Yes—when AI-created material or AI services are part of what players receive, Steam requires developers to disclose that use in the Steamworks Content Survey. The survey has a dedicated Generative Artificial Intelligence Content section. Developers must explain the implementation, and games that generate content while running must also describe safeguards intended to prevent illegal output.

Using an AI tool privately to speed up coding, brainstorming, debugging or other development work is not the same trigger. Valve says the relevant section is aimed at AI-created content that ships in the game and is consumed by players; “Efficiency gains through the use of these tools is not the focus of this section.” Disclosure is part of Steam’s review process, not permission to ship content that violates Steam’s other rules.

What exactly does Steam require developers to disclose?

Steam requires applicable developers to report generative-AI use through the Steamworks Content Survey before submitting the store page and product build for review. The disclosure covers player-facing content created with AI and AI services used during development when that use affects the product in a way Steam asks the developer to describe.

The survey’s Generative Artificial Intelligence Content section is the formal place to provide the information. A developer should treat the answers as a technical description of what the game contains and how the AI is implemented, rather than as a marketing statement or a request for an exemption.

Player-facing content is the central trigger

Steam’s guidance focuses on output that ships with the game and is consumed by players. Examples can include AI-assisted artwork, music and other sound, written narrative, dialogue, localization, textures, animations, or other assets that appear in the released product.

The same principle applies when a game incorporates an AI service as a product feature. If a player can interact with an AI system, or the game relies on an AI service to create material during play, the developer must explain how that service works in the survey.

Private productivity use is treated differently

Steam does not frame every use of an AI-powered development tool as a reportable player-facing feature. A developer may use AI to suggest code, summarize documentation, generate test cases, brainstorm quests, or accelerate other internal work without that fact alone making the tool part of the shipped experience.

The distinction is the result that reaches players. If an internally generated suggestion becomes shipped game content, that content can fall within the survey’s scope even though the AI tool itself is not exposed in the game. If the tool only improves a developer’s efficiency and leaves no AI-created player-facing output, Valve’s documentation says that efficiency is not the focus of this section.

When must the disclosure be completed?

The Content Survey must be completed before the developer submits the store page and product build for Steam review. This makes the disclosure a pre-review requirement, not an optional note that can be added after launch.

  1. Identify the AI use. Inventory any AI-created assets shipped in the game, any AI-generated output produced during play, and any AI service incorporated into the product.
  2. Open the Steamworks Content Survey. Locate the Generative Artificial Intelligence Content section while preparing the store-page and build-review materials.
  3. Describe the implementation in detail. Explain what the AI does, which parts of the player experience it affects, when output is created, and how the feature is integrated.
  4. Document safeguards for live generation. If the game generates content while running, describe the guardrails intended to prevent illegal output.
  5. Check the rest of the submission. Confirm that the game, store copy, screenshots, trailers and other materials comply with Steam’s content rules and accurately represent the product.

A terse statement such as “the game uses AI” does not give reviewers the implementation detail the survey requests. The useful answer identifies the system’s role, the type of output, whether that output is fixed or generated on demand, and the controls applied to it.

What is the difference between pre-generated and live-generated AI content?

Steam separates AI content created during development from content generated while the game is running. Both categories require the developer to follow Steam’s general content requirements, but live generation carries an additional explanation about safeguards.

Category When output is created What players receive Additional disclosure focus Review concerns
Pre-generated AI content During development, before release Assets or text packaged with the game and consumed by players Describe the AI-created material and how it is used in the product Output must comply with Steam’s rules, promises against illegal or infringing content, and the game’s marketing
Live-generated AI content While the game is running New output produced in response to play or player input Describe the implementation and the guardrails intended to prevent illegal content The same general rules apply, with additional risk from unpredictable runtime output

Pre-generated content: fixed assets still count

Pre-generated content is made with AI tools during development and then shipped as part of the product. A character portrait, background illustration, soundtrack element, localization passage or authored dialogue line can fit this category if players encounter it in the released game.

