The path can therefore differ even on two fully updated PCs. A version built for the older CLR generation is not interchangeable with one built for the later generation, and a 32-bit native image is not a substitute for a 64-bit image. Windows and the .NET installer maintain the native-image cache for the runtime that is actually installed.
For that reason, the error is best treated as a dependency or application-integrity problem. Reinstalling the matching framework or application recreates the correct native image; copying an arbitrary DLL does not.

When no Repair option exists
Use the application’s own uninstaller and reinstall it from the vendor’s official installer. This is preferable to replacing one DLL because the installer can restore the correct managed assembly, native-image cache, registry entries, and architecture-specific files together.

How do I fix ASP.NET 3.5 and IIS on Windows 11 26H1?
Microsoft states that ASP.NET 3.5 requires additional registration to run in IIS on Windows 11 26H1 and later. This applies to an IIS-hosted application, not to every desktop program that happens to mention System.Web.ni.dll.
Check the prerequisites
- .NET Framework 3.5 installed with the standalone installer.
- IIS installed with ISAPI Filters and ISAPI Extensions.
- Windows PowerShell 5.1.
- An elevated PowerShell window started with administrator rights.
