tulic.dll is an AVG TuneUp component, usually found with older TuneUp Utilities or AVG PC TuneUp installations, not a Windows system DLL. If it is missing or incompatible, repair or reinstall the AVG product that installed it instead of copying a replacement into a Windows folder.
What this file actually does
tulic.dll is an application DLL associated with older TuneUp Utilities and AVG PC TuneUp releases. Public file inventories connect it with AVG Technologies, AVG Netherlands B.V., and TuneUp Software. A related 64-bit file is named tulic-x64.dll.

The file is not identified as a Microsoft Windows component. It should not normally be downloaded into C:WindowsSystem32, C:WindowsSysWOW64, or an unrelated program folder.
Historical inventories report 32-bit variants including these observed builds:
#1 Best Overall
| Reported version | Reported size | Architecture |
|---|---|---|
| 14.0.1001.423 | About 0.6 MB | 32-bit |
| 14.0.1001.174 | About 0.58 MB | 32-bit |
| 15.0.1001.393 | About 1.5 MB | 32-bit |
These are observed historical versions, not a complete AVG release catalogue. The correct file depends on the installed TuneUp release and the executable loading it.
You may see messages such as:
tulic.dll is missingtulic.dll was not foundError loading tulic.dllCannot find tulic.dllThe procedure entry point GetTULicenseObject could not be located in the dynamic link library tulic.dllThe Integrator exe has stopped working
The last type is especially important. A missing-file error means Windows cannot find or load the expected DLL. An entry-point error usually means the executable found a DLL, but it is the wrong version and does not contain the function that executable expects.
Causes matched to symptoms
| Symptom or timing | Likely cause | Correct direction |
|---|---|---|
| TuneUp or its Integrator stops at launch | Damaged or incomplete installation | Repair AVG TuneUp |
| Error started after an update | Partial upgrade or version mismatch | Repair or reinstall the complete product |
| File disappeared after a security alert | Quarantine or false positive | Verify the path, then review antivirus history |
| Error appears during uninstall | Broken installer or obsolete remnants | Reinstall the product, then repair or remove it |
| Only a 64-bit component is mentioned | Architecture mismatch or missing tulic-x64.dll |
Reinstall the matching TuneUp package |
| Several unrelated programs fail | Possible Windows component corruption | Run DISM and SFC after application repair |
| Error remains after TuneUp was removed | Stale shortcut, startup item, task, or uninstaller reference | Remove the obsolete AVG installation cleanly |
The filename alone cannot prove which trigger affected your computer. Start with the owning application.
Fix 1: Repair AVG TuneUp
Repair is the safest first step because it restores application components without requiring you to locate an individual DLL.
Windows 11
- Open Settings.
- Select Apps.
- Open Installed apps.
- Find AVG TuneUp.
- Select the three-dot menu beside it.
- Choose Uninstall.
- Choose Uninstall again if Windows asks for confirmation.
- Approve the User Account Control prompt.
- In the AVG Setup window, select Repair.
- Complete the repair and restart Windows if prompted.
Windows 10
- Open Settings.
- Select Apps.
- Open Apps & features.
- Select AVG TuneUp.
- Choose Uninstall.
- In the AVG Setup window, choose Repair.
- Follow the prompts and restart if requested.
On older Windows versions, open Control Panel, select Programs and Features, select AVG TuneUp, and choose Uninstall/Change. The AVG Setup window should provide Repair.
After restarting, open AVG TuneUp from the Start menu. The repair worked if TuneUp launches without the tulic.dll message and its Integrator or related functions open normally.
If the repair option is unavailable, fails, or produces the same entry-point error, continue with a complete reinstall.

