The practical rules are straightforward once you separate Wallet balances, game licenses, offline requirements, and account security.
Can Steam Wallet funds be transferred to another account?
No. Steam states that Wallet funds cannot be moved or gifted to another Steam account. A balance is tied to the account on which it was added, whether it came from a direct top-up, a Wallet Code, or another supported funding method.

How to add funds
- Open Steam and select your profile name in the upper-right corner.
- Choose Account Details.
- Select + Add funds to your Steam Wallet.
- Choose the displayed amount and complete checkout.
Wallet Codes and gift cards are a separate way to fund an account, but redemption still puts the value on the redeeming account. Before buying a code, check its country or currency restrictions, denomination, seller, and redemption terms. A code intended for another region may not redeem successfully.
What to do when a top-up does not appear
- Check the purchase receipt and confirm that it names the Steam account currently signed in.
- Restart the Steam Client so it refreshes the account balance.
- If the balance is still missing after more than two hours, contact Steam Support with the receipt and transaction details.
Can a Steam Wallet purchase be refunded?
Steam says a refund for Wallet funds may be requested within 14 days when the funds were purchased directly on Steam and have not been used. That condition does not make a used balance transferable, and it does not automatically apply to every code or third-party sale. Keep the receipt and check the terms shown for the specific transaction.

Can Community Market money be cashed out?
No. Community Market sales settle into Steam Wallet. Steam says those proceeds cannot be withdrawn to a bank, sent to a third-party payment account, or transferred to another Steam account. They can be spent on eligible Steam purchases and market transactions that accept Wallet funds, but they are not cash.
Steam Guard and market holds
Steam generally requires Steam Guard to have been enabled for 15 days to protect items and Wallet funds. A newly enabled authenticator or a recently changed security setup can therefore trigger a waiting period before certain trades or market actions complete. Treat the waiting period as an account-protection rule, not as a payment-processing error.
Do you actually own games bought on Steam?
Under Valve’s Steam Subscriber Agreement, access to games and other digital content is provided as a Subscription. The agreement says, “The Content and Services are licensed, not sold,” and that the license gives you no title or ownership in the content.

What the license lets you do
The license is personal and generally non-commercial. It allows the account holder to access the subscribed game through Steam under the agreement’s rules. It is not the same as receiving a transferable property right in a disc, a file, or a product key.
What the license does not let you do
- Transfer a Subscription to another Steam account.
- Register an activation key on a different account after access ends on the original account.
- Sell, buy, trade, or gift the Steam account itself.
- Assume that a game will remain accessible if the account is closed, restricted, or otherwise loses access under the agreement.
A downloaded game may leave files on a computer, but those files do not create a new license for another account. Access is checked against the account and, for some games, additional online services.
Can a Steam account be sold, gifted, or transferred?
No. Steam’s contested-ownership guidance says account ownership cannot be transferred. Buying, selling, trading, or gifting an account violates the Steam Subscriber Agreement and creates a recovery problem: Steam Support may require proof from the original owner rather than honoring a private sale.

If ownership is disputed
- Secure the computer used to access the account and scan it for malware or suspicious software.
- Secure the linked email account, including its password and two-factor authentication.
- Contact Steam Support through the official support site, help.steampowered.com.
- Provide the oldest proof of ownership available, such as an early purchase receipt or other account-creation-era record.
Do not give the account to a buyer, a supposed middleman, or anyone promising to “verify” ownership in a chat app. A private transfer does not change Steam’s account records.

How do you prepare Steam for offline play?
Offline Mode must be prepared while Steam is online. The preparation below is the reliable sequence for a computer you expect to use without an internet connection.
- Start Steam online and select Remember me when signing in.
- Allow the Steam Client to finish every pending client update.
- Update each game you plan to play. Launch each one once while online so installation, first-run, and update requirements can finish.
- Open Steam > Settings > Security and make sure Don’t save account credentials on this computer is not selected.
- Return to the main menu and choose Steam > Go Offline.
- Confirm the restart into Offline Mode and test a game before you leave the network.
Which games work offline?
Games whose required files and activation checks are local are the best candidates. A game that requires a live connection, a persistent online service, or an external launcher will not work merely because Steam itself is in Offline Mode. Multiplayer servers, cloud synchronization, achievements that require a connection, and market features are unavailable while offline.

What if Steam asks you to sign in while offline?
There is no offline bypass for a login prompt. Reconnect to the internet, authenticate, and repeat the preparation steps. Offline Mode also stops important client and game updates, so reconnect periodically to patch games and refresh account security.
How does Steam Guard protect an account?
Steam Guard adds a second authorization layer beyond the account name and password. When Steam sees an unrecognized computer, it can require an additional code sent to the contact email or approval through the Steam Guard Mobile Authenticator.

Whichever method you use, protect the linked email account as carefully as Steam itself. A strong Steam password cannot compensate for an email inbox that an attacker can reset or read.

What should you do if a Steam account may be hacked?
Act in this order so an attacker cannot immediately regain access.
- Stop using suspicious links or downloads. Do not follow instructions from a person claiming to be Steam Support in Discord, a game chat, or another messaging service.
- Check Authorized Devices. In Steam’s account-security controls, review signed-in computers and remove any device you do not recognize.
- Use Sign out everywhere. This ends active sessions so a stolen browser session or remembered login is no longer trusted.
- Change the Steam password. Create a unique password that has not been used on another service.
- Secure the email account. Change its password, enable its own two-factor authentication, and review recovery addresses, phone numbers, forwarding rules, and recent sign-ins.
- Secure associated accounts. Check any payment, social, or game accounts connected to the same email or password.
- Scan the computer. Look for malware, malicious applications, keyloggers, and suspicious browser extensions before signing in again.
- Re-enable or verify Steam Guard. Confirm that the email address and mobile authenticator shown in Steam are yours.
How to recognize a fake support contact
- Steam Support does not need your password, Steam Guard code, or a one-time recovery code in a chat message.
- Unexpected requests to move a conversation to Discord or another chat system are a warning sign.
- “Verification” downloads, remote-control tools, and links that imitate the Steam login page can steal credentials.
- Use only help.steampowered.com for support and recovery.
Steam specifically warns that attackers may target accounts containing Wallet funds. A message that creates urgency around a market item, trade, or alleged account report is a common way to push a victim into surrendering a code.
How should you choose between a top-up and a gift card?

If the goal is to give someone a game, a code or an official gifting option is safer than attempting to move Wallet money. Never ask for the recipient’s password or sign-in code.
