4X means explore, expand, exploit, and exterminate. The label describes strategy games in which you develop an empire or civilization across a large map or setting: discover what is there, claim territory, turn that territory into economic and scientific strength, and overcome rival powers. The four verbs describe interacting pressures, not a mandatory four-step checklist.

Classic reference points include the Civilization and Master of Orion series. Modern examples such as Civilization VI and Stellaris show how widely the formula can vary between historical and science-fiction settings, turn-based and real-time play, and military or non-military paths to victory.

What does 4X stand for?

The four Xs are:

  1. Explore: reveal an unknown map, scout regions or star systems, and discover resources, rivals, hazards, and opportunities.
  2. Expand: convert discoveries into control by founding cities or colonies, claiming territory, extending influence, or settling new systems.
  3. Exploit: use controlled territory and systems to create value through resources, infrastructure, research, production, trade, and more efficient administration.
  4. Exterminate: overcome rival empires or remove their ability to compete. Conquest is one route, but diplomacy, science, culture, or economic superiority can also determine the winner.

“Exterminate” therefore names the competitive pressure between powers, not a promise that every match requires total military annihilation. A game can be a 4X title even when its winning conditions include scientific, cultural, diplomatic, or economic achievements.

Where did the term 4X come from?

Journalist and designer Alan Emrich popularized the expression in a 1993 Computer Gaming World preview of Master of Orion. In that preview context, he described a “Quadruple-X” game as one containing the essential four Xs of a strategic conquest game: explore, expand, exploit, and exterminate.

The wording was a memorable way to distinguish a broad empire simulation from a game focused only on battlefield tactics. The genre description later became useful across settings because the same underlying decisions can represent a historical civilization, a fantasy realm, or a space-faring polity.

The Science Fiction Encyclopedia characterizes 4X games as simulations of a developing civilization involving economy, social systems, scientific research, trade, diplomacy, and conflict. That combination explains why the label remains broader than “conquest game”: warfare is one system in an evolving society, not the entire activity.

What does each X mean in practice?

Explore: turn uncertainty into information

Exploration is the process of learning what the game world contains. At the beginning, the map may be hidden or only partly known. Scouts, ships, explorers, sensors, or other units reveal geography and locate resources, neutral settlements, rival powers, hazards, and useful routes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Information has strategic value even when it does not immediately produce a resource. Discovering a rival nearby changes where you can safely settle. Finding a narrow passage can determine the location of a defensive border. Locating a rich region may justify a risky colony or an expensive war. Exploration also tells you what is absent, preventing you from planning around an opportunity that does not exist.

Early exploration tends to matter most because later choices depend on it. A player who expands without scouting may occupy poor ground, block an important route, or meet a stronger neighbor unexpectedly. In some games, exploration continues throughout the match as new technologies, movement options, or diplomatic contacts reveal more of the world.

Expand: convert discovery into control

Expansion gives your polity a larger footprint. Depending on the game, it can mean founding a city, settling a colony, claiming a province, extending cultural or political influence, or establishing an outpost in a new star system.

More territory creates room for additional population, production, research, and strategic positions. It can also deny valuable locations to opponents. Expansion is not automatically beneficial, however. Every new settlement may require administration, infrastructure, a garrison, transportation links, or protection from unrest and enemy attack. A large map presence that your economy cannot support can make the whole empire weaker.

Good expansion is therefore selective. Players weigh the value of a location against its distance from existing centers, the cost of defending it, the diplomatic reaction of neighbors, and the time required before it contributes to the economy. Some games reward dense, efficient development; others reward a wide frontier or control of specific chokepoints.

Exploit: turn control into capability

In 4X terminology, “exploit” does not mean only mining a literal deposit. It means extracting useful capacity from the systems you control. That can include gathering food, minerals, energy, or other resources; constructing infrastructure; improving production; funding research; developing trade; and making administration more efficient.

Exploitation is where territory becomes an operating empire. A newly founded settlement may initially consume more support than it produces. Investments in roads, buildings, population, technology, or governance can eventually make it contribute science, income, military production, or strategic resources. The player is deciding not merely what to own, but how to make ownership pay for itself.

