s store page and build are submitted for review, the publisher completes Steam’s Content Survey. Its generative-AI section asks what AI created for players to consume and how that content was produced. The current rule is narrower than “tell Steam about every AI experiment,” but broader than a single checkbox: a project can need to describe both fixed AI-generated assets and content created during play.

Valve’s current Content Survey guidance identifies examples such as artwork, sound, narrative and localization. It says efficiency gains from AI-powered development tools are not the focus of this section. That wording does not establish a categorical exemption for every use of AI-written code or every internal tool; the practical question is whether AI-generated material ships for players to consume.

Valve announced the player-facing disclosure approach on January 10, 2024. Industry reporting on January 16, 2026 described revised form wording intended to make the workflow-versus-content distinction clearer, including references to associated marketing assets. The current Steamworks documentation, rather than an old screenshot or reproduced form, is the controlling public reference.

What counts as AI-generated content on Steam?

Count the output that reaches the player, then classify when it was made. A tool’s brand or the fact that a human edited the result is less important than the material’s role in the shipped product.

Content or use How to think about it Likely survey issue
Concept art, textures, character portraits or other visuals AI-assisted material included in the game or presented as part of its experience Describe it as pre-generated if created before release; live-generated if produced during play
Music, sound effects or voice/audio assets Audio players hear as part of the game Identify the affected content and its timing
Dialogue, quests, lore or other narrative Text or story content consumed in-game Explain whether the writing is fixed or generated at runtime
Translation and localization AI-assisted language versions supplied to players Include the relevant languages or portions of the release where useful
Store-page or promotional material January 2026 reporting described revised wording that makes associated marketing assets more visible, while the public guide emphasizes content shipped with the game and consumed by players Use the current form and describe marketing use carefully rather than assuming every advertisement is treated identically
AI used only to speed up a workflow For example, brainstorming, code assistance or internal automation that does not itself ship as player-facing generated content The public guidance says efficiency gains are not this section’s focus; do not turn that into a universal exemption from all other Steam or legal duties

What is the difference between pre-generated and live-generated AI?

Pre-generated content is made with AI during development and then shipped for players to consume. Live-generated content is made with AI while the game is running, such as dialogue, images or other output created in response to play. A game can use both categories, and a developer should address both rather than selecting whichever label is more convenient.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Examples clarify the boundary. A set of AI-assisted portraits rendered before launch and packed into the build is pre-generated. A character whose dialogue is produced by a model whenever a player asks a question is live-generated, even if the developer has tested common prompts in advance. A game can also combine them: fixed environments and music may be pre-generated while optional conversations are created on demand.

The distinction matters because runtime systems create an additional safety obligation. Valve asks developers to describe guardrails against illegal generation for live-generated content. That requirement concerns the system’s operation, not merely a statement that a moderation model exists.

How do developers complete the Steam AI disclosure?

Use the survey as a content inventory, not as a list of software subscriptions. Steam compares the answers with the submitted build and store page, so the description should let a reviewer and a player understand what the AI contributed and where it can be encountered.

  1. Inventory player-facing outputs. List AI-assisted art, audio, narrative, localization and other generated material that ships or can appear to players. Separate fixed assets from anything produced during play.
  2. Record the trigger and scope. For each live system, note where it appears, what input activates it and whether it affects optional content, core progression, menus or other parts of the experience. For pre-generated assets, identify the parts of the build that contain them.
  3. Describe the developer’s contribution accurately. Explain whether people selected, edited, arranged, translated, rejected or otherwise curated outputs. Do not imply that a human review makes an AI-generated asset disappear from the disclosure category.
  4. Document runtime safeguards. Explain filters, blocked categories, prompt restrictions, moderation, reporting or other controls aimed at preventing illegal output. The description should address the actual live path a tester can reach.
  5. Check the store page wording. Valve says much of the declaration is shown on the game’s store page. Make the public description specific enough to identify the affected content and whether generation happens during play.
  6. Submit with review time. Valve recommends sending a store page and build at least seven business days before they need to be ready. That is general review guidance, not a special AI deadline, and it leaves time to correct a survey answer or store-page description.

