testercicada.dll is an application DLL associated with Fluke Networks LinkWare PC, the cable-test-results management program used to upload, organize, verify, and print tester results. It is not a normal Windows component, and there is no good reason to download it separately or copy it into C:WindowsSystem32.

The safest fix is to repair LinkWare PC or reinstall it from Fluke Networks’ official LinkWare download catalogue. Fluke currently lists LinkWare PC Software 12.1 and a separate 12.1 standalone installer. Use the standalone package if the computer cannot reach the internet during installation.

Why Windows reports this error
When LinkWare starts, Windows loads the executable and the application libraries it needs. If TesterCicada.dll is absent, quarantined, damaged, or being loaded from an unexpected installation directory, LinkWare may stop before its main window appears.
The most likely causes are:
- An incomplete or damaged LinkWare PC installation
- A failed LinkWare update or reinstall
- Antivirus software quarantining the DLL
- A shortcut pointing to an old LinkWare directory
- Multiple LinkWare installations on the same PC
- A deployment or software-management system installing only part of the package
- Windows component corruption
- Malware or unauthorized deletion
testercicada.dll is not verified as a Windows DLL, a System32 or SysWOW64 component, or a Microsoft Visual C++ runtime file. Reinstalling Visual C++ is therefore not the primary repair.
Fix 1: Repair or reinstall LinkWare PC
This is the fix most likely to work because it restores the DLL together with the other LinkWare files and dependencies.
Try the built-in repair option
- Press Windows + I to open Settings.
- Select Apps.
- Open Installed apps on Windows 11, or Apps & features on Windows 10.
- Search for Fluke Networks LinkWare.
- Select the three-dot menu beside it.
- Choose Modify, Change, or Repair, depending on what the installer provides.
- Follow the repair wizard.
- Restart Windows.
- Start LinkWare from its installed shortcut.
A successful repair should open LinkWare without the missing-DLL message. If the repair option is unavailable or the same error returns, perform a clean reinstall.
Reinstall from Fluke’s official package
- Open Fluke Networks’ official LinkWare PC download catalogue.
- Download the current LinkWare PC package. Choose the standalone install version if you need an offline installer.
- Export or back up your LinkWare records before uninstalling.
- In Settings > Apps > Installed apps, select Fluke Networks LinkWare.
- Choose Uninstall and complete the wizard.
- Restart the computer.
- Run the Fluke installer.
- If Windows asks for administrator approval, select Yes.
- Accept the installation location unless your organization requires a specific folder.
- Restart Windows again, then launch LinkWare.
Do not copy testercicada.dll from another computer. A DLL from a different LinkWare release can have incompatible dependencies, and replacing one file may leave the rest of the installation damaged.
If LinkWare was installed by company software-management tools, use that system’s Repair, Verify, or Reinstall action instead of downloading a separate file. Contact your administrator if the deployment repeatedly stops partway through.
Fix 2: Check Windows Security quarantine
Antivirus software can remove or quarantine an application file after an update, especially if the file changed unexpectedly. Restore it only after verifying that LinkWare came from Fluke.

- Open the Start menu.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent quarantined or blocked items.
- Look for an entry referring to LinkWare or
testercicada.dll. - Check the reported file path.
- If it is inside the genuine LinkWare installation directory, verify that your LinkWare installer came from Fluke.
- Only then use Restore or Allow on device, if Windows Security provides those choices.
- Reinstall LinkWare instead if you are uncertain about the file or its source.

The exact installation directory can differ. If Windows Security repeatedly quarantines the file, do not keep restoring it. Run a full scan, verify the installer, and contact Fluke support or your organization’s administrator.
Fix 3: Check the shortcut and installation path
A shortcut can continue pointing to a removed LinkWare installation after an update or manual cleanup.
- Right-click the LinkWare shortcut.
- Select Properties.
- Review the Target field.
- Check whether the target executable still exists.
- Select Open File Location if available.
- Confirm that the executable and its DLL files are in the same current LinkWare installation tree.
- If the shortcut points to an old or missing folder, delete it.
- Open the current LinkWare installation directory and create a new shortcut from the correct executable.
Do not assume that a 64-bit version of Windows must use 64-bit application DLLs. A 32-bit application can legitimately use 32-bit libraries in its own folder on 64-bit Windows. Fluke documentation has described both 32-bit and 64-bit Windows support for older LinkWare releases, but the architecture of this individual DLL is not publicly verified. Install the complete LinkWare package intended for your Windows environment rather than mixing files.
Fix 4: Update LinkWare and verify the Windows version
An old or partially updated LinkWare release can fail for reasons beyond one missing DLL. This is especially relevant if you use LinkWare Live connectivity. Fluke has stated that LinkWare PC 10.9 or later is required for TLS 1.2 connectivity after its service change.

