Steam puts both relevant controls in the desktop client at Steam > Settings > Downloads. To test a different content-server group, select your own region or a nearby alternative under Download Region, then retry the affected download. To refresh locally cached download configuration, choose Clear Download Cache, select Confirm, and sign in again when Steam restarts its session.
Changing region tests a regional-server problem; clearing the cache refreshes local configuration. Neither is a guaranteed cure for bandwidth limits, an overloaded internet connection, storage faults, or every installation error, so the correct order depends on the symptom.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsHow do I change Steam’s download region?
Use the desktop client’s Downloads settings. Steam normally selects a region automatically, but its chosen content servers can be slow, overloaded, or faulty. A nearby alternative is the safest comparison because it changes the server group without assuming that a distant location will be faster.
- Open Steam and select Steam in the top-left menu.
- Choose Settings, then open Downloads.
- Find Download Region.
- Select your own region if it is not already selected. If it is selected and the download remains slow or shows a content-server error, choose another nearby region.
- Close the settings window and retry the affected download. Compare the result with the previous region before trying another nearby option.
Which region should I try?
Start with the region that corresponds to your location, then test the next-closest practical option. The purpose is diagnosis, not a promise of higher speed: each choice routes the download through a different set of Steam content servers, and any of those servers may be busy or experiencing a fault.

Avoid jumping straight to a faraway region on the assumption that it has more capacity. A distant server can perform worse because the route between you and Steam changes. If two nearby choices behave the same way, the cause may be your bandwidth setting, connection, installation drive, or Steam’s local configuration rather than the selected region.
What should I do after changing the region?
Retest the same download or update that exposed the problem. A useful comparison keeps the game, network connection, and other conditions as similar as possible; otherwise, a temporary server lull can look like a region fix. If the error follows you across nearby regions, move to the cache and general troubleshooting steps below instead of repeatedly cycling through locations.

Clearing the cache is also handled from Steam > Settings > Downloads. Steam describes the operation as flushing locally cached configuration data and reacquiring it from its servers. Installed games remain installed, but Steam requires another login afterward, so have your account credentials available.
- Open the Steam desktop client.
- Select Steam in the top-left corner and choose Settings.
- Open Downloads.
- Scroll to the bottom of the panel and select Clear Download Cache.
- Choose Confirm when Steam asks you to proceed.
- Sign back in when Steam requests it, then retry the download, update, or launch action that was failing.
Steam Support states: “This process will not affect your currently installed games, but you will need to log into Steam afterwards.”
What does clearing the cache change?
The action refreshes cached download-related configuration held locally by the client. It does not reinstall the game library or remove currently installed games. Because Steam reacquires the relevant data from its servers, the immediate follow-up is a new login rather than a region selection.
When is cache clearing the better first step?
Use it when a download or launch problem appears tied to stale local download data, particularly when changing to a nearby region does not alter the behavior. It is a client-side reset, not a bandwidth upgrade and not a repair for a failing drive. If the same problem returns after the reset, continue with the download-limit, library, and file-integrity checks.

Should I change the region or clear the cache first?
Choose the action that matches the suspected cause. Region selection changes which content servers Steam uses; cache clearing refreshes local configuration. The table shows the practical difference.
| Suspected cause | Action | What changes | Immediate follow-up | What it cannot promise |
|---|---|---|---|---|
| Regional server is slow, overloaded, or returning a content-server error | Change Download Region to your region or a nearby alternative | Steam tests a different group of content servers | Retry the affected download | A faster result; another region can also be busy or faulty |
| Locally cached download configuration may be stale or corrupted | Use Clear Download Cache and Confirm | Steam flushes local cached configuration and reacquires it | Sign in again, then retry | A fix for bandwidth, storage, or every installation problem |
These controls are independent. You can test a nearby region first, then clear the cache if the behavior does not change. Do not interpret a temporary improvement as proof that one action permanently corrected the underlying fault; verify the same download or update afterward.
Why is my Steam download still slow after changing the region or clearing the cache?
Those two steps address only two possible causes. Check Steam’s bandwidth setting, interpret the displayed units correctly, and then distinguish a network problem from an installation or storage problem.
Check Steam’s configured download limit
In Steam > Settings > Downloads, review any configured download-speed limit. A limit can make a healthy connection appear defective, and changing the region will not override it. Record the setting before contacting support so the symptom can be reproduced accurately.
Compare bits and bytes correctly
Internet service is commonly advertised in bits per second, while Steam may show a rate in bytes per second. Steam Support explains the conversion as 8 bits per byte. To compare the figures, convert both to the same unit; otherwise, a displayed number can look approximately eight times lower or higher even when the connection is behaving as expected.
This unit check explains an apparent discrepancy; it does not establish that Steam is delivering a particular speed. Actual throughput can vary with the selected content server, the connection, other traffic, and the storage device receiving the files.

