For a purchase made before release, the 14-day request period starts on release day. Valve announced the Advanced Access change in April 2024; it was a fix to a pre-release gap, not a new standard refund policy in 2026.
Steam’s standard game refund rule
For most games bought on Steam, Valve’s standard conditions are a refund request within 14 days of purchase and less than two hours of playtime. These are the usual eligibility conditions, not a promise that every request meeting them will be approved. Valve also says it will consider requests that fall outside the standard conditions, so you can still submit one if you have played longer or missed the 14-day window. Approval is not guaranteed.

To request a refund, go through Steam Support and select the relevant purchase. If Valve approves the request, it says the refund is issued within a week, either to your Steam Wallet or to the original payment method where supported. The official Steam Refunds policy says refunds are intended to remove purchase risk, not provide free games; Valve may stop offering refunds if it believes someone is abusing the system.
How pre-release playtime and the refund window work
| Purchase situation | When the 14-day period starts | What playtime counts |
|---|---|---|
| Game bought after release | Purchase date | All playtime, with the standard limit under two hours |
| Game bought before release and playable in Early Access or Advanced Access | Official release date | Pre-release Early Access and Advanced Access playtime counts toward two hours |
| Preorder that cannot be played before release | Official release date | No pre-release game playtime; Valve says you may request a refund at any time before release |
Valve’s policy lists beta testing as an exception to the rule that pre-release playtime counts. Check the wording for the specific game and purchase if you are unsure whether time was recorded as beta testing, Early Access, or Advanced Access.

What the “loophole” was—and what changed
Advanced Access lets people who pre-purchased a game play before its official release. In an April 24, 2024 report, Game Developer quoted Valve’s definition of Advanced Access and reported that Valve had changed its policy so this time counts toward the two-hour limit. Before the change, Advanced Access playtime could go uncounted, creating a gap: someone could play before launch and then seek a refund after release while appearing to remain below the tracked threshold. Valve’s current policy expressly includes both Early Access and Advanced Access playtime.
That is why “cracks down” is best understood as a correction to how Valve counted pre-release playtime. It does not mean Valve introduced the ordinary 14-day and two-hour conditions in 2024, nor does recent coverage of short games establish a new standard policy in 2026.

Why a short game can still raise refund questions
A separate debate surfaced in 2026 over players completing very short games within Steam’s standard two-hour period and then requesting refunds. GamesRadar+ reported developer Mateo Covic’s initial claim that Paddle Paddle Paddle had received more than 55,000 refunds; that figure is an individual developer’s reported claim, not independently verified platform-wide data. PC Gamer later reported Covic’s clarification: he was criticizing people who completed and refunded the game, not Steam’s refund system or the game’s reported refund rate.

Rules differ for DLC, in-game purchases, and purchases outside Steam
- DLC: Valve has separate conditions for downloadable content; check the policy for the specific item rather than applying the base-game rule automatically.
- In-game purchases: For qualifying purchases in Valve-developed games, Valve states a 48-hour refund window, provided the item has not been consumed, modified, or transferred. Third-party in-game refunds depend on whether the developer opts in.
- External purchases: Valve says it cannot refund third-party purchases such as CD keys bought outside Steam.
Subscriptions and other transaction types may have their own conditions. Consult the policy entry for the kind of purchase involved; the standard game rule is not universal.