Because resources are limited, exploitation creates trade-offs. Spending production on a research facility delays a defensive unit. Funding a new colony slows improvement in an older one. A technology that increases income may be less urgent than one that keeps your borders secure. These choices make the economic layer central even in games remembered for their battles.

Exterminate: overcome competing powers

The final X represents competition between empires. Military action is the clearest form: a player can invade, destroy armies or fleets, capture cities, and remove a rival from the map. Yet many 4X systems allow a player to win without conquering every opponent.

A scientific victory may make one empire the first to complete a decisive research project. A cultural or diplomatic victory may attract enough influence or support from other societies. An economic victory may come from accumulating wealth or controlling trade. These conditions still fit the “exterminate” pressure because they leave rivals unable to match or stop your success. The rival power has been overcome, even if its units and cities remain.

Diplomacy can alter the cost of competition. Alliances may secure a border while you develop elsewhere; trade can make a rival less willing to attack; sanctions or denunciations can isolate a target; and a temporary peace can buy time to complete research. In this sense, extermination is the endpoint of strategic rivalry, not a required animation of total destruction.

How the four Xs interact

The four activities form a feedback loop rather than a fixed sequence. Exploration reveals a valuable location. Expansion claims it. Exploitation turns it into production, research, income, or military capacity. That stronger position improves your ability to explore farther, expand again, and deter or defeat rivals.

Conflict can interrupt the loop at any point. A rival may attack before a new colony is productive. A border dispute can make a resource site too expensive to hold. Diplomacy can change whether expansion is safe or whether exploitation should focus on military preparation. The best decision is often the one that preserves several future options instead of maximizing a single resource immediately.

This loop also explains the genre’s characteristic pace. A tactical battle may be resolved in minutes, while a 4X decision can affect dozens of turns or a long sequence of real-time operations. You are managing an evolving polity—its territory, economy, technology, relationships, and armed forces—not just directing individual units.

Is Civilization a 4X game?

Yes. The Civilization series is a standard reference point for 4X strategy. Its structure combines map exploration, settlement and territorial growth, development of cities and infrastructure, research, diplomacy, and competition among civilizations. Different entries emphasize these systems differently, but the series clearly contains all four Xs.

Civilization VI is a familiar modern example. It lets players pursue several kinds of progress rather than treating military conquest as the only objective. A player can expand borders and develop an economy while using diplomacy, culture, or science to create a winning position.

Is Master of Orion a 4X game?

Yes. Master of Orion is one of the historical games most closely associated with the term because Emrich used the four-X formulation while previewing it in 1993. Its science-fiction setting makes the same structure visible on a galactic scale: discover star systems, establish and grow colonies, develop technology and production, and compete with other space-faring empires through war or broader strategic superiority.

Why is Stellaris considered 4X?

Stellaris is a recognizable science-fiction 4X example because it combines exploration of star systems, expansion through colonies and influence, economic and technological development, and rivalry among interstellar powers. Its setting highlights how the model is not tied to historical cities or a particular map size. The “empire” can be a civilization spanning planets rather than a nation on a continental map.

How is 4X different from an RTS?

Real-time strategy (RTS) and 4X games can both include resource collection, construction, technology, and combat. The difference is the level and rhythm of decision-making. An RTS usually emphasizes continuous, time-sensitive control of a smaller force or base. A 4X game generally asks you to manage a whole polity over a larger map, with decisions about settlement, research, diplomacy, economy, and victory conditions alongside combat.

Dimension Typical 4X emphasis Typical RTS emphasis
Time structure Often turn-based, or real-time with a slower strategic layer and pauses or planning windows Continuous real-time action is usually central
Scale Multiple cities, colonies, provinces, or star systems forming an empire A base or group of bases and a comparatively focused army
Map knowledge Exploration and long-term information about a large world Scouting supports immediate tactical and economic decisions
Economy Population, infrastructure, research, trade, administration, and long-term development Resource gathering and production mainly support current construction and battles
Diplomacy Often a major system involving treaties, alliances, trade, and rival relations May be limited or secondary to the match’s military objectives
Victory Can include conquest, science, culture, diplomacy, or economic achievement Usually centers on defeating opposing bases or armies within the match

The boundary is not absolute. Some 4X games run continuously, and some RTS games include diplomacy or large campaigns. The useful question is whether the game’s core challenge is managing an expanding civilization over time, rather than only winning a battle with immediate unit control.

