Opening Magistrate Waldhar’s cell does not finish The Caged Magistrate. Waldhar will only leave Vernworth’s gaol once he has a library with plenty of tomes, and the quest does not tell you where to find one. The library is in the vaults beneath the Gracious Hand in the Slums, and you reach it through a separate side quest called “The Heel of History.” Find that library first, then free Waldhar, escort him out, and report to Captain Brant at the Stardrop Inn for the listed reward of 7,000 Gold and one Ferrystone.
Requirements and timing
- You must have reached Vernworth and completed “Seat of the Sovran.”
- Captain Brant starts the quest at the Stardrop Inn, and the guides say you need to speak with him at night. Daytime visits will not start it.
- You need food and 1,000 Gold on hand for Ser Kendrick later in the quest.
Step 1: Get the Gaol Key from Captain Brant
- Go to the Stardrop Inn in Vernworth after dark.
- Speak to Captain Brant about the magistrate.
- Take the Gaol Key he gives you. You will use it on Waldhar’s cell.
Step 2: Visit Magistrate Waldhar
Find the Vernworth gaol and use the Gaol Key to open Waldhar’s cell. He will not walk out with you at this point. He says he is unwilling to leave without a place with many tomes. Treat this conversation as the quest’s objective: you now need a library before you return.
Gaol entry routes
The guides describe two ways into the gaol. The material available for this walkthrough gives only broad detail on each, so the table below compares them by where you are and what the sources do and do not say.

Guard behavior inside the gaol
The guides disagree on how the gaol guards react, so plan for the stricter version:

- PowerPyx says the guards have instructions to ignore the player.
- Windows Central advises using the pillars and staying out of the guards’ line of sight, and says the guards attack if they spot you.
- GameSpot says its author wore the Marcher’s armor but could not confirm that the armor was required.
Do not rely on guards ignoring you, and do not assume a disguise is needed. Stay out of sight, use the pillars for cover, and treat any detection as a fight you may have to win.
Step 3: Find the library through “The Heel of History”
Waldhar’s condition is only met after you find the vault archive. The route runs through a side quest tied to the Gracious Hand in the Slums.

Feed Ser Kendrick and start the quest
- Go to the Gracious Hand in the Slums and speak with Ser Kendrick.
- Give him food and 1,000 Gold. This advances “The Heel of History.”
Learn where Malcolm went
- Speak with three children around or inside the building.
- Use what they tell you to learn where Malcolm went.
- Return to Ser Kendrick once you have that information.
Follow Kendrick into the vaults
- Follow Ser Kendrick into the ruined tower.
- Continue down into the underground vaults.
- Follow Malcolm to the library, which is the place with plenty of tomes that Waldhar wants.
Step 4: Free Waldhar and report to Brant
- Return to Waldhar’s cell in the gaol.
- Tell him about the vault archive you found.
- Escort him out of the gaol.
- Report to Captain Brant at the Stardrop Inn at night.
The guides list the reward as 7,000 Gold and one Ferrystone. The reward is listed by the guides cited here, and its amount may vary by game version, so check your own reward screen if the numbers differ.
If Waldhar does not advance
If you open the cell and leave before you have found the library, the quest does not advance to the reward. Waldhar’s condition has to be met first: go back through “The Heel of History,” reach the vault library, then return to his cell.
