There is no guaranteed public timer. Valve does not state the number of attempts that triggers the restriction or the exact length of the cooldown.

- Stop entering codes. Do not test additional keys, alternate formats, or random characters to see whether one works.

Confirm that it is a Steam product key
A Steam game key is redeemed through Steam’s product-activation flow. A Steam Wallet code, subscription code, or code intended for another launcher follows a different redemption path. If the seller’s instructions name another platform, do not submit that code in Steam’s product-key dialog.

Use the original order email, account page, or physical card receipt. Copy and paste when possible, then inspect the result for leading or trailing spaces and characters that are easy to confuse in printed text. Do not “try variations” of an uncertain character; every extra submission is another attempt associated with the account or internet address.
Check region restrictions
Some keys are limited to a country or group of countries. A key can be genuine and unused yet still fail when the Steam account does not match the permitted region. Look for the seller’s region statement and compare it with the account’s store country before you retry.
Keep purchase evidence
Retain the receipt, order ID, product name, purchase date, and the seller’s name. Those details let Steam Support or the retailer investigate without exposing the full key publicly.
Can you activate the key on another device?

Reinstalling Steam, clearing a browser, restarting the computer, or switching from the desktop client to another interface therefore has no evidence-backed guarantee of clearing the lock. A different network may still be covered by the account-side portion of the restriction, and repeatedly changing networks can create confusing records for support.
Can you use another Steam account?
You should redeem the key on the account that is meant to own the game. Andalu’s guidance states that an activated product key is permanently tied to the account that redeems it; Steam does not provide a normal transfer process for moving that activation to a different personal account.
Trying another account can also leave the game attached to the wrong library, while the internet-address portion of the rate limit may still apply. It is not a sound workaround for an activation block. If you accidentally redeem on the wrong account, preserve the receipt and contact Steam Support, but do not assume that ownership can be moved.
Should you change your router, VPN, or internet connection?
No documented fix guarantees that changing a router, VPN, public Wi-Fi connection, or IP address will bypass this warning. The wording explicitly refers to both the Steam account and the internet address, so either side can continue to trigger the restriction.

For a gift, have the recipient confirm the correct account and region before redemption. Once activated, the key remains attached to that account, so sending a code to the wrong person or asking someone to “test” it can create an ownership dispute that a later account switch will not automatically solve.