Keep an internal version of the inventory for every major content change. It is easier to update a precise asset list and reproduction path than to reconstruct them after approval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does an AI assistant used for code or production need to be disclosed?

Not automatically under the generative-content section. Valve’s public wording says efficiency gains from AI-powered development tools are not its focus, which points toward player-consumed output rather than the fact that a programmer used an assistant privately.

That is not permission to treat all code-related uses as exempt. If an AI system generates text, art, audio, dialogue or other material that ships to players, that output belongs in the content analysis even when the same system also helped write code. Other Steam rules, intellectual-property obligations and platform requirements continue to apply independently.

A useful test is: could a player encounter the generated result in the submitted product or its associated presentation? If yes, document what it is and when it was produced. If no, retain a record of the tool and workflow for internal accountability, but do not inflate the store disclosure with irrelevant productivity details.

What extra information is required for live-generated AI?

Live generation requires more than identifying the model. The developer must describe safeguards intended to prevent illegal output, because the system can create new material after release and in response to unpredictable inputs.

Valve has said it does not want to ship live-generated Adult Only Sexual Content at this time. That is a specific position about that category of runtime content, not a ban on every adult game, every game that contains sexual themes, or every game that uses AI. Avoid broadening Valve’s statement beyond its wording.

Safeguard descriptions should be concrete: explain where generation is constrained, what categories are blocked, how suspect output is handled and how a tester can reach the relevant feature. Do not promise that a particular filter guarantees legality. Valve still reviews AI output against its distribution commitments, including illegal or infringing material and consistency with the game’s marketing.

Where can players see a game’s AI disclosure?

Open the individual game’s Steam store page and look for its AI-generated-content disclosure. Valve’s announcement says the declaration is intended to inform a purchase decision, and much of the developer’s explanation is presented there.

Read the description rather than treating the label as a score. A useful disclosure identifies the affected assets or systems, says whether generation is pre-generated or live, and explains safeguards when generation occurs during play. The label does not tell you how much content was made with AI, whether the output is good, or whether every asset is legally cleared.

Steam’s disclosure is a developer statement, not third-party certification. Valve’s FAQ puts the boundary plainly: “Products on Steam must adhere to the content rules, regardless of whether it is disclosed in these surveys.” A disclosure therefore does not authorize content that would otherwise violate Steam’s rules or applicable law.

Does a disclosure prove that AI use is legal or acceptable?

No. Declaring AI use does not waive Steam’s ordinary content restrictions, grant rights to training data or output, or guarantee that a specific asset is lawful in every country where the game is offered.

Steam onboarding requires a publisher to have adequate rights to the material it distributes and to comply with applicable laws. Valve also checks AI output against distribution commitments and marketing consistency. Developers remain responsible for clearance, contracts, moderation and corrections; players should not read a disclosure as a warranty from Valve about provenance or legality.

How should players compare AI disclosures between two games?

Compare the substance of the declarations, not the presence of a generic AI label. These four axes make two store pages easier to evaluate:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis Questions to ask
Location Is the declaration about in-game content, associated promotional material, or both?
Timing Was the material prepared before release, generated while playing, or a mixture?
Content type and specificity Does the developer identify art, sound, narrative, localization or another concrete category, and explain where it appears?
Runtime safeguards If content is generated live, does the page explain controls intended to prevent illegal output?

These are practical comparison axes drawn from Valve’s categories and disclosure purpose, not an official ranking system. A short but specific statement can be more informative than a prominent generic badge.

Is a game with no AI disclosure guaranteed to be AI-free?

No. The rules target a defined category of content, and the absence of a declaration cannot by itself prove that no AI was used. It also does not establish that a developer violated Steam’s rules.