- Note your current LinkWare version, if the program still opens.
- Close LinkWare and any related Fluke utilities.
- Download the current installer or standalone installer.
- Run the installer as administrator.
- Restart Windows.
- Test both LinkWare startup and any required online connection.
If your organization controls LinkWare through a managed software portal, use the approved package there. A manually installed version may conflict with the organization’s deployment rules.
Fix 5: Repair Windows components with DISM and SFC
This is a lower-probability fix because testercicada.dll appears to be application-local, not a protected Windows file. Use it when other Windows programs also report missing files, Windows Update is failing, or the problem began after broader system corruption.

First install pending Windows updates and restart.
- Open Start.
- Type Terminal or Command Prompt.
- Right-click it and select Run as administrator.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- Then run:
sfc /scannow
- Restart Windows after SFC completes.
- Try LinkWare again.
DISM repairs the Windows component store that SFC uses as a repair source, which is why Microsoft recommends running DISM before SFC. If SFC reports that it found and repaired corrupted files, test LinkWare after the restart. If it reports that some files could not be repaired, repeat the commands after completing Windows Update, then repair or reinstall LinkWare itself.

Fix 6: Do not use regsvr32 as a general DLL repair
regsvr32 is for DLLs that expose registration functionality such as DllRegisterServer. It is not a universal missing-file repair command.
Running this without a verified vendor instruction is normally counterproductive:
regsvr32 testercicada.dll
If the DLL is not self-registering, Windows may report that the entry point is missing or that the module could not be loaded. Even if registration succeeds, it would not restore a deleted file or repair another missing LinkWare dependency.
Use regsvr32 only when a specific Fluke error or support instruction confirms that this particular component must be registered.
Fix 7: Check for malware or unauthorized deletion
If the DLL disappeared from an unofficial installer, a modified software bundle, or an untrusted backup, do not restore that copy.
- Open Windows Security.
- Select Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
- Remove or quarantine anything Windows Security identifies.
- Restart Windows.
- Reinstall LinkWare from Fluke’s official package.
If the file was removed by security software, verify the installer’s source before allowing anything back onto the PC.

Driver updates are rarely the answer
LinkWare’s missing application DLL is not normally repaired by updating a graphics, chipset, audio, or storage driver. Update drivers only if Device Manager shows a separate hardware problem or the error began alongside broader device failures.

To check:
- Right-click Start.
- Select Device Manager.
- Expand the relevant hardware category.
- Look for a yellow warning icon.
- Right-click the affected device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.

A standalone DLL can be the wrong release, wrong architecture, incomplete, tampered with, or missing its own dependencies. It can also hide the real problem: a broken LinkWare installation or a failed update.
When System Restore is appropriate
Use System Restore only when the problem began immediately after a failed update, installation, or system change and LinkWare cannot be repaired normally.
- Press Windows + R.
- Enter:
rstrui.exe
- Press Enter.
- Choose a restore point from before the problem began.
- Select Scan for affected programs if available.
- Confirm the restore.
- Restart Windows and test LinkWare.
System Restore rolls back system settings and installed programs but normally does not remove personal files. Back up important records first.

If reinstalling does not solve the problem, collect:
- The complete error message
- Your LinkWare version
- Your Windows version and system architecture
- The LinkWare installation path
- The exact path Windows reports for

- Whether the installer completed successfully
- Whether more than one LinkWare installation exists
- The relevant Event Viewer application error
To find the last item, right-click Start, open Event Viewer, select Windows Logs > Application, and review the error recorded at the time LinkWare failed.
