Instead, it is adding an Xbox-oriented software layer to Windows 11 handheld PCs: a controller-first full-screen interface, a combined game library, handheld-focused Game Bar controls, Xbox account features, and targeted reductions in desktop overhead.
The strategy arrived with ASUS’s ROG Xbox Ally and ROG Xbox Ally X, which launched on October 16, 2025. The devices remain Windows gaming PCs, but Microsoft’s software is designed to make them feel closer to a console without giving up access to Steam, other PC storefronts, desktop applications, mods, and utilities.

The short version: Xbox is becoming a Windows handheld layer
“Combining Windows and Xbox” describes software integration rather than an operating-system merger. Windows 11 remains underneath and continues to run desktop apps, browsers, launchers, utilities, and PC games. Xbox supplies the front-end experience and services that are most useful on a small, controller-driven device.
- Windows 11 remains the underlying PC operating system.
- The Xbox app provides the game library, Game Pass, social features, cloud gaming, and account integration.
- Game Bar provides quick controls, widgets, settings, and app switching through the handheld’s Xbox button.
- Xbox mode, also called the Xbox full-screen experience, presents a controller-first shell instead of loading the traditional desktop as the primary starting point.
Users can still leave Xbox mode and return to the complete Windows desktop whenever they need a launcher, file manager, browser, mod tool, or other desktop application.

The hardware that introduced the strategy
The first Xbox-branded Windows handhelds were developed by Microsoft in partnership with ASUS and AMD. They are not Microsoft-made Xbox consoles in miniature.

Both models launched worldwide across 45 countries on October 16, 2025. The official Xbox product page also listed three months of Xbox Game Pass Premium with either device, subject to the offer’s regional, redemption, and renewal terms. Prices and subscription promotions can change, so the figures above should be treated as the U.S. ERP shown on Xbox’s product page rather than a permanent global price.

The intended flow is closer to a console than a conventional Windows PC:
- Power on the handheld.
- Enter the Xbox full-screen experience rather than landing immediately on the desktop.
- Browse the Xbox-oriented library with the built-in controls.
- Launch a supported game from Xbox, PC Game Pass, Steam, or another connected PC storefront.
- Press the Xbox button to open Game Bar controls and widgets.
- Hold the Xbox button to switch between open games and applications.
- Exit to the Windows desktop when a desktop task or unsupported application requires it.
Microsoft’s original preview described a mode that avoids loading the desktop wallpaper, taskbar, and some productivity-oriented background activity by default. This does not remove Windows. It changes which part of Windows is foregrounded during handheld gaming.
Availability should not be assumed for every Windows handheld. Microsoft initially focused on the ROG Xbox Ally devices and later said Xbox mode was expanding to other Windows 11 devices. Eligibility and rollout can depend on the device, Windows build, Xbox app, Game Bar version, and region.
One library, several different storefronts
The Xbox app is intended to aggregate supported games from multiple PC sources, including:
- Xbox PC games
- PC Game Pass titles
- Microsoft Store games
- Steam games
- Other supported PC storefronts and launchers
- Xbox games available through cloud streaming or console Remote Play
This is primarily a discovery and launch experience, not a universal compatibility layer. A Steam game may appear in the Xbox library while Steam still handles its installation, updates, authentication, and execution. Storefronts may retain different metadata, controller requirements, DRM systems, overlays, and save behavior.
A listing also does not guarantee native installation, controller support, offline play, cross-save support, anti-cheat compatibility, or an Xbox console entitlement. Games that need a mouse, keyboard, launcher window, or manual graphics configuration may still require the Windows desktop or Gamepad Cursor.

What happens to Xbox console games?
The ROG Xbox Ally is a Windows PC, so Xbox console ownership does not automatically make every Xbox game run locally. There are three separate ways to access Xbox titles:

| Native PC play | The game has a Windows PC version, an applicable Xbox Play Anywhere entitlement, a PC Game Pass release, or a separately purchased PC version. |
| Xbox Cloud Gaming | The game is streamed from Microsoft’s servers. Access depends on the applicable Game Pass tier, title, region, account, and network conditions. |
| Remote Play | The handheld streams a game from the user’s own Xbox console over a network. |
Native play, cloud streaming, and Remote Play have different requirements and different failure modes. A game that works through the cloud is not necessarily installed locally, and a console game that works through Remote Play does not necessarily have a Windows version.
Microsoft’s product information explains the broader Xbox access model, while individual games should be checked through their current Xbox, PC Game Pass, or PC storefront listings.
The Xbox button becomes the handheld control center
Game Bar is more than a decorative overlay. The handheld-focused control layer is intended to reduce the need to navigate tiny Windows menus with a touchscreen or analog stick.
Depending on the device and software version, Game Bar provides quick access to:
- Wi-Fi and Bluetooth settings
- Device controls and widgets
- ASUS Armoury Crate or Command Center controls
- Gaming Copilot
- Controller-first switching between open apps
- Gamepad Cursor for interfaces that do not fully support controllers
- Display settings when docked, including resolution, refresh rate, and projection mode
Holding the Xbox button is designed to make app switching practical without returning to the desktop. Gamepad Cursor is particularly useful for launcher dialogs and older games that were built around mouse input, although it is still a workaround rather than proof that every PC interface has become console-friendly.

