What Counts as AI-Generated Content in a Video Game?

AI-generated content in a video game is best identified by the output, not by the mere presence of an AI tool. If a generative model creates artwork, sound, dialogue, localization, images, story material, or other expressive content that ships with the game or appears to players during play, treat it as AI-generated content. A model that responds to a player’s prompt is included even when no asset was prepared in advance.

AI used only for coding assistance, debugging, brainstorming, balancing, or production efficiency may fall outside a particular platform’s player-facing disclosure category. That is a platform-policy boundary, not a universal legal definition. The applicable storefront, creation platform, game terms, jurisdiction, and the way players encounter the output all matter.

What does “AI-generated content” mean in a video game?

There is no single definition that applies to every game, law, storefront, and creation platform. For practical purposes, ask two questions: What did the model create? and Do players receive or experience that output? Generative output that reaches players is the clearest case.

That can include a fixed asset made before launch, such as a texture, character portrait, music track, voice line, quest text, or translation. It can also include material produced after launch when a player interacts with an AI system, such as an NPC’s answer, a generated image, a new scene, or an AI-controlled avatar’s movement.

“AI” is a broad term. Scripted enemy behavior, pathfinding, finite-state machines, and other conventional game systems are not automatically generative AI content. The platform documents discussed here focus on models that create new expressive output; they do not establish an industry-wide rule for every procedural or machine-learning technique.

What is the difference between pre-generated and live-generated content?

The most useful operational split is whether the output was made during development or while the game is running.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Pre-generated content

Pre-generated content is created with AI tools during development and then included in the released game for players to consume. Examples include concept art retained as final artwork, a generated sound effect, a synthetic voice line, a machine-produced localization, or narrative text inserted into a quest.

The key test is not whether a human edited the result. If an AI system materially created the expressive asset and that asset remains in the shipped product or its player-facing marketing, it belongs in this category for Steam’s stated generative-AI survey scope.

Live-generated content

Live-generated content is created by AI while the game is running. An NPC might compose a reply to a player’s question, or a game might generate an image, story branch, item description, voice response, or avatar action in response to a prompt. Steam calls this “Live-Generated”; Roblox and Kongregate also treat player-triggered model responses as relevant content.

Live systems introduce an additional obligation: developers must consider moderation and safety controls. Steam asks developers to describe safeguards against illegal output for live-generated features, while Roblox requires compliance with its Community Standards for output from third-party tools.

Which uses clearly count as AI-generated game content?

The following examples are practical classifications, not a universal legal test.

Use in a game Practical classification Why it matters
AI-made concept art retained as an in-game texture or illustration Pre-generated AI content The output ships with the game and players see it.
AI-generated music, sound, voice, dialogue, localization, or item text included in the release Pre-generated AI content These are player-facing expressive assets.
An NPC composes dialogue in response to a player’s message Live-generated or interactive AI content The model creates new material during play.
A built-in tool creates an image, 3D object, story passage, or avatar movement after player input Player-triggered AI output The game’s system mediates generation even if the player supplies the prompt.
AI-assisted coding, debugging, brainstorming, or workflow automation with no generated output shipped Not necessarily player-facing AI content Steam says efficiency gains are not the focus of its AI-content survey section; other platforms may ask different questions.
Temporary AI drafts removed before release Usually outside Steam’s stated shipped-content test Whether a platform requires broader production disclosure can differ.

Does player interaction make an AI feature “content”?

Yes, when the interaction causes a model to produce material a player receives. A response does not need to be saved as a conventional game file to be content. Text, voice, images, 3D generations, procedural narrative, and generated avatar movement can all be player-facing output.

Roblox’s creator guidance uses this interaction-based approach: a player interacting with a generative model and triggering a response is relevant to its Content Maturity questionnaire. Kongregate likewise lists generated images, dialogue, procedural story, and other responses to player input among the uses developers should disclose accurately.

The practical distinction is between a model that merely helps the developer build a feature and a model embedded in the released game that creates something for the player. The latter should be reviewed for disclosure, moderation, privacy, rights, and age-rating consequences.