Separate server symptoms from local symptoms
- A content-server error or a marked change after selecting a nearby region points toward the server path and merits another regional retest.
- A rate that remains similar across nearby regions makes the region a less likely explanation. Check the configured limit and the connection before repeating the same region changes.
- An installation, write, or update error can point to the Steam library or its storage rather than to download routing.
Restart before moving to deeper repair
For persistent download, update, or installation problems, Steam’s general guidance includes restarting Steam and the computer. This clears a transient client or operating-system state without changing the library. After the restart, retry the same operation and note the exact error if it returns.
What should I do if a game will not install or update?
If region selection and cache clearing do not resolve an installation or update failure, use Steam’s library and file-repair controls rather than treating every problem as a server issue.
Repair the Steam library folder
Steam provides a library-folder repair option for installation-related problems. Open the client’s storage or library-management area, select the affected library, and use the available repair command. The exact wording can vary with the client version, so follow the label shown in your installation. Restart Steam afterward and retry the operation.
Verify the affected game’s installed files
For a game that is installed but will not launch or update correctly, use Steam’s file-verification command for that title. Verification checks the local installation against Steam’s expected files and can replace files that are missing or damaged. It is a game-specific step, unlike clearing the download cache, which refreshes client download configuration.
Check the library’s storage path
Installation failures can originate in the drive or folder where Steam writes the game. Confirm that the library is available and that the account running Steam can write to it. If the library is full or the path is unreliable, changing the download region will not solve the problem.
Use another internal library location when storage is the constraint
Steam documents adding another library location and moving installed games between libraries. An internal SSD can be a sensible storage option when the existing library drive lacks space or has installation-performance problems, but it is not required to change the region or clear the cache. Storage expansion should therefore follow evidence of a capacity or drive problem, not serve as a default response to a slow content server.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Steam also cautions about performance issues when Steam is installed on an external hard drive. Do not treat an external drive as an automatic substitute for repairing the current library or selecting a suitable internal location.
How can I tell whether the fix worked?
Use the original symptom as the test condition. A region change should be judged by the affected download or content-server error; a cache reset should be judged after the required sign-in and a fresh retry.
- Write down the game, update, or download that failed and the exact message shown.
- Note the selected Download Region and any Steam download limit before making a change.
- Apply one change at a time: select a nearby region, or clear the cache and sign in again.
- Retry the same operation and observe whether the error disappears, the transfer starts, or the rate remains unchanged.
- If the result is unchanged, restore the original region if desired and proceed to the next diagnostic branch instead of repeating the same action.
A short-lived improvement is not a measured guarantee of a permanent speed increase. Steam does not publish a fixed percentage improvement for either procedure, so judge success by whether the particular download, update, or launch problem is resolved.
What are the common mistakes when changing Steam’s region or clearing its cache?
- Choosing a distant region first: Nearby alternatives are a more controlled test. A remote location can introduce a different route without fixing the overloaded server or local fault.
- Expecting cache clearing to delete or reinstall games: Steam says currently installed games remain intact. The expected interruption is the subsequent Steam login.
- Skipping the download-limit check: A configured cap can make every region appear slow.
- Comparing bits with bytes: Convert the units before deciding that Steam’s displayed rate is wrong.
- Changing several things at once: If you change the region, clear the cache, restart the computer, and move a library simultaneously, you cannot tell which condition mattered.
- Using a network fix for a storage error: Installation, write, or launch failures may require library repair, file verification, or a different library location.
- Ignoring the exact error text: “Slow,” “content server unavailable,” and “disk write” symptoms lead to different next steps. Preserve the wording before restarting or clearing data.
When should I contact Steam Support?
Contact Steam Support when nearby-region retests, a cache reset, a restart, and the relevant library or file checks do not resolve the problem. Include the exact error message, the affected game or update, the selected region, the configured download limit, and the library drive or location. Those details help distinguish a content-server issue from a local configuration, network, or storage fault.
Recommended Free Tools
Do not continue cycling through regions indefinitely. Once several nearby choices produce the same result, the remaining evidence is more useful for troubleshooting the client, connection, or library than for selecting another location.
Frequently asked questions
How often should I clear Steam’s download cache?
There is no published schedule requiring routine cache clearing. Treat it as a symptom-driven reset for a download or launch problem, not as regular maintenance. If downloads work normally, clearing the cache only creates the extra sign-in step without an established benefit.

Can I undo a download-region change?
Yes. Return to Steam > Settings > Downloads and select the previous region from Download Region. Keeping a note of the original selection makes it easy to restore after the comparison.
Can a region change fix a disk-write error?
Usually, that symptom calls for a library or storage check rather than another server selection. Restart Steam, repair the affected library, verify the game’s files, and confirm that the destination drive and folder are available for writing.
What information should I collect before contacting Steam Support?
Record the exact error text, the title or update involved, the Download Region, the configured speed limit, and whether the problem affects one game or several. Also note whether clearing the cache required a successful sign-in and whether the library is stored on the same drive where other installations fail.
Does clearing the cache require reinstalling Steam?
No. The cache control is built into the desktop client’s Downloads settings. The documented consequence is that Steam asks you to log in again; currently installed games are not affected.
