The Math on Unplayed Steam Games Is Off—and There’s No Cause for Guilt

A current-price estimate of unplayed Steam games is not a measure of spending or waste. Here’s what the data says, and why zero recorded hours is not a moral failing.

The often-repeated claim that Steam users collectively have $19 billion in games they never played is not a measure of what they spent—or wasted. It assigns current storefront prices to games with zero recorded Steam playtime, even though libraries can include bundles, gifts, giveaways, discounts, and free games, and playtime records can miss real activity. The result is an imputed value under specific assumptions, not a bill or a verdict on players.

What the $19 billion figure does—and does not—mean

The $19 billion headline became a point of dispute in an Ars Technica article published in June 2024. The available excerpt describes a calculation based on current sale prices for unplayed games. That approach may estimate what those library entries would cost at those prices, but it cannot establish what their owners actually paid.

A current price is a replacement-value estimate, not a receipt. A game in a library might have come from a bundle, a giveaway, a gift, a free promotion, a discounted purchase, or a regional price. Steam library data alone does not tell you which route applied or how much money changed hands. So the headline should not be read as $19 billion in consumer spending, let alone $19 billion wasted.

There is a second measurement problem: zero tracked Steam playtime is not conclusive proof that a person has never experienced a game. Play offline, time logged before tracking began, or access through Family Sharing may not show up as expected in a tracker. The right description is “never launched” or “zero recorded time” in a specified dataset—not necessarily “never played” in real life.

What a recent library sample found

Coilr’s report, dated October 7, 2026, analyzed 120,659 games across 440 Steam libraries. In that self-selected tracker sample, the median library had never launched 22% of its games; 42% had either never been launched or received less than an hour of play. These are findings about Coilr’s sample, not a rate for all Steam users.

  • In the median sample library, 22% of games had never been launched.
  • In the median sample library, 42% had never been launched or had less than one hour of recorded play.
  • Among libraries with at least 1,000 games, the median never-launched share was 50%; among libraries with 10–49 games, it was 12%.
  • The current full US prices of never-launched games in the median sample library totaled $308. Coilr says this is what it would cost to fill that shelf again at those prices—not what the owner spent.

Coilr excludes private or all-zero libraries, libraries with fewer than ten games, software and desktop toys, and titles users hid on the service. Its participants signed up to track their libraries, so they are not a random sample of Steam accounts. Its report also notes that offline play, play before tracking started, and Family Sharing can affect recorded time. Steam’s free-to-play listing behavior creates another limitation: free games may not appear as unplayed in this dataset. See Coilr’s report and methodology for the sample details.

Why unplayed libraries are not a simple measure of waste

A game can be owned without being played for many reasons: it came with a bundle, a player’s interests changed, leisure time ran short, or the owner likes collecting and keeping options available. A 2016 study of the Steam community discussed bundles, finite time and energy, and collector behavior as explanations for unplayed ownership. It also found that ownership was long-tailed: a small number of very large libraries can skew averages, making the median more useful for describing a typical account. The study used storefront prices to estimate account market value because exact spending could not be read from the API; it is historical context, not a current estimate of how many Steam users leave games unplayed. O’Neill et al., “A Large Scale Study of the Steam Community” (2016).

Nor does ownership create an obligation to finish, install, or even try every game. A library can be a collection of possibilities rather than a checklist. Whether a purchase feels worthwhile is personal; a zero-hour entry by itself cannot tell you whether you regret buying it or whether its price was worth paying.

How to judge any “Steam backlog” statistic

Before treating a backlog percentage or dollar total as representative, check what the number actually measures:

  • Who was counted? A random population sample, public profiles, tracker users, and voluntary survey respondents describe different groups.
  • What was counted? Owned library entries, paid purchases, zero tracked minutes, and games below a playtime threshold are not interchangeable.
  • When was it measured? Note the collection date and whether the report is updated or recomputed.
  • How was value assigned? Receipts, historical purchase prices, current sale prices, and current full prices answer different questions.
  • What activity might be missing? Offline play, Family Sharing, private profiles, delisted titles, and activity before tracking began can complicate the record.
  • Which summary is reported? A mean can be pulled upward by very large libraries; a median describes the midpoint account in the sample.

A 2024 draft paper using Steam account data has additional limits: it says its data omitted some free games and did not directly observe purchases, using first achievement as a proxy date in part of its analysis. Its sample statistics should not be turned into a current Steam-wide figure. Northwestern-hosted draft, dated October 1, 2024.

Valve Steam Deck 1TB Upgraded Handheld Gaming Console with Carring case, 1280 x 800 OLED Display Silicone Soft Cover Protector & Joystic Cap & Tempered Glass Film Bundle
  • Valve is entering the gaming console marketplace with the new Steam Deck, a console geared towards PC gamers. The Steam Deck can be docked to a monitor, and used as a PC, or docked to a TV.
  • Players can play a huge variety of games at any time with the comfort of a console and the freedom of a PC. Not anti-glare screen.
  • Like the name suggests, the Steam Deck will include upgraded 1TB storage, and will include a carrying case. A micro SD slot will also enable expanded storage.
  • Valve partnered with AMD to create a specialized APU optimized for handheld gaming, and Valve says the chip will deliver performance to run AAA gaming titles.
  • The Steam Deck is outfitted with a 7-inch touchscreen, and two trackpads under the control sticks that allow gamers to operate games never designed outside of mouse and keyboard capabilities.

What you can conclude about your own library

If you want to inspect your own playtime, a tracker such as Coilr can help organize the data, but its output is still a record of what it can observe—not a definitive history of every time you played. You can also look at your Steam library and playtime directly. Treat a zero as a prompt to decide whether you still want the game, not as evidence that you have failed at being a player.

Players ask how many games others have never played or installed, as in a June 2024 Steam community discussion. That question captures a familiar feeling, but the thread is not a representative survey. There is no reliable universal count in the figures described here—and no reason a library statistic should dictate how you spend your free time.