What do major platforms require developers to disclose?

Platform rules are examples of operational policy, not a global standard. Check the current requirements for the storefront or creation service on which the game is distributed.

Steam and Steamworks

Steam’s Content Survey asks about generative AI content that “ships with your game, and is consumed by players.” It separates Pre-Generated content, made during development and shipped, from Live-Generated content, made while the game runs. The survey says, “Efficiency gains through the use of these tools are not the focus of this section.”

For live generation, developers must describe guardrails intended to prevent illegal content. Valve says pre-generated output is evaluated like other game content, including promises not to include illegal or infringing material and to keep the product consistent with its marketing. A disclosure does not excuse unlawful or misleading content.

Roblox

Roblox asks developers to report generative-model interactions in its Content Maturity questionnaire. Its examples include text or voice chat, images, 3D generation, and avatar movement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Roblox distinguishes ordinary AI components from Extended AI. A game whose main purpose is continuous interaction with an AI bot or character, or a feature that retains memory across sessions, must answer “Yes” to the Extended AI question and carry a Restricted content-maturity label. Roblox says that label makes the experience unavailable to users under 18. The developer remains responsible for output from third-party tools and must follow Roblox Community Standards.

Kongregate

Kongregate’s Game License & Upload Agreement does not require a specific disclosure solely because AI tools were used during development. Its developer guidance nevertheless requests that the player-facing game description state whether AI was used and how. Examples include AI-generated assets, AI-assisted creative workflows, and AI gameplay features.

Kongregate says disclosures should be accurate and not misleading. It also places responsibility for content and rights on developers, including material made with AI tools, and recommends checking each tool’s commercial-use, attribution, and distribution terms.

Gotcha Gotcha Games and RPG Maker

Gotcha Gotcha Games generally permits AI as a tool for creating games, including event creation, plugin or script creation, project-data analysis, debugging, and balancing. Its guidelines place responsibility on the creator and prohibit using the company’s engine programs, core scripts, and official assets to train AI, training on official assets to generate similar material, or publishing datasets that include those assets.

Those are product-specific restrictions. They illustrate why “AI was used” and “protected material was used to train an AI system” must be assessed separately.

How can you classify a specific game feature?

Use this sequence before completing a store questionnaire, writing a disclosure, or assessing a new feature.

  1. Identify the model’s role. Decide whether it creates new expressive output or performs a conventional scripted task such as pathfinding. Do not label every machine-controlled behavior generative AI without evidence that a generative model is involved.
  2. Locate the generation point. Record whether the output was produced during development, at build time, on a server, on a player’s device, or continuously during play.
  3. Check whether players receive it. Include assets shipped in the game, content shown in marketing, and responses, images, voices, stories, or movements generated after player input.
  4. Record who triggers it. A developer-published asset and a player-prompted response can create different disclosure and moderation duties.
  5. Map the applicable platform. Read the current requirements for the storefront, engine, user-generated-content service, and age-rating system involved. Steam, Roblox, Kongregate, and RPG Maker use different boundaries.
  6. Review safeguards and rights. Document filters, reporting, human review, logging, and escalation for harmful output. Check the model service’s commercial-use, attribution, training-data, and distribution terms.
  7. Write a precise notice. Say what was generated and where players encounter it. Avoid implying that all game development used AI if only one optional feature does, and do not claim that a label settles copyright ownership.

Does AI use determine who owns the game content?

No. Disclosure, platform compliance, copyright, and contractual rights are separate questions.

The U.S. Copyright Office’s Part 2 report applies a human-authorship framework. It states that wholly AI-generated material is not copyrightable, while protection for a mixed work depends on the human contribution and must be assessed case by case. The report discusses prompting, expressive human input, modification, and arrangement as distinct possibilities; it does not support a rule that any prompt automatically creates copyright or that every mixed human-and-AI asset is unprotected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tool licenses can matter even when copyright does not. A service may impose commercial-use, attribution, output, or distribution conditions. A platform may require the developer to warrant that content is lawful and non-infringing. Those contractual obligations can exist alongside the copyright analysis.