Steam reviews this output under the same general pre-release approach used for non-AI content. Calling an asset “AI-generated” does not lower the standard for legality, intellectual-property compliance, or consistency with the store listing. The developer remains responsible for what is included in the build and how it is represented to customers.

Live-generated content: runtime systems add a guardrail duty

Live-generated content is produced by an AI system during play. Examples include an AI narrator that writes new dialogue, a conversational character that responds to player prompts, or a game that creates images, quests or other material on demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Steam applies the same general content rules to live output and asks for more: the developer must explain the guardrails designed to help prevent illegal content. The survey response should therefore cover moderation, filtering, prompt restrictions, output blocking, escalation or other controls that are actually part of the implementation. Do not describe a safeguard that the released system does not use.

Does disclosing AI make otherwise prohibited content acceptable?

No. Completing the survey does not turn disallowed material into acceptable material, and it does not guarantee approval. Steam’s official guidance says products must follow the platform’s content rules regardless of what the developer reports in the survey.

That means disclosure and compliance are separate obligations. A developer can accurately disclose an AI feature and still face a problem if the game contains illegal content, infringes rights, or makes promises in its marketing that the product does not keep.

Illegal and infringing output remains a risk

For pre-generated assets, the practical question is whether the material in the submitted build complies with Steam’s rules and the developer’s representations. AI provenance does not excuse unlawful or infringing content.

For live systems, the risk is broader because output can vary after release. Guardrails should be designed around the types of prompts and outputs the game permits, and the developer should be able to explain those controls in the survey. Disclosure is not a substitute for controlling foreseeable misuse.

Store-page accuracy still matters

Steam also expects the product to be consistent with its marketing materials. If a store page promises a particular type of generated experience, the build should deliver that experience. Conversely, a developer should not hide a material AI feature behind wording that gives customers a misleading impression of how the game works.

Do I have to tell Steam if I used AI art in my game?

If the AI-assisted art ships in the game and players consume it, it belongs in the generative-AI disclosure. The same logic applies to AI-created sound, narrative, localization and other player-facing material.

The important distinction is not whether a human edited the asset afterward. A developer can disclose that AI assistance was used to create or develop a shipped asset, then explain the role of the tool and the resulting content. Human review or editing may be part of the workflow, but it does not erase the need to describe covered AI use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Examples that generally fit the covered category

  • Concept art or final sprites generated with an AI image system and included in the release.
  • Music, voice, sound effects or other audio produced with generative tools and heard by players.
  • AI-assisted dialogue, item descriptions, quest text or localization that appears in the game.
  • Content generated during development and packed into the build as player-facing material.
  • An AI service that players access as a feature, even when the service is hosted outside the game client.

Examples that may be outside the focus of this section

  • Private brainstorming that never becomes game content.
  • Code suggestions or debugging assistance used only to improve development efficiency.
  • Internal documentation or project management help with no player-facing output.

These examples are not a blanket exemption. If an internal workflow produces material that appears in the shipped game, disclose the resulting player-facing use. When uncertain, describe the relevant use rather than assuming that the tool’s private status answers the question.

What information should a developer prepare before answering the survey?

A reliable disclosure starts with an inventory of the game’s content pipeline and runtime services. Gather enough detail that another reviewer can understand what is generated, when it is generated and what controls are in place.

  • Content types: list artwork, audio, narrative, localization, dialogue, code-driven text or other player-visible outputs affected by AI.
  • Creation timing: mark each item as produced during development or generated while the game is running.
  • Player exposure: state where players encounter the output, such as a menu, cutscene, level, dialogue system or user-generated space.
  • Service integration: identify whether the game calls an AI service as part of its product and describe the request-and-response flow at a useful level.
  • Human and automated review: explain the checks applied before fixed assets ship and the controls applied to runtime output.
  • Guardrails: for live generation, document filtering, blocked categories, prompt constraints, moderation, reporting, fallback behavior and other measures that are actually implemented.
  • Marketing alignment: compare the disclosure and the store page so that claims about generated content are accurate and complete.

Keep the description specific enough to distinguish a fixed asset from a runtime response. “AI is used in the game” leaves unanswered whether the system creates content for players, operates only during development, or performs a live service function.

