The studio creates the game; the publisher may supply capital, production oversight, marketing, quality assurance, localization, platform certification, distribution and post-launch support. The contract determines which of those services are actually included.
Publishers are not interchangeable with developers, distributors or platform holders. A small studio can self-publish, but then it must carry more of the funding, business, compliance, marketing and release workload itself.

The division of responsibility
The simplest distinction is creative production versus commercial delivery. A development studio runs the day-to-day work of designing, programming, producing art and audio, integrating builds and fixing defects. A publisher turns that project into a product that can reach an audience and generate sales.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Area | Development studio | Publisher |
|---|---|---|
| Game creation | Design, code, art, audio, builds and internal production | Reviews progress against the agreed brief and milestones |
| Money | Supplies its own capital where required and manages its development budget | May provide an advance or milestone funding, then recoup it under the contract |
| Product strategy | Defines the creative vision and implements the game | Helps position the game, identify audiences and shape its market plan |
| Launch | Delivers a stable, compliant build and supporting information | Coordinates store pages, pricing, territories, ratings, submissions and release timing |
| Audience and sales | Supports the game with developer expertise and community insight | Runs or coordinates marketing, public relations, campaigns, sales operations and reporting |
Some businesses perform both roles. The World Intellectual Property Organization’s World Intellectual Property Report 2024 describes the usual arrangement as publishers financing and promoting a game while developers handle its actual creation. It also notes that major publishers increasingly integrate development by acquiring studios or operating internal teams.

What a publisher does during a game’s lifecycle
1. Finance and greenlight
Many publishing agreements begin with a greenlight decision: the publisher assesses the concept, team, budget, schedule, target platforms and commercial opportunity, then agrees a brief with the studio. Funding can arrive as an advance or in milestone payments. ScreenSkills summarizes the model directly: “Games publishers give developers the money upfront to make a game.”
That money reduces the studio’s immediate need for investors or retained earnings, but it is not automatically free capital. The agreement can require the publisher to recoup its advance from sales before the studio receives its contracted share. It may also exchange funding for distribution rights, a percentage of revenue, ownership of the intellectual property, or rights to sequels and downloadable content. Amount, currency, payment dates, eligible costs and conditions for each payment should be written precisely.
2. Production oversight and milestone management
The studio’s game producer manages the internal team and is normally the primary contact for the publisher. A publisher-side producer or product manager tracks whether the project is meeting the approved scope, budget, schedule and quality bar. ScreenSkills says the publisher works with the studio producer “to make sure the game’s being made as agreed, to budget and on time.”

Milestones may include a playable prototype, vertical slice, content-complete build, beta, release candidate and final submission. A milestone package commonly contains a build, feature list, risk report, budget update and evidence that specified acceptance criteria have been met. Contracts should say who approves a milestone, how quickly they must respond, what happens after a rejection and whether a missed date allows a cure period, revised schedule or termination.
3. Product, brand and marketing
Publishers add market expertise to the studio’s creative work. They may define the audience, product positioning, key selling points, visual identity and release window; write or edit store descriptions; create logos, screenshots, trailers and other campaign assets; and coordinate public relations, events, creator outreach and advertising.

The studio still supplies the underlying game and often contributes developer interviews, footage, community access and approval of materials that could misrepresent the product. The scope varies sharply: one publisher may fund a full regional campaign, while another may provide only store assets and a launch plan. A useful agreement lists a marketing budget, named deliverables, timing, approval procedures and responsibility for localization of campaign materials rather than promising only “marketing support.”
4. Quality assurance, localization and compliance
Publisher-led quality assurance can supplement the studio’s own testing with formal test plans, compatibility checks, regression testing, usability review and defect triage. Screen Australia defines QA as “the formalised process of thoroughly playing and testing a game for bugs, stability and usability.” Testing may cover every supported platform, controller configuration, language build and save-data path.
Localization includes translation, linguistic testing, cultural review, subtitling, voice recording and layout checks for languages that expand or contract text. Compliance work can include age-rating submissions, privacy and consumer-law requirements, accessibility information, ratings-board changes, platform technical requirements and required disclosures for monetization. Decide in writing whether the publisher pays for these services, which languages and regions are included, and who owns translated text and recorded assets.
5. Distribution and platform release
Distribution is more than placing a game in a digital store. Someone must create product pages, supply accurate metadata, set prices and currencies, select release territories, obtain age ratings, upload packages, pass platform certification, schedule the launch and monitor the product after it goes live.
Microsoft’s Game Publishing Guide describes the platform review as: “We test the game packages, and review your Store listings and pricing information.” Its publishing workflow also covers release markets, store metadata, sales monitoring, promotional codes, package flighting and customer-engagement reports. Other platform holders use different portals and rules, and those requirements change, so the party responsible for each submission should verify current documentation before every release.

A publisher may perform this work directly, use a specialist distributor or coordinate with platform account managers. The contract should identify supported platforms, territories, storefront accounts, tax and payment responsibilities, launch-day staffing, certification failures and the process for emergency patches.

