subscriptionmgr.dll is a Microsoft Windows component, not a normal game or application runtime. If subscriptionmgr.dll is missing or cannot be loaded, repair Windows rather than downloading a replacement DLL.

The file is described as Subscription Manager DLL and belongs to Windows’ Data Usage and Subscription Manager. This subsystem handles mobile-broadband accounts, subscription information, and data-usage thresholds. Microsoft documents the component for Windows 8, Windows 8.1, and Windows 10 in its mobile-broadband overview.

Before fixing subscriptionmgr.dll

Do not download subscriptionmgr.dll from a random DLL website or copy it into System32, a game directory, or an application folder. That approach can introduce malware, install the wrong architecture or build, and leave the damaged Windows component store untouched.

There is no official Microsoft subscriptionmgr.dll download package. It is not repaired by installing Visual C++, DirectX, or .NET. The safe sources are Windows Update, Windows servicing commands, Windows recovery features, or matching official installation media.

The file is normally associated with:

%WINDIR%System32

Microsoft update file lists confirm both x86 and x64 versions in Windows 10, including version 10.0.10240.16390. Do not use a file’s size or filename alone to decide whether it is suitable. A 64-bit Windows installation can contain both 64-bit and 32-bit system components.

Fix 1: Install pending Windows updates

Time needed: 10–30 minutes, plus any download time

A failed update or incomplete upgrade can leave a protected Windows file unavailable. Start with Windows Update before running deeper repairs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Windows 11

  1. Open Start > Settings.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Install every available update.
  5. Restart the computer, even if Windows does not immediately require it.
  6. Return to Windows Update and check again until no important updates remain.
  7. Start the affected application or reproduce the startup error.

Windows 10

  1. Open Start > Settings > Update & Security.
  2. Select Windows Update.
  3. Click Check for updates.
  4. Install the available updates and restart.
  5. Check for updates again after restarting.

If the error appeared after an upgrade, restart once more after updates finish. If Windows Update reports an error or cannot repair the file, continue with DISM and SFC rather than repeatedly clicking Check for updates.

Windows 10 support ended on October 14, 2025, so older installations may not receive normal repairs through Windows Update. For those systems, official installation media or a supported upgrade may be necessary.

Fix 2: Repair Windows with DISM, then SFC

Time needed: 15–45 minutes

DISM repairs the Windows component store that SFC uses as its repair source. Microsoft’s recommended order is DISM first, followed by System File Checker.

  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to reach completion. Do not close the window if progress appears to pause.
  2. When DISM finishes, run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows and test the program again.

The useful SFC results are:

  • Windows Resource Protection did not find any integrity violations: SFC found no damaged protected files.
  • Windows Resource Protection found corrupt files and successfully repaired them: Restart and test again.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: Run DISM again, restart, and run SFC again. If it still cannot repair Windows, move to the recovery options below.

If DISM says that source files could not be found, use a matching Windows installation source. The source must match the installed Windows edition, language, and architecture. Microsoft explains the /Source and /LimitAccess options in its guide to repairing a Windows image. Do not guess at an installation image or point DISM at an unrelated Windows version.

Repeating SFC and DISM without knowing what changed can waste time. Outbyte PC Repair offers a free scan that shows what it identifies; its repair functions are performed by the full version. It is optional, and Windows servicing remains the correct repair path for a damaged protected component.

Fix 3: Check whether Windows Security quarantined the file

Time needed: 5–15 minutes

A security scan, malware removal, or cleanup operation can remove a system file. Quarantine is possible, but it is not proof that malware caused this particular error.

  1. Open Start > Settings.
  2. Select Privacy & security > Windows Security in Windows 11. On Windows 10, open Update & Security > Windows Security.
  3. Click Virus & threat protection.
  4. Select Protection history.
  5. Review recent events for SubscriptionMgr.dll or a related Windows component.
  6. Open the event and examine its details.

If the event identifies a Microsoft-signed file that was quarantined, confirm the path and detection details before taking action. You can choose Restore only when you are confident the detection is incorrect and the file is genuine. Microsoft Defender may immediately detect the file again after restoration, so do not override a repeated warning casually.

Right-click the file, when it is present, and choose Properties > Digital Signatures. A genuine Windows copy should identify Microsoft as the signer. A missing signature, an unexpected folder, or a signature that fails validation is a reason to leave the file quarantined and run a full Microsoft Defender scan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protection History keeps events for only a limited period, so an old quarantine event may no longer be visible. If the file repeatedly disappears, back up important data and investigate malware or disk corruption instead of restoring it repeatedly.

Fix 4: Determine whether one application is actually failing

Time needed: 10–30 minutes

The wording of the error does not identify the real cause. Windows loader messages such as “the specified module could not be found” or “the code execution cannot proceed” are generic.

First, determine the scope:

  • If Windows starts normally and only one application reports the error, suspect that application’s installation or dependency chain.
  • If the message appears during Windows startup, affects several programs, or accompanies network and system problems, prioritize Windows repair.
  • If the named file exists, another DLL that it requires may be missing or incompatible. Windows searches for dependencies separately, so “module not found” does not always mean the named file itself is absent. Microsoft documents this behavior in its DLL search-order guidance.