As an example of a game-specific approach, the Mars Directive Terms of Use, updated September 15, 2026, state that character dialogue, voices, and behavior are generated by AI in response to user input. They also say the publisher does not guarantee that outputs qualify for copyright protection or grant players exclusive rights. That language describes that game’s terms, not a rule for all games.

What safeguards should a live AI feature have?

Live generation can produce unexpected material, so a disclosure alone is not a safety system. Before release, establish controls appropriate to the audience and the model’s capabilities.

  • Input controls: limit prompts, detect attempts to bypass filters, and define what personal data may be entered.
  • Output moderation: block illegal, abusive, sexually explicit, hateful, self-harm, and infringing material where relevant to the game and audience.
  • Fallback behavior: provide a fixed response or disable the feature when the model fails, times out, or produces uncertain content.
  • Player reporting: let users report harmful output and preserve enough context for investigation without collecting unnecessary personal information.
  • Age and audience controls: align the feature with the platform’s maturity labels and any restrictions on minors.
  • Transparency: explain that a response is generated, especially when it may be mistaken for a human player’s or character’s fixed dialogue.

Steam specifically asks about guardrails for illegal output in live-generated content. Roblox makes the developer responsible for third-party output under its standards. These requirements do not replace testing and ongoing monitoring.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What are the most common classification mistakes?

  • Calling every AI-assisted workflow “AI-generated content.” A coding assistant that never creates player-facing material may be outside Steam’s stated survey focus, although another platform can ask for broader disclosure.
  • Ignoring runtime responses. An NPC’s generated answer or a player’s AI-created image is content even when it is not stored as a packaged asset.
  • Confusing procedural generation with generative AI. A procedural map or scripted enemy system may not use a generative model. The available platform guidance does not provide a universal rule for every such system.
  • Treating one platform’s label as a legal conclusion. A Restricted label, store survey answer, or game-description notice does not decide copyrightability, ownership, or infringement.
  • Assuming human editing erases AI involvement. Editing may affect the copyright analysis, but a materially AI-created asset that ships can still fall within a platform’s disclosure scope.
  • Assuming a disclosure cures rights problems. Developers still need permission to use training materials, output, voices, music, and other protected elements and must follow tool and platform contracts.

What should a player-facing disclosure say?

A useful notice is specific enough for a player to understand the feature without making claims the developer cannot support. Identify the type of output, when it is generated, whether player input triggers it, and what moderation or limitations apply.

For example: “Some NPC dialogue is generated in real time by an AI system in response to player questions. Responses may vary, are filtered under our moderation rules, and are not guaranteed to be accurate.” A different notice would be appropriate for fixed AI-assisted artwork shipped in the game. Do not imply that every asset was generated if only optional dialogue is live-generated.

If a platform asks for a formal questionnaire response, answer that questionnaire separately and keep the public description consistent with it. Requirements can change, so review them again when adding a model, changing age access, or moving generation from development to runtime.

Frequently Asked Questions

Does a procedural map generator count as AI-generated content?

Not automatically. A deterministic algorithm or traditional procedural system can create new maps without using a generative model, and the platform materials do not establish one universal rule for all procedural techniques. Classify the feature based on the technology and output, then check the specific platform’s wording.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I have to disclose an AI coding assistant used to build my game?

Not necessarily as player-facing AI content. Steam says its generative-AI survey section is focused on content that ships with the game and is consumed by players, rather than efficiency gains. Another storefront, engine license, or contract may still request broader workflow information.

Can players copyright dialogue generated during their play session?

There is no automatic answer. U.S. copyrightability depends on human authorship and the player’s contribution, while the game’s terms and the model service’s license may limit rights independently. A platform label does not grant exclusive ownership.

What should I do if a live model produces illegal or harmful text?

Disable or contain the response, preserve the minimum information needed to investigate, and use your reporting and moderation process. Review platform obligations, improve filters and fallback messages, and consider restricting access by age or feature until the risk is controlled.
