There is no universal definition of “100% complete.” In most games, the authoritative answer is the title’s own statistics, progress, compendium, or completion screen. That meter usually covers a selected, sometimes weighted set of objectives—not every activity the game contains. Treat platform achievements or trophies and a personal “do absolutely everything” checklist as separate completion goals.
Three different meanings of “100%”
Players use the same phrase for three systems that can disagree:

These standards can overlap, but none automatically substitutes for another. A game can display 100% while several optional activities remain. You can unlock every base-game trophy without filling the internal map tracker. Your own checklist may continue into seasonal events or cosmetic collections that neither system records.

The counter normally assigns progress to categories chosen by the developer. Some categories contribute one item at a time; others use a threshold or a weighted value. A map may show every collectible marker, for example, while the 100% calculation requires only a named subset. The user interface often does not reveal the formula, so the category labels and item totals are more reliable than a guide’s assumption that “all” means literally all.

Categories commonly included
- Main-story missions or a defined number of story objectives.
- Named side missions, character questlines, or faction arcs.
- Specific collectibles, discoveries, landmarks, or entries in a compendium.
- Selected activities, races, minigames, shooting ranges, or pastime results.
- Challenges, stunt actions, combat tasks, hunting goals, or exploration milestones.
- Purchases, properties, upgrades, vehicles, equipment, or other progression flags.
- Miscellaneous one-off requirements such as a friend activity or a particular interaction.
“Commonly included” is not “always included.” A title may count one collectible family but ignore another, require bronze-level activity results while ignoring gold scores, or count a named side quest but not every repeatable contract. Read the exact category names in the game rather than importing a rule from another title.
Thresholds, weighting, and hidden subsets
Some trackers are threshold-based: completing a required number of events marks the category complete even when more events exist. Others assign different values to missions, discoveries, and challenges, so the visible percentage is not a simple item count. If the menu shows a fraction, record both the numerator and denominator. If it shows only a bar, use the category’s completion state and a title-specific checklist instead of trying to reverse-engineer percentages from the map.
Achievements and trophies are a separate target
Platform records answer a different question: have you unlocked every achievement or trophy in the relevant set? They do not certify that every in-game objective is complete. Microsoft’s Xbox certification rules require that “All achievements unlock according to their criteria” and state that “All achievements represent a thorough exploration of or engagement with game content.” Those requirements concern achievement quality and reliability, not the contents of a game’s internal 100% meter. Platform scope also matters. A base game, an owned expansion, a free update, and an online mode may each have distinct achievement sets. Decide which set you mean before declaring completion. An achievement list can contain difficult optional challenges that the internal tracker ignores, while the tracker can require progression that has no corresponding achievement.

Steam’s set rules
Steam states, “Completion is tracked per set.” A set is complete when every achievement in it that is still available has been unlocked. Steam’s documentation says archived achievements that you have not unlocked are not required, and DLC sets count only when you own the DLC. It also says a set remains completed if achievements are added later. Those are Steam platform rules, not a universal definition of 100% inside every game. Why a perfect achievement score can still differ
Achievement criteria are authored as a curated engagement list. They may reward a single mission, a speedrun, a difficulty setting, or a special challenge without requiring every collectible. Conversely, an in-game counter may require dozens of low-profile discoveries that never received an achievement. Report the two results separately: for example, “internal tracker 100%, base-game achievements complete, expansion achievements not attempted.”
DLC, updates, online modes, and archived content
Write the scope beside every completion claim. At minimum, label:

- Base game: the content shipped in the edition you own.
- Owned DLC: expansions or add-ons that may have their own tracker or achievement set.
- Free updates: later missions, weapons, areas, or challenges that may or may not alter the original counter.
- Online content: objectives requiring servers, matchmaking, subscriptions, or other players.
- Seasonal or timed content: events available only during a date window.
- Archived content: achievements or objectives removed from active availability.
A platform may exclude unowned DLC from a completion set, while your personal definition may include it. An online objective can be impossible after a server shutdown even though the offline campaign is complete. Timed events should be marked with their availability dates, and archived objectives should not be silently mixed with currently obtainable ones.

Missables and version changes
A missable objective becomes unavailable after a story choice, a one-time encounter, or a failed opportunity. Before beginning a new chapter, check whether the tracker or a reliable title-specific guide flags such content. Keep separate columns for “currently obtainable,” “missable,” “online-only,” and “timed.” That prevents a completed percentage from hiding an irretrievable item on your save.
Patches can change requirements, fix counting bugs, add objectives, or retire content. Record the platform, edition, installed version, and date when you start your checklist. If a guide’s totals differ from the menu, prefer the current in-game tracker and verify the guide’s version. Do not combine a last-generation list with a remastered edition without checking whether missions, collectibles, or achievement sets changed.
A reliable method for determining what counts
- Open the authoritative menu. Look under Statistics, Progress, Completion, Map, Compendium, Challenges, or a similarly named screen. Capture the category names and the displayed totals.
- Copy the exact thresholds. Note whether a category requires every item, a stated number, a score tier, or a particular subset. Record any weighting or percentage shown.
- Separate platform records. Create a second list for achievements or trophies. Mark each entry as base game, DLC, online, missable, timed, or archived where applicable.
- Declare your content scope. State whether you include owned expansions, free updates, seasonal events, multiplayer modes, and cosmetic collections.
- Build an item-level checklist. Use one row per mission, collectible, activity, or challenge, with columns for status, location, save file, and version.
- Check edge cases before cleanup. Revisit uncounted activities, inspect category totals, and confirm that a patch or DLC did not create a separate set.
When the game’s menu is incomplete or opaque, a title-specific achievement or completion guide is useful as an index. Treat it as a checklist mapped back to the game’s own categories, not as a replacement for the game’s definition.

Grand Theft Auto V demonstrates why “100%” needs a qualifier. The official target does not require every activity in Los Santos. A current checklist must follow the game’s listed subsets, and the exact requirements can vary by edition and version.

The same September 5, 2026 checklist is a useful example of why totals must be dated: a guide can enumerate the current target, but your game’s own completion screen remains the final authority for its edition and patch. “GTA V 100%” therefore should be written with a scope such as “single-player internal tracker,” “all platform achievements,” or “personal everything list.”

The tracker counts a subset
The most common explanation is intentional design. The developer selected representative missions, collectibles, and activities so that the completion target is achievable without demanding every repeatable or cosmetic action. Uncounted map icons are not necessarily missing progress.
The remaining items belong to another mode or set
Multiplayer, an expansion, a seasonal event, or a separate achievement set may use different progress records. Check the mode selector and platform list before treating those items as a bug.
The objective is tracked elsewhere
Some games place challenge records, codex entries, upgrades, or collectible families in separate menus. A completed main progress bar does not imply that every menu is complete.

A patch or save-state issue changed the result
After an update, reload the save, revisit the relevant category, and compare its totals with a version-matched checklist. If one item refuses to register, document the platform, version, mission state, and exact symptom before seeking a title-specific fix.
How to describe your completion accurately
Use a compact label that tells readers what was measured:
- “Internal tracker: 100% (base game, single-player).”
- “Platform achievements: complete for the currently available base-game set.”
- “Owned DLC: complete” or “DLC not included.”
- “Personal checklist: all listed collectibles and side quests; seasonal and server-dependent content excluded.”
This wording avoids the common mistake of presenting one meter as proof that every possible activity, achievement, and add-on has been finished.

A comparison framework for any title

If any answer is unknown, narrow the claim instead of calling the game universally complete. A precise scope is more useful than a larger percentage with hidden exclusions.
