Steam preorder refunds when a game is delayed: what Valve’s rules allow

Yes—if you paid for a Steam game that is still unplayable and its real release has not happened, you can request a refund at any time before release. Steam does not automatically refund every preorder when a developer moves the advertised date. Once the game actually releases, the normal refund test applies: the request must generally be made within 14 days of release and the recorded playtime must be under two hours.

The details change with the edition you bought, whether you had playable Early Access or Advance Access, where you paid, and whether the title has already launched. The practical guide below separates those cases so you can use the current release status rather than an obsolete announced date.

Can I refund a Steam preorder if the release date is pushed back?

If you paid Steam directly for a title that remains unplayable, you may submit a refund request before the title’s actual release, even if the original launch date has passed. Steam’s published policy does not create an automatic refund when a developer postpones a game, so you must request the refund through Steam Support.

Use the current status shown for the game, not the superseded date that was previously advertised. A date change can leave a paid, unplayable preorder in the same pre-release state; it does not by itself start or end a separate countdown.

When does the 14-day Steam refund period start?

For an unplayable pre-purchase, the ordinary 14-day period starts when the title actually releases. It does not start on the day you paid, on the originally announced launch day, or when a delay is announced. After release, the usual two-hour playtime condition also applies.

This timing protects a buyer who has been waiting through repeated postponements: an old payment date alone does not remove the pre-release opportunity while the game remains unavailable to play. It also means that once the game is released, the relevant dates are the real release date and your eligible playtime, not the marketing schedule that preceded it.

What counts as “released” for this purpose?

Steam distinguishes an unplayable pre-purchase from a product that can already be launched. A store page may show an exact date, a month, a quarter, a year, or “Coming Soon.” Those labels are scheduling information, not a separate refund deadline. Judge eligibility by whether the purchased product is currently playable and whether full release has occurred.

How do Deluxe and Advance Access editions change the answer?

Advance Access creates two different situations that can exist on the same store page. If a Deluxe package lets owners play before the full launch, that package is playable and its use is evaluated under the standard refund policy. A Standard package that cannot yet be launched remains an unplayable pre-purchase before full release.

For example, while Deluxe customers are playing during an advance period, a Standard-edition buyer may still request a pre-release refund because that purchased edition has not become playable. The fact that another edition is playable does not automatically convert every package into the same status.

Does Advance Access play count against the two-hour limit?

Yes. Steam treats pre-release Advance Access and Early Access play as playtime for the standard refund test. Do not assume that you can play indefinitely before launch and retain a guaranteed refund right. Steam Support also states that an Advance Access purchase can be refunded before that access begins, and that the ordinary 14-day period does not begin until release; those statements do not waive the playtime limit after access has started.

Beta testing is treated as an exception in Steam’s policy. That exception should not be stretched to cover a commercial Advance Access period, which is a playable part of the product you purchased.

Is a delayed Steam Early Access game treated like an unplayable preorder?

No. Steam Early Access is a playable release model. If you bought a game that you can already launch in Early Access while waiting for its 1.0 version, the purchase is not an unplayable preorder merely because the 1.0 date moved.

Your Early Access use counts toward the normal playtime condition. A postponed 1.0 milestone therefore does not create a fresh, unconditional pre-release refund period. You can still submit a request and explain the circumstances, but the result is assessed under the standard policy or as a discretionary review when the ordinary limits do not fit.

What if I only wishlisted a game or followed its Coming Soon page?

A wishlist or “Coming Soon” page is not a purchase. If no payment was made, there is no preorder transaction to refund and no Steam refund request to submit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check your Steam purchase history before assuming that a reservation exists. A store page can display a planned date without offering a completed transaction, and a changed date has no refund consequence until money was actually paid for a specific product or edition.

How do I request the refund through Steam Support?

Have the purchase visible in your Steam account and describe the product’s current status accurately. Steam allows requests outside its stated limits to be reviewed, but it does not promise approval, so a clear explanation is preferable to an exaggerated or invented reason.

  1. Sign in to Steam Support. Use the account that made the purchase.
  2. Open Purchases. Select the relevant transaction from the list.
  3. Choose the problem that matches your situation. Identify that the title has been delayed or that you want a refund; select the closest available option.
  4. Select “I’d like to request a refund.” Steam will show the available refund route for that purchase.
  5. Choose the refund destination offered. Depending on the transaction and region, Steam may offer the original payment method or Steam Wallet credit.
  6. Submit the form. If the release moved, state the previous date, the current date or status, and whether the purchased edition has ever been playable. Keep the description factual.