What are the most common disclosure mistakes?

Most avoidable problems come from treating the survey as a checkbox rather than a product description. The following errors create ambiguity or leave the developer exposed to a separate content-rule issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reporting the tool but not the output

Naming an image, text or audio tool without saying what shipped content it produced does not explain the player impact. Identify the assets or feature and where players encounter them.

Confusing pre-generated and live-generated systems

A library of fixed AI-created assets has a different risk profile from a model that produces new output during play. Label the timing clearly and include the runtime guardrail explanation when applicable.

Assuming disclosure is an approval

The survey records information for review; it does not waive Steam’s content rules. A disclosed feature can still be rejected or require changes if its output is illegal, infringing or inconsistent with the store presentation.

Describing planned safeguards instead of shipped safeguards

For a live system, the useful answer is what the released implementation does to reduce illegal output. If a moderation layer, blocklist, fallback response or reporting path is not present, do not claim that it is.

Leaving the store page out of the process

Review the store description, screenshots, trailers and feature claims alongside the survey. Steam expects the product to match its marketing, including any promises about AI-generated experiences.

Is Steam’s AI disclosure requirement public to customers?

Steam’s documentation establishes the survey requirement and the information developers must provide for review, but it does not clearly establish that every answer appears to customers in a dedicated public field. Developers should therefore distinguish the internal review disclosure from any customer-facing label they may choose to use.

Do not promise players that Steam will display a particular badge or standardized notice unless Steam provides that instruction for the relevant program or product.

Does the rule vary by country or Steam edition?

The available Steamworks guidance clearly describes the platform-level survey requirement, but it does not enumerate country-by-country variations in this AI-disclosure rule. Developers selling in multiple regions should still account for applicable laws and content restrictions separately; the survey disclosure itself should follow the instructions shown in the developer’s Steamworks account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should a developer decide whether to disclose?

Use the player-impact test first: if AI-created material ships for players to consume, or an AI service is incorporated into the product, prepare a disclosure. Then classify the system by timing and add the detail required for that category.

  1. Does AI-created output reach players? If no, and the use is only internal efficiency, the use is not the focus of this survey section. If yes, continue.
  2. Is the output fixed before release? Treat it as pre-generated content and describe the shipped material.
  3. Is new output created during play? Treat it as live-generated content and describe both the implementation and illegal-content guardrails.
  4. Does the product call or incorporate an AI service? Explain how that service participates in the player experience, even if the service is not itself visible as a separate application.
  5. Does the game comply independently? Check legality, infringement risk and marketing accuracy regardless of the disclosure.

What is the practical takeaway for developers?

Steam’s rule is about disclosure of AI that reaches the product or operates as part of the product, not a demand to report every productivity tool used by a development team. Complete the Generative Artificial Intelligence Content section before submitting the store page and build, distinguish pre-generated from live-generated output, and provide a detailed implementation description.

For live generation, add a concrete explanation of the safeguards intended to prevent illegal content. In every case, remember that disclosure documents the feature; it does not override Steam’s content rules or guarantee acceptance.

Frequently Asked Questions

Will Steam automatically reject a game that contains AI-created assets?

Not solely because the assets were created with AI. Steam’s guidance treats disclosure and content compliance as separate questions, so the material must still meet the platform’s rules and match the game’s marketing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do AI-generated voice lines need to be disclosed if they are edited by a human?

If the resulting voice lines ship in the game and players hear them, they are player-facing AI-assisted content and should be included in the survey description. Explain the AI’s role and the human editing or review that occurred.

What should a live-AI game do when its model produces a blocked response?

The survey should describe the actual fallback or moderation behavior, such as refusing the request, substituting a safe response or ending the interaction. The key is to document controls that exist in the implementation, not an intended future fix.

Can a developer update the disclosure after launch when an AI feature is added?

The cited Steamworks guidance places the survey before store-page and build submission for review. A developer adding a material AI feature should check the current Steamworks submission workflow for the appropriate update or review requirements rather than assuming the original answers cover it.
