tsappact.dll is a third-party TamoSoft Activation Wizard file, not a Windows system component. If tsappact.dll is missing, the safest fix is to repair or reinstall the exact TamoSoft application that originally installed it.
TamoSoft applications associated with this activation component include Essential NetTools, CommView, CommView for WiFi, CommTraffic, and older related utilities. The file normally belongs beside the program’s executable, not in C:WindowsSystem32.

Before you start: identify the parent application
Look at the complete error message, window title, shortcut, or Start menu entry. The application named there is the one that needs repair.

- Press Windows + S and search for the program you were trying to open.
- Right-click its result and select Open file location.
- Right-click the shortcut, select Properties, and review Target.
- Open Settings > Apps > Installed apps.
- Search for TamoSoft, Essential NetTools, CommView, CommView for WiFi, or CommTraffic.
Do not reinstall a different TamoSoft product simply because it also uses an activation component. A DLL from another product or release may not match the executable that is failing.

Fix 1: Repair or reinstall the TamoSoft application
Time needed: 10 to 20 minutes
This is the primary fix for messages such as:
- “The program can’t start because tsappact.dll is missing from your computer.”
- “Cannot find tsappact.dll.”
- “The code execution cannot proceed because tsappact.dll was not found.”
- “tsappact.dll is either not designed to run on Windows or it contains an error.”
If the application has a repair option
- Open Settings.
- Select Apps > Installed apps.
- Find the affected TamoSoft program.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
Not every older TamoSoft program provides a Windows repair button. If there is no repair option, continue with a reinstall.
Reinstall from TamoSoft
- Open TamoSoft’s official Downloads page for currently supported products, or its official Legacy Products page for Essential NetTools and other discontinued software.
- Download the installer for the exact product named in your error.
- If the program still appears in Settings > Apps > Installed apps, uninstall it.
- Restart Windows.
- Run the official installer.
- Right-click the installer and choose Run as administrator if normal installation fails.
- Start the application from its normal Start menu shortcut.
- Complete activation again if the program requests it.
Essential NetTools is discontinued, so its official legacy package may have compatibility limitations on newer Windows releases. Do not assume that a current CommView installer can replace an old Essential NetTools installation.
The repair worked if the application opens without the DLL message and its activation screen or main interface loads normally. If the same error returns immediately, continue with the antivirus and file-location checks below.
Fix 2: Check whether Windows Security quarantined the file
Time needed: 5 to 10 minutes
Antivirus software can remove or quarantine an application DLL. This is especially likely if the error began after a scan, update, or security event.
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections for the affected TamoSoft application or
tsappact.dll. - Expand a detection to view its path and action.
- Confirm that the detected path belongs to the TamoSoft installation folder.
Do not select Allow on device merely because the application will not start. Microsoft warns that restoring a detected file can cause Defender to detect it again. A safer approach is to remove the damaged installation and reinstall the program from TamoSoft’s official installer.
If the freshly installed file is detected again:
- Leave the detection blocked.
- Record the detection name and file path.
- Submit the suspected false positive to your antivirus provider.
- Contact TamoSoft if the official installer cannot be used without the detection.
A legitimate copy should normally be in the application’s own directory. A copy found in a temporary folder, Downloads folder, startup directory, or unrelated program folder needs investigation rather than automatic restoration.

Fix 3: Confirm the application and DLL architecture match
Time needed: 5 to 15 minutes
An older TamoSoft application may be 32-bit even when installed on 64-bit Windows. That is normal. A 32-bit application needs the matching 32-bit private DLL beside its executable.
Do not replace the file with a 64-bit copy or move it into a Windows system directory.
To inspect the program location:
- Right-click the application’s shortcut.
- Select Properties.
- On the Shortcut tab, select Open File Location.
- Confirm that the executable and
tsappact.dll, if present, are in the same application folder. - If the file is present, right-click it and select Properties.
- Review the Digital Signatures tab when available.
- Use Details to compare the publisher and file information with the installed application.
A “not designed to run on Windows” message can mean that the file is corrupt, mismatched, or the wrong architecture. Reinstall the exact product rather than downloading a replacement DLL.
TamoSoft’s Windows compatibility information can also matter for older products. If the program is discontinued and its installer targets an older Windows release, compatibility may be the underlying issue even after the file is restored.
Fix 4: Remove leftovers after uninstalling the program
Time needed: 5 to 15 minutes
If you uninstalled a TamoSoft application but Windows still displays a tsappact.dll error during startup, the file may not be the real problem. A leftover shortcut, startup entry, or scheduled task may still be trying to launch the removed program.

- Select Startup apps.
- Disable an entry that clearly belongs to the removed TamoSoft application.
- Press Windows + R, type
taskschd.msc, and press Enter. - Select Task Scheduler Library.
- Review tasks that clearly reference the uninstalled application.
- Disable or remove only entries you can confidently identify.
- Restart Windows.
If the error appears only when opening a particular shortcut, delete that shortcut and create a new one after reinstalling the correct application.

Do not delete unrelated registry entries or use a registry cleaner. A registry-cleaning utility will not recreate a missing private application DLL.
Fix 5: Run Windows repair commands only for broader Windows corruption
Time needed: 15 to 30 minutes
tsappact.dll is not a protected Windows DLL, so System File Checker normally will not restore it. Use these commands when Windows has other symptoms, such as damaged built-in apps, failed system components, or repeated servicing errors.
- Open Start.
- Search for Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Try the TamoSoft application again.
Microsoft documents this order because DISM repairs the component store that SFC uses. If both commands report that Windows is healthy but the application still reports a missing DLL, return to the TamoSoft reinstall. These commands do not substitute for reinstalling a third-party application.

Fix 6: Do not register or copy the DLL manually
Time needed: 2 minutes
Do not run:
regsvr32 tsappact.dll
regsvr32 is for DLLs that provide registration functions such as DllRegisterServer. An ordinary private application DLL may not provide that function. An error saying that the entry point was not found does not prove that tsappact.dll is missing.
Also do not copy the file into:
C:WindowsSystem32
C:WindowsSysWOW64
The normal location is the TamoSoft application’s installation directory. Manual copying is appropriate only when restoring the exact file from a verified backup or the exact official installer, and it should go beside the matching application executable.
Downloading an isolated DLL from a random website is risky because the file may contain malware, belong to a different release, use the wrong architecture, or fail to repair the damaged installation. Use TamoSoft’s official product or legacy installer instead.

Fix 7: Update drivers only when the wider application problem points there
Time needed: 10 to 30 minutes
A network-monitoring application may interact with network adapters or packet-capture components, but there is no basis for treating a missing tsappact.dll as a driver problem. Do not update drivers as the first response.
Consider driver work only when the application also reports adapter, capture, or device errors:
- Right-click Start.
- Select Device Manager.
- Expand Network adapters.
- Right-click the affected adapter.
- Select Properties > Driver.

Should I download tsappact.dll by itself?