What makes a game a 4X game?

No single mechanic is mandatory, but most 4X games combine several of these features:

  • A persistent empire: You develop a civilization, faction, or polity across a campaign rather than controlling a disposable force in one encounter.
  • Meaningful discovery: The map, systems, resources, factions, or hazards are unknown or incomplete at the start.
  • Territorial growth: You can found settlements, claim regions, colonize systems, or extend influence.
  • Internal development: Controlled areas generate resources and can be improved through buildings, research, population, policy, or trade.
  • Independent rivals: Other powers pursue their own interests and can cooperate, compete, or attack.
  • Multiple strategic routes: Military victory is possible, but the game may also reward science, culture, diplomacy, economics, or another long-term objective.

A game does not need every feature in exactly the same proportion. One title may make warfare dominant, while another gives diplomacy or internal development more weight. The label describes the family of interacting systems.

How 4X games vary from one another

Calling two games “4X” does not tell you how they play. Use these comparison axes to understand the difference:

Axis Questions to ask
Turn-based or real-time Do you make decisions in discrete turns, or does the world continue while you act?
Setting Is the world historical, fantasy, or science fiction, and how does that setting change the available systems?
Exploration How much of the map is hidden, and how important are scouting, anomalies, resources, and first contact?
Expansion Do you build cities, settle colonies, annex provinces, spread influence, or control trade routes?
Economy and technology Are production chains, population, infrastructure, and research simple choices or deep planning systems?
Diplomacy Can factions form treaties, trade, alliances, federations, rivalries, or diplomatic victories?
Combat Is war tactical and hands-on, abstracted into statistics, or mostly a way to support other objectives?
Victory conditions Can you win through conquest, science, culture, diplomacy, economics, or several combinations?

These differences affect the best opening strategy. A game with dangerous early neighbors rewards scouting and defense. A game with expansive technology trees may favor concentrated development before settlement. A game with strong diplomacy can make relationships as valuable as territory.

A practical way to think about the 4X loop

  1. Scout before committing. Reveal nearby terrain or systems and identify both opportunities and threats.
  2. Choose expansion that you can support. Consider distance, administration, production, and defense rather than counting settlements alone.
  3. Develop what you already control. Build the infrastructure, research, economy, and population systems that turn territory into sustained capability.
  4. Watch rival trajectories. A neighbor’s military buildup, scientific lead, diplomatic bloc, or economic growth may require a response before it becomes an immediate attack.
  5. Select a route to victory. Decide whether your position favors conquest, science, culture, diplomacy, economics, or a flexible combination, then align spending and alliances with that route.
  6. Reassess after major discoveries or conflicts. New information can make a planned colony, war, or technology investment less valuable than it was several turns earlier.

This is a decision framework, not a rigid order. You may need to defend before expanding, negotiate while researching, or exploit a short-lived opportunity before your economy is fully developed.

Common misconceptions about the four Xs

“Every 4X game requires total conquest.”

Not necessarily. Exterminate describes overcoming rivals. A scientific, cultural, diplomatic, or economic victory can satisfy that competitive condition without erasing every opposing settlement.

“The four Xs must happen once, in order.”

They are recurring activities. You may explore a new region after building a large empire, expand again after researching a technology, or return to exploitation after a war damages your economy.

“Exploit means only mining resources.”

It includes every way of converting control into capability: infrastructure, research, production, population management, trade, income, and administrative efficiency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A game with armies is automatically 4X.”

Combat alone is not enough. The defining combination is empire-scale exploration, expansion, internal development, and rivalry over a sustained campaign.

What should you remember about 4X?

4X is shorthand for explore, expand, exploit, and exterminate. Exploration supplies information, expansion turns information into territory, exploitation turns territory into capability, and extermination describes the pressure to overcome rival powers. The model applies to historical, fantasy, and science-fiction games, and it can support military or non-military victories.

The term’s modern use traces back to Alan Emrich’s 1993 preview of Master of Orion. Civilization, Civilization VI, Master of Orion, and Stellaris are useful reference points, but each emphasizes the four activities differently. When deciding whether a new strategy game is 4X, look for the full loop of discovery, territorial growth, internal development, and long-term competition—not simply the presence of armies or a large map.
