Start with this diagnostic checklist
Before changing Windows, answer these questions:
- Which program is named in the error window or startup entry? Look for a program name such as
utweb.exe, OBS, a video editor, a game, or a development tool. - When does the error appear? Does it happen at Windows sign-in, when launching a media application, or when starting a game?
- Was the program recently updated, moved, cleaned, uninstalled, or quarantined by antivirus software?
- Is the application 32-bit or 64-bit? The DLL architecture must match the program that loads it.
- Does the message say the DLL is missing, or that a dependency is missing?
- Where is the file located? It normally belongs in the application’s own installation folder, not in
C:WindowsSystem32.
The error may appear as:
- “The program can’t start because swresample-3.dll is missing from your computer.”
- “The specified module could not be found.”
- “Error loading swresample-3.dll.”
- “The code execution cannot proceed because swresample-3.dll was not found.”
- “swresample-3.dll is either not designed to run on Windows or it contains an error.”
These are Windows loader messages, not FFmpeg diagnostics. The named application is more useful than the filename alone.

1. Repair the application that reports the error
This is the fastest and most likely fix. The file is normally a private part of an application’s FFmpeg bundle. A failed update, incomplete installation, manual deletion, disk problem, or uninstaller may have removed it along with related files such as avcodec, avformat, or avutil.

- Open Start.
- Select Settings.
- Select Apps, then Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Launch the original program again.
Repair should restore or validate the application without removing its personal settings. If Repair is unavailable or the error remains, select Reset only if you understand that it may remove app data. For desktop applications, use the publisher’s repair option or installer instead.

Reinstall from the publisher
If repair does not work:
- Close the affected program.
- Open Settings > Apps > Installed apps.
- Select the program and choose Uninstall.
- Restart Windows.
- Download the installer from the application publisher’s official website or use the official launcher.
- Install the program to its normal location.
- Start it again and test the operation that previously failed.
Do not copy an isolated DLL into the program folder unless you are a developer or vendor restoring a verified, complete application bundle. The installer must restore the matching FFmpeg libraries together.
Verify a game through its launcher
For a Steam game:
- Open Steam.
- Select Library.
- Right-click the game.
- Select Properties.
- Open Installed Files.
- Select Verify integrity of game files.
- Wait for Steam to replace missing or damaged files.
- Start the game again.
Other launchers have similar file-repair or verification commands. Use those before downloading individual files.
2. Check whether antivirus quarantined the file
Security software can remove or quarantine a bundled DLL after an update or a change in detection rules.

- Select Virus & threat protection.
- Select Protection history.
- Review recent events for the affected application or
swresample-3.dll. - Check the file path, detection details, and originating installer.
Restore a quarantined file only when all of these are trusted:
- The file belongs to the application named in the error.
- Its location is the application’s installation directory.
- The application came from its official installer or launcher.
- The installer and file have a trustworthy digital signature or known provenance.
If there is any doubt, do not restore the file. Uninstall the application, run a security scan, and reinstall it from the official source. Windows Security Protection History does not retain events indefinitely, so an older quarantine event may no longer be visible.
3. Restore the correct architecture and FFmpeg ABI
The number in swresample-3.dll identifies an FFmpeg library ABI generation. It is not the complete FFmpeg version. A program that expects the version-3 ABI cannot safely use swresample-4.dll or another similarly named file.
The same filename can also be built for 32-bit or 64-bit Windows applications. A 32-bit copy is not a substitute for a 64-bit copy, and vice versa.
Check the application rather than guessing from Windows:
- A 32-bit program on 64-bit Windows still needs its 32-bit DLL bundle.
- A 64-bit program needs the 64-bit DLL bundle.
- Do not mix DLLs from different applications.
- Do not replace only
swresample-3.dllwhile leaving an incompatibleavcodec,avutil, oravformatfile beside it.
The correct fix is to restore the complete bundle through the application’s repair, reinstall, or launcher verification process.
4. Repair the Microsoft Visual C++ dependency when indicated
Sometimes Windows can see swresample-3.dll, but a dependency of that DLL is missing. That produces the same “specified module could not be found” wording.
Repair the Visual C++ runtime only when the application documentation, installer, event log, or dependency inspection indicates that it is required.