Steam says an approved refund may take up to seven days to appear. That processing estimate concerns an approved refund; it is not a seven-day limit for filing a request and does not turn a delayed release into an automatic approval.

What happens if my request is outside the ordinary rules?

You can still send a request when the normal conditions are not met. Steam Support may review the circumstances, but this is discretionary and there is no published approval rate or guaranteed result for delayed games.

Explain the specific facts that make the case unusual, such as the edition’s access status or an unusual release event. A cancelled game may sometimes receive an extended refund option, but cancellation is not the same as an ordinary postponement. Do not present a discretionary review as a right created by a date change.

Can Steam refund a key or Wallet card bought from another store?

No. Valve’s Steam refund process covers purchases made through Steam; it cannot reverse a product key or Steam Wallet card that a different retailer sold. Contact the seller that accepted your payment and follow that seller’s terms.

This distinction applies even if the key activates a Steam game. Steam can see the activated product, but it is not the merchant for the outside transaction and cannot promise to return that payment.

Does a developer changing the date create a separate refund countdown?

No. Developers can adjust planned release dates, and Steam’s player-facing date can be a day, month, quarter, year, or “Coming Soon.” The displayed estimate is not itself a consumer refund clock.

Steamworks documentation tells developers that schedules can change and that a date change near launch may require contacting Steam. That is a developer-side workflow, not an additional buyer eligibility requirement. When an Advance Access date and the full release date move together, Steam may need to adjust the Advance Access date; buyers should still evaluate whether their own purchased package is playable.

Which facts should I check before submitting a request?

  • Where did payment occur? Steam purchases and outside-retailer purchases follow different paths.
  • Was there an actual payment? Wishlisting or following a Coming Soon page creates no refundable transaction.
  • Can the purchased edition be launched? Separate an unplayable Standard package from a playable Deluxe or Advance Access package.
  • Has the actual release occurred? Ignore an earlier announced date that has been replaced.
  • How much eligible playtime is recorded? Advance Access and Early Access play count; beta testing is the policy exception.
  • Are you asking for the standard refund or discretionary review? Requests outside the ordinary limits can be examined, but approval is not promised.

Examples of how the rules apply

You paid months ago and the game is still locked

You bought directly on Steam, the game has not released, and the client does not let you play it. You can request a refund now; the age of the payment does not by itself close the pre-release option.

The original date passed, but the game now says “Coming Soon”

The old date is no longer the controlling event. If the product remains unplayable, treat it as an outstanding pre-purchase and submit the request through Steam Support.

You played two hours of Deluxe Advance Access

Your package was playable, so its status is governed by the standard policy and the recorded Advance Access playtime. A delayed full launch does not erase that use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You own Standard while Deluxe customers are playing

If Standard has not become playable, it remains an unplayable pre-purchase before full release. The playable status of Deluxe does not remove the Standard buyer’s pre-release request option.

You bought an Early Access game and the 1.0 launch moved

Because you could already play the game, this is not the unplayable-preorder case. Early Access playtime remains relevant, and any request should explain the circumstances rather than claim a new unconditional window.

What is the practical bottom line?

A delayed Steam launch does not automatically issue a refund, but it also does not normally take away the right to ask before the game you bought actually releases—provided you paid Steam directly and the purchased edition is still unplayable. Once that edition is playable, apply the standard 14-day and under-two-hour test, counting Advance Access or Early Access use. For purchases made elsewhere or requests outside the ordinary limits, contact the actual seller or ask Steam Support for a discretionary review without assuming approval.

Frequently Asked Questions

Does Steam automatically notify me when a delayed preorder becomes refundable?

Do not rely on an automatic refund or a special delay notification. Check the purchase in Steam Support and use the product’s current playable or unreleased status when deciding whether to submit a request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does beta-test playtime use up the normal refund allowance?

Steam’s policy identifies beta testing as an exception to the playtime treatment. That exception is distinct from commercial Early Access or Advance Access, which are counted as playtime.

How long does an approved Steam refund take to show up?

Steam Support says an approved refund may take up to seven days to appear. The destination can be the original payment method where supported or Steam Wallet credit, depending on the transaction.

Can I ask Steam to review a refund after I exceeded the normal limits?

Yes, you can submit the request and explain the circumstances. Steam may review it, but an out-of-policy decision is discretionary and no approval percentage is published.