A reinstall replaces the application files as a group. That matters because tulic.dll must match the TuneUp executable and any related files, including the correct 32-bit or 64-bit component.
- Open Settings → Apps → Installed apps on Windows 11, or Settings → Apps → Apps & features on Windows 10.
- Select AVG TuneUp.
- Choose Uninstall and complete the AVG removal process.
- If Settings cannot remove it, open Control Panel → Programs and Features, select AVG TuneUp, and choose Uninstall/Change.
- Restart Windows.
- Download the current AVG TuneUp installer from AVG’s official website or use an installer supplied by your organization.
- Run
avg_tuneup_online_setup.exeas administrator. To do this, right-click the installer and choose Run as administrator. - Complete the installation.
- Restart Windows again.
- Open AVG TuneUp and confirm that the error has disappeared.
Do not copy only tulic.dll from another computer. A complete reinstall replaces the executable, libraries, configuration, and installer records together.
If you intentionally removed AVG TuneUp and the message still appears, look for a stale shortcut, startup entry, scheduled task, or uninstaller reference. Remove the obsolete AVG product through its normal uninstaller rather than installing a loose DLL.
Fix 3: Check antivirus quarantine
Security software may quarantine an application file after an update or scan. Do not restore the file automatically. First confirm that it came from the original AVG TuneUp installation directory and that the alert is consistent with a legitimate AVG installation.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFor AVG AntiVirus:
- Open AVG AntiVirus.
- Select Menu.
- Open Quarantine.
- Select the quarantined file.
- Choose More options.
- Select Restore or Restore and add exception, but only after validating the file’s origin.
For Microsoft Defender:
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Open the relevant detection.
- Review the file path and detection details before choosing an action.
If the path points to the known AVG TuneUp installation and the security product identifies a false positive, restoration may be appropriate. If the path is unusual, the file is unsigned, or the detection remains credible, leave it quarantined and reinstall TuneUp from AVG instead.
Fix 4: Resolve a version or architecture mismatch
A 32-bit application generally loads a 32-bit tulic.dll. A 64-bit TuneUp installation may use tulic-x64.dll. These files are not interchangeable.
An entry-point message such as GetTULicenseObject could not be located indicates that the executable and DLL do not agree about the functions available. This can happen after a partial update, an interrupted repair, or leftover files from an older TuneUp release.
Rank #3
Use this sequence:
- Open Settings → Apps → Installed apps.
- Check whether more than one TuneUp or AVG maintenance product is installed.
- Remove obsolete or duplicate TuneUp installations through their normal uninstallers.
- Restart Windows.
- Install the current AVG TuneUp package as a complete product.
- Restart again and test the application.
Do not select a DLL based only on its file size. The reported historical sizes are not a reliable way to identify the correct build, and a 32-bit replacement cannot repair a 64-bit dependency.
Why regsvr32 tulic.dll usually does not help
regsvr32 is not a general DLL repair command. It is intended for DLLs that expose a registration entry point such as DllRegisterServer, commonly used by components designed to register COM classes.
It does not:
- Recreate a deleted DLL
- Repair a damaged TuneUp installation
- Make incompatible versions match
- Convert a 32-bit DLL into a 64-bit DLL
- Restore missing dependent files
Running a command such as the following is therefore not the normal fix:
regsvr32 tulic.dll
If the command reports that the entry point was not found, that is evidence that registration is not supported or is not relevant to this application DLL. Repair or reinstall AVG TuneUp instead.
Do not download a loose DLL
Random DLL download sources can provide the wrong build, wrong architecture, modified files, or files containing malware. Even a genuine tulic.dll may not match the TuneUp executable that is failing, so copying it into System32, SysWOW64, or an application directory can create a second compatibility problem.

Fix 5: Repair Windows components only when symptoms are broader
Because tulic.dll belongs to an application, Windows repair commands are not the first response. Use them when several unrelated applications fail, Windows features are also damaged, or the AVG repair process reports broader system corruption.
Open Windows Terminal (Admin) or Command Prompt (Admin):
- Right-click Start.
- Select Terminal (Admin) or Command Prompt (Admin).
- Approve User Account Control.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows after both commands complete. Test AVG TuneUp again.
DISM repairs the Windows component store, while SFC checks protected Windows system files. Neither command is a substitute for reinstalling an application-owned DLL. If both commands complete successfully but TuneUp still reports tulic.dll, return to AVG repair or reinstall.
Repeatedly running SFC and DISM without knowing what changed can make troubleshooting harder. Outbyte PC Repair can scan for system problems and show what it found; its repair features are handled by the full version, while reinstalling AVG TuneUp remains the definitive fix for this application-owned file.
System Restore is reasonable if the problem began immediately after a failed update, cleanup operation, or installation and normal AVG repair is impossible. Press Windows key + R, enter rstrui.exe, and press Enter. Choose a restore point from before the change, review the affected applications, and complete the restore. This can revert applications and system settings, so save work first.
Drivers and unrelated runtime errors
tulic.dll is not a graphics, printer, audio, or other device driver. Do not use Device Manager as the primary repair for this file.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteIf the complete error also names a device driver:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device and choose Update driver.
- Select Search automatically for drivers.
- Restart if Windows installs an update.
If the device remains faulty, download its driver from the hardware manufacturer or use Properties → Driver to roll back a recent driver when that option is available. Outbyte Driver Updater can scan for outdated drivers and identify the matching installations; driver installation is handled by the full version, and it does not replace the need to repair AVG TuneUp for a tulic.dll error.
Similarly, do not install the Microsoft Visual C++ Redistributable merely because a DLL is missing. Investigate it only if the complete message names a runtime file such as MSVCP140.dll or VCRUNTIME140.dll.
What to collect before contacting AVG Support
If repair and reinstall do not work, record:
- The complete error text
- The executable that displays it
- The full path shown in the error
- Your installed AVG TuneUp version
- Your Windows version
- Whether the installation is 32-bit or 64-bit
- Whether
tulic-x64.dllis present - Antivirus quarantine or detection history
- Whether the problem began after an update, cleanup, or failed uninstall
This information helps distinguish a missing file from a version mismatch, wrong architecture, quarantine event, or stale TuneUp reference.
FAQ
Is tulic.dll part of Windows?
No reliable public evidence identifies it as a Microsoft system DLL. It is associated with older TuneUp Utilities and AVG PC TuneUp installations.
Recommended Free Tools
Can I download tulic.dll separately?
That is unsafe and usually ineffective. Repair or reinstall the AVG product that installed it so the executable and all related files come from the same package.
Why does TuneUp say an entry point could not be located?
The executable has loaded a DLL that does not contain the function it expects. This usually indicates a version mismatch or partial upgrade, not just a missing file.
Should I copy it to System32 or SysWOW64?
No. Those folders are not general repair locations, and copying the wrong architecture can affect other software. Keep the DLL with its owning application.
Will registering it with regsvr32 fix the error?
Usually not. regsvr32 applies to DLLs designed for registration and does not repair missing files or incompatible TuneUp versions.