For a single affected application:

  1. Open Settings > Apps > Installed apps in Windows 11, or Settings > Apps > Apps & features in Windows 10.
  2. Select the affected application.
  3. Choose Advanced options, if available.
  4. Select Repair.
  5. If Repair does not help, choose Reset only if you understand that it may remove application data.
  6. Otherwise uninstall the application.
  7. Restart Windows.
  8. Reinstall it from the developer’s official installer or store.

Some desktop programs instead provide a Repair option in Control Panel > Programs > Programs and Features. Games may offer Verify, Repair, or Verify files in their launcher. Use that function before reinstalling the entire game.

Do not copy subscriptionmgr.dll into the application’s folder. A Windows system DLL placed beside an executable can create version conflicts or DLL hijacking opportunities. If the program still fails after its files are repaired, inspect its own logs and dependency requirements.

Fix 5: Reinstall a related network adapter only when symptoms match

Time needed: 10–20 minutes

The Subscription Manager component is associated with mobile broadband. A driver problem is relevant when the DLL error appears alongside WWAN, SIM, hotspot, cellular modem, or network-adapter failures. It is not a reason to reinstall every driver on the computer.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Network adapters.
  4. Identify the affected cellular, WWAN, or network adapter.
  5. Right-click it and choose Uninstall device.
  6. Confirm the removal. Do not select an option that removes unrelated driver packages unless you know exactly what it does.
  7. Restart Windows.
  8. Let Windows reinstall the adapter.
  9. Test the mobile-broadband or network connection.

If Windows cannot restore the adapter, install the driver from the computer or adapter manufacturer’s official support page. Outbyte Driver Updater can scan for outdated drivers, with driver installation handled by the full version. It is optional; for a WWAN fault, identifying the exact adapter and using the manufacturer’s compatible driver remains the safer definitive route.

Fix 6: Use System Restore or a repair reinstall

Time needed: 20–90 minutes

Use recovery when DISM and SFC cannot restore the component, or when the error began immediately after a failed update, cleanup, or system repair.

System Restore

  1. Press Win+R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Choose a restore point from before the problem began.
  3. Select Scan for affected programs if available.
  4. Review the changes.
  5. Select Finish and allow Windows to restart.

System Restore does not normally remove personal documents, but it can change programs, drivers, and system settings installed after the selected restore point. Microsoft describes the process in its System Restore instructions.

Windows 11 repair reinstall

On supported Windows 11 installations:

  1. Open Settings > System > Recovery.
  2. Find Fix problems using Windows Update.
  3. Select Reinstall now.
  4. Follow the prompts.

This option reinstalls the current Windows version while preserving apps, files, and settings when the feature is available.

If that option is unavailable, use matching official Windows installation media for an in-place repair. Back up important files first. Microsoft provides the official Windows 11 download page and Windows 10 download page.

What probably caused the error

The likely causes depend on when the message appeared:

Situation More likely explanation Best next step
Several Windows components fail Corrupted protected file or component store Windows Update, DISM, then SFC
Error began after an upgrade Failed or incomplete Windows servicing Update again, then repair reinstall
Windows Security lists the file Quarantine or a false detection Verify the signature and scan the system
Only one application fails Application corruption or a missing dependency Repair or reinstall that application
File was copied manually Wrong build, architecture, or unsafe replacement Remove it and repair Windows
WWAN or SIM features also fail Network-adapter or mobile-broadband issue Reinstall the affected adapter
Multiple files vanish or signatures fail Malware or storage corruption Scan, back up data, and use recovery

FAQ

Is subscriptionmgr.dll a Visual C++ or DirectX file?

No. It is a Windows Subscription Manager component associated with mobile broadband. Installing Visual C++, DirectX, or .NET is not a general fix for this filename.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does the file belong in System32?

It is normally associated with %WINDIR%System32, but the correct copy depends on the installed Windows build and architecture. Do not replace it based only on the filename or a reported file size.

Is subscriptionmgr.dll included in Windows 11?

Microsoft’s cited component documentation establishes Windows 8, Windows 8.1, and Windows 10. It does not establish that the same DLL remains present in every current Windows 11 build. Let Windows servicing determine the correct files for the installed build.

Should I run regsvr32 subscriptionmgr.dll?

No, not as a routine repair. regsvr32 registers DLLs that provide registration routines such as DllRegisterServer; it is not a general tool for restoring Windows system components. Use Microsoft’s regsvr32 documentation for its actual purpose.

What if the file exists but the error remains?

A dependency may be missing or incompatible. If the problem affects one application, repair that application and inspect its logs. If it affects Windows broadly, run DISM and SFC, then use recovery options rather than repeatedly replacing the visible DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the safest fix?

Install Windows updates, run DISM followed by SFC, check Protection History, and separate a system-wide failure from a single application failure. Avoid arbitrary DLL downloads and manual copying.