- Identify whether the affected application is 32-bit or 64-bit.
- Obtain Microsoft’s supported Visual C++ Redistributable package.
- Use
vc_redist.x86.exefor a 32-bit application. - Use
vc_redist.x64.exefor a 64-bit application. - On 64-bit Windows, install both packages if you use applications of both architectures.
- Restart Windows.
- Test the original application.
Installing the redistributable does not provide swresample-3.dll. It only supplies Microsoft runtime components that an application or one of its libraries may require. Multiple Visual C++ Redistributable versions can coexist.
If the application’s installer includes its own runtime repair option, use that first.
5. Repair Windows components only when other Windows problems exist
swresample-3.dll is an application file, not a protected Windows system DLL. System File Checker normally will not recreate it. Use DISM and SFC when Windows itself is also showing damaged system files, broken services, update failures, or unrelated system errors.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run this command:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Run:
sfc /scannow
- Restart Windows.
- Repair or reinstall the affected application again.
DISM repairs the Windows component store. SFC checks protected Windows files. Neither command is a substitute for restoring the application’s FFmpeg bundle.

Do not enable random items in Windows Features to fix this DLL. FFmpeg is not a Windows optional feature, and turning on legacy components will not supply the correct application-specific library.
6. Check storage, malware, and the file path
If the error returns after a successful reinstall, investigate why files are disappearing.

- Open the application’s installation folder from its shortcut:
- Right-click the shortcut.
- Select Properties.
- Select Open File Location.
- Confirm that the application and its DLLs are in a normal program directory.
- Check available disk space in Settings > System > Storage.
- Review antivirus detections and installer logs.
- Run a full scan in Windows Security > Virus & threat protection > Scan options.
- Check whether the drive reports errors or unusual behavior.
A DLL found in a temporary folder, Downloads, or an unrelated system directory deserves extra scrutiny. The filename alone does not prove that the file is safe or malicious.

If the problem clearly began after a recent installation, update, driver change, or system modification, System Restore may help:
- Press Win+R.
- Type
rstrui.exe. - Press Enter.
- Choose a restore point from before the problem.
- Follow the wizard and restart Windows.
System Restore does not replace the application’s normal repair process, and it may not be available.

A missing FFmpeg DLL is not normally an audio, graphics, capture, or chipset driver problem. Update a driver when the application starts successfully and then crashes, or when crash logs specifically identify a driver.
To check manually:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Sound, video and game controllers or Display adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows and test the application.
Use the hardware manufacturer’s official support page when Windows cannot find a suitable driver.

Do not use these fixes
Do not download a random DLL
Unrelated DLL download sites may provide malware, the wrong ABI generation, the wrong architecture, or a file that does not match the rest of the application. Even a genuine file may fail because another FFmpeg or Visual C++ dependency is missing.
Use the affected application’s official installer, launcher verification, or repair function. FFmpeg provides the underlying project and links to Windows builds, but there is no single universal official swresample-3.dll download for every application.
Do not copy it into System32 or SysWOW64
Application DLLs are commonly loaded from the executable’s own directory. Copying a private FFmpeg library into C:WindowsSystem32 or C:WindowsSysWOW64 can create version conflicts and does not repair the application bundle.
Do not run regsvr32
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer, typically COM or ActiveX components. FFmpeg’s runtime library is not normally registered that way. Running:
regsvr32 swresample-3.dll
will not repair a missing dependency or rebuild the application’s FFmpeg files.
FAQ
Is swresample-3.dll a Windows system file?
No. It is a Windows build of FFmpeg’s libswresample, normally bundled privately with a third-party application.
Can I replace it with swresample-4.dll?
No. The number identifies an ABI generation. Restore the exact library family required by the application.

Why does Windows say the file is missing when it is visible in the folder?
A dependency of the DLL may be missing, or the DLL may have the wrong architecture. Repair the complete application bundle first, then check the matching Visual C++ Redistributable if the application requires it.
Should I install the newest FFmpeg?
Not necessarily. A current FFmpeg release may use a different ABI than an older application expects. Use the version and files supplied by the application vendor.
Why does the error appear after I uninstalled the program?
A leftover startup entry may still launch the removed program at sign-in. Check Settings > Apps > Startup and Task Manager > Startup apps, then remove the orphaned entry. If you still need the program, reinstall it and uninstall it properly afterward.
What is the safest permanent fix?
Identify the program named by the error, repair or verify its files, and reinstall it from its official source if necessary. That restores the matching DLL set instead of treating one filename as an independent Windows component.