If the distinction matters to a purchase, look for the developer’s wording, update notes and other independently verifiable information. Avoid asserting misconduct about an individual studio without evidence; a missing or ambiguous page is a reason to seek clarification, not proof of intent.

How can players report problematic live-generated content?

Valve announced a way to report illegal content inside games that contain live-generated AI. That mechanism is aimed at illegal output produced in the game, not a guaranteed universal route for every allegation that a store-page disclosure is missing or inaccurate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Save the game name, store-page URL, date, relevant screenshots or text and the steps that led to the output. Then use the reporting option Valve makes available for the illegal in-game content. Do not invent a button location or assume that a report about disclosure wording will receive the same workflow or enforcement outcome.

What changed in the January 2026 clarification?

On January 16, 2026, Game Developer reported revised disclosure-form wording intended to clarify the difference between AI used for workflow efficiency and AI-generated content, with discussion of generated content in associated marketing. The report helps date the clarification, but it does not replace Valve’s current public documentation.

For a present-day submission, follow the live Steamworks survey guidance and answer the form you actually receive. Do not copy old form text from a forum post, assume an archived screenshot is still current, or describe an unverified authenticated form as though it had been independently inspected.

How common are Steam AI disclosures?

One outside estimate provides context but is not a Steam census. Flockbay reported that 1,670 of 4,766 sampled releases from January through August 2026 carried an AI disclosure: 35.04%. Its report describes a seeded-random sample, so the figure should not be presented as the share of all Steam releases, and it counts disclosures rather than verified AI use. See the Flockbay report for the sample description.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if an approved game’s AI content changes?

Valve says some survey results cannot be edited after the build and store page have been approved. If the generated content, trigger or safeguards change, contact Steam Support, identify the affected survey result and explain how a tester can reach the changed content.

Include a concise change log, the relevant store-page text and reproducible steps. The seven-business-day recommendation is useful scheduling advice for review, but it does not guarantee that a late change can be approved immediately.

How should developers handle API costs for live generation?

Valve’s survey FAQ discusses putting the expense into the main price or using supported microtransactions, subscriptions or downloadable content. The developer remains responsible for service access, spending limits, refunds and any player payment flow.

Cost recovery does not alter the disclosure requirement. A paid feature that generates content live is still a live-generation system and should be described with the same content scope and safety information.

Developer checklist before submission

  • List every player-consumed AI-assisted asset or system.
  • Mark each item pre-generated, live-generated or both.
  • Identify art, sound, narrative, localization and other affected categories.
  • Describe where players encounter the output and what activates it.
  • Document safeguards against illegal live-generated output.
  • Review associated marketing language for consistency with the product.
  • Confirm rights, moderation and compliance separately from the disclosure.
  • Save the submitted answers and a reproducible tester path.
  • Leave at least seven business days for ordinary Steam review when scheduling a release.

Frequently Asked Questions

Is Steam’s AI disclosure a badge or certification?

No. It is a developer declaration surfaced to inform players, not an independent certification of how much AI was used, how good the output is, or whether every asset is lawful. Treat the specificity of the explanation as information, not as a Valve rating.

What should a studio preserve after submitting its survey?

Keep the exact disclosure text, an inventory of affected assets, the build or content version, and step-by-step instructions showing where runtime generation can be reached. Those records make it easier to answer Steam Support if an approved result changes.

Does a player prompt make content “live-generated” even if the model was tested before launch?

Yes, if the game creates the player-facing result while it is running. Pre-launch testing does not turn runtime output into a pre-generated asset; the disclosure should reflect the live path and its safeguards.

Is the 35.04% AI-disclosure figure an official Steam statistic?

No. It comes from Flockbay’s seeded-random sample of 4,766 January–August 2026 releases, of which 1,670 carried a disclosure. It measures sampled disclosures, not verified AI use across the entire Steam catalog.