After release, the publisher may manage sales reporting, refunds, customer-support escalation, community communications, additional platform launches and promotional beats. For a game with downloadable content or live operations, publisher and studio teams can plan updates, seasonal events, content drops, monetization changes, server capacity and ongoing analytics.
The Producers Guild notes that producers can remain responsible for downloadable content after the initial release. Screen Australia uses “LiveOps” for the ongoing management, updates, events and support that keep a live game operating. A deal should state whether post-launch work is included in the original budget, funded through new milestones or optional, and who can decide to stop live service support.
What the publisher receives in return
There is no universal revenue split or standard ownership arrangement. Screen Australia’s glossary describes a publisher as a company that funds, markets and distributes a game, typically in return for a percentage of sales or intellectual-property ownership. WIPO similarly describes publishers financing third-party development in return for distribution rights and potentially ownership.
“Revenue share” is incomplete unless the contract defines the money being shared. Key definitions include gross receipts, platform fees, taxes, refunds, chargebacks, localization costs, marketing expenses and recoupable development costs. An advance may be recouped before the studio’s share is paid; a publisher may receive different percentages by platform or territory; and a minimum marketing commitment may be separate from recoupment.

Intellectual-property ownership can cover the game code and art, the title and trademarks, characters, world, music, source files, sequel rights and downloadable-content rights. A license can be exclusive or non-exclusive and limited by platform, territory or term. Rights reversion clauses can return rights to the studio after a defined period, a release failure or a publisher’s decision to stop exploiting the game.
Publisher, distributor and platform holder: different jobs
| Role | Primary responsibility | Typical authority |
|---|---|---|
| Publisher | Finances and commercializes the product | Marketing strategy, pricing recommendations, release planning, sales operations and sometimes creative or milestone approvals |
| Distributor | Gets a finished product into sales channels | Physical logistics, channel relationships or selected digital-store operations |
| Platform holder | Operates the console, PC, mobile or cloud platform and its storefront | Account rules, technical requirements, certification, store policies and payment infrastructure |
One company can perform more than one of these jobs. A publisher might handle distribution itself, hire a regional distributor or leave the studio to manage a platform account while supplying only marketing and funding.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does an indie studio need a publisher?
No. A studio can self-publish through digital storefronts and app stores, retaining more control over pricing, timing, creative decisions and intellectual property. It must then finance development or secure other investment, build store pages, handle ratings and certification, coordinate localization, buy or create marketing, answer customer issues, monitor sales and manage tax, payment and platform relationships.
Self-publishing is increasingly practical for teams with an established audience, strong business skills and enough cash to survive a delayed launch. A publisher can be valuable when the project needs substantial funding, console access, international localization, a large marketing campaign, physical production or experienced release operations. The choice is a capacity and risk decision, not a rule about what “real” studios do.
Public funding can also change the calculation. For example, the Screen Australia glossary points to Australia’s Digital Games Tax Offset, a 30% refundable tax offset for qualifying Australian development expenditure. Eligibility is jurisdiction-specific; it is not a general publisher subsidy and should be checked against the current program rules.

- Compatible with Wide Screens - To ensure compatibility with the dual monitor mount, your each monitor must meet three conditions at the same time: First, computer screens size range: 13 to 32 inches. Second, screen weight range: 4.4 to 19.8 lbs. Third, the back of the monitor screen must have VESA mounting holes with a pitch of 75x75mm or 100x100mm.
- Regarding the compatibility with desks - Your desk must meet three conditions at the same time: First, desk material: Only wooden desks are recommended, plastic or glass desks cannot be used. Second, desk thickness range: 0.59" - 3.54". Third, the bottom of the desk should not have any cross beams or panels, as this will interfere with installation. We recommend carefully checking that your desk and monitors meets all above conditions before purchasing.

Built-in cable management guides wires along the arms, keeping cords out of sight and out of the way. Enjoy a tidy, modern workstation that looks as good as it feels to use.
Why production scale changes the business case
Financing and coordination become harder as projects add people, platforms and content. WIPO’s 2024 report gives context: the average video-game development team grew from 26 people in 1995 to approximately 94 people in 2015. Those figures describe industry-wide averages, not a staffing requirement or a publisher standard. They help explain why a studio may seek a partner for cash flow, milestone discipline, localization, certification and market access even when it can make the game itself.
How to evaluate a publishing offer
Compare offers by the obligations and rights they create, not by the headline advance alone. Ask for a written schedule of services and a model showing how money flows from a sale to each party.
- Funding: Record the total amount, currency, payment schedule, milestone conditions, eligible expenses, interest and what happens if a payment is late.
- Recoupment and revenue: Define gross and net receipts, deductions, recoupment order, platform fees, taxes, refunds, reporting dates and audit rights.
- Intellectual property: Identify ownership or license terms for the core game, source code, trademarks, characters, music, sequel rights and downloadable content.
- Creative and milestone control: Specify acceptance criteria, approval deadlines, revision limits, change-control rules and the remedy for a rejected milestone.
- Marketing commitments: List the budget, trailers, store assets, public-relations work, creator outreach, regional campaigns and who approves public claims.
- Production services: State whether QA, localization, porting, accessibility testing, ratings, certification and customer support are included, capped or charged separately.
- Platforms and territories: Name every launch platform and market, the account holder for each storefront and the process for adding or dropping a platform.
- Post-launch: Set expectations for patches, downloadable content, live events, servers, analytics, support response and funding for ongoing work.
- Termination and reversion: Cover missed milestones, insolvency, failure to launch, abandonment, cure periods, rights reversion, continued sales and access to source materials.
Have an attorney experienced in interactive-entertainment agreements review the final language. Commercial terms differ by project stage, budget, platform, territory and bargaining power; a favorable percentage cannot compensate for unclear ownership or obligations.
Practical takeaway
A publisher is the partner that converts a studio’s completed work into a financed, marketable and deliverable product. It may fund development, manage milestones, test and localize the game, secure ratings and certification, operate storefront releases, market to players and support the product after launch. None of those services, nor any particular revenue share or IP outcome, is automatic. The contract is the real map of who does what, who pays, who decides and who owns the result.