Microsoft’s approach is selective suppression, not removal. Xbox mode can avoid loading desktop wallpaper, the taskbar, some productivity-focused background processes, and certain desktop notifications or pop-ups while the handheld is being used as a game machine.
Microsoft reported that early testing returned approximately 2GB of memory to games. It also reported that sleeping in the full-screen experience used approximately one-third of the idle power of the same device booted into the traditional Windows desktop experience.
Those are Microsoft-reported internal test results, not independent benchmarks. They do not guarantee a specific frame-rate, battery-life, or resume improvement on every model or game. The practical benefit is that less desktop activity may be competing with a game, while the underlying Windows flexibility remains available.

What changed after launch?
The June 2025 preview is no longer the complete story. In an April 30, 2026 update, Xbox described several additions and expansions:

- Supported Samsung, LG, and Vizio televisions can receive automatic smart-TV gaming features.
- Game Bar includes a controller-accessible Display Widget for resolution, refresh rate, and projection settings.
- Docked controller pairing was improved.
- Gamepad Cursor was rolling out to all Windows 11 PCs through a Game Bar update.
- Auto Super Resolution entered preview for Xbox Insiders on the ROG Xbox Ally X.
- Bluetooth LE Audio support was improved.
- Xbox reported more than 1,000 PC games supported through its Handheld Compatibility program.
- Default Game Profiles and Advanced Shader Delivery were added for supported titles.
The “more than 1,000” figure is Microsoft’s program count as of April 30, 2026. It is not an independent judgment that all those games offer identical performance, controls, battery life, or launcher behavior.
The update also discussed the ROG Bulwark Dock and ROG 100W Charger Dock, including HDR10 support and, for the Bulwark Dock, variable refresh rate support. Actual docked results still depend on the dock, charger, display, cable, firmware, and game.

Where the approach helps—and where it does not
What it improves
- A more console-like startup and navigation experience
- A single place to discover supported games from Xbox and PC storefronts
- Quick controller access to settings and open applications
- Game Pass, Xbox saves, achievements, friends, cloud gaming, and Remote Play integration
- Potentially less desktop overhead during handheld gaming
- Continued access to Windows software, mods, browsers, and utilities
What it cannot erase
- Windows updates and desktop quirks
- Launcher-specific installation and authentication problems
- Anti-cheat, DRM, overlay, and third-party launcher conflicts
- Games that need mouse or keyboard input
- Differences between native play, cloud streaming, and Remote Play
- Variable sleep, resume, and controller behavior across games
For example, if a Steam game appears in the aggregated library but will not launch, the Xbox interface may be working correctly while Steam is failing at installation, authentication, or execution. If an Xbox title is missing offline, check whether a downloadable PC version or PC Game Pass entitlement exists; cloud access alone does not create a local installation.
Who is the Xbox Ally strategy for?
The approach makes the most sense for Xbox users who want portable PC access, Game Pass subscribers who want a controller-first interface, and PC gamers who dislike the friction of navigating Windows on a small screen but still need Steam and desktop flexibility.
It is less compelling for buyers seeking the lowest-cost handheld, a pure SteamOS experience, or the predictable console behavior of an Xbox Series device. The $999.99 Ally X is positioned as a premium PC handheld, not as a mass-market console replacement. Someone whose main goal is Xbox streaming may get more value from an existing Xbox paired with a phone, tablet, or cloud-capable device.
The verdict
Microsoft is best understood as Xboxifying Windows for handhelds. Xbox supplies the shell, library, social layer, cloud services, and controller tools; Windows preserves the broad PC ecosystem underneath.
That is a meaningful attempt to address Windows handheld PCs’ biggest usability problems, especially startup navigation, launcher discovery, app switching, and access to settings. But it does not make every PC game identical, turn every Xbox console game into a native handheld title, or eliminate Windows troubleshooting. The strategy’s larger test is whether this experience becomes dependable across a wide range of Windows handhelds rather than remaining primarily a showcase for ASUS hardware.
