How Sigil Stones work
Sigil Stones are rewards for closing Oblivion Gates. They contain preset enchantments, so you can use one without an enchanting altar. The original-game manual explains that stones produce enchanted items and are selected from the Inventory Menu: Bethesda’s Oblivion manual. The remastered-game guide describes separate offensive effects for weapons and defensive effects for armor or jewelry, so match the effect to the equipment slot and the job you want it to do.
